14.6 With the implementation of ERP, more desks have been<br />

provided with Computer Systems. The present population<br />

of desktop systems against total employees stands around<br />

90% (excluding class IV employees)<br />

15. CENTRAL INSTITUTE FOR RURAL ELECTRIFICATION<br />

(CIRE)<br />

15.1 CIRE was established at Hyderabad in 1979 under the aegis<br />

of <strong>REC</strong> to cater to the training and development needs of<br />

engineers and managers of Power and Energy Sector and<br />

other organizations concerned with Power and Energy.<br />

CIRE conducts regular training programmes on various<br />

aspects of Generation, Transmission and Distribution for<br />

National and International Power Sector Executives.<br />

15.2 Franchising of Distribution Management throughout the<br />

country in RGGVY villages is a mandatory requirement.<br />

In this connection, Ministry of Power, Govt. of India has<br />

chosen CIRE as a Nodal Agency for coordination and<br />

monitoring of “National Franchisee Training Programme”.<br />

Under this programme, it is proposed to train 40,000<br />

Franchisees. CIRE has entered into MOUs with 41 Power<br />

Utilities/Institutes for organizing the programmes by them.<br />

This training activity will continue upto 2011-12. During<br />

the year 2009-10, 257 Franchisee Programmes with 9,349<br />

participants were conducted by various utilities wherein<br />

CIRE was also involved in conducting programmes at the<br />

location of Power Utilities.<br />

15.3 CIRE was also given by the Ministry of Power, Government<br />

of India the mandate as Nodal Agency to implement<br />

“National Training Programme for C&D Employees.” The<br />

supporting staff in technical, non-technical areas working<br />

in distribution sector, who are the first interface with the<br />

consumers were to be provided training and skill<br />

development to effectively deliver their responsibilities<br />

and improve the customer satisfaction. Under this<br />

programme, 75,000 C&D employees in the country will<br />

be trained during the period of XI Five Year Plan. 45 Power<br />

Utilities/Institutes have entered into MOUs for organizing<br />

programmes by them. During the year 2009-10, 691 C&D<br />

Programmes with 17,873 participants were conducted by<br />

various utilities.<br />

15.4 Six International Training Prograrmmes under ITEC/<br />

SCAAP, sponsored by Ministry of External Affairs, Govt.<br />

of India were also conducted. 97 participants from various<br />

countries, such as Afghanisthan, Philippines, Myanmar,<br />

Bangladesh, Zimbabwe, Ivory Coast, Zambia, Tajikistan,<br />

Thailand, Mauritius, Tanzania, Nigeria, Sudan, Iraq, Egypt,<br />

Senegal, Mali, Georgia, Guyana, Syria, Indonesia, Kenya,<br />

Malawi, Uzbekistan, Papua New Guinea, Ukrain,<br />

Mozambique, Oman, Iran, etc., took part in the following<br />

programmes :-<br />

(i) Modern Practices in Generation and Transmission Systems<br />

(ii) Innovative Technologies in Transmission & Distribution<br />

Systems<br />

(iii) Planning & Financial Management of Power Projects<br />

(iv) Modernization of Power Distribution<br />

(v) Decentralised Distributed Generation & <strong>Rural</strong> Power<br />

Distribution Management<br />

(vi) Financial Management & Accounting Systems for Power<br />

Companies<br />

The programmes were of 4/8 weeks duration.<br />

15.5 CIRE also conducted two programmes with 71 participants<br />

under the sponsorship of KfW, Germany on “High Voltage<br />

Distribution System (HVDS).<br />

15.6 In addition, 10 Customised Programmes on Pilferage of<br />

Electricity - Technical & Legal Remedies, Best Practices<br />

in Distribution Loss Reduction, Customer Management &<br />

Information Systems in Power Sector, Best Practices in<br />

Distribution Systems O & M, Finance for Non-finance<br />

Executives, Energy Audit, Accounting & Load<br />

Management, were also conducted. 353 Officers took part<br />

in these programmes.<br />

15.7 CIRE also conducted three R-APDRP programmes<br />

sponsored by Ministry of Power/PFC for the executives<br />

of power utilities and 79 participants attended the<br />

programmes.<br />

15.8 CIRE also conducted Three programmes with 48<br />

participants on Finance for Non-Finance Executives,<br />

Human Resource Management in Power Sector, and<br />

Strategic Financial Management for Power Sector in<br />

collaboration with the Institute of Public Enterprise (IPE),<br />

a reputed business school located in Hyderabad, and<br />

availed the services of the best faculty resources of the<br />

Institute for the benefit of the participants.<br />

15.9 CIRE also conducted 32 programmes with 968 participants<br />

under Distribution Reforms Upgrades and Management<br />

(DRUM), with financial assistance of USAID. The topics<br />

covered included Best Practices in Distribution Loss<br />

Reduction, Best Practices in Distribution System<br />

Operation & Maintenance, Change Management in Power<br />

Distribution, Distribution Efficiency and Demand Side<br />

Management, Training of Trainers (TOT) covering topics<br />

of <strong>Rural</strong> Electricity Distribution Franchising,<br />

Communication Skills, Employees Motivation & Morale<br />

Development, Financial Management of Distribution<br />

Business, Electrical Safety Procedures, Accident<br />

Prevention and Disaster Management.<br />

15.10 Ten Regular/Open Programmes were organised with 171<br />

participants on topics such as Pilferage of Electricity -<br />

Technical & Legal Remedies, Power Purchase Agreement,<br />

Energy Audit, Accounting and Load Management,<br />

Specifications, Standards & Construction Practices in<br />

Distribution System, Power & Distribution Transformers<br />

for Efficient Operation, New Developments in Metering,<br />

Billing & Collection, Power Sector Accounting with<br />

reference to ESAAR & GAAP, Change Management in<br />

Power Sector, Power Factor Improvement - Reactive<br />

Power Compensation and Safety Management in Power<br />

Sector.<br />

15.11 Nine In-house Training Programmes with 134 participants<br />

were organised for the employees of <strong>REC</strong> to upgrade their<br />

knowledge and skills on various topics.<br />

15.12 In all, during the year 2009-10, CIRE conducted 80<br />

programmes and trained 2139 participants as per details<br />
