Voter turnout high in Calhoun County<br />

Among the 7,182 registered<br />

voters in Calhoun County, 5,259<br />

votes were cast. This is a 73.22<br />

percent turnout.<br />

“That was a very high turnout,”<br />

said Judy Howrey, county auditor<br />

and commissioner of elections.<br />

She noted last week that the vote<br />

totals would not be offi cial until<br />

canvassed by the county board<br />

of supervisors on Nov. 13. <strong>The</strong><br />

unoffi cial totals are not expected to<br />

change much but there were still a<br />

few uncounted absentee ballots and<br />

provisional ballots at the time the<br />

unoffi cial numbers were released.<br />

In the presidential election<br />

unoffi cial county results, a majority<br />

voted for Republican candidate Mitt<br />

Romney (2,890 - 55.11 percent)<br />

over incumbent Democrat Barack<br />

Obama (2,232 – 42.75) although<br />

Obama won the majority in the<br />

Iowa total and the national popular<br />

vote total and electoral college vote<br />

total.<br />

Other presidential candidates<br />

receiving votes in the county include<br />

Gary Johnson of the Libertarian<br />

Party – 39; Virgil Goode of the<br />

Constitution Party – 16; Jill Stein of<br />

the Green Party – 11; James Harris<br />

of the Socialist Workers Party - 1;<br />

Jerry Litzel who was nominated<br />

by petition -1; and 31 write-ins for<br />

others.<br />

Steve King, Republican, won<br />

election to his sixth term in the<br />

U.S. House of Representatives over<br />

challenger Christie Vilsack. King<br />

received a majority of the votes in<br />

the district as well as a majority<br />

of votes in Calhoun County: 2,841<br />

– 55.11 percent to Vilsack’s 2.175<br />

– 42.19 percent. Also on the ballot<br />

for that congressional seat was<br />

Martin James Monroe, nominated<br />

by petition, who received 137 votes<br />

in Calhoun County.<br />

As a result of redistricting<br />

following the 2010 census, Iowa will<br />

go from fi ve to four Congressional<br />

districts as of January 1. <strong>The</strong><br />

current 4 th Congressional District,<br />

of which Calhoun County is a part,<br />

is represented by Tom Latham<br />

who lived in the newly formed 4 th<br />

district until he moved to the 3 rd<br />

Congressional District in order not<br />

to compete with Steve King, who<br />

currently represents Congressional<br />

District 5 but whose home is also in<br />

the newly formed 4 th district.<br />

Latham faced incumbent<br />

Democrat Leonard Boswell in<br />

District 3 and Latham won that<br />

election.<br />

Republican State Representative<br />

Tom Shaw was unopposed on the<br />

ballot for Iowa House District 10<br />

and received 3,747 votes in Calhoun<br />

County with 79 write-ins.<br />

Four county elected offi ces<br />

were on the ballot with all four<br />

incumbents in these offi ces running<br />

unopposed. <strong>The</strong>se are Dean. G.<br />

Hoag, Sr. (Dem) – Board of Sup.<br />

Dist. 1; Gary Nicholson (Rep) -<br />

Board of Sup. Dist. 3; Judy Howrey<br />

(Rep) – Auditor and William Davis<br />

(Dem) – Sheriff.<br />

<strong>The</strong>re was a scattering of writeins<br />

for each of the county offi ces<br />

with all of the incumbents receiving<br />

more than 95 percent of the vote.<br />

In Township Trustee and<br />

Township Clerk votes, there were<br />

no more names on the ballots than<br />

openings and in the cases of Lake<br />

Creek Township Trustee and Logan<br />

Township Trustee, there were not<br />

enough names for the seats to be<br />

fi lled so the vote goes to a write in if<br />

willing and qualifi ed as a resident.<br />

Also the Soil and Water<br />

Conservation District 3 Board<br />

only had two candidates for three<br />

positions, so the third will also be<br />

fi lled by write-in.<br />

<strong>The</strong> only local offi ce election<br />

with more candidates on the ballot<br />

than seats was for the County<br />

Ag Extension Council, with fi ve<br />

candidates competing for four<br />

seats and all fi ve coming in close.<br />

<strong>The</strong> four winners of that vote were<br />

Michelle Dischler, Darcy Murley,<br />

Randy Souder and William Tom<br />

McClue.<br />

A vote was held in Somers to fi ll<br />

a vacancy on the city council with<br />

Helen Schroeder unchallenged on<br />

the ballot.<br />

Two candidates were on the<br />

ballot to fi ll two vacancies on the<br />

city council in Yetter. <strong>The</strong>y were<br />

Rodney Hart and Mark Lietz.<br />

Judges on the ballot were all<br />

approved to retain offi ce by a<br />

majority of the voters in Calhoun<br />

County and a majority of Iowa<br />

voters.<br />

Family and friends gathered at<br />

the Shady Oaks Care Center to<br />

celebrate the birthday of perhaps the<br />

oldest person in Calhoun County.<br />

Bessie Hendricks actually turned<br />

105 on Nov. 7, but the celebration<br />

was held Sunday so more people<br />

could attend.<br />

“I really feel pretty good,” Bessie<br />

told well wishers at her celebration.<br />

Her children, who organized the<br />

event, confi rmed that their mother is<br />

a bit forgetful at times but otherwise<br />

has a sharp mind and is generally in<br />

good spirits.<br />

She recently participated in the<br />

presidential election, something she<br />

has done since becoming legal age to<br />

vote. Women couldn’t vote in most<br />

states, including Iowa, when Bessie<br />

Sharky was born in 1907. <strong>The</strong> 19 th<br />

Amendment to the Constitution,<br />

granting women the right to vote,<br />

Bessie was born on<br />

a farm just a few miles<br />

from Lake City where<br />

she grew up and attended<br />

a country school just<br />

across the road from<br />

her. She attended high<br />

school in Lake City<br />

where she took a Normal<br />

School program of study<br />

to qualify her to teach<br />

grammar school.<br />

After graduation from<br />

high school, she taught<br />

at the same grammar<br />

school she had attended.<br />

She taught four years<br />

before marrying Paul<br />

Hendricks. <strong>The</strong>y lived<br />

on a farm, also only a<br />

few miles from Lake<br />

SCC enrollment down 25 students<br />

<strong>The</strong> combined enrollment in<br />

the South Central Calhoun school<br />

system had a net loss of 25 students<br />

after the offi cial student count<br />

according to Supt. Jeff Kruse.<br />

<strong>The</strong> student enrollment was up<br />

by 5 students in the Rockwell City/<br />

Lytton District and down by 30<br />

students in the Southern Cal District.<br />

<strong>The</strong> current year count for the<br />

whole-grade sharing partners is<br />

472 for RCL and 469 for SC. <strong>The</strong><br />

count effects the per-pupil funding<br />

set by the state to be raised through<br />

a combination of local property tax<br />

City and raised<br />

fi ve children.<br />

<strong>The</strong>y retired<br />

from farming<br />

in 1979 and<br />

moved to Lake<br />

City.<br />

and state aid.<br />

Kruse said that the state has not yet<br />

set the percent change in the funding<br />

formula for the next fi scal year, an<br />

amount referred to as allowable<br />

growth.<br />

It is not known whether the<br />

allowable growth will be enough to<br />

make up for the lost revenue from<br />

the enrollment decline, but Kruse<br />

warned that there will be little or<br />

no extra funding the next year as<br />

a result of allowable growth, and<br />

possibly some decline.<br />

Quilts on display<br />

<strong>The</strong> Quilting Group of St. Paul’s Lutheran Church in Rockwell City have their quilts displayed on the pews, as they do each fall.<br />

<strong>The</strong> volunteers meet two times per month and make 200-300 tied quilts a year. <strong>The</strong>se quilts are given to nursing homes in the area,<br />

families who are in need, homeless shelters and any other worthy cause. At graduation time, they also give a personalized quilt<br />

to each of the graduating seniors who is a member of St. Paul’s. In the spring, the rest are boxed up for Lutheran World Relief and<br />

shipped to various places overseas. Any suitable material is cut up and used in the quilts. <strong>The</strong> quilting group has appreciated all<br />

A required step was taken Nov.<br />

5 toward holding a referendum<br />

in February to consolidate the<br />

Southern Cal and Rockwell City/<br />

Lytton districts as of July 2014.<br />

Lakes Area<br />

Education<br />

Agency<br />

held a<br />

public hearing at the middle school<br />

in Rockwell City on the evening of<br />

Nov. 5 to consider the petition by<br />

citizens to hold a consolidation vote.<br />

At this point, the AEA has control<br />

of the process. <strong>The</strong> SC and RCL<br />

Boards will take no offi cial action<br />

regarding the vote except passing an<br />

anticipated resolution of support for<br />

the consolidation of the districts into<br />

one district to be named the South<br />

Central Calhoun District.<br />

<strong>The</strong> two districts are already<br />

whole-grade sharing all grades<br />

K-12, separately operating only<br />

preschool classes.<br />

All high school students in the<br />

two districts attend high school in<br />

Lake City, all elementary students<br />

grades K-3 attend the elementary<br />

school in Rockwell City and all<br />

students in grades 4-8 attend school<br />

at the middle school building in<br />

Rockwell City, with the grade 4<br />

students in a self-contained unit that<br />

operates more from the elementary<br />

school model than the middle school<br />

model.<br />

“<strong>The</strong> two districts are already<br />

quite integrated in the whole<br />

grade sharing concept,” Derrick<br />

Rick Franck, an attorney for the<br />

petitioners, told the AEA Board<br />

members at the hearing.<br />

Franck described the nature of<br />

the districts as well as the steps<br />

taken toward the anticipated sharing<br />

agreement.<br />

“<strong>The</strong> sense of community that<br />

Schaffer, Glenda Hendricks, and<br />

Leon (Judy) Hendricks, all live in<br />

the Lake City area. One son, Roland<br />

“Ron” Hendricks, passed away in<br />

2011. He had lived in Rockwell City.<br />

Bessie has numerous<br />

grandchildren, great-grandchildren<br />

and great-great-grandchildren.<br />

No objections made at<br />

reorganization hearing<br />

He noted that the combined<br />

population of the two districts is<br />

6,276, with the division of population<br />

“Clearly the proposed district<br />

would be in the top quarter of<br />

the districts in your AEA, and<br />

would be viable for many years to<br />

come,” Franck said. He pointed<br />

out that sharing has allowed the<br />

elementary school to add a reading<br />

recovery teacher, and an elementary<br />

technology instructor and has<br />

also allowed smaller class sizes.<br />

Middle school added an after school<br />

program for students struggling<br />

ion core subject areas. In the high<br />

school, sharing has allowed each<br />

teacher to teach fewer different<br />

subjects.<br />

“We’ve already gained some<br />

enhanced effi ciencies through<br />

sharing. Reorganization will bring<br />

long term stability to that existing<br />

relationship. In addition, going to<br />

one school board, one audit, one<br />

set of tax levies and one budget will<br />

enable us to get additional long term<br />

effi ciencies,” Franck said<br />

He also noted that the shared<br />

districts have had impressive shared<br />

extracurricular achievements,<br />

heightening the sense of community.<br />

Shared Superintendent Jeff Kruse,<br />

said to the AEA board that the SC<br />

and RCL school boards have already<br />

been working as one unifi ed group.<br />

“We are excited about the<br />

opportunity of becoming the South<br />

Central Calhoun School District and<br />

are looking forward to bigger and<br />

better things than what Rick already<br />

alluded to,” Kruse said.<br />

With my last name of Swarm,<br />

as you might expect, I’m used<br />

to a lot of references to bees.<br />

Growing up, I was known<br />

as Bee Swarm, or just plain<br />

Bee. When my parents<br />

had their 50 th wedding<br />

anniversary, with all the<br />

kids, grandkids, and great<br />

grandkids in attendance,<br />

their cake said, “50 Years<br />

of Making Honey.” When<br />

I tell someone my name,<br />

especially over the phone,<br />

and they say, “Huh?” I just<br />

say, “Swarm, as in swarm of<br />

bees.” “Oh.”<br />

So, it wasn’t all that<br />

surprising when I got a<br />

phone call from a farmer<br />

over by New London telling me that<br />

he had the strangest bee hive, and<br />

that I just had to see it. (Plus, I have<br />

a byline at the end of my weekly<br />

column, asking for stories.) On a<br />

beautiful fall day, I ventured over<br />

New London way, and woke the<br />

farmer from his afternoon nap. On<br />

the way to the bee hive in his fourwheeler,<br />

the farmer explained that<br />

he’s 83 years old and has never seen<br />

a bee hive like this one.<br />

When we arrived, I had to agree.<br />

I have never seen anything like this.<br />

As the farmer described it, the hive<br />

is about the size of a bushel basket,<br />

and looks like elephant ears layered<br />

together, exposed to the elements.<br />

Here it is fall, the nights are colder,<br />

and the bees are busy working on<br />

the hive like everything is normal.<br />

(Busy as a bee.) How the bees ever<br />

expect to last through the winter, is a<br />

question both the farmer and I have.<br />

I snapped some pictures.<br />

<strong>The</strong> next day, I took the pictures<br />

into the county extension office and<br />

they said, “Da.”<br />

I remembered an old buddy who<br />

is an apiarist. For those of you who<br />

don’t know what an apiarist is (I had<br />

to look it up), an apiarist is a bee<br />

keeper. My friend just goes by the<br />

name of “Buzz.” Buzz took one look<br />

at the pictures, snorted, and said,<br />

“It’s going to be a warm winter.”<br />

In response to my questioning<br />

look, Buzz scratched his whiskery<br />

jaw and said, “I’ve had bees do that,<br />

nest outside of a shelter, like a tree<br />

trunk, or box. When they do that,<br />

it’s because they “think” it’s going<br />

to be a warm winter. With the drouth<br />

we’ve had, they’re probably right.<br />

It’s going to be a warm, dry winter.”<br />

A little background<br />

on Buzz: a few years<br />

ago, when the alarm<br />

went out that honey<br />

bees were disappearing<br />

from the wild, and we<br />

depend on bees for pollination, I<br />

queried Buzz for an explanation as<br />

to their disappearance.<br />

“Cell phone towers,” he snapped.<br />

“<strong>The</strong> bees are getting zapped in mid<br />

air.”<br />

I went home and Googled “Bee<br />

Hives.” Sure ‘nuff, a picture of a<br />

nest popped up that looked just like<br />

the nest on the New London farm.<br />

<strong>The</strong> caption under the picture read,<br />

“Hawaii.”<br />

from Bee Swarm. It’s going to be a<br />

warm, dry winter.<br />

have been working themselves<br />

into a frenzy about the possibility<br />

of our nation plunging over a<br />

‘fiscal cliff’ if tax increases and<br />

spending cuts are not prevented. <strong>The</strong><br />

austerity measures go into effect<br />

automatically on January 1, unless<br />

congress passes deficit reduction<br />

legislation and the president doesn’t<br />

veto that legislation.<br />

workers who would lose jobs as a<br />

result of the recession resulting from<br />

going over the cliff.<br />

<strong>The</strong> certainty about the impact<br />

of the austerity measures lacks<br />

supporting empirical evidence.<br />

No one can reliably predict how<br />

such policy decisions will affect<br />

employment rates.<br />

On the revenue side of the austerity<br />

measures, taxes go up for everybody<br />

in all tax brackets. This includes<br />

payroll taxes as well as income tax.<br />

Spending cuts include a 9 percent<br />

reduction in defense spending, a cut<br />

in payment to Medicare providers<br />

that would possibly reduce the<br />

number of providers participating<br />

in the program, an end to the longterm<br />

extension of unemployment<br />

benefits and cuts in farm price<br />

supports, student loans, vocational<br />

rehabilitation, mineral leasing<br />

payments, the Social Services Block<br />

Grant, and some smaller programs.<br />

Most Republicans want to avoid<br />

any kind of tax increase and the<br />

Democrats want to only increase<br />

taxes on those earning over $250,000<br />

a year. Republicans also generally<br />

do not support reducing defense<br />

spending.<br />

Democrats generally do not<br />

support reductions in entitlements,<br />

particularly those that affect lower<br />

to middle income constituents.<br />

Republicans claim tax increases<br />

suppress economic growth,<br />

especially taxes on the top income<br />

tax earners. This is based on intuitive<br />

assumptions, not by historical data.<br />

<strong>The</strong> Bush tax cuts were followed<br />

by not only increased deficit<br />

spending but also a sluggish<br />

rate on the top earners could be<br />

called confiscatory, there were ups<br />

and downs in unemployment but<br />

mostly there was far better economic<br />

growth than in the past decade.<br />

This is not to advocate a return to<br />

the 90 plus percent tax on the highest<br />

earnings that we once had, but the<br />

tax-cut-equals-job-growth axiom<br />

and the tax-hike-equals-layoffs<br />

corollary are not based on evidence.<br />

<strong>The</strong> Democrats do not accept the<br />

Republican assumptions regarding<br />

taxation, at least not in isolation from<br />

other factors. However, the universal<br />

orthodoxy espoused by those giving<br />

legitimacy to the term ‘fiscal cliff’ is<br />

that the combination of tax increases<br />

and spending cuts will take enough<br />

money out of the economy to push<br />

an anemic economy over a cliff into<br />

a deeper recession.<br />

No one can confidently deny<br />

the possibility of a downward<br />

employment spike as a result of<br />

simultaneous tax increases and<br />

spending cuts but isn’t that precisely<br />

the Democrats’ proposal on how<br />

to reduce deficits - a combination<br />

of reduced spending and increased<br />

revenue?<br />

<strong>The</strong> Republicans’ idea that<br />

military spending should be an<br />

area exempt from cuts makes no<br />

sense either economically or as<br />

a reasonable expectation of the<br />

role of one nation in maintaining<br />

world security. According to the<br />

International Institute for Strategic<br />

Studies in a March 2012 report, the<br />

$738.7 billion annual U.S. defense<br />

budget dwarfs that of all other<br />

countries. <strong>The</strong> next nine countries<br />

in the top 10 military budgets range<br />

from $89.8 billion to $36.6 billion.<br />

How can we expect to compete<br />

economically in the world when we<br />

accept that kind of burden?<br />

<strong>The</strong> successful campaign by Tom<br />

Latham for the 3 rd U.S. Congressional<br />

seat from Iowa repetitively played<br />

a TV spot in which Latham’s<br />

opponent, Leonard Boswell, stated<br />

that the gas tax should be increased.<br />

Boswell was portrayed as out of<br />

touch with the public for proposing<br />

to increase the cost of gas when it<br />

was already at record levels.<br />

gas is, the way government pays for<br />

roads and bridges is by a gas tax.<br />

This is basically a user fee, similar<br />

to how services are paid for in the<br />

private sector. <strong>The</strong> increasing use of<br />

hybrid and electric vehicles might<br />

require an additional road use tax<br />

source in the future, but that’s beside<br />

the point being made here and beside<br />

what Latham was criticizing.<br />

I doubt that Latham’s position had<br />

anything to do with his assessment of<br />

the adequacy of the revenue source<br />

for roads and bridges but rather<br />

reflected political opportunism by<br />

portraying his opponent as wanting<br />

“even higher gas prices.”<br />

Political opportunism may also<br />

be a factor in preventing any kind<br />

of deal to prevent going over the<br />

fiscal cliff. In fact that might have<br />

been the intent of creating automatic<br />

austerity measures in the first place,<br />

to allow austerity measures to go<br />

into effect while both Democrats and<br />

Republicans tell constituents that<br />

they oppose the specific elements of<br />

the plan that their core constituency<br />

opposes.<br />

For those who doubt that national<br />

political leaders would participate in<br />

such a cynical exercise in political<br />

manipulation, consider <strong>The</strong> Federal<br />

Reserve Transparency Act of 2012.<br />

<strong>The</strong> U.S. House of Representatives<br />

approved the bill by a vote of 327 to<br />

98.<br />

<strong>The</strong> bill, otherwise known as the<br />

“Audit the Fed Bill,” calls for the<br />

Government Accountability Office<br />

to conduct a thorough audit of an<br />

institution about which Senator<br />

Harry Reid once said, “<strong>The</strong>re is no<br />

entity in the world that controls our<br />

lives more.”<br />

<strong>The</strong> bill was not brought to the<br />

Senate and there was no protest that<br />

the bill died. <strong>The</strong> representatives<br />

who voted for it knew that it would<br />

never actually be voted on in the<br />

Senate and that the Fed would never<br />

be audited. Certainly the media<br />

never attempted to raise public<br />

awareness regarding the issue.<br />

As far as the ‘fiscal cliff’ rhetoric,<br />

the media seems content in playing<br />

a lap dog role in promoting the<br />

accepted narrative about the event.<br />

November 5, 2012<br />

<strong>The</strong> City Council of Lake City, Iowa met in<br />

regular session on Monday, November 5, 2012<br />

at 6:30 P.M. in the Council Chambers. Mayor<br />

Fahan presided with the following members<br />

present: Ringgenberg, Green, Kramer* and<br />

Bellinghausen; absent - Himes. Department<br />

heads/staff present: Jim Janssen, Melvin Alcox.<br />

Pledge of Allegiance was recited.<br />

Motion by Bellinghausen, second by Green,<br />

to approve the consent agenda consisting of the<br />

agenda, October 15 th minutes, and summary of<br />

claims, unanimous.<br />

Administrator reported in preparation of<br />

a potential housing rehabilitation program,<br />

requests for proposals for technical services<br />

had been solicited through advertisement and<br />

direct mailing to thirteen potential contractors,<br />

with only one proposal received from MIDAS<br />

Council of Governments. Motion by Green,<br />

second by Ringgenberg, approving MIDAS’<br />

proposal contingent upon receipt of grant<br />

funds and authorization from Iowa Economic<br />

Development Authority, unanimous.<br />

Presented for council consideration was<br />

a Building Permit for Andrew Winter/Nicholle<br />

Miller, 821 S. Woodlawn (small shed and trailer<br />

for storage). After review and discussion, a<br />

motion was made by Ringgenberg, second<br />

by Bellinghausen, to approve the permit<br />

contingent upon the trailer being altered to a<br />

resemble a shed (painted to match the house<br />

as proposed, any advertising removed, placed<br />

on a foundation), and subject to City Code and<br />

Zoning requirements. Unanimous.<br />

(*Kramer arrived.) Administrator reported<br />

Iowa Economic Development Authority declined<br />

the City’s request for CDBG imminent threat<br />

funds to drill a new well, since the City has a<br />

well that is meeting the community’s daily usage<br />

needs. After much discussion on re-casing vs<br />

drilling, motion by Ringgenberg, second by<br />

Green, to proceed with drilling of a new well due<br />

to concerns with longevity of re-casing based<br />

on current well condition and having to go to a<br />

submersible pump due to the reduced well size;<br />

and to proceed on a normal design/construction<br />

schedule, to help keep costs down, unanimous.<br />

Various financing scenarios were reviewed and<br />

discussed. Administrator will contact FOX to<br />

get design work started, Iowa Finance Authority<br />

to obtain information on the Drinking Water<br />

State Revolving Fund program, and Ruan<br />

Securities for further information and financing<br />

options now that estimated construction costs<br />

are available. In addition administrator will<br />

research generator availability for the north<br />

well, if needed.<br />

Southern Cal Community School<br />

Special Meeting<br />

November 5, 2012<br />

<strong>The</strong> Southern Cal Board of Directors met in<br />

a Special Meeting on Mon, Nov 5, 2012 at the<br />

SCC MS Media Center. President Jim Brown<br />

called the meeting to order at 6:45 pm. Director<br />

members present included Vice-President<br />

Mark Schleisman, Judy Hungate, Larry Irwin,<br />

and Alan Wedemeyer. Also present was Board<br />

Secretary Carol Collins.<br />

Irwin motioned, Hungate seconded, to<br />

approve the agenda as presented. Motion<br />

carried 5-0.<br />

Secretary Collins reviewed the information<br />

prepared in response to the School Budget<br />

Review Committee (SBRC) request for<br />

additional information regarding the submission<br />

for a reduction in budget authority following<br />

the across the board (ATB) budget cut in<br />

January 2010. SC paid only the actual cash<br />

received following the ATB cut, and district<br />

auditors suggested removing the liability from<br />

the district’s balance sheet in preparation for<br />

the possible reconsolidation. <strong>The</strong> process<br />

to increase or decrease budget authority is<br />

determined by the SBRC.<br />

Following discussion, Schleisman motioned,<br />

Irwin seconded, to approve the submission of<br />

report to the SBRC. Motion carried 5-0.<br />

Following discussion, Schleisman motioned,<br />

Hungate seconded, to request a reduction in<br />

allowable growth from the SBRC for unfunded,<br />

unpaid monies following the ATB cut in January<br />

2010. Motion carried 5-0.<br />

<strong>The</strong> board discussed the auction of items from<br />

the Lohrville elementary building on Nov 3.<br />

Wedemeyer is the delegate for the IA Assoc<br />

of School Boards assembly meeting on Nov 14<br />

and plans to attend.<br />

COMES NOW the Petitioner and states to<br />

the Court that:<br />

1. <strong>The</strong> above named child is in need of<br />

assistance within the meaning of Iowa Code<br />

Section 232.2(6)(c)(2), and (n):<br />

232.2(6)(c)(2): Who has suffered or is<br />

imminently likely to suffer harmful effects as<br />

a result of the failure of the child’s parent,<br />

guardian, custodian or other member of the<br />

household in which the child resides to exercise<br />

a reasonable degree of care in supervising the<br />

child.<br />

232.2(6)(n)-Whose parent’s or guardian’s<br />

mental capacity or condition, imprisonment, or<br />

drug or alcohol abuse results in the child not<br />

receiving adequate care.<br />

2. <strong>The</strong> child is A. H., DOB: November 18,<br />

2006, Address: 127 E. Lake St., Rockwell City,<br />

IA.<br />

3. <strong>The</strong> parents are: Mother: Jessica Meyer,<br />

l.k.a. Rockwell City, IA. Father: Matthew Smith,<br />

l.k.a. 1717 Huff St., Wichita Falls, TX.<br />

4. <strong>The</strong> child is currently in the custody of the<br />

Department of Human Services.<br />

5. <strong>The</strong> mother has significant mental<br />

health issues that are not being treated at<br />

this time. <strong>The</strong> mother had been in a mental<br />

health treatment facility, but left after 7 days.<br />

<strong>The</strong> mother has lost custody of her other<br />

two children to their father due to her mental<br />

health issues. <strong>The</strong> mother was making suicidal<br />

ideations after leaving the mental health facility.<br />

<strong>The</strong> father lives out of state and does not take<br />

an active role in the child’s life.<br />

WHEREFORE, Petitioner asks that this<br />

matter proceed to final hearing upon notice as<br />

by law prescribed and that upon final hearing<br />

the Court enter such Orders as are appropriate.<br />

Notice from Juvenile Division<br />

City of Rockwell City<br />

November 5, 2012<br />

Mayor Heinlen called the meeting to order<br />

with the following members present: Lange,<br />

Hepp, Walters, Dawson and Hendricks.<br />

Motion by Hendricks, second by Dawson,<br />

approving the agenda; unanimous.<br />

Motion made by Lange, second by Hepp to<br />

approve the consent agenda of the October<br />

15 meeting minutes and bills as submitted;<br />

unanimous.<br />

Warden Smith asked the council to<br />

reconsider raising their water and sewer rates.<br />

He discussed a contract NCCF has with the<br />

City and would like to meet to discuss further.<br />

Mary Warner asked the council to consider<br />

forgiving excess sewer at Golden Buckle<br />

Apartments back to 2003. She stated that a<br />

leak was found that was going into the ground<br />

and that the bill had dropped considerably. <strong>The</strong><br />

council voiced concern as to how to determine<br />

how long there had actually been a leak. <strong>The</strong>y<br />

asked Mary to gather some facts and return to<br />

the next meeting.<br />

Clerk Smidt told the council that a resident<br />

requested that a siren be placed by Sunnyview<br />

so that occupants could hear it indoors. <strong>The</strong><br />

council stated that sirens are an outdoor<br />

warning system. <strong>The</strong>y recommended that<br />

concerned residents sign up for Delt Alert by<br />

calling the Department of Public Health.<br />

FY2014 Airport Capital Improvement Project<br />

data sheets were presented to the council. <strong>The</strong><br />

council asked the clerk to confirm funding and<br />

requirements of land purchase. After council<br />

concerns are met, the engineer will asked<br />

to submit data sheets for the November 16<br />

deadline.<br />

Motion made by Hendricks, second by<br />

Dawson, approving the second reading of<br />

An Ordinance Amending the Sewer Rates for<br />

Rockwell City, Iowa; setting the rates at $8.50<br />

for the first 1,000 gallons and $7.00/1000<br />

gallons for all additional usage and also to raise<br />

sewer $.25/gallon each of the next four years,<br />

with review. Ayes –Lange, Hepp, Walters,<br />

Dawson and Hendricks. Nays – none. <strong>The</strong> third<br />

and final reading will be held at the November<br />

19 meeting.<br />

Motion made by Walters, second by Hepp,<br />

approving the first reading of An Ordinance<br />

Amending the Water Rental Rates for Rockwell<br />

City, Iowa; setting the rates at $11 for the first<br />

1,000 gallons and $6.50/1000 gallons for all<br />

additional usage and also to raise sewer<br />

$.25/gallon each of the next four years, with<br />

review. Ayes- Lange, Hepp, Walters, Dawson<br />

and Hendricks. Nays – none. <strong>The</strong> third and<br />

final reading will be held at the November 19<br />

meeting. <strong>The</strong> utility committee will meet with<br />

NCCF officials before the next meeting to<br />

discuss rate increases further.<br />

Discussion on allowing horses at 444 N.<br />

1 st Street was tabled as owners of the property<br />

were not in attendance.<br />

Discussion on the US Cellular antenna and<br />

building agreement was tabled.<br />

<strong>The</strong> council discussed how to deal with<br />

concerns at Humpty Dumpty Park. After much<br />

discussion on the high cost associated with<br />

repairing the park and the fact that the school<br />

now has a playground nearby, they will consider<br />

selling all equipment at auction and want the<br />

clerk to check on the process to dispose of the<br />

property.<br />

<strong>The</strong> council discussed details for the 407<br />

Court Street project.<br />

<strong>The</strong> Mayor voiced concern about the Walk<br />

Park and pond. He had a resident complain<br />

that flour bags were scattered throughout the<br />

park and wondered who would be responsible<br />

to clean the park. <strong>The</strong> council asked to have<br />

NCCF offenders walk thru to remove the bags.<br />

<strong>The</strong> Mayor requested that the Clerk check on<br />

progress of the pond project.<br />

<strong>The</strong> council read a letter from the owner<br />

of 105 6 th Street requesting that the council<br />

reconsider sharing in the cost of running a<br />

sewer line to Pleasant Street. <strong>The</strong> council<br />

decided to stay with their initial motion.<br />

Motion by Lange, second by Hepp to allow<br />

Family and Community Resources to use the<br />

Police Station as Site to Relocate to in case<br />

of an emergency, in order to make sure all<br />

employees are accounted for.<br />

Mayor Heinlen called for further business<br />

and, with none, motion by Walters, second<br />

by Lange to adjourn the meeting at 9:00 PM;<br />

unanimous. Next meeting will be Monday,<br />

Sudoku puzzles are formatted as a 9x9 grid, broken down into nine 3x3 boxes.<br />

To solve a sudoku, the numbers 1 through 9 must fi ll each row, column<br />

and box. Each number can appear only once in each row, column and box.<br />

You can fi gure out the order in which the numbers will appear by using the<br />

numeric clues already provided in the boxes. <strong>The</strong> more numbers you name,<br />

Sunnyview was the place to be<br />

on Election Day. “On Nov. 6 th ,<br />

Clarice Martz, vice-president, and<br />

Jo Fickbohm, president, hosted a<br />

salad supper and presidential debate.<br />

Twenty-two residents attended and<br />

brought a wide assortment of salads.<br />

We ate around 5:30 p.m. and shortly<br />

afterwards the debate started. Dick<br />

Hildreth represented ‘Obama’ and<br />

Pat Hobart portrayed ‘Romney.’<br />

<strong>The</strong>y were such good sports and<br />

very entertaining. <strong>The</strong>y were each<br />

given three questions earlier in the<br />

week that each got to answer fi rst<br />

and then the opponent was offered<br />

an opportunity to argue his opinion.<br />

We tried to avoid anything political<br />

but wanted to show the competitive<br />

spirit of each candidate. <strong>The</strong> six<br />

questions consisted of things such as<br />

‘How important is the new Highway<br />

20?’ ‘Which is the best truck, a Ford<br />

or a Chevy?’ ‘Which do you think is<br />

most important for the future, wind<br />

power or coal?’ etc.<br />

Both men did an excellent job of<br />

offering their views and even though<br />

they did not object to their opponents<br />

answer, they each had to argue with a<br />

different opinion or response. Mostly<br />

this was to show that debates can be<br />

misleading or silly and certainly a<br />

waste of a lot of money. We had a<br />

few hilarious moments especially<br />

when one candidate forgot how he<br />

had answered the question earlier in<br />

the week and he offered a different<br />

opinion and got accused of fl ipfl<br />

opping with his answers. Thank<br />

you so much, Pat and Dick, for your<br />

participation. Also thank you to<br />

those helping with the clean-up and<br />

to the women who brought so many<br />

Congratulations to the Sunnyview<br />

jig saw puzzle team! <strong>The</strong> puzzles<br />

in play most recently have been<br />

“smaller” 500 piece country<br />

landscapes. But before that, on the<br />

table in the Bird Room, a lovely<br />

1000 piece landscape puzzle of<br />

fl owers and a mountain was fi nally<br />

fi nished. How long did that one take<br />

to complete? We heard estimates<br />

ranging from two weeks to four<br />

weeks or more. Several residents<br />

participated during that time.<br />

Regarding these residents -- words<br />

like diligent, tenacious, determined<br />

and perseverant come to mind.<br />

Also in the bird room, two gray &<br />

white baby birds appeared recently<br />

in the aviary. At fi rst, they liked to<br />

huddle under the back rim of the<br />

feed bowl. It didn’t take long for<br />

them to learn how to fl y up to the<br />

branches with the other birds. <strong>The</strong>y<br />

were so cute when they were little,<br />

and they “grow up” so fast (where<br />

have we heard that line before?).<br />

Many people around here have<br />

friends and loved ones who were<br />

affected by hurricane Sandy. We<br />

feel for the all people who live on<br />

the east coast. We hope that winter<br />

weather will hold off for a while,<br />

especially for them.<br />

Due to pagination problems for<br />

the Nov. 7 edition the Sunnyview<br />

News did not appear in that<br />

issue. Here is that information.<br />

We apologize that some of the<br />

Thank you to Jo Fickbohm for this<br />

report. “On Oct. 29 th , hall 8 hosted<br />

a fun and games party in the dining<br />

room. Thirty-fi ve residents attended.<br />

JoAnn and Delmar Maguire with the<br />

help of Ella Webb did a fi ne job of<br />

entertaining us. Mavis Baird helped<br />

with planning but was not able to<br />

attend the night of the party.<br />

Residents were divided into three<br />

different teams. We then played<br />

several games in competition<br />

between the teams. One game called<br />

“Do You Know Who” involved<br />

answering fi fteen questions such as<br />

“Who wears a size 9EEE shoe?”<br />

“Who has on two different earrings?”<br />

and “Who sings in the choir?” It<br />

kept the residents busy asking and<br />

seeking for answers amongst each<br />

other. Team 2, including residents<br />

from halls 1, 3 and 5, won this<br />

challenge.<br />

<strong>The</strong> bean bag toss was won by<br />

team 3 which consisted of residents<br />

from halls 2, 3 and 6. George<br />

Wilson was really sharp and got all<br />

4 bean bags into the holes. Most<br />

others weren’t so talented. We<br />

were handed a sheet of paper called<br />

“Brain Waves” which consists of 14<br />

different word puzzles which took<br />

plenty of brain power to make any<br />

sense of, for instance the letters “the<br />

ears wet” which really meant, “wet<br />

behind the ears.” Cute, but tough!!!<br />

Team 3 had to show off and win this<br />

exercise also.<br />

Next, each team had a few<br />

minutes to walk around a table with<br />

60 items placed on it and then they<br />

were to go back to their group and<br />

write down as many of the items as<br />

they could remember. Team one<br />

which consisted of halls 4 and 7 did<br />

very well with this exercise. Witches<br />

brew and homemade cookies were<br />

served for a snack. Thanks to hall<br />

8 for planning this very fun night<br />

of entertainment. Thanks also to<br />

everyone who helped serve and<br />

clean up.<br />

On Tuesday, Oct. 30 th , sixteen<br />

residents met in the dining area<br />

with their trick or treat candy. While<br />

waiting for the ghosts and goblins,<br />

the residents played several hands<br />

of 500. Numerous groups of kids<br />

made their way to the trick and treat<br />

table that had a good assortment of<br />

candy. <strong>The</strong> little ones are always<br />

so cute. Our next party is planned<br />

for Election Night Nov. 6 th .” Jo<br />

Shady Oaks residents recently<br />

enjoyed an afternoon-long visit<br />

to ‘Ceramics and Crafts,’ located<br />

southeast of Rockwell City.<br />

Residents each painted a ceramic<br />

Jack-o-Lantern for Halloween as<br />

well as took a tour during their<br />

time at the studio. Diane Vavak ,<br />

owner, is the daughter of resident<br />

Darlene Orhtman. Resident Shirley<br />

Winter commented, “This is a great<br />

place to see! How does she (Diane)<br />

have time and energy for all of this?”<br />

Another resident, Lavon McCarty<br />

noted, “I’m so glad they convinced<br />

me to go on this trip! I really had a<br />

good time.” It was fun to see all of<br />

the talents that Diane has… from<br />

ceramics, to quilting and sewing,<br />

scrapbooking, jewelry making, cake<br />

decorating, knitting and crocheting.<br />

She owns over 35,0000 molds for<br />

ceramics alone! Thank you to Diane<br />

and her helper Bonnie Luethje, for<br />

taking the time us with at your studio<br />

and making the afternoon a great<br />

outing.<br />

Well we made it past Halloween<br />

and now the elections. We are<br />

getting ready for our annual Family<br />

Soup Supper and before we know<br />

it Thanksgiving will be here. Last<br />

week we hosted Mary Thompson’s<br />

paintings. What a wonderful artist she<br />

is. Also would like to thank Weston<br />

and Kathy for all of your hard work<br />

and sharing all of Mary’s wonderful<br />

artwork with us. We had a great<br />

time! I would like to thank all of my<br />

wonderful volunteers this week who<br />

covered while I was on vacation!<br />

What a week it was. <strong>The</strong> Auction<br />

at the Lohrville School drew a big<br />

crowd. Some came to bid and others<br />

a beautiful school where they and<br />

their children and grandchildren<br />

graduated. It was a sad day for many.<br />

several projects done. We had a good<br />

board of workers and we all seem to<br />

<strong>The</strong> class of 1962 celebrated their milestone 50th reunion this summer on the Friday and Saturday,<br />

Aug. 24 and 25. On Friday afternoon attendees met at Central School for refreshments followed by<br />

a tour of Central, a peek into one of the lovely Cornerstone Suites, the Capri <strong>The</strong>ater, the Library,<br />

and the high school. <strong>The</strong>y were updated on what’s new in Lake City as well as changes at their<br />

beloved alma mater. Saturday eve, Aug. 25, 18 alums and 10 spouses gathered for a banquet at<br />

Charlie’s Steakhouse in Carroll. It was agreed to have the next reunion coincide with the all-school<br />

Fire destroys house in Rockwell City<br />

<strong>The</strong> Rockwell City Fire<br />

Department was called to a house<br />

fire Tuesday, Nov. 6 at the Dave and<br />

Meryl Hiler home at 2266 270th<br />

Street. <strong>The</strong> fire was called in by Dave<br />

Hiler after their dog woke them up<br />

at 4:36 a.m. Dave went to check<br />

on the dog and found the attached<br />

garage filled with smoke. <strong>The</strong> family<br />

escaped without injury. <strong>The</strong> fire was<br />

extinguished after causing damage<br />

to the roof, attic, and one exterior<br />

wall. <strong>The</strong> fire started in the attic<br />

and was caused by a problem in the<br />

fireplace chimney.<br />

<strong>The</strong> Rockwell City Fire<br />

Department was dispatched again<br />

at 10:36 p.m. Tuesday to the Hiler<br />

residence as the fire had rekindled.<br />

Smoldering insulation started an<br />

interior wall on fire and it was not<br />

noticed until fire burned through the<br />
