NC, UML decide
to oust govt
Himalayan News Service
Kathmandu, October 17
A meeting of the Nepali Congress
and CPN-UML today reiterated
that fresh Constituent Assembly
(CA) elections was the only alternative
and formation of a national
unity government was the first
step towards that.
The meeting also concluded
that the incumbent government
must be ousted by mid-November
as fresh CA polls by mid-May
was imperative.
The top leaders of the two parties
decided to compel the Unified
CPN-Maoist, which was
avoiding both CA revival and
fresh CA elections on different
pretexts to prolong its stay in government,
to accept fresh polls at
the earliest.
UML leader Madhav Kumar
Nepal said, “We don’t want to listen
to the idea of CA revival at the
moment because the UCPN-M itself
is blocking its revival by not
agreeing on unsettled issues. So,
there is no way but fresh polls,”
adding, “The parties must reach
consensus on the size and composition
of the new CA and for
that a consensus government is
the first step.”
Congress leader Ram Sharan
Mahat said, “The government will
fall either through a move by the
President or a movement of opposition
parties after Dashain as
fresh polls by mid-May is inevitable.”
He added the UCPN-M
had missed the bus as far as CA
revival was concerned by not
showing readiness to agree on
unsettled issues of the new constitution
prior to reinstatement of
the CA. “So, the possibility of CA
revival had been evaded,” he said.
UML leader Raghujee Panta
said the meeting also decided to
intensify protests against the government
after Dashain as it was
not going to quit easily. “Opposition
parties have formed a fourmember
taskforce, which has already
prepared a tentative draft of
the protest programme. It will be
finalised immediately after
Dashain,” Panta said.
Dahal says he’s ‘very optimistic’ about CA revival
Unified CPN-Maoist Chairman
Pushpa Kamal Dahal today
said political parties
would reach understanding
on reviving the dissolved
Constituent Assembly to promulgate
the new constitution
by Tihar, which falls on
November 30.
Dahal said the next elections
would be held under the
new constitution, which
would also resolve disputed
issues, including those related
to federalism.
He said this while talking to
mediapersons at Tribhuvan
arrival from a week-long visit
to Belgium, where he addressed
a meeting of the
Nepali Diaspora and an informal
talk programme, held by
a member of the European
Parliament from the UK.
Even as President Ram
Baran Yadav ruled out revival
of the dissolved CA, Dahal
said a revived CA would adopt
the new constitution incorporating
the agreed issues
and the parties would be free
The Baburam Bhattarai-led
caretaker government came
under fire from former finance
They blasted the government
for failing to crack the whip on
In some other cases relating
Likewise, former finance
government inefficiency has
of consensus since the Constituent
Assembly’s ‘death’ on
May 27, has made it difficult for
to bring a full-fledged budget.
“The government has to create
environment to form a consensus
government to bring a full
budget,” said Pandey, who said
the bureaucracy needs to be
more vigilant as the next government
will not own any of the
incumbent government’s populist
programmes.
Former finance minister
Prakash Chandra Lohani said
Bhattarai is obsessed with populist
paperwork and he has
brought more populist programmes
today giving continuity
to his earlier programmes in
the name of good governance
and economic reforms.
tionality of the country
where they are born, but in
Nepal, they are deprived of
this right.
According to Gyawali, any
person whose father or
mother is a citizen of Nepal
at the time of the commencement
of the Interim
Constitution is entitled to
become citizen by descent,
but many have failed to
benefit from this provision
as the citizenship directive
uses the term ‘father and
mother’ contrary to what is
in the constitution. “Faulty
laws have rendered thousands
stateless. The state
needs to urgently address
this issue by constituting a
commission,” he added.
the unresolved issues their
election agenda.
Talking about the President,
Dahal said the former
had clearly said that he “is not
a Congress leader”. “What the
President has talked about recently
is a different issue,” Dahal
said, adding: “I do not
want to comment on it. As far
as I understand, the Nepali
Congress and CPN-UML,
they are ready to promulgate
the new constitution through
a revived CA on the basis of
consensus.”
The parties may have made
public their respective
stances for public consumption,
Dahal said, adding, “But
the new constitution can be
adopted by reinstating the
dissolved CA.” He said it
would be the best option to
go for election by adopting
the new constitution incorporating
the agreed issues.
He expressed confidence
that opposition parties would
agree to revive the CA. “I cannot
give you the exact date
and time, but we will be able
to bury our differences,” he
said, adding that the parties
were close to a deal.
Dwelling on the reported
THT
misunderstanding between
the President and the Prime
Minister, Dahal said he
telephoned the latter from
Belgium yesterday and
he was informed that the
country was moving towards
consensus.
He said he would actively
engage in talks with other
parties to build national
consensus.
During his visit to Europe,
he assured European leaders
and the Nepali Diaspora that
the political deadlock wold
end at the earliest and elections
would be held.

With people from outside
the Kathmandu Valley
Dashain and other festivals
with their families and
friends, night buses operating
in the Kathmandu
8 pm to 11pm are witnessing
a decline in the number
of passengers.
“The buses departing
upto 9pm are crowded. After
that, passengers are few
Kedar Bahadur Adhikari,
launched the night bus service
in the valley in collaboration
with the National
Federation of Nepal Transport
(NFNTE) on August 17.
Due to the lack of passengers,
only a couple of
buses have been operating
at the last shift (11pm).
“Kalanki, Koteshwor and
vehicles, which used
to be unavailable after 7pm
before the launch of the
reached six months ago,
the federation gets a total
Rs 2.5 million from the
we have even provided passports
to the concerned DAOs
within 12 days,” Khanal added.
The office of DoP issues
passports through two ways —
normal course and fast-track
channel. For fast-track, it itself
receives the applications directly
from the applicants and
provides passports in a week.
For normal course, it receives
applications via DAOs.
“It is unfair that we have to
wait for an extra one month in
the name of reporting time,”
said Dahal, adding, “The DAO
can easily distribute the passports
within a week or even before
that once it receives the
document from DoP.”
Chudamani Sharma, Chief
THT
District Officer of Kathmandu,
however, claimed that the
DAOs themselves were authorised
by the Passport Regulations
to take 30 days to provide
the document to the public.
Deputy Prime Minister and
Foreign Minister Narayan Kaji
Shrestha assured that he
would take ‘steps’ to address
the problem. He added that
the passport delivery time
could be reduced by shortening
the reporting time.

Batuks chanting mantras at a gathering following an awareness rally to convince people to stop the practice of
sacrificing animals at temples, in Pokhara, on Wednesday.
Nembang stresses
political consensus
Himalayan News Service
Damak, October 17
Former Constituent Assembly
chairperson Subas
Nembang today underlined
the need for consensus
among the political
parties for the good of the
nation and its people.
Speaking at the cadres’
training programme in
Damak, the CPN-UML leader
said the country cannot
prosper until the parties
join give up their stubbornness
and think about
the welfare of the country.
“In view of the present
stalemate facing the country,
the parties could make
an agreement to revive the
Constituent Assembly and
amend necessary provisions
in the interim constitution,”
he said.
However, Nembang refuted
the possibility of constitution
amendment through
an ordinance or the
President removing the legal
hurdles. “The CA could
be revived even for a short
period for the parties to go
for polls by amending the
constitution by two thirds
majority,” he added.
Further calling for more
seriousness on the part of
all the parties to institutionalise
the hard-earned
gains, he demanded that
the parties be accountable
to the people.
UCPN-M failed to get
picture of CA: Khanal
Himalayan News Service
Kathmandu, October 17
CPN-UML Chairperson Jhala
Nath Khanal today said
the Unified CPN-Maoist
could not understand the
importance of Constituent
Assembly, and therefore it
dissolved CA at the last
moment even without
meeting its objective.
Speaking at a programme
organised by the
Youth Federation Nepal, a
sister wing of CPN-UML, to
extend greetings to the
Nepali citizens, Khanal alleged
that UCPN-Maoist
did not let the people to get
the much awaited constitution
that was to ensure
the right of every people of
this country.
The UML chairperson
also stressed on the need to
go for fresh polls to extricate
the country facing the
political stalemate. He
said, “There is no alternative
to holding polls in the
present context as the
reinstatement of the CA
has already lost its legal significance,
and will not able
to tackle the existing prickly
issues.”
Lashing out at the
UCPN-Maoist, he said the
largest party had backtracked
from its stance and
was now stre-ssing for CA
revival after knowing that
people would not give the
party two-thirds majority
in election.
THT
‘PM post luring NC
leaders to CA revival’
Himalayan News Service
Kathmandu, October 17
Nepali Congress leader Shekhar
Koirala today accused
the party's leaders Sher Bahadur
Deuba and Ramchandra
Paudel of making
their best of efforts to revive
the Constituent Assembly
so that they could become
next prime minister.
Addressing a programme
at the Reporters' Club, Koirala
said the UCPN-Maoist
Chairman Pushpa Kamal
Dahal has lured both the
leaders for next premiership
post and the duo was lobby-
ing for CA revival for the
same cause.
"The prime ministerial
position is only the card
thrown by Dahal and the CA
cannot be revived only on
the wish of Deuba and Paudel,"
Koirala said. Fresh CA
polls were the only options
before the nation, he said.
In another context, Koirala
said President Ram
Baran Yadav cannot remove
PM Baburam Bhattarai. "It
is the duty of the political
parties to oust the PM; not
the job of the President to
remove the PM," Koirala
said. He claimed that a new
government would be
formed by mid-November.
On his part, Peace and
Reconstruction Minister
Top Bahadur Rayamajhi
said that the PM would not
quit until the parties reach
an agreement to end the political
deadlock. "We fear
that the Congress was planning
to capture the power
by making the President
and the PM in power from
the same party. So, we will
not let it happen," he said.
CPN-UML leader Bishnu
Paudel said that there
was no alternative to fresh
CA polls.
Dictionary follows
Australian PM in
defining misogyny
Associated Press
Canberra, October 17
Australia’s prime minister
did not define ‘misogyny’
wrong in a blistering attack
on a male rival — the dictionary
did.
Prime Minister Julia
Gillard’s fiery speech last
week in which she branded
conservative opposition
leader Tony Abbott a
misogynist for a string of
allegedly sexist comments
he had made in recent
years has been lauded by
feminists around the
world.
The political furore
revealed to
dictionary editors
that their dictionary’s
definition was
decades out of date
But Gillard’s critics have
accused her of hyperbole,
pointing to dictionary definitions
of misogyny as hatred
of women.
Sue Butler, the editor of
the Macquarie Dictionary,
which is regarded as the
definitive authority on
Australian meanings of
words, said today that the
political furore revealed to
her fellow editors that their
dictionary’s definition was
decades out of date.
The dictionary would
broaden its definition from
a hatred of women to include
entrenched prejudice
against women, she
said. “Since the 1980s,
‘misogyny’ has come to be
used as a synonym for sexism
— a synonym with
bite, but nevertheless with
the meaning of ‘entrenched
prejudice against
women’ rather than
‘pathological hatred’,” Butler
said in a statement.
Gillard’s speech in Parliament
last week came after
Abbott attempted to
move a motion to oust the
House of Representatives
Speaker Peter Slipper over
crude and sexist terms
Slipper made in text mes-
sages that came to light in a
court case. “If he wants to
know what misogyny looks
like in modern Australia,
he doesn’t need a motion
in the House of Representatives;
he needs a mirror,”
Gillard told Parliament.
“Misogyny, sexism — every
day from this leader of this
opposition,” she added.
She complained Abbott
had questioned in a media
interview whether it was a
bad thing that men had
more power than women
in Australian society and
had described abortion as
‘the easy way out’.
Gillard said
she was offended
when
Abbott once
said to her in
Parliament :
“If the prime
minister
wants to, politicallyspeaking,
make an
h o n e s t
woman of
herself ...”
The term
‘making an honest woman’
in Australia traditionally
refers to a man marrying a
woman with whom he has
had a sexual relationship.
As well as being Australia’s
first female prime
minister, Gillard is also the
first to share the prime
minister’s official residence
with a common law partner,
former hairdresser Tim
Mathieson, who is widely
referred to by his unofficial
title ‘first bloke’.
Female lawmakers in the
conservative Liberal Party
defended Abbott, who is
married with three daughters,
saying he did not hate
women.
Butler said while the Oxford
English Dictionary
had expanded its definition
of the word from a
psychological term to include
its contemporary
meaning a decade ago, it
took the debate over
Gillard’s speech to prompt
Macquarie to review its definition.
“Perhaps as dictionary
editors we should
have noticed this before it
was so rudely thrust in
front of us as something
that we’d overlooked,” Butler
US President Barack Obama
launched aggressive attacks
against Republican rival Mitt
Libya in their second debate
yesterday as the Democrat
tried to reclaim the momentum
in a tight White House
race. Obama was much
sharper and more energetic
than in their opening debate
two weeks ago, when his listless
criticised and gave Romney’s
campaign a much-needed
boost in the run-up to the
The president scolded
Romney for accusing him of
trying to take political advantage
that killed four Americans,
including the US Ambassador
that’s not what I do as
said during the debate at
New York, calling the
accusation ‘offensive’. “I’m
the president and I’m always
responsible, and that’s why
nobody’s more interested in
finding out exactly what happened,”
Obama said.
Romney questioned Obama’s
claim that he called the
Benghazi attack ‘an act of terror’
in the White House Rose
Garden the day afterward,
but moderator Candy Crowley
of CNN corrected the Republican.
Transcripts show
Obama did use the term that
day. The Republican accused
Obama of failing to follow
his 2008 campaign.
prime minister and twice as king before
abdicating the throne for good in
2004.
A Boeing 747 arranged by the government
of China — a steadfast
friend of the late monarch for
decades — brought back the body,
which was accompanied by Sihanouk’s
widow, Queen Mother
Also on the plane was Sihanouk’s
son and successor, King Sihamoni,
and Cambodian Prime Minister Hun
retrieve the body.
The casket was carried on an elaborate
will lie in state for three months. During
that time, the public can pay respects
Crowds had gathered since morning
the truce as a ‘microscopic’
A THOUGHT FOR T ODAY
Knowledge is a process of piling up facts;
wisdom lies in their simplification.
—Martin Fischer
Sans homework
The government decision to go for two-days a
week off would invite numerous problems. The
only factor that the government has cited for the decision
is that it would help in saving power which
would in turn reduce load shedding during the winter
months. Now, taking only one factor into consideration
is not the way that such decisions, which can
have major ramifications, are made that plainly go to
corroborate the fact that the decision for the additional
day off on Sunday was not done with serious
deliberations but on an ad hoc basis. It is true that reduction
in load shedding is a necessity but the government
has barely done anything to get the wheels
moving for more production of electricity. Thoughts
on socio-cultural factors too have to be taken into account.
Moreover, the first attempt to introduce the
two days a week off some two decades back floundered
as it did not match the work culture in the government
offices. Here we see an extraordinary delay
in service delivery in virtually any office. The previous
experience had proved the point that with this weekly
off scheme the service seekers stand to be victimised.
It is well-know to the experienced service
seekers that on Friday itself the work in many government
offices comes to almost a grinding halt though
the office hours are from 10 a.m. to 3 p.m. That particular
mentality would still linger even when the two
days a week off is implemented.
The previous
Another facet to the
experience had problems that would be
invited by the decision
proved the point would be a new set of ad-
that with the ditional holidays a year
over and above the abun-
weekly off scheme dant number of public
the service
holidays in the country.
As it is, Nepal is consid-
seekers stand ered as a country which
to be victimised has the highest number
of holidays a year, Now,
we will have an additional 52 days holiday in a year. If
the government had seriously mooted over this scenario
it would realised that the new holiday scheme
would mean fewer working days a year which would
again impinge on the service seekers. How can the
decision then be justified? The implementation of
the two days a week holiday would have its repercussion
in every sector of the country. All the private sector
offices like the banks, industries, and others
would also be bound to follow the same course
which would see their productivity fall.
Moreover, the works done by government offices
would take a longer time for completion taking into
account the inefficiency of the employees. People
who come from outside to Kathmandu or any other
district headquarters to have service delivered from
government offices would have to spend more time
and money to have their work done. That is asking for
too much. The government must not be Kathmanducentric
in that there will be some amount of power
saved and the roads will not see heavy traffic. It has to
think beyond the Kathmandu valley by encompassing
all Nepal. The government’s decision has been a
hasty one without thinking about the problems that
it will arise. It would be pragmatic for the government
to roll back its decision, and act so that there is more
power generation, control electricity leakages, and
make the electricity authority efficient.
Goat prices
Come the festival of Dashain, live goats are very
much in demand. It is estimated that during the
festival there is a demand for as many as 50,000 goats
in Kathmandu valley. These goats are brought from
outside the valley by traders, and they tend to have a
say on the pricing of the live goats. This year the price
of such goats has escalated in comparison to last
year. There is a sort of cartelling which allows the goat
traders to make large amounts of profits, and the
consumers have little option other than to the purchase
the goats at inflated prices. As usual, in order to
control the price of live goats, the Nepal Food Corporation
purchases some goats and sells them at subsidized
prices. This year the corporation is bringing
3,200 goats for Dashain. This is woefully inadequate
considering the high demand for live goats during
the Dashain festival.
The price set by the Nepal Food Corporation in a
way sets the price of the live goats, and the traders are
compelled to take the price of the corporation into
consideration before setting their own price. There is
usually a rush to buy the goats sold by the corporation,
and it should mull bringing more goats than a
paltry 3,200.
A mockery
of law
It is rightly mentioned in the
law of the land that those
holding public posts from the
president to a helping staff
must furnish their updated
property details within 60 days
of assuming office or within 60
days of a new fiscal year, but
the high profile government
officers are unable to do
so.Even Prime minister Babu
Ram Bhattarai himself has not
updated his property details.
Here is an irony, he makes the
rules and regulations and he
himself doesn’t follow it as well
as he only tries to force others.
Bringing them into net is only a
mockery of law unless he
himself follows it.Pushpa
Kamal Dahal’s property also
should be checked as The Mukti
Tower which is being built
Opposite of BICC hall is said
to be his. If only these high
profile individuals’ properties
are made public then there can
be some hope. The officials
of Commission for the
Investigation of Abuse of
Authority should try their best
to bring their details and make
them public, if found guilty
then they must be punished.
It is with reference to the news
“PM, 13 ministers yet to furnish
property details’ (THT, Oct. 10,
Page 1). It is disgusting that the
top level executive body of the
state is trying to contravene the
laws which has been made by
themselves. As per the news
article, the prime minister as
well as his thirteen ministers
ANIL SHAH
It’s interesting how in the
last few days there seems
to be a growing commonality
amongst the voice of our
political leadership for the
reinstatement of the dissolved
Constituent Assembly
instead of going to the
people to seek a fresh mandate.
I ask you, do you think
this is because our political
leadership want to reinstate
the Assembly to sincerely
promulgate a Constitution
or do you believe it is because
they are ‘scared’ to
face the people who elected
them and fear that the result
of a fresh election may be a
real unpleasant surprise for
them all? Somehow, I can’t
get myself to believe the former
and am convinced that
the brighter amongst our
political lot has seen the
writing on the ballot paper if
they come to us the people
for a fresh mandate and
hence want to somehow
short circuit the process and
get themselves back into the
comfortable seats in the
Constituent Assembly for
the next four years. The
question is are we, the people,
going to sit back to enjoy
Dashain and Tihar followed
by Christmas and
actually do something
about it?
Swine flu virus; pandemic influenza
A (H1N1) has been reported
recently in Kathmandu in
the blood samples collected
from Kathmandu, Chitwan,
Sindhuli and Khotang.
Outbreaks of unidentified viral
fever have been hitting the
country badly in different places.
At least two dozen people have
died due to viral fever in Nepal.
They might have died of swine
flu. Swine flu is a viral influenza
which is also called “pig influenza”
or “pig flu”. Swine influenza
virus is common throughout the
pig population worldwide.
Transmission of virus from pigs
to human is not common and
does not always lead to human
have not submitted their
property details as yet. It shows
that there must be something
wrong in the way they have
earned their property.
Otherwise, they would not
be hesitating to submit their
property details.
all-party meeting for coming
Friday morning at 8:30 AM at
his residence in Sheetal Niwas,
Maharajgunj, after the failure of
the political parties to strike the
consensus. A ceremonial
President does not call such
meeting. The meeting was not
decided by the cabinet. This
proves that the noisy
I hear a growing
voice amongst us ruled
‘benevolent dictator’ to put
our nation back in line.
Right across the nation from
rural to urban, rich to poor,
young to old more and more
people are now talking of a
need of a ‘strong’ leader to
set right the wrongs of the
current situation. I find that
the main root cause for this
line of thinking to be the exponentially
increasing lawlessness
and impunity in
our nation. People now really
fear that unless someone
steps in with an iron fist we
will soon become a nation
where might is right and the
weak have no say, no rights,
no future! And unlike our
rulers and their cadre who
have started to survive as
parasites of our system,
most of us have to work
from sunrise to sunset to
sustain our families and our
lives. So now almost of us
want is a leadership that
puts law and order back,
punishes the guilty regardless
of their political patronage,
ethnicity or economic
standing and gives us an environment,
in our villages,
towns and cities, where we
can work to the best of our
ability, competing on a free
level playing field, to build a
better present.
Now I turn to us, the peo-
Swine flu scourge
flu but if transmission does
cause human flu, it is called
zoonotic swine flu.
Swine flu viruses were first isolated
from pigs in the 1930s.
These were H1N1 subtype viruses
and their isolation from pigs
followed closely upon the 1918
human H1N1 influenza pandemic
that claimed over 40 million
lives around the world. In
Nepal this virus had hit in 2009,
and during this time over 40
people died due to the outbreak
of this virus.
Swine flu produces influenza
like illness. These include fever,
cough, sore throat, body ache,
chills and fatigue. These symptoms
are not specific to swine
flu, so it is difficult to diagnose it.
Just like the growing noise amongst
growing voice amongst us ruled classes for
the need of a ‘benevolent dictator’ to put
our nation back in line. More people are
now talking of the need of a ‘strong’ leader
to set right wrongs of the current situation
ple, you and me to ask,
“Where do we get such a
benevolent dictator from?” I
see a dictator, benevolent or
otherwise, being established
in one of the following
ways. Firstly, by birth like
in a monarchy, usually
backed by an armed force, a
person who can take the full
reins of power and run the
nation. Secondly, through
the armed forces itself stepping
up and taking over
flu requires laboratory testing of
respiratory samples. The most
common cause of death is respiratory
failure, pneumonia, high
fever, dehydration (from excessive
vomiting and diarrhoea),
electrolyte imbalance and kidney
failure. Fatalities are more
likely to occur in young children
and the elderly as well as persons
with low immunity.
Although strains of swine influenza
are usually not able to
infect humans, this may occasionally
happen, so farmers are
encourage to use face masks
when dealing with infected
swine. But human to human
transmission is very rapid; therefore,
it may exist as an outbreak.
Influenza spreads between humans
when infected people
ceremonial which is a complete
lie too. The source of the
executive power of the Prime
Minister is a functioning
parliament. With no parliament
since May 27, all the executive
power and instating its head
as the dictatorial leader with
all powers to head the nation.
Thirdly, through a revolution
where an uprising or
insurgency puts a leader in
place with unlimited power
in a regime change to make
sweeping changes in a nation.
And finally, even in a
democratic system the people
through their vote can
elect a leader into the seat of
power with such an over-
cough or sneeze, and other people
breathe in the virus or touch
something with the virus on it
and then touch their face. Avoid
touching yours eyes, nose or
mouth. Germs i.e. virus spread
this way. Swine flu in humans is
most contagious during first five
days of illness. If fever becomes
out of hand, it’s better to consult
a physician. Vaccines are also
available for different kinds of
swine flu. For treatment antiviral
drugs can make the illness
milder and make the patients
feel better faster. They may prevent
serious flu complication.
Therefore, preventive measures
like hand washing, use of masks
as well as standard infection
control methods should be applied
to control its outbreak.
as well as the legislative powers
have shifted to the President
who is the sole representative of
the supreme and the sovereign
people of Nepal now. In
parliamentary democracy, the
Prime Minister dissolves the
parliament prior to the expiry
of its term when no one can get
more than 50 per cent support
to run the government. In
Nepal, the Prime Minister did
not have this power. The CA
cum Parliament died a natural
death due to the end of its
life-span. It was not dissolved
by the Prime Minister prior to
the end of the term.
No sooner did King Gyanendra call
upon the Nepalis to support the new
that the new council of ministers cannot
They are also of the opinion that the
interim government. Chand is believed
to be keen on wooing two of the largest
political parties - the Nepali Congress
(NC) and the CPN-UML. When the government
was formed, they had declined
to join the government. Although these
preliminary consultations are not expected
to produce immediate results, the
talks are expected to soften the stand of
these parties. However, leaders of these
parties maintain that their position has
not changed a wee bit. Even smaller parties
have expressed their reluctance to
join the interim government. The reason,
according to their leaders, is that it is an
“unconstitutional and undemocratic”
government. It has been almost a week
since King Gyanendra announced the
new cabinet and given it five tasks besides
the day-today administrative jobs.
Only three political parties— the RPP, the
Nepal Sadbhavana Party (NSP) and the
Jana Mukti Morcha— have representation
in the cabinet. The rest of the ministers
are either professionals or bureaucrats.
The task, however, is challenging
and would prove difficult if Chand does
not win cooperation.

‘NT partner
should invest at
least Rs 30bn’
Himalayan News Service
Kathmandu, October 17
The committee which was formed to recommend
the government about the process of
bringing a strategic partner at Nepal Telecom
(NT) has concluded that the new partner
should invest at least Rs 30 to Rs 40 billion.
The partner must invest Rs 30-Rs 40 billion
based on share value of NT at present, said
coordinator of the committee and joint secretary
at finance ministry Baikuntha Aryal.
Bringing in a strategic partner for NT is not
easy, he said. “However, government must divest
its shares to make the company more
competitive and effective in the days ahead.”
The government and the strategic partner
must not be allowed to transfer their shares
until after five years of acquiring the shares,
the committee has said.
The report has suggested the government
to calculate the share value of the company
based on the premium valuation method. It
has also suggested that the strategic partner
should have an experience in operating telecom
services in at least three countries including
a country from the G22 group.
The aspirant partner should have an experience
of handling at least 20 million subscribers
in PSTN and mobile service, the report
said, adding that the partner company
should not directly or indirectly invest in other
telecom service providers in the country.
The report has asked government to bring
in only those firms whose yearly income is
more than $ 1 billion. It has asked the government
to include a representative from the
company which will come as a strategic partner
in the executive board of Nepal Telecom.
It has suggested all concerned parties to
keep the option of retirement schemes open
to make the company more competitive.
Kathmandu, October 17
The Department of Revenue Investigation
(DRI) is all set to finalise
the draft of Revenue Leakage
(Investigation and Control)
Regulation within a week.
Revenue Leakage (Investigation
and Control) Act was formulated
more than 15 years ago,
said director general at DRI Janmajay
Regmi, adding the department
has been facing procedural
hurdles in absence of regulation.
The department will forward
the draft to the Finance Ministry
and the ministry will forward it to
the Ministry of Law, Justice, Constituent
Assembly and Parliamentary
Affairs for its consent,
he said. The draft will be forwarded
to the cabinet once it has been
approved by the concerned ministries,
he added.
Government has made a budgetary
provision to formulate it,
said Regmi. Similarly, DRI has included
the drafting of the regulation
in its yearly programme.
Action against culprits have
been ineffective due to the lack of
a guiding legal framework, he
said, adding that the regulation
will provide clear guidelines to
initiate action based on the Act.
The Act describes all procedures
in brief, and it is a regulation that
Distillery raided
KATHMANDU: The Department
has confiscated ledgers and
stumps of bill pads from
Dhanusa Distillery,” said director
general of DRI Janmajay
Regmi, adding that the
department has also sealed
the stock in the factory. DRI
tip-offs, according to him. It
will complete the investigation
legal procedures based on the
Act, according to Regmi.
DRI has already organised a
consultation meeting with concerned
parties on the preliminary
draft of the regulation, he
said. “Traders and firms who are
directly connected with the tax
regime have already provided
feedback to draft the regulation,”
he informed, adding the Finance
BUSINESS
Ministry shows concern
on NAC aircraft deal
Himalayan News Service
Kathmandu, October 17
The Ministry of Culture, Tourism and
Civil Aviation is worried that the government
might scrap the aircraft purchase
process again.
“The previous purchase plan had fulfilled
all the legal procedures but it was
later scrapped, therefore we are not sure
that the new plan will be implemented,”
said joint secretary at the ministry Ranjan
Krishna Aryal.
According to Aryal, if Nepal Airlines
Corporation (NAC) announces a fresh
global tender as per the direction of the
cabinet, Airbus might object to the
move as the agreement in November
2009, is valid till 2016.
However, according to NAC’s director
commercial Madan Kharel, the corporation
has already forwarded a letter to
Airbus regarding the issue and the corporation
might arrange a meeting or a
visit to Airbus if necessary. “We want to
confirm if we can announce a fresh tender
or not,” he said. The cabinet had directed
NAC to start a fresh purchase
process for new aircraft. The ministry
had also asked the corporation to prepare
a marketing and management
strategy for the new aircraft.
According to the ministry, the national
flag carrier should thoroughly do a
route analysis and commercial market
planning to create a brand new image
of the corporation in the national and
international market.
NAC, previously, used to have transactions
worth Rs 80 billion, but with the
fewer number of aircraft, transactions
have plunged to around Rs five to Rs six
billion. With just two Twin Otters and
two Boeings, the carrier is losing its
goodwill in the international market.
After around two and a half decades,
NAC had tried to purchase aircraft
through a direct deal but the process
was halted according to the Public Procurement
Act, and NAC’s then executive
chairman Sugat Ratna Kansakar was
charged and arrested for misusing his
authority by the national anti-corruption
agency. Due to the unending dispute,
Airbus, with which NAC had entered
into an agreement to purchase aircraft,
cancelled the deal and returned
the lockup money.
The Public Accounts Committee had
also instructed the ministry to start a
fresh bid to procure new aircraft while
scrapping the Airbus 2009 deal.
The French embassy here had also
shown interest in reviewing the Airbus
deal on the same financial conditions
made three years back.
To modernise its international fleet,
NAC had planned to purchase one A330
–200 wide body and one Airbus A– 320
single aisle aircraft. It had signed a
memorandum of understanding with
the European aircraft manufacturer
during the Dubai Air Show.
NAC started its operations in 1958,
and currently has two ageing Boeing
757s to operate international flights.
Nepse suspends 30 firms
for not paying renewal fee
Himalayan News Service
Kathmandu, October 17
This year too, 30 listed companies
have failed to pay their annual
listing renewal fee at Nepal Stock
Exchange (Nepse) for this
fiscal year.
The companies suspended
today include nine finance
companies, five development
banks, one insurance
company, one hydropower
company, two
trading companies, one hotel,
one film development
corporation, and nine manufacturing
companies.
Nepal Electricity Authority’s
debenture has also been suspended
from trading for failing to pay
the renewal fee.
Among the suspended companies,
shares of Multipurpose Finance,
Himalayan Finance,
Pashchimanchal Finance, Biratlaxmi
Development Bank, and National
Hydropower Company were
traded last week.
Listed companies are supposed
to pay the annual renewal fee within
three months of the end of
the fiscal year, but the companies
failed to pay within the deadline,
thus their trading was suspended
as per regulation.
This year, Nepse had even issued
a notice for listed companies to pay
the annual listing fee on time.
Companies tend to overlook the
matter out of utter carelessness
Listed companies are supposed to pay the
annual renewal fee within three months
of the end of the fiscal year, but the
companies failed to pay within the deadline
which inconveniences investors.
“We were hopeful that all the companies
would pay before the deadline,”
said senior officer at Nepse
Niranjan Phuyal.
Among the suspended companies,
three companies –– Nepal Development
Bank, Jyoti Spinning
Mills and Samjhana Finance –– are
going through liquidation.
Share trading of Capital Merchant
Banking and Finance,
General Finance, Gurkha Development
Bank, Crystal Finance and
NB Insurance was suspended
due to action taken against them
by the concerned regulators.
Likewise, nine manufacturing
companies, two trading companies,
and Hotel Yak and Yeti have
not been paying the annual listing
fee for the last few years in the hope
of getting de-listed.
Last year, Nepse had to
suspend the trading of 45
listed companies including
Nepal Electricity Authority’s
debentures.
A year back, trading of 28
listed companies, including
four development banks
and four finance companies,
was suspended due to
a delay in paying the listing
renewal fee.
Every year around this time,
Nepal Stock Exchange has to suspend
the trading of about 25 companies
for this very reason.
The renewal fee depends on the
capital structure of the company ––
the maximum that companies
have to pay is Rs 50,000 for those
with a capital base greater than Rs
100 million.
The suspended companies
scramble to pay the renewal fee the
day the transaction is suspended.
The suspension of trading arising
from sheer negligence of the companies
is also an instance of bad
corporate governance.
was that he took his international
tally to 67 goals, one behind
Gerd Mueller’s long-established
record for his country.
Spain also conceded a late
goal just as they looked to have
done enough to seal a 25th
straight victory in European and
World Cup qualifiers. Sergio
Ramos put Spain ahead after 25
minutes and they would have
doubled their lead if Cesc Fabregas’s
penalty had not been saved
by Hugo Lloris.
France, though, stayed level
on points with Spain at the top
of the Group I standings after
Olivier Giroud, who had only
been on for six minutes, headed
a last-gasp equaliser. Unlike
Spain, the Netherlands did make
it four wins out of four and ended
Romania’s perfect start after
three goals in the first half set up
a 4-1 win to give them control of
Lionel Messi and Gonzalo
one back through substitute Felipe
Uruguay, the top South American
It depends on the
in them and make the best out of it.
On August 30, we the students of
Triyog Higher Secondary School
went to Lucknow to participate in a
at the ongoing five days long event.
Altogether there were a total of 53
We all were enthralled by the exposure
we got at CMS. Not to forget
Mr Jagdish Gandhi’s (Founder Manager
that was very remarkable.
Last but not the least, I would like
to say “Although we hear that winning
or losing is not important but
participation is but after this journey
I believe winning is important,
not necessarily this time but the
next chance you get and make sure
you garner yourself to win it”.
Thus, Triyogees will prove themselves
once again as they always
have been.
every year with a lot of enjoyment.
This duration of 10 days always
stand as memorable moments
of the year. Times spent during
this festival every year are unforgettable.
However, the Dashain of 2068
was something very special to me.
Last year, right before Dashain I had
parted ways with my best friend, Ronit.
I was depressed by that incident. Then
I realised that it was nothing but a misunderstanding
caused because of our
evil thoughts. I vowed to resolve this
matter and prayed Goddess Durga to
help us win over our evil spirits. As it is
believed that we celebrate Vijaya
Dashami to mark victory of good over
Ronit. This was my victory over my evil,
Free eye check-up
The eyes are no doubt the
most sensitive and delicate
but amazing organs of human
being . The golden opportunity
for viewing this mysterious
world is possible only because of our
tiny but beautiful eyes. We can’t even
imagine our wonderful life without
vision; in the absence of our eyes. So,
we must protect our eyes every moment
with great care.
Taking these things into consideration,
Nepal Model School had organised
a day-long free eye-check up
and counselling campaign in its
premises on September 28.
Eye specialist Dr Prakash Sharma
and his team from BP Koirala Lions
Centre for Ophthalmic Studies, Maharajgunj
examined all the interested
individuals and also suggested
them to take precau-
tions for eye safety. About
600 students, teachers and
school staff were the direct
beneficiaries of the campaign.
The key objective of the
camp was to make students
aware about the significance of
eyes, various eye problems like
eye infection, cataract and gradual
loss of eye sight. Another motive
of the programme was to
make the students aware about
importance of regular eye check
Nirupam Aryal, Class IV, GEMS
up, consumption of dark green vegetables
and taking safety measures
to avoid various possible health
hazards.
The active participation of students,
their curiosity and inquiry
with the eye specialist and their
commitment to take care of their
eyes made the eye-camp a fruitful
event.
Hence, such kind of awareness
programmes should be held on a
regular basis in places like schools
colleges, health post, especially in remote
areas.
The front area of the Alina’s
consists of the bakery while
the bakery as well as inside
the cafe. Once inside, we
decided to sit on the patio.
Once we got seated, a
menu. We chose to start off
with Chicken Momos and
Milk Coffee. Our coffee
came first, which was a
good start to our dining experience.
The Chicken Momos
were served as our appetisers
and they were delicious.
KATHMANDU: “Food
opined Prakash Bhandari.
With Huddha Rai, they
have come up with Zibro
Restro and Bar in Thamel.
It is a new restaurant in
Thamel which officially
opened on October 12.
With catchy name, the
restaurant caters authentic
Chinese and Mexican
as well Italian dishes. The
owner Bhandari claimed,
“The restaurant serves hygienic
food with reasonable
price.”
As per him, more than
80 per cent food they serve
are not available in
Thamel. Price, ambience
and hygienic food are the
priorities at Zibro.
Dor Bahadur KC, the
chef of the restaurant in-
A spectacular dining experience
formed, “For Italian dishes,
we use homemade
sauce and dough.” Hence
Italian cuisine is different
here from the rest of the
restaurants.
For all their food items,
they also “focus on presentation”
as per KC who was
a Demi Chef De Partie at
Knowledge Village, Dubai.
THT
Zibro’s specialties include
Petti Di Pollo Al
Nepali starters like Alu Zirra,
they also cater to “standard
the Momos.
Then, for the main
course, we ordered Vegetable
Pakodas, Sweet and
Sour Chicken with Rice, as
well as Kothey Momos. The
Vegetable Pakodas were
crunchy. They were mild
and not greasy. Dipping the
Vegetable Pakodas in some
ketchup proved appetising.
The Sweet and Sour
Chicken with Rice was decent
enough, though there
was too much gravy on the
chicken. I believe if the dish
had less gravy and was less
sweet, it would be more
pleasing. The Kothey Momos
were good but not as
appealing as their regular
Momos.
After the main course, we
had Black Tea and a White
Forest Cake. The cake was
simply delicious.
We spent a good two
hours at the café. There was
a good crowd during the
time we reached there. Almost
all the tables seemed
to be occupied. There were
three staff members for the
lower section of the café,
but only one staff member
for the patio.
At a given time, there
were at least five groups in
the patio therefore two staff
members would have been
better to attend these
guests. This way, the staff
members could have been
more proactive in their
service.
I do consider the ambience
of any café an important
factor in my dining ex-
perience. I would say the
overall ambience of Alina’s
Bakery Cafe is average,
however the view from the
lower section of the café is
spectacular. You can see
Buddhanagar and the
dense skyline of the Valley.
The atmosphere is spacious
yet cosy. The bathrooms are
located on the bottom floor
and are clean.
I liked my dining experience
at Alina’s Bakery Café
and enjoyed their regular
dishes. From a previous experience,
I can also attest
that their Vegetable Pizza
and Mixed Chowmein are
delicious, and I rave about
their plain and Chocolate
Donuts.
The café is conveniently
located and a few parking
spots are available. The
prices are moderate and it is
good for dining out with
friends and families.
YOUR LUCK
HAPPY BIRTHDAY: HAPPY BIRTHDAY: This year your imagination
opens many doors, and the only issue will be which one you would
like to go through. The unexpected keeps you alert and excited
about life. If you are single, you have a way about you that draws
many people in. You will need to be selective in order to decide who
you most want to be close to. Enjoy the process. If you are attached,
a tendency to kiss and make up becomes more important. Both of
you understand how vital this is to your relationship. SAGITTARIUS
enjoys pulling you out of yourself.
ARIES (March 21-April 19): You might not realise
how much you trigger certain people in your life, especially
as of late. You see beyond the obvious and act
accordingly. Others could be shocked as a result. An
explanation definitely would help. Make calls and network; know
what you expect and want. Tonight: Go for the untried. ✹✹✹✹
TAURUS (April 20-May 20): Consider testing the waters
before you leap in. You might feel or hope a situation
or person is one way, only to discover just the opposite
or find some tragic flaw weaving into the scenario.
The Bull is known for its patience. Use that quality with good
timing. Resist a snap judgment. Tonight: Let your hair down. ✹✹✹✹
GEMINI (May 21-June 20): Your optimism remains,
no matter what obstacles you face. In fact, a meaningful
exchange occurs between you and someone else
only because of your upbeat attitude. Sometimes you
find a key person to be a little too aggressive or assertive. Tonight:
Go with a friend’s or loved one’s decision. ✹✹✹✹
CANCER (June 21-July 22): Pace yourself, as you
have a lot to accomplish. Know that your mind will be
working overtime, and you’ll have difficulty concentrating.
You might make a decision about a job or situation
that puts many demands on you. Follow through on what you
need to do. Tonight: Get some exercise. ✹✹✹
LEO (July 23-Aug 22): You cannot go wrong if you are
spontaneous. News or an idea surprises you by triggering
all types of reactions — some angry, some unpredictable.
You’ll land on your feet no matter what.
Your friends support you in your goals. Whether they agree with
them or not will be irrelevant. Tonight: Paint the town red. ✹✹✹✹✹
VIRGO (Aug 23-Sept 22): You are enthusiastic about a
personal matter. If you are not dealing with that issue,
you could have difficulty focusing on anything else. If
you do manage to focus your attention elsewhere,
then that issue and the people involved could resurface and tap you
on the shoulder. Tonight: Work on your juggling skills. ✹✹✹
LIBRA (Sept 23-Oct 22): Make calls early, as you likely
will be swamped by others seeking you out, whether
it is via email, phone or simply arriving at your door.
You could become frustrated and, as a result, lose your
temper. News comes in from someone at a distance you do not
speak to often. Tonight: Read between the lines. ✹✹✹✹
SCORPIO (Oct 23-Nov 21): Be careful with spending.
You could be letting go of negative feelings through
shopping. Stop and deal with your frustrations headon.
You might want to get to the root of the issue and
find out why you are so easily triggered. Cool off, then approach the
problem. Tonight: Have fun with a friend. ✹✹✹✹
SAGITTARIUS (Nov 22-Dec 21): Funnel your energy
into whatever you want, and your creativity will surge
as a result. You might try out some of your wild ideas
on someone. If you proceed as usual, you might become
quite frustrated. Use your current unusual energy well.
Tonight: Sort through offers. ✹✹✹✹
CAPRICORN (Dec 22-Jan 19): You might want to step
back from a project for a while, especially if you have a
conflict with someone involved. Stay calm when dealing
with an unpredictable individual. This person might
mean what he or she says now, but not later. Get as much done as
you can on your own. Tonight: Work out or take a walk. ✹✹✹✹
AQUARIUS (Jan 20-Feb 18): You might be more removed
than you realise, as your mind wanders from
one thought to another. Your creativity continues to be
high. Share more of your ingenuity in a meeting. Others
initially might be startled, but eventually they’ll go along with
some of your ideas. Tonight: Start the weekend early. ✹✹✹✹✹
PISCES (Feb 19-March 20): Pressure comes from
what you think you need to accomplish as opposed to
what others want you to do. At a certain point, you
need to honour your priorities, or else you will not be
happy. A family member or domestic matter occupies your attention.
Tonight: Clear out as much as you can. ✹✹✹
Pandaya’s Sarkari Sewako Anubhav
KATHMANDU:
Working as a civil
servant for 36
years, an ex-secretary of
the Ministry of Commerce,
Durga Prasad
Pandaya, went through
many ups and downs in
his professional and personal
life.
And now, after his retirement,
Pandaya has
penned those experiences
in a book titled
Sarkari Sewako Anubhav.
The book was made
public by Ex-minister Dr
Bhesh Bahadur Thapa
amidst an event held at
Hotel de l’ Annapurna on
October 17.
“Many suggested that I
should come up with a
book on my personal life
experiences. So, I
thought of writing a book
that could be beneficial
to all the new comers
who want to serve the
country and its people as
civil servants”, Pandaya
shared about his autobiography.
The focus of the author
however “is to let the
readers know about
Nepal’s ruling system”.
He is worried about the
present situation of the
country and has also put
forth his ideas on how
can the situation of the
country be improved.
Meanwhile, Dr Thapa,
who was also an ex-secretary
shared, “Sarkari Sewako
to go to the flashback as I
come from the same background.
I feel proud that
Pandaya brought up this
book and has paved a way
for the new comers. The
