A meeting of the Nepali Congress<br />
and CPN-UML <strong>to</strong>day reiterated<br />
that fresh Constituent Assembly<br />
(CA) elections was the only alternative<br />
and <strong>form</strong>ation of a national<br />
unity government was the first<br />
step <strong>to</strong>wards that.<br />
The meeting also concluded<br />
that the incumbent government<br />
must be ousted by mid-November<br />
as fresh CA polls by mid-May<br />
was imperative.<br />
The <strong>to</strong>p leaders of the two parties<br />
decided <strong>to</strong> compel the Unified<br />
CPN-Maoist, which was<br />
avoiding both CA revival and<br />
fresh CA elections on different<br />
pretexts <strong>to</strong> prolong its stay in government,<br />
<strong>to</strong> accept fresh polls at<br />
the earliest.<br />
UML leader Madhav Kumar<br />
Nepal said, “We don’t want <strong>to</strong> listen<br />
<strong>to</strong> the idea of CA revival at the<br />
moment because the UCPN-M itself<br />
is blocking its revival by not<br />
agreeing on unsettled issues. So,<br />
there is no way but fresh polls,”<br />
adding, “The parties must reach<br />
consensus on the size and composition<br />
of the new CA and for<br />
that a consensus government is<br />
the first step.”<br />
Congress leader Ram Sharan<br />
Mahat said, “The government will<br />
fall either through a move by the<br />
President or a movement of opposition<br />
parties after Dashain as<br />
fresh polls by mid-May is inevitable.”<br />
He added the UCPN-M<br />
had missed the bus as far as CA<br />
revival was concerned by not<br />
showing readiness <strong>to</strong> agree on<br />
unsettled issues of the new constitution<br />
prior <strong>to</strong> reinstatement of<br />
the CA. “So, the possibility of CA<br />
revival had been evaded,” he said.<br />
UML leader Raghujee Panta<br />
said the meeting also decided <strong>to</strong><br />
intensify protests against the government<br />
after Dashain as it was<br />
not going <strong>to</strong> quit easily. “Opposition<br />
parties have <strong>form</strong>ed a fourmember<br />
taskforce, which has already<br />
prepared a tentative draft of<br />
the protest programme. It will be<br />
finalised immediately after<br />
Dashain,” Panta said.<br />

go for election by adopting<br />
the new constitution incorporating<br />
the agreed issues.<br />
He expressed confidence<br />
that opposition parties would<br />
agree <strong>to</strong> revive the CA. “I cannot<br />
give you the exact date<br />
and time, but we will be able<br />
<strong>to</strong> bury our differences,” he<br />
said, adding that the parties<br />
were close <strong>to</strong> a deal.<br />

have been terrorising<br />

of life, including businesspeople<br />

staff, in the name of their<br />
donation campaigns in<br />
the run-up <strong>to</strong> Dashain and<br />
other major festivals, the<br />
Transparency International<br />
Nepal on Wednesday<br />
called on the government<br />
<strong>to</strong> rein in the gangs and individuals<br />
concerned by<br />
mobilising law enforcement<br />
agencies. “We urge<br />
the government <strong>to</strong> ban<br />
such activities as they are<br />
against the law of the<br />
land,” Bishnu Bahadur KC,<br />

“It is unfair that we have <strong>to</strong><br />
wait for an extra one month in<br />
the name of reporting time,”<br />
said Dahal, adding, “The DAO<br />
can easily distribute the passports<br />
within a week or even before<br />
that once it receives the<br />
document from DoP.”<br />

Thirty-year-old Kamala Khatri of<br />
Raniyapur-1, Soltipur, has recently<br />
returned <strong>to</strong> Nepal after three<br />
months of intense physical and<br />

Khatri, who went <strong>to</strong> Kuwati as<br />
domestic help, has returned with a<br />
shaven head. She was mentally afflicted<br />
by her employers.<br />
“I don’t want <strong>to</strong> remember the<br />
<strong>to</strong>rtures I underwent when I was in<br />
Kuwait,” she said.<br />
Despite working from dawn till<br />
dusk, she was meted out with<br />
physical <strong>to</strong>rtures for months.<br />
“When I was bedridden, my employer<br />
assaulted me and shaved<br />
my head,” she said with a shaky<br />
voice, adding that, she was hurt<br />
the most when she had <strong>to</strong> suffer at<br />
the hands of fellow Nepalis.<br />

The government decision <strong>to</strong> go for two-days a<br />
week off would invite numerous problems. The<br />
only fac<strong>to</strong>r that the government has cited for the decision<br />
is that it would help in saving power which<br />
would in turn reduce load shedding du<strong>ring</strong> the winter<br />
months. Now, taking only one fac<strong>to</strong>r in<strong>to</strong> consideration<br />
is not the way that such decisions, which can<br />
have major ramifications, are made that plainly go <strong>to</strong><br />
corroborate the fact that the decision for the additional<br />
day off on Sunday was not done with serious<br />
deliberations but on an ad hoc basis. It is true that reduction<br />
in load shedding is a necessity but the government<br />
has barely done anything <strong>to</strong> get the wheels<br />
moving for more production of electricity. Thoughts<br />
on socio-cultural fac<strong>to</strong>rs <strong>to</strong>o have <strong>to</strong> be taken in<strong>to</strong> account.<br />

who come from outside <strong>to</strong> Kathmandu or any other<br />
district headquarters <strong>to</strong> have service delivered from<br />
government offices would have <strong>to</strong> spend more time<br />
and money <strong>to</strong> have their work done. That is asking for<br />
<strong>to</strong>o much. The government must not be Kathmanducentric<br />
in that there will be some amount of power<br />
saved and the roads will not see heavy traffic. It has <strong>to</strong><br />
think beyond the Kathmandu valley by encompassing<br />
all Nepal. The government’s decision has been a<br />
hasty one without thinking about the problems that<br />
it will arise. It would be pragmatic for the government<br />
<strong>to</strong> roll back its decision, and act so that there is more<br />
power generation, control electricity leakages, and<br />
make the electricity authority efficient.<br />
Goat prices<br />
Come the festival of Dashain, live goats are very<br />
much in demand. It is estimated that du<strong>ring</strong> the<br />
festival there is a demand for as many as 50,000 goats<br />
in Kathmandu valley. These goats are brought from<br />
outside the valley by traders, and they tend <strong>to</strong> have a<br />
say on the pricing of the live goats. This year the price<br />
of such goats has escalated in comparison <strong>to</strong> last<br />
year. There is a sort of cartelling which allows the goat<br />

3,200 goats for Dashain. This is woefully inadequate<br />
conside<strong>ring</strong> the high demand for live goats du<strong>ring</strong><br />
the Dashain festival.<br />
The price set by the Nepal Food Corporation in a<br />
way sets the price of the live goats, and the traders are<br />
compelled <strong>to</strong> take the price of the corporation in<strong>to</strong><br />
consideration before setting their own price. There is<br />
usually a rush <strong>to</strong> buy the goats sold by the corporation,<br />
and it should mull b<strong>ring</strong>ing more goats than a<br />
paltry 3,200.<br />

No sooner did King Gyanendra call<br />
upon the Nepalis <strong>to</strong> support the new<br />
government, than legal experts are arguing<br />
that the new council of ministers cannot<br />
exercise the power guaranteed by the<br />
Article 35(2) of the Constitution. Legal experts,<br />
however, argue that in view of the<br />
enormous challenges, the new government<br />
led by Prime Minister Lokendra Bahadur<br />
Chand has no authority except implementing<br />
the King’s five point directives.<br />
They are also of the opinion that the<br />
new government is unable <strong>to</strong> use the executive<br />
power because it has been<br />
<strong>form</strong>ed by the monarch under the Article<br />
127. They also noted that the King has not<br />
surrendered the executive powers he assumed<br />
following the dismissal of the Sher<br />
Bahadur Deuba-led government. “Since<br />
this cabinet is also the continuation of<br />
Sher Bahadur Deuba-led caretaker government,<br />
it has no authority as the cabinet<br />
under Article 36(1), 42(1) and (2) of<br />
the constitution,” said <strong>form</strong>er deputy at<strong>to</strong>rney<br />
general Balaram KC. The Article<br />
35(2) has given the right of recommendation<br />
<strong>to</strong> the King. The Constitution says,<br />
“<strong>Ex</strong>cept for the Kings’s prerogative, everything<br />
the King is supposed <strong>to</strong> do will be<br />
according <strong>to</strong> the recommendation of the<br />
council of ministers.” Such recommendation,<br />
advice and consent shall be submitted<br />
through the prime minister, says<br />
the Constitution. The new cabinet can<br />
exercise only the task provided by the<br />
monarch through his royal communique<br />
on Oc<strong>to</strong>ber 11.<br />

With the week-long festivities of<br />
Dashain over, Prime Minister Lokendra<br />
Bahadur Chand is again holding<br />
talks with leaders of political parties<br />
aimed at drumming up support for his<br />
interim government. Chand is believed<br />
<strong>to</strong> be keen on wooing two of the largest<br />
political parties - the Nepali Congress<br />
(NC) and the CPN-UML. When the government<br />
was <strong>form</strong>ed, they had declined<br />
<strong>to</strong> join the government. Although these<br />
preliminary consultations are not expected<br />
<strong>to</strong> produce immediate results, the<br />
talks are expected <strong>to</strong> soften the stand of<br />
these parties. However, leaders of these<br />
parties maintain that their position has<br />
not changed a wee bit. Even smaller parties<br />
have expressed their reluctance <strong>to</strong><br />
join the interim government. The reason,<br />
according <strong>to</strong> their leaders, is that it is an<br />
“unconstitutional and undemocratic”<br />
government. It has been almost a week<br />
since King Gyanendra announced the<br />
new cabinet and given it five tasks besides<br />
the day-<strong>to</strong>day administrative jobs.<br />
Only three political parties— the RPP, the<br />
Nepal Sadbhavana Party (NSP) and the<br />
Jana Mukti Morcha— have representation<br />
in the cabinet. The rest of the ministers<br />
are either professionals or bureaucrats.<br />
The task, however, is challenging<br />
and would prove difficult if Chand does<br />
not win cooperation.

The committee which was <strong>form</strong>ed <strong>to</strong> recommend<br />
the government about the process of<br />
b<strong>ring</strong>ing a strategic partner at Nepal Telecom<br />
(NT) has concluded that the new partner<br />
should invest at least Rs 30 <strong>to</strong> Rs 40 billion.<br />
The partner must invest Rs 30-Rs 40 billion<br />
based on share value of NT at present, said<br />
coordina<strong>to</strong>r of the committee and joint secretary<br />
at finance ministry Baikuntha Aryal.<br />
B<strong>ring</strong>ing in a strategic partner for NT is not<br />
easy, he said. “However, government must divest<br />
its shares <strong>to</strong> make the company more<br />
competitive and effective in the days ahead.”<br />
The government and the strategic partner<br />
must not be allowed <strong>to</strong> transfer their shares<br />
until after five years of acqui<strong>ring</strong> the shares,<br />
the committee has said.<br />
The report has suggested the government<br />
<strong>to</strong> calculate the share value of the company<br />
based on the premium valuation method. It<br />
has also suggested that the strategic partner<br />
should have an experience in operating telecom<br />
services in at least three countries including<br />
a country from the G22 group.<br />
The aspirant partner should have an experience<br />
of handling at least 20 million subscribers<br />
in PSTN and mobile service, the report<br />
said, adding that the partner company<br />
should not directly or indirectly invest in other<br />
telecom service providers in the country.<br />
The report has asked government <strong>to</strong> b<strong>ring</strong><br />
in only those firms whose yearly income is<br />
more than $ 1 billion. It has asked the government<br />
<strong>to</strong> include a representative from the<br />
company which will come as a strategic partner<br />
in the executive board of Nepal Telecom.<br />
It has suggested all concerned parties <strong>to</strong><br />
keep the option of retirement schemes open<br />
<strong>to</strong> make the company more competitive.<br />

the draft of Revenue Leakage<br />
(Investigation and Control)<br />
Regulation within a week.<br />
Revenue Leakage (Investigation<br />
and Control) Act was <strong>form</strong>ulated<br />
more than 15 years ago,<br />
said direc<strong>to</strong>r general at DRI Janmajay<br />
Regmi, adding the department<br />
has been facing procedural<br />
hurdles in absence of regulation.<br />
The department will forward<br />
the draft <strong>to</strong> the Finance Ministry<br />
and the ministry will forward it <strong>to</strong><br />
the Ministry of Law, Justice, Constituent<br />
Assembly and Parliamentary<br />
Affairs for its consent,<br />
he said. The draft will be forwarded<br />
<strong>to</strong> the cabinet once it has been<br />
approved by the concerned ministries,<br />
he added.<br />
Government has made a budgetary<br />
provision <strong>to</strong> <strong>form</strong>ulate it,<br />
said Regmi. Similarly, DRI has included<br />
the drafting of the regulation<br />
in its yearly programme.<br />

said, adding that the regulation<br />
will provide clear guidelines <strong>to</strong><br />

(DRI) has raided a<br />
Janakpur-based distillery<br />
suspecting it of having evaded<br />
taxes. “The department<br />
has confiscated ledgers and<br />
stumps of bill pads from<br />
Dhanusa Distillery,” said direc<strong>to</strong>r<br />
general of DRI Janmajay<br />
Regmi, adding that the<br />
department has also sealed<br />
the s<strong>to</strong>ck in the fac<strong>to</strong>ry. DRI<br />
raided the distillery based on<br />
tip-offs, according <strong>to</strong> him. It<br />

The Ministry of Culture, Tourism and<br />
Civil Aviation is worried that the government<br />
might scrap the aircraft purchase<br />
process again.<br />
“The previous purchase plan had fulfilled<br />
all the legal procedures but it was<br />
later scrapped, therefore we are not sure<br />
that the new plan will be implemented,”<br />
said joint secretary at the ministry Ranjan<br />
Krishna Aryal.<br />
According <strong>to</strong> Aryal, if Nepal Airlines<br />
Corporation (NAC) announces a fresh<br />
global tender as per the direction of the<br />
cabinet, Airbus might object <strong>to</strong> the<br />
move as the agreement in November<br />
2009, is valid till 2016.<br />
However, according <strong>to</strong> NAC’s direc<strong>to</strong>r<br />
commercial Madan Kharel, the corporation<br />
has already forwarded a letter <strong>to</strong><br />
Airbus regarding the issue and the corporation<br />
might arrange a meeting or a<br />
visit <strong>to</strong> Airbus if necessary. “We want <strong>to</strong><br />
confirm if we can announce a fresh tender<br />
or not,” he said. The cabinet had directed<br />
NAC <strong>to</strong> start a fresh purchase<br />
process for new aircraft. The ministry<br />
had also asked the corporation <strong>to</strong> prepare<br />
a marketing and management<br />
strategy for the new aircraft.<br />
According <strong>to</strong> the ministry, the national<br />
flag carrier should thoroughly do a<br />
route analysis and commercial market<br />
planning <strong>to</strong> create a brand new image<br />
of the corporation in the national and<br />
international market.<br />
NAC, previously, used <strong>to</strong> have transactions<br />
worth Rs 80 billion, but with the<br />
fewer number of aircraft, transactions<br />
have plunged <strong>to</strong> around Rs five <strong>to</strong> Rs six<br />
billion. With just two Twin Otters and<br />
two Boeings, the carrier is losing its<br />
goodwill in the international market.<br />
After around two and a half decades,<br />
NAC had tried <strong>to</strong> purchase aircraft<br />
through a direct deal but the process<br />
was halted according <strong>to</strong> the Public Procurement<br />
Act, and NAC’s then executive<br />
chairman Sugat Ratna Kansakar was<br />
charged and arrested for misusing his<br />
authority by the national anti-corruption<br />
agency. Due <strong>to</strong> the unending dispute,<br />
Airbus, with which NAC had entered<br />
in<strong>to</strong> an agreement <strong>to</strong> purchase aircraft,<br />
cancelled the deal and returned<br />
the lockup money.<br />
The Public Accounts Committee had<br />
also instructed the ministry <strong>to</strong> start a<br />
fresh bid <strong>to</strong> procure new aircraft while<br />
scrapping the Airbus 2009 deal.<br />
The French embassy here had also<br />
shown interest in reviewing the Airbus<br />
deal on the same financial conditions<br />
made three years back.<br />
To modernise its international fleet,<br />
NAC had planned <strong>to</strong> purchase one A330<br />
–200 wide body and one Airbus A– 320<br />
single aisle aircraft. It had signed a<br />
memorandum of understanding with<br />
the European aircraft manufacturer<br />
du<strong>ring</strong> the Dubai Air Show.<br />
NAC started its operations in 1958,<br />
and currently has two ageing Boeing<br />
757s <strong>to</strong> operate international flights.<br />
Nepse suspends 30 firms<br />
for not paying renewal fee<br />

This year <strong>to</strong>o, 30 listed companies<br />
have failed <strong>to</strong> pay their annual<br />
listing renewal fee at Nepal S<strong>to</strong>ck<br />
<strong>Ex</strong>change (Nepse) for this<br />
fiscal year.<br />
The companies suspended<br />
<strong>to</strong>day include nine finance<br />
companies, five development<br />
banks, one insurance<br />
company, one hydropower<br />
company, two<br />
trading companies, one hotel,<br />
one film development<br />
corporation, and nine manufactu<strong>ring</strong><br />
companies.<br />
Nepal Electricity Authority’s<br />
debenture has also been suspended<br />
from trading for failing <strong>to</strong> pay<br />
the renewal fee.<br />
Among the suspended companies,<br />
shares of Multipurpose Finance,<br />
Himalayan Finance,<br />
Pashchimanchal Finance, Biratlaxmi<br />
Development Bank, and National<br />
Hydropower Company were<br />
traded last week.<br />
Listed companies are supposed<br />
<strong>to</strong> pay the annual renewal fee within<br />
three months of the end of<br />
the fiscal year, but the companies<br />
failed <strong>to</strong> pay within the deadline,<br />
thus their trading was suspended<br />
as per regulation.<br />
This year, Nepse had even issued<br />
a notice for listed companies <strong>to</strong> pay<br />
the annual listing fee on time.<br />
Companies tend <strong>to</strong> overlook the<br />
matter out of utter carelessness<br />
Listed companies are supposed <strong>to</strong> pay the<br />
annual renewal fee within three months<br />
of the end of the fiscal year, but the<br />
companies failed <strong>to</strong> pay within the deadline<br />
which inconveniences inves<strong>to</strong>rs.<br />
“We were hopeful that all the companies<br />
would pay before the deadline,”<br />
said senior officer at Nepse<br />
Niranjan Phuyal.<br />
Among the suspended companies,<br />
three companies –– Nepal Development<br />
Bank, Jyoti Spinning<br />
Mills and Samjhana Finance –– are<br />
going through liquidation.<br />
Share trading of Capital Merchant<br />
Banking and Finance,<br />
General Finance, Gurkha Development<br />
Bank, Crystal Finance and<br />
NB Insurance was suspended<br />
due <strong>to</strong> action taken against them<br />
by the concerned regula<strong>to</strong>rs.<br />
Likewise, nine manufactu<strong>ring</strong><br />
companies, two trading companies,<br />
and Hotel Yak and Yeti have<br />
not been paying the annual listing<br />
fee for the last few years in the hope<br />
of getting de-listed.<br />
Last year, Nepse had <strong>to</strong><br />
suspend the trading of 45<br />
listed companies including<br />
Nepal Electricity Authority’s<br />
debentures.<br />
A year back, trading of 28<br />
listed companies, including<br />
four development banks<br />
and four finance companies,<br />
was suspended due <strong>to</strong><br />
a delay in paying the listing<br />
renewal fee.<br />
Every year around this time,<br />
Nepal S<strong>to</strong>ck <strong>Ex</strong>change has <strong>to</strong> suspend<br />
the trading of about 25 companies<br />
for this very reason.<br />
The renewal fee depends on the<br />
capital structure of the company ––<br />
the maximum that companies<br />
have <strong>to</strong> pay is Rs 50,000 for those<br />
with a capital base greater than Rs<br />
100 million.<br />
The suspended companies<br />
scramble <strong>to</strong> pay the renewal fee the<br />
day the transaction is suspended.<br />
The suspension of trading arising<br />
from sheer negligence of the companies<br />
is also an instance of bad<br />

On a recent Sunday,<br />
I went <strong>to</strong><br />
Alina’s Bakery<br />
Café with a few<br />
friends for a<br />
late lunch. Alina’s is located<br />
next <strong>to</strong> the Everest Bank<br />
and opposite <strong>to</strong> The Everest<br />
Hotel in New Baneshwor.<br />
The front area of the Alina’s<br />
consists of the bakery while<br />
the seating area is next <strong>to</strong><br />
the bakery as well as inside<br />
the cafe. Once inside, we<br />
decided <strong>to</strong> sit on the patio.<br />
Once we got seated, a<br />
staff member handed us the<br />
menu. We chose <strong>to</strong> start off<br />
with Chicken Momos and<br />
Milk Coffee. Our coffee<br />
came first, which was a<br />
good start <strong>to</strong> our dining experience.<br />
The Chicken Momos<br />
were served as our appetisers<br />
and they were delicious.<br />
The wrap was soft,<br />
the meat was cooked just<br />
right and the subtle combination<br />
of ingredients made<br />
us savour the taste of each<br />
piece of Momo. The Momo<br />
Achaar had the right<br />
amount of spice and<br />
flavour <strong>to</strong> complement<br />
Zibro,<br />
new restaurant in <strong>to</strong>wn<br />
KATHMANDU: “Food<br />
is for zibro (<strong>to</strong>ngue)<br />
and people love <strong>to</strong><br />
taste varieties of food,”<br />
opined Prakash Bhandari.<br />
With Huddha Rai, they<br />
have come up with Zibro<br />
Restro and Bar in Thamel.<br />
It is a new restaurant in<br />
Thamel which officially<br />
opened on Oc<strong>to</strong>ber 12.<br />
With catchy name, the<br />
restaurant caters authentic<br />
Chinese and Mexican<br />
as well Italian dishes. The<br />
owner Bhandari claimed,<br />
“The restaurant serves hygienic<br />
food with reasonable<br />
price.”<br />
As per him, more than<br />
80 per cent food they serve<br />
are not available in<br />
Thamel. Price, ambience<br />
and hygienic food are the<br />
priorities at Zibro.<br />

chef of the restaurant in-<br />

<strong>form</strong>ed, “For Italian dishes,<br />
we use homemade<br />
sauce and dough.” Hence<br />
Italian cuisine is different<br />
here from the rest of the<br />
restaurants.<br />
For all their food items,<br />
they also “focus on presentation”<br />
as per KC who was<br />
a Demi Chef De Partie at<br />
Knowledge Village, Dubai.<br />

Zibro’s specialties include<br />
Petti Di Pollo Al<br />
Limone, Zibro’s grilled<br />
chicken with BBQ Sauce<br />
and Grilled Chicken Fajita<br />
with Rice. And they have<br />
Nepali starters like Alu Zirra,<br />
Alu Sadeko, Sukuti<br />
Sandeko among others.<br />
With floor sitting<br />
arrangement <strong>to</strong> roof<strong>to</strong>p,<br />
they also cater <strong>to</strong> “standard<br />
ambience” in<br />
Thamel. The restaurant<br />
opens for breakfast <strong>to</strong><br />

Then, for the main<br />
course, we ordered Vegetable<br />
Pakodas, Sweet and<br />
Sour Chicken with Rice, as<br />
well as Kothey Momos. The<br />
Vegetable Pakodas were<br />
crunchy. They were mild<br />
and not greasy. Dipping the<br />
Vegetable Pakodas in some<br />
ketchup proved appetising.<br />
The Sweet and Sour<br />
Chicken with Rice was decent<br />
enough, though there<br />
was <strong>to</strong>o much gravy on the<br />
chicken. I believe if the dish<br />
had less gravy and was less<br />
sweet, it would be more<br />
pleasing. The Kothey Momos<br />
were good but not as<br />
appealing as their regular<br />
Momos.<br />
After the main course, we<br />
had Black Tea and a White<br />
Forest Cake. The cake was<br />
simply delicious.<br />
We spent a good two<br />
hours at the café. There was<br />
a good crowd du<strong>ring</strong> the<br />
time we reached there. Almost<br />
all the tables seemed<br />
<strong>to</strong> be occupied. There were<br />
three staff members for the<br />
lower section of the café,<br />
but only one staff member<br />
for the patio.<br />
At a given time, there<br />
were at least five groups in<br />
the patio therefore two staff<br />
members would have been<br />
better <strong>to</strong> attend these<br />
guests. This way, the staff<br />
members could have been<br />
more proactive in their<br />
service.<br />
I do consider the ambience<br />
of any café an important<br />
fac<strong>to</strong>r in my dining ex-<br />
perience. I would say the<br />
overall ambience of Alina’s<br />
Bakery Cafe is average,<br />
however the view from the<br />
lower section of the café is<br />
spectacular. You can see<br />
Buddhanagar and the<br />
dense skyline of the Valley.<br />
The atmosphere is spacious<br />
yet cosy. The bathrooms are<br />
located on the bot<strong>to</strong>m floor<br />
and are clean.<br />
I liked my dining experience<br />
at Alina’s Bakery Café<br />
and enjoyed their regular<br />
dishes. From a previous experience,<br />
I can also attest<br />
that their Vegetable Pizza<br />
and Mixed Chowmein are<br />
delicious, and I rave about<br />
their plain and Chocolate<br />
Donuts.<br />
The café is conveniently<br />
located and a few parking<br />
spots are available. The<br />
prices are moderate and it is<br />
good for dining out with<br />
friends and families.<br />

at the Dashain Fiesta<br />

servant for 36<br />
years, an ex-secretary of<br />
the Ministry of Commerce,<br />
Durga Prasad<br />
Pandaya, went through<br />
many ups and downs in<br />
his professional and personal<br />
life.<br />
And now, after his retirement,<br />
Pandaya has<br />
penned those experiences<br />
in a book titled<br />
Sarkari Sewako Anubhav.<br />
The book was made<br />
public by <strong>Ex</strong>-minister Dr<br />
Bhesh Bahadur Thapa<br />
amidst an event held at<br />
Hotel de l’ Annapurna on<br />
Oc<strong>to</strong>ber 17.<br />
“Many suggested that I<br />
should come up with a<br />
book on my personal life<br />
experiences. So, I<br />
thought of writing a book<br />
that could be beneficial<br />
