2.4 INSTALLATION<br />

2.4.1 General<br />

A ‘competent person’, e.g. an appropriately qualified and<br />

experienced engineer, shall conduct a site<br />

characterisation/site assessment in accordance with the<br />

EPA Wastewater treatment manual – Treatment<br />

Systems for Single Houses 2000.<br />

Based on this assessment, a ‘competent person’ should<br />

design and supervise installation and commissioning <strong>of</strong><br />

the wastewater treatment system including all relevant<br />

drainage pipe work and connections, vent pipes,<br />

manholes, <strong>inspection</strong> chambers, distribution box,<br />

polishing filter and fencing.<br />

The ‘competent person’ should ensure that all aspects<br />

<strong>of</strong> installation are in accordance with<br />

• The current Building Regulations<br />

• the conditions <strong>of</strong> planning e.g. unit loading remains<br />

as per design, polishing filter properties and water<br />

levels are as specified in the planning submission<br />

and<br />

• Cl. 2.4.6 and Part 3 <strong>of</strong> this Certificate, and that<br />

ground conditions are adequate.<br />

2.4.2 Certificate Holder’s Installation Policy<br />

It is Carlow Precast Tanks’ policy to:<br />

a) deliver, <strong>of</strong>f load, and lift each unit into the<br />

excavation provided, using appropriate lifting<br />

equipment;<br />

b) supply detailed installation instructions;<br />

c) inspect the excavation for suitability etc prior to<br />

installation<br />

d) level the unit for connection to drainage pipe work;<br />

e) commission the unit after installation;<br />

f) carry out a first service (typically within 6 months <strong>of</strong><br />

start up) to ensure that the system is being used<br />

and is operating correctly.<br />

The reminder <strong>of</strong> the installation (including electrical) shall<br />

be carried out by ‘competent persons’ in accordance<br />

with the installation instructions provided (see Cl 2.4.3).<br />

2.4.3 Electrical Works<br />

Electrical connections shall be strictly in accordance with<br />

the Certificate holder’s instructions, the current versions<br />

<strong>of</strong> ET101 National Rules for Electrical Installations and<br />

ET 207 Guide to the National Rules for Electrical<br />

Installations As Applicable To Domestic & Similar<br />

Installations, published by the Electro-Technical Council<br />

<strong>of</strong> Ireland (ETCI).<br />

All electrical works, and connections to the mains supply<br />

board, shall be carried out by a ‘competent person’,<br />

using materials suitable for the purpose (230v supply<br />

protected by a 20A RCBO and fed with a 3 x 2.5mm 2<br />

S.W.A cable). Cable should be <strong>of</strong> sufficient length to<br />

reach from the dwelling to the furthest point on the tank.<br />

Electrical cables shall be protected from accidental<br />

damage e.g. by a suitable conduit or use <strong>of</strong> S.W.A cable.<br />

2.4.4 Site Works<br />

The excavation shall be <strong>of</strong> sufficient size to permit<br />

placement <strong>of</strong> the unit and back filling and to allow for<br />

timbering and sheeting. There should be sufficient area<br />

on site to permit excavation, dumping <strong>of</strong> excess spoil,<br />

backfilling, handling and installation, without causing<br />

damage to the unit or the ancillary equipment.<br />

Care shall be taken to prevent accidental damage<br />

arising from blows from tools, or concentrated loads on<br />

the unit during installation.<br />

2.4.5 Health and Safety<br />

Excavation, placing and backfilling should be carried out<br />

strictly in accordance with the requirements <strong>of</strong> the<br />

Safety, Health and Welfare at Work Act 2005 and all<br />

other relevant legislative requirements.<br />

2.4.6 Procedure<br />

<strong>For</strong> <strong>inspection</strong> <strong>purposes</strong> <strong>only</strong>.<br />

<strong>Consent</strong> <strong>of</strong> <strong>copyright</strong> <strong>owner</strong> <strong>required</strong> for any other use.<br />

a) Equipment and materials<br />

All plant and materials necessary for the installation<br />

should be on site before excavation commences.<br />

b) Tank Installation – dry site 4<br />

The tanks shall be installed generally in accordance with<br />

the certificate holder’s instructions and the following<br />

particular requirements are noted:<br />

1. Excavate a pit with battered sides; minimum<br />

dimensions as follows:<br />

2 – 6 PE unit: 3.6 m x 2.5 m x 2.0 m below incoming invert level<br />

6 – 10 PE unit: 3.0 m x 3.0 m x 2.2 m below incoming invert<br />

level.<br />

2 The base <strong>of</strong> the excavation to be level and free from<br />

projecting hard points eg rock or boulders. Voids and<br />

s<strong>of</strong>t spots to be removed. A level bed <strong>of</strong> approximately<br />

200mm sand, gravel or broken stone is preferred. If<br />

necessary e.g. in poor ground, a firm level concrete base<br />

is to be provided. The concrete to be <strong>of</strong> suitable grade<br />

(minimum 35N), and thickness, (minimum 150 mm).<br />

3. The tank to be lowered onto excavation base, by<br />

Carlow Precast Tanks, and checked for line and level. If<br />

adjustments are <strong>required</strong>, the tank to be removed from<br />

the excavation and placed in a safe position on level<br />

ground. Adjustments to be carried out by the Customers<br />

operatives. No work to be carried out beneath a<br />

suspended tank.<br />

When the tank is level, and in line with the incoming<br />

drain and the distribution chamber, lifting devices to be<br />

removed and backfilling can commence.<br />

4. Care to be taken to prevent damage to external<br />

flanges or pipe work. Access covers to be in place at all<br />

times, and the unit to be ballasted, during backfilling.<br />

5. Backfilling to commence as soon as possible after<br />

placement, using selected self-compacting pea gravel or<br />

suitable granular material, (compaction factor <strong>of</strong> 0.2 or<br />

less, all rocks and large stones removed). Suitable<br />

excavated material may be used ie compactable and<br />

free from large stones and cobbles. Backfill in layers not<br />

exceeding 600mm depth and lightly compact each layer,<br />

taking care not to damage the tank. The backfilling<br />

should be scheduled to permit connection <strong>of</strong> drainage<br />

pipe work. The unit is designed for a maximum <strong>of</strong><br />

800mm overburden.<br />

6 In the event <strong>of</strong> damage to any element <strong>of</strong> the chamber,<br />

lid, manhole cover or connections, the certificate holder<br />

should be contacted and an appropriate repair method<br />

developed. In an extreme case, effective repair may be<br />

impractical and Carlow Precast Tanks may direct that<br />

the tank should be replaced.<br />

4 A dry site is defined as one where the local water table never<br />

rises above the base <strong>of</strong> the treatment unit.<br />
