Dear Senator Melchar:<br />
Because of the delay in getting a copy of the Harvard Report and its<br />
length, it has been some time since I promised to supply you with<br />
some informati<strong>on</strong>. But first of all, we want to thank you for the<br />
opportunity you gave the health insurance industry to c<strong>on</strong>tribute to<br />
your committee's examinati<strong>on</strong> of the catastrophic health insurance<br />
needs of the elderly.<br />
The following informati<strong>on</strong> is in resp<strong>on</strong>se to your request:<br />
1. A copy of the Nati<strong>on</strong>al Associati<strong>on</strong> of Insurance Commissi<strong>on</strong>ers'<br />
model act regarding standards for l<strong>on</strong>g-term care policies al<strong>on</strong>g<br />
with a draft model regulati<strong>on</strong> implementing this model act. The<br />
model act has been finalized by the NAIC while the model regulati<strong>on</strong><br />
is in the process of being reviewed by the NAIC.<br />
2. Some informati<strong>on</strong> regarding l<strong>on</strong>g-term care policies currently<br />
available. This informati<strong>on</strong> was gathered by an industry advisory<br />
committee as a part of their report to the NAIC which addressed<br />
the market development of l<strong>on</strong>g-term care insurance.<br />
3. A copy of the Buyer's Guide for Medicare Supplement policies.<br />
This Buyer's Guide is required to be given to purchasers of<br />
Medicare Supplement policies.<br />
4. A copy of a page out of a paper developed by Carol Kelly,<br />
formerly of H.H.S. which provides some informati<strong>on</strong> regarding the<br />
affordability of l<strong>on</strong>g-term care insurance for the elderly. It<br />
should be noted that her paper assumed a premium of $450 per<br />
year. The reas<strong>on</strong>s that this premium is c<strong>on</strong>siderably lower than<br />
