(2) L<strong>on</strong>g-Term Care Coverage: As summarized in secti<strong>on</strong> I<br />

(B) above, the Bowen Report's recommendati<strong>on</strong>s with regard to<br />

l<strong>on</strong>g-term care stress public educati<strong>on</strong> and subsidizati<strong>on</strong> of<br />

private insurance. The Report's analysis should have c<strong>on</strong>sidered<br />

two additi<strong>on</strong>al opti<strong>on</strong>s: (a) a voluntary Medicare Part C to<br />

cover l<strong>on</strong>g-term care needs, financed in part by a premium paid<br />

by participants and in part by cost-sharing and (b) expanding<br />

University Press, Baltimore, 1986, p. 110 -119.] C<strong>on</strong>gressman<br />

Pepper introduced H.R. 4287 in the 99th C<strong>on</strong>gress, "to amend<br />

title XVIII of the Social Security Act to provide for an<br />

opti<strong>on</strong>al part C program to furnish comprehensive, catastrophic,<br />

l<strong>on</strong>g-term, and preventive benefits through prepaid plans." Key<br />

advantages of a government-sp<strong>on</strong>sored program include: (1) low<br />

administrative and marketing costs; (2) greater value'for m<strong>on</strong>ey<br />

for c<strong>on</strong>sumers because loss ratios will be much higher than<br />

equivalent private policies; (3) reduced c<strong>on</strong>sumer search costs<br />

and c<strong>on</strong>fusi<strong>on</strong> that results from inadequate informati<strong>on</strong> about the
