Rule 33(2), ore stock was not secured by retaining wall and garland drain was not maintained in<br />
waste dump <strong>of</strong> quarry-4 to prevent formation <strong>of</strong> gullies and<br />
Rule 21(1), log books in respect <strong>of</strong> heavy earth moving machinery was not maintained.<br />

(d) Agriculture<br />
In the intermountain valleys and other areas, the crop land exists as small patches. The mining<br />
operation does not affect any agricultural land inside or outside the lease hold area.<br />
(e) Forest (flora & fauna)<br />
The forest area covered over 1167.313 ha. The area consists <strong>of</strong> thin vegetation covered with<br />
different species <strong>of</strong> flora. Fauna like Langur, Jackal, Wolf , Jungle cat, Bat, Jungle owl Squirrels<br />
are found in the area. The impact <strong>of</strong> nice due to mining operation and blasting on wild life is<br />
inevitable.<br />
(f) Vegetation<br />
The overall impact on vegetation is limited to the temporary deterioration <strong>of</strong> land due to mining<br />
and allied activities for which suitable reclamation scheme has been made besides compensatory<br />
afforestation for forest land. The bio-diversity closer to and away from mining areas does not<br />
show any significant deviations.<br />
(g) Public building, places and monuments (protected<br />
monument and historical monument), places <strong>of</strong><br />
worship and places <strong>of</strong> tourist interest.<br />
There are no protracted monuments and<br />
historical monuments in side the core<br />
and buffer zone.<br />
ii) Water Environment<br />
(a) Surface water<br />
The natural drainage system is distinct due to hilly topography in most part <strong>of</strong> the study circle.<br />
Baitarani River flowing at a distance <strong>of</strong> about 3.5 km on eastern side <strong>of</strong> the <strong>Joda</strong> <strong>West</strong> lease<br />
forms the major drainage system <strong>of</strong> the area. Kundra nala originating from a liter distance<br />
beyond the Southern hilly region flows adjacent to the <strong>West</strong>ern and Northern boundary <strong>of</strong> <strong>Joda</strong><br />
<strong>West</strong> lease. Major part <strong>of</strong> the area has dendritic drainage pattern.<br />
(b) Ground water<br />
Core zone is mainly hilly area. The area is under hard rock formations. The rock do not have<br />
primary porosity; only structural weaknesses like joints, fractures, folds, faults and weathering<br />
processes provide secondary porosity for storing and transmitting water. The ground water<br />
occurs under unconfined to semi confined conditions. The area received recharges mainly from<br />
participation and surface sources.<br />
(c) Quality <strong>of</strong> water<br />
Samples were drawn at upstream & downstream <strong>of</strong> Kundra, Nallah. The average result is<br />
enclosed as Annexure-III.<br />
iii) Air Environment<br />
(a) Noise<br />
The noise level is being monitored and no significant impact has been observed as <strong>of</strong> now.<br />
Existing control measures to preserve environment caused by noise pollution are;<br />
a) Mufflers and silencers are used in mining and earth moving equipments,<br />
b) Noise level from dumpers and other vehicles are kept low by avoiding travel in excess<br />
gradient.<br />
c) Maintenance schedules are adhered strictly.<br />
d) Operating personnel working near the machine are provided with ear plugs.<br />
The details <strong>of</strong> noise monitoring is enclosed as Annexure-IV<br />
(b) Air<br />
The monitoring result show that, the mining activities has not created a significant impact on

ambient air quality primarily due to medium scale operation and secondarily due to dense<br />
vegetation around the mining area. The month wise analysis <strong>of</strong> ambient air quality from Apr’09<br />
to Sept’09 is shown in Annexure-V.<br />
(c) Climatic condition<br />
The core area lies in tropical region having an extreme climate. The winter temperatures <strong>of</strong> the<br />
study area indicate that it is the subtropical region. Summer is typically from March to mid June<br />
when temperature ranges from a maximum <strong>of</strong> 44ºC during daytime to a minimum <strong>of</strong> 23ºC at<br />
night. Winter is from December to February when the maximum temperature during day goes up<br />
to 29ºC and minimum temperature at night becomes as low as 4ºC.<br />
iv) Socio-economic environment<br />
(a) Social and demographic pr<strong>of</strong>ile<br />
The area has primarily forest and fallow land. Most <strong>of</strong> the smaller villages and hamlets consist <strong>of</strong><br />
a single tribe or caste population. The local tribes are Munda, Savara, Santhal, Ho, Oroan,<br />
Kahala, Dhiba, Naik, Patra, Sohri, Manji, Gopa, Korwa, Mahakut, and Doon. A number <strong>of</strong><br />
scheduled castes are also local habitants. They are Bajikar, Bedia, Beldan, Bhoi, Chema,<br />
Dandasi, Dhewar, Kandra, Kori, Laheri, Madari, Mala, Mahan, Musahar, Panika, Pasi Tusi etc.<br />
The people are mainly forest dwellers with agriculture as their main activity. Other than this, a<br />
large number <strong>of</strong> people are employed as labourers in the various mining companies.<br />
(b) Recommending health and safety<br />
The climate and vegetation along with the topography have made the area fairly inhospitable.<br />
Dense tropical forest, abundant stagnant water and humidity are conducive to giving rise to a<br />
number <strong>of</strong> diseases. However , Tata <strong>Steel</strong> Rural Development society put the continuous effort<br />
towards awareness <strong>of</strong> people and rendering the medical support inside the core and buffer zone.<br />
(c) Human settlement<br />
Population in the study area is little less than 1 lakh. Excluding the urban population the average<br />
settlement size is 501.69% <strong>of</strong> the settlements have a population less than 501 while almost 92%<br />
<strong>of</strong> the settlements have less than 1000 inhabitants. The terrain and ecology do not permit larger<br />
settlements.<br />
(d) Recreational facility<br />
Free housing, electricity , water, Tata Sky facility conveyance allowance , School Bus to <strong>Joda</strong>,<br />
Medical facilities, LTC, bonus and other hosts <strong>of</strong> welfare facilities provided to the workers and<br />
other employees.<br />
8. Sensitive technical items on conservation <strong>of</strong> mineral, scientific mining and protection <strong>of</strong><br />
environment<br />
Specific issues that are required to be kept in focus for examination & monitoring should be stated<br />
here.<br />

While doing the scientific mining for the judicious exploitation <strong>of</strong> mineral deposit approx. 10% <strong>of</strong><br />
the ore production is assessed to be sub-grade mineral comprising <strong>of</strong> <strong>Manganese</strong> fines, which is<br />
separately stacked from overburden waste. The average grade <strong>of</strong> the sub grade mineral is found in<br />
the range <strong>of</strong> 10-25% Mn. Ore which is recommended by IBM. In addition to this due course <strong>of</strong><br />
mining in the mineral fines (rejects) which are generated approx. 10% <strong>of</strong> the ore production &<br />
stored separately as sub grade mineral. Efforts are being made for the sale <strong>of</strong> <strong>Mine</strong>ral Fines<br />
(rejects) in the local market as well as Exports.<br />
Boundary pillars <strong>of</strong> the lease area are found fixed on the earmarked place having 4 feet height with<br />
bearings & directions distinctly marked on them.<br />
Regular monitoring is being done for following aspects to comply the specific conditions imposed<br />
in Environmental Clearance obtained from MoEF.<br />
a) Ground water level in the wells,

b) Analysis <strong>of</strong> trace metals (Fe, Cr+6, Cu, Se, As, Cd, Hg, Pb, Zn & Mn) in ground water<br />
at lower elevation,<br />
