Sub: Order of suspension of mining operations under Rule 13 (2) of Mineral
Conservation and Development Rules, 1988 in respect of Roida I Iron Ore
Mine of M/s M/S Mideast Integrated Steels Ltd. over an area of 104.68
ha in Keonjhar district of Orissa.
Sir,
Please refer to the inspection of your above mentioned mine carried out by
S/Shri K.N.Kalode,Deputy Controller Of Mines and S. Chakraborty, Assistant
Mining Geologist of this office on 02.08.2010 (accompanied by Shri K.K.Nanda,
G.M. R.K.Bai Mines Manager)
It was found during the inspection that the following mining operations
carried out in the mine were not in accordance with the approved mining scheme
vide this office letter No.314(3)/2008/MCCM(CZ)/MP-23 dated 04.03.2009 and
thereby violating the provisions of Rule 13(1) of the MCDR 1988.
S. Nature of deviations observed from in the approved mining scheme.

1 Rule 13 (1): The mining operations were found going on in the
mine in contravention with the proposals given in the approved
mining scheme :
(i) As per proposals made in approved mining scheme, the
mining operations should be confined to Quarry No.
4,8,9A & 9B. But, it is observed that mining is only
confined to Quarry no.5 and Quarry no. 8,9A & 9B are
being used for stacking yard for ROM.
(ii) 9 exploratory bore holes were propose in the approved
mining scheme for the period 2009-10 but only 5
boreholes were done.
I am of the opinion that the non-compliance of the Rule 13(1) of MCDR
1988 defeats the very purpose of systematic development of mines, conservation
of minerals and protection of environment. Therefore, by virtue of the powers
conferred upon me under Rule 13(2) of MCDR 1988. I hereby order suspension
of all mining operations in the entire lease area with immediate effect.
No mining operations should be carried out in above mine/ quarry
except the operations as may be necessary to restore the conditions in the
mine as envisaged in the approved mining scheme.
This order shall remain in force until revoked in writing. After compliance
of the provision of Rule 13(1) of MCDR 1988 you may apply to this office for
revocation of this order.
An immediate acknowledgement of this order is requested.

Sir,
Please refer to the order of suspension of mining operations issued to
you vide this office letter No H/11021/2/2010-BBS dated 24.08.2010 in respect
of your above mine and you were asked to comply the violations pointed out
therein.
Vide your letter No. GIOM/RPS/173/10-11 dated 01.09.2010
addressed to the Regional Controller of Mines, Indian Bureau of Mines,
Bhubaneswar, you have submitted the compliance report and requested to
Partially Revoke the Order of Suspension of mining operation by permitting
resumption of the sales and dispatch of already stacked ore only from Roida I
Iron Ore Mine.
Based on the examination of above facts, I am reasonably satisfied
with the request made by you for the reasons indicated there in and here by
partially revoke the order of suspension for permitting the transport /

dispatch of already mined out iron ore of 1439296 tonnes only lying as
Closing Stock at mine-head at your Roida I Iron Ore Mine as on 31.08.2010
based on statutory Monthly Returns submitted under Rule 45(1)(a)(i) of
MCDR 1988 for the month of August, 2010 and subsequent dispatches made
up to Suspension.
However, mining operations will remain suspended under Rule 13 (2)
of Mineral Conservation and Development Rules 1988 until full revocation of
the order.
An acknowledgement of this order is requested.
