Improved State Map Available Esso Standard Oil Company announced today the availability of a completely new map of New- Jersey to the motorists of the state. Over a year in the making, it required more than 11,000 miles of highway travel and checking by the mapmakers. A feature of the new map is the northeastern New Jersey section which covers the heavily traveled area from Bayhead, north to the New York State line, and from the Hudson River, west to Lake Hopatcong. After two years of exhaustive study the Commission submitted to Congress a specific blueprint to eliminate duplication, overlapping, and waste while actually improving government service. This ng ge blueprint would make possible savings of $3 tp $5 billions a year. The. bipartisan Citizens Committee for the Hoover Report, a nonprofit organization, was created to rally public support for the Commission's recommendations. Headed by Dr. Robert L. John-oon, president of Temple University, it maintains headquarters at H21" Chestnut Street, Philadelphia. Federal Budgeting end Accounting When it investigated federal budgeting and accounting procedures, the Hoover Commission found that the whole concept of budgeting was totally inadequate, antiquated and without plan. The present budget, for example, is a document of some .500,000 words ''dealing with rums in a jumble that means lesa Jian nothing even to the most istute at figures." Since the Commission's Report was submitted, disclosing thp glaring deficiencies in budgeting, federal fiscal history haa been made. The basic changes in the federal budget process recommended by the Commissioners been adopted • in the 1951 Budget which the President presented to the Congress in January of this year. Generally the new plan stresses the achievement of objectives rather than the means by which those goals are attained. Thus the new type of budget will eventually tell how much it costs, oti the average, to service a single Veteran's life insurance policy or to operate and maintain, in the aggregate, such, civilian airway facilities as visual and electronic devices, traffic control towers, intermediate landing fields, and radio stations. Thus a vast step forward toward economy and efficiency has been made in this particular fie-ld of the federal government. The team members will have local headquarters at the Newark College of Engineering, 323 High street, Newark. They will explain career opportunities, assist those interested in filling out application forme, and give qualifying examinations to those seeking Aviation Cadet pilot or navigator training. Those who have completed their college work will have an opportunity to apply for an early training class, explained Capt. Edward M. Holm, here to make advance arrangements. Others who meet the qualifications will be examined so they can enter Air Force training: after they finish college. Three types of training are open to qualified young men—the Aviation Cadet Pilot Training Program, the Aviation Cadet Navigator Training Program, and the Officer Candidate Program. The latter program, which prepares officers for nonflying junior executive duties i» administrative and technical fields, also is open to qualified young college women. The two Aviation Cadet Programs, either for pilot or navigator training, are similar in requirements and methods of instruction.
