<strong>Job</strong> <strong>Description</strong> <strong>SAH</strong> - <strong>Livelihood</strong> <strong>Programme</strong> <strong>Manager</strong> <strong>for</strong> <strong>Sri</strong> <strong>Lanka</strong><br />
<strong>SAH</strong> is supporting the IDPs in the North of <strong>Sri</strong> <strong>Lanka</strong>. The Focus of this work lies on the rehabilitation<br />
and recovery of the economical (<strong>Livelihood</strong>)in the conflict hit region in the Vanni.<br />
<strong>SAH</strong> is in the frame of this engagement, searching <strong>for</strong> a<br />
<strong>Livelihood</strong> <strong>Programme</strong> <strong>Manager</strong> North <strong>for</strong> <strong>Sri</strong> <strong>Lanka</strong><br />

Base: Vavunyia. Regular visits to project locations/field (e.g. Mullaitivu,<br />
Kilinochchi)<br />
Responsibilities<br />
The main responsibilities of the <strong>Livelihood</strong> <strong>Programme</strong> <strong>Manager</strong> (PM) are:<br />
� <strong>Livelihood</strong> Program Management: the <strong>Livelihood</strong> PM with the support of Project Coordinators,<br />
<strong>SAH</strong> Finance Officer and Logistic and Administration Manger will ensure in collaboration with<br />
Country Representative that all <strong>SAH</strong> funded projects are implemented, monitored and reported<br />
in a manner, which achieves the goals of the project and are in line with <strong>SAH</strong> and donor policies<br />
and procedures. The PM should demonstrate sound resource management and accountability.<br />
Oversight of general management functions i.e. supervision, coaching and mentoring a team of<br />
30 staff, with five people directly reporting to PM including reporting is expected to take over 30%<br />
of the position time. This position should also keep oversight of possible extensions and future<br />
possibilities <strong>for</strong> additional <strong>Livelihood</strong> projects in the North and coordinate these with the Country<br />
Representative.<br />
� <strong>Programme</strong> Development:. Coordinating the implementation of needs assessment in North <strong>Sri</strong><br />
<strong>Lanka</strong> with focus on the livelihood sectors and in close coordination with the Country<br />
Representative and relevant government line ministries. Facilitate at field level the conceptual<br />
design and development (incl. drafting of project proposal and budget) of future project proposals<br />
based on the outcome of the Needs Assessment and taking into consideration donor<br />
requirements, such as European Commission of Humanitarian Aid, Swiss Solidarity, Swiss<br />
Development and Cooperation and others, as well as the priorities identified by the Government<br />
of <strong>Sri</strong> <strong>Lanka</strong> and the UN Cluster coordination mechanism.<br />
� Coordination and Communication: This position will coordinate and facilitate senior staff to<br />
communicate all activities closely with the, respective cluster participants, local government,<br />
national partners and other agencies in the programme area to ensure the full integration of the<br />
<strong>SAH</strong> activities. To manage and assist general visits and in<strong>for</strong>mation requests (e.g. interviews<br />
and pictures) in close coordination with the Country Representative.<br />
� Administration: to oversee the smooth functioning of all programme related administration,<br />
logistic and transport in coordination with the respective partners and agencies.<br />
� Financial Management and Budget Control: Control and check the programme expenditures<br />
against the individual project budgets, this includes the oversight of the work of the Project<br />
Coordinators and Finance Officer. At the end of each month prepare a monthly expenditure plan<br />
<strong>for</strong> the upcoming month and submit to the Country Office in Colombo.<br />
� Human Resources: The <strong>Programme</strong> <strong>Manager</strong> North is responsible <strong>for</strong> providing guidance,<br />
support, coaching and mentoring while also implementing <strong>SAH</strong> per<strong>for</strong>mance management<br />
systems. This includes ensuring that all ToR’s are clear and complete, that work plans are<br />
realistic and challenging, all reporting procedures are met on time, minimum quality standards of<br />
project design and implementation are adhered to and that annual appraisals are completed<br />
without any surprises to direct reports. To assess the human resources requirements <strong>for</strong> the<br />
projects, skills expected of staff at different levels in hierarchy and assist the Country<br />
Representative in staff recruitment and induction in coordination with Office <strong>Manager</strong>. To

conduct regular management team meetings and develop weekly and monthly work plans that<br />
should be handed to the Country Office in Colombo by the 28 th of each month.<br />
� Reporting: to prepare monthly progress reports and ensure adherence to a regular internal<br />
reporting structure. To ensure that all preparation of regular, final and financial reports to donors,<br />
government ministries and head quarters are done on time in consultation with Country<br />
Representative.<br />
� Monitoring and Evaluation: to establish, manage and implement monitoring and evaluation<br />
systems <strong>for</strong> the activities and to train the respective national staff in this regard. In case of<br />
implementation through a national partner organisation, to monitor and evaluate the activities<br />
according to the set resources and respective budget.<br />
� Surveys and Data Collection: to manage the collection of data and to conduction of surveys<br />
(e.g. baseline surveys, do-no-harm surveys etc.) in close coordination with the Country<br />
Representative and according to the set requirement and international standards.<br />
Requirements<br />
� At least 5 years experience of humanitarian and development livelihood projects, in post conflict<br />
environment is an advantage.<br />
� Advanced degree and prior senior level managerial experience in international development<br />
operation directing and supervising complex programs funded by major multilateral and/or bilateral<br />
donor agencies;<br />
� Strong oral and written communications (especially in English, German and Tamil a plus) and<br />
excellent interpersonal/diplomatic skills with senior government officials, heads of diplomatic<br />
missions, international organizations and NGOs with a view to enhance the SLA program;<br />
� Some years experience in <strong>Sri</strong> <strong>Lanka</strong> and/or other developing countries with similar post conflict<br />
situation;<br />
� Proven track record in fundraising with institutional donors, corporate donors and international<br />
development organizations as well as proven experience in national staff and partner capacity<br />
building;<br />
� Experience in livelihood and reconstruction projects is desired;<br />
� High degree of independence, flexibility, sound decision making skills and diplomacy;<br />
� Ability to work in difficult surroundings<br />
