him, and to direct Comrade Rinchino to Moscow«. 38 Soon Vasilyev also left Mongolia. 39 However, G. V.<br />

Chicherin, the People’s Commissar <strong>of</strong> Foreign Affairs <strong>of</strong> the USSR, giving his impression about Ryskulov’s<br />

activity in Mongolia, wrote to Ia. Kh. Peters in August 1925: »His political line in general is pr<strong>of</strong>oundly correct<br />

and should be supported by us«. 40<br />

Highlights and end <strong>of</strong> Ryskulov’s career<br />

On May 28, 1926, Ryskulov was appointed as third vice-chairman <strong>of</strong> the Council <strong>of</strong> People’s Commissars (CPC /<br />

Sovnarkom) <strong>of</strong> the RSFSR. He remained in this <strong>of</strong>ficial function until the end <strong>of</strong> his life. In these years he was<br />

also nominated as delegate at the 15th, 16th and 17th congresses <strong>of</strong> the party, at all Soviet congresses <strong>of</strong> the<br />

RSFSR and was a member <strong>of</strong> the All-Russian Central Executive Committee and the Central Executive Committee<br />

<strong>of</strong> the USSR. He was also elected as deputy <strong>of</strong> the Supreme Soviet <strong>of</strong> the USSR and the RSFSR. Being in the<br />

rank <strong>of</strong> vice-chairman <strong>of</strong> the Russian Sovnarkom, 41 Ryskulov was the chairman <strong>of</strong> the Cotton Committee at the<br />

Economic Meeting (ECOSO) <strong>of</strong> the RSFSR (1926-1930) and later vice-chairman <strong>of</strong> the ECOSO <strong>of</strong> the RSFSR,<br />

chairman <strong>of</strong> the Committee <strong>of</strong> assistance for the construction <strong>of</strong> the Turkestan-Siberia railroad at the CPC <strong>of</strong><br />

the RSFSR (1927-1930), chief <strong>of</strong> the Central Board <strong>of</strong> municipal services at the CPC <strong>of</strong> the RSFSR (1930-1931),<br />

he headed the Export Meeting <strong>of</strong> the RSFSR (1930-1934), the Council <strong>of</strong> assistance to public catering at the CPC<br />

<strong>of</strong> the RSFSR (1930-1934), the Committee for the domestic industry and business cooperation at the ECOSO <strong>of</strong><br />

the RSFSR (1932-1934) and other state bodies.<br />

On September 29, 1932, and March 9, 1933, Ryskulov sent Stalin two letters criticizing the disastrous<br />

consequences <strong>of</strong> collectivization in Kazakhstan. And though Ryskulov was considered »Stalin’s favourite«, the<br />

superior leader did not forgive him for that. On May 21, 1937, Ryskulov, on a holiday in Kislovodsk, was<br />

arrested. <strong>The</strong> trial held in Moscow on February 8, 1938, under the chairmanship <strong>of</strong> Ulrikh only lasted 14<br />

minutes. <strong>The</strong> Military Board <strong>of</strong> the Supreme Court <strong>of</strong> the USSR found Ryskulov guilty <strong>of</strong> committing crimes<br />

specified in the clauses 58-1 (high treason), 58-8 (terror), 58-9 (sabotage) and 58-11 (participation in a counter-<br />

revolutionary organization). He was »sentenced to the utmost measure <strong>of</strong> punishment - the execution with<br />

confiscation <strong>of</strong> all the property belonging personally to him«. According to the information <strong>of</strong> the bodies <strong>of</strong> the<br />

People’s Commissariat <strong>of</strong> Internal Affairs the sentence about the execution was carried out in Moscow on<br />

February 10, 1938.<br />
