was not incompatible with <strong>the</strong> retail shops and residential developments<br />

nearby. The scale and development intensity <strong>of</strong> <strong>the</strong> existing one-storey<br />

building was also compatible with <strong>the</strong> surrounding low-rise land uses. The<br />

application also generally complied with assessment criteria as specified<br />

under Town Planning Board Guidelines No. 34B on renewal <strong>of</strong> planning<br />

approval. There was no material change in <strong>the</strong> planning circumstances and<br />

surrounding land uses since <strong>the</strong> temporary approval granted for application<br />

No. A/TWW/79 on 27.5.2005. Should <strong>the</strong> Board approve <strong>the</strong> current<br />

application for ano<strong>the</strong>r 6 years as applied, it would result in an accumulated<br />

approval period <strong>of</strong> 12 years, which might not befit <strong>the</strong> temporary nature <strong>of</strong><br />

<strong>the</strong> proposed uses. As <strong>the</strong> applicant had an intention for a comprehensive<br />

redevelopment with <strong>the</strong> adjoining lots and to allow time for <strong>the</strong> applicant to<br />

formulate <strong>the</strong> redevelopment proposal while continuing Shop and Services<br />

use at <strong>the</strong> Site, a temporary approval <strong>of</strong> 3 years was recommended for <strong>the</strong><br />

subject application. As regards <strong>the</strong> public comment on <strong>the</strong> provision <strong>of</strong><br />

“G/IC” site, three o<strong>the</strong>r “G/IC” sites within <strong>the</strong> Tsuen Wan West Area<br />

which were not designated for G/IC uses could be reserved to meet <strong>the</strong><br />

future community needs if required.<br />

10. In response to a Member’s enquiry, Mr. K. T. Ng replied that <strong>the</strong> subject “G/IC”<br />

site was owned by <strong>the</strong> applicant and no government land was involved.<br />

Deliberation Session<br />

11. After fur<strong>the</strong>r deliberation, <strong>the</strong> Committee decided to approve <strong>the</strong> application on a<br />

temporary basis for a period <strong>of</strong> 3 years from 28.5.2011 to 27.5.2014, on <strong>the</strong> terms <strong>of</strong> <strong>the</strong><br />

application as submitted to <strong>the</strong> Town Planning Board (TPB) and subject to <strong>the</strong> following<br />

conditions :<br />

(a) all existing fire service installations and equipments at <strong>the</strong> Site should be<br />

maintained in an efficient working order during <strong>the</strong> approval period;<br />

(b) <strong>the</strong> submission and implementation <strong>of</strong> tree preservation proposal within<br />

6 months from <strong>the</strong> date <strong>of</strong> commencement <strong>of</strong> <strong>the</strong> renewed planning
