REQUEST: Authorization to use the Southeast Florida Governmental Purchasing Co-operative
Group contract with Allied Universal Corporation for the purchase and delivery of Sodium Hydroxide
(Caustic Soda).
EXPLANATION: Sodium Hydroxide is used by the water/wastewater facilities to control the odors
caused by hydrogen sulfide.
The contract (Bid # 2011-004) was awarded to Allied Universal Corporation by the City of Margate,
acting as the lead agency for the Southeast Florida Governmental Purchasing Co-operative Group,
effective April 10, 2011 through April 9, 2012 with the option for two (2) additional one year
renewals.
Sodium Hydroxide will be purchased by the Utilities Department on an as needed basis. The
contract price is $1.78/gallon delivered substantially less than the previously awarded contract price
of $2.71/gallon.
No Western Community or Palm Beach County local vendor provides Sodium Hydroxide in the
quantities required.
LEGAL SUFFICIENCY: Yes
FISCAL IMPACT: Funds have been allocated in the 2011 budget to cover the expenditures for this
product in the amount of $301,000. A total of $210,000 was spent in FY 2010.

RECOMMENDATION: Authorization to use the Southeast Florida Governmental Purchasing Cooperative
Group contract with Allied Universal Corporation for the purchase and delivery of Sodium
Hydroxide.
