(2) Public Transit: Transit level-of-service standards as adopted by Palm Beach<br />

County are hereby adopted by reference and Wellington hereby makes a<br />

legislative determination that such standards are adopted in coordination with<br />

motorized traffic level-of-service standards as set forth in Policy 1.1 of the Traffic<br />

Circulation Sub-Element above. [9J-5.005 (3), 9J-5.008 (3) (c) 1 AND 9J-5.015<br />

(3) (b) 3] [Scriveners note: Rule 9J-5.005 (3) states that “Each local government<br />

shall establish a level of service standard for each public facility located within<br />

the boundary for which the local government has authority to issue development<br />

orders or development permits.” Rule 9J-5.008 (3) (c) 1 calls for the<br />

“Establishment of any [emphasis added] locally desired level of service standard<br />

for mass transit systems which the local government maintains or improves;...”<br />

Rule 9J-5.015 (3) (b) (3) calls for an intergovernmental policy which “Ensure[s]<br />

coordination in establishing level of service standards for public facilities with any<br />

state, regional or local entity having operational and maintenance responsibility<br />

for such facilities...”]<br />

(3) Paratransit Services: Paratransit level-of-service standards as adopted by Palm<br />

Beach County are hereby adopted by reference. Wellington shall encourage<br />

Palm Beach County to maintain existing levels of service and to expand service<br />

to keep pace with population growth within Wellington.<br />

(4) Sanitary Sewers: The sanitary sewer system's rated capacity shall be at least<br />

111 percent of "maximum day flow" of the preceding year. The sanitary sewer<br />

generation standard shall be 93 gallons per capita per day maximum 3-month<br />

daily average based on the total population served. The effluent standard shall<br />

be as required by governing state and federal authorities (Florida Department of<br />

Environmental Protection and Federal Environmental Protection Agency). State<br />

law requires that planning for capacity increase commence when the treatment<br />

facility capacity is projected to be reached in five years, the facility be in the<br />

design phase when the treatment facility capacity is projected to be reached in<br />

four years and the facility shall be in for permit when the treatment facility<br />

capacity is projected to be reached in three years. The sludge standard shall be<br />
