INTERGOVERNMENTAL ELEMENT<br />

County Solid Waste Authority is a state legislated body responsible for the disposal of<br />

solid waste.) [9J-5.015 (3) (c) 1 and 7]<br />

Policy 1.3.2 The Village Wellington shall monitor changes to the adopted level-ofservice<br />

standards of Florida Department of Transportation and the Palm Beach County<br />

Comprehensive Plan with respect to State and County roads in the Village of Wellington<br />

and appropriately adjust its own level-of-service standards accordingly. [9J-5.015 (3) (c)<br />

1 and 7]<br />

Objective 1.4 The Village Wellington shall implement policies related to annexation<br />

and multiple jurisdiction planning for the State Road 7 Corridor as provided in Objective<br />

1.6 of the Land Use Element.<br />

Policy 1.4.1 The Village Wellington shall strive to coordinate with the Department<br />

of Transportation and Palm Beach County to incorporate greater protections for the<br />

functions of the Strategic Intermodal System.<br />

Objective 1.5 The Village of Wellington shall participate in intergovernmental<br />

coordination processes to ensure full consideration is given to the impacts of proposed<br />

comprehensive plan amendments and future developments on the ability of the Village<br />

Wellington and adjacent local governments to implement their comprehensive plans and<br />

to address area-wide land use needs and justifications for amendments.<br />

Policy 1.5.1 The Village Wellington shall participate in the Palm Beach County<br />

IPARC Process and shall cooperate with the Treasure Coast Regional Planning Council<br />

and all other local governments for the purpose of facilitating intergovernmental<br />

coordination. The IPARC Process is established pursuant to the “Comprehensive Plan<br />

Amendment Coordinated Review Interlocal Agreement” effective November 12, 1996.<br />

Policy 1.5.2 The Village Wellington shall include results and any written<br />

determination from the IPARC Process as data and analysis transmitted to DCA with<br />

proposed and adopted comprehensive plan amendments.<br />

Policy 1.5.3 The Village Wellington shall pursue Interlocal agreements with local<br />

governments which would establish “Joint Planning Areas” pursuant to Section<br />

163.3171, Florida Statutes. The Village Wellington shall encourage joint planning<br />

agreements that include as many of the following planning considerations as are<br />

applicable. Additional items could be addressed at the concurrence of both parties,<br />

including:<br />

(1) Cooperative planning and review of land development activities within areas<br />

covered by the agreement;<br />

(2) Specification of service delivery;<br />

(3) Funding and cost-sharing issues within Joint Planning Areas; and<br />
