For purposes of this plan the following definitions shall apply:<br />

Rural Collector: These roads shall be designed to maximize safety and minimize<br />

traffic speeds in the Equestrian Preserve Area. They shall be no more than two<br />

lanes, except for turn lanes. Rural Collectors may be paved or unpaved and shall be<br />

designed and marked in a manner to limit vehicular speeds.<br />

Rural Local Roads and Streets: These roads shall be designed to maximize safety<br />

and minimize traffic speeds in the Equestrian Preserve Area. They shall be no more<br />

than two lanes. Rural local roads shall be unpaved except when a majority of the<br />

owners along such road agree to paving. These roads shall be designed and<br />

marked in a manner to limit vehicular speeds.<br />

Rural Arterial: These roads shall be designed to maximize safety and minimize<br />

traffic speeds in the Equestrian Preserve Area. They shall be no more than two<br />

lanes, except for turn lanes. Rural Arterial Roads shall be paved and shall be<br />

designed and marked in a manner to limit vehicular speeds.<br />

Policy 1.1.2 Wellington shall review all proposed developments and issue<br />

development orders only when it finds that a proposed development will not cause roadway<br />

levels of service to fall below the above Policy 1.1.1 standards or cause further degradation<br />

of service if conditions at the time of the review indicate that standards are already below<br />

the above standards.<br />

Policy 1.1.3 Immediately upon adoption of this comprehensive plan, Wellington<br />

shall, as a matter of policy, pursue practical strategies designed to protect the interregional
