Wellington Council Meeting April 10, 2012 Page 198 of 384 Facility/Service To better understand the application of the bonus, if it is applied to the highest residential density of Residential Land Use H (18.0 dwelling units – 22.0 dwelling units per acre), a maximum of 4.4 dwelling units per acre could be added to a qualifying project. This assumes a maximum density bonus of 20 percent. Based on the 2010 Census, the average household size is 2.87 persons which would equal approximately 13 additional persons per acre. The plant is currently treating 3.5 MGD. 92.3 PPD The North County Landfills have approximately 31,795,462 cubic yards of landfill capacity remaining. Based on population projections, the Solid Waste Authority forecasts that capacity will be available through the year 2031. Potable Water 120 GPD/capita 1,560 GPD The maximum capacity of the water plant is 11 MGD. The plant is currently running at an average daily flow of 7.1 MGD. Parks 10 acres/1,000 0.13 acres Wellington’s 2010 population of 56,508 requires 5,650 acres of active/passive, recreational/open space to meet LOS standards. Currently Wellington has approximately 7,678 acres. Traffic 7 trips per hour peak hour (multi-family) 31 peak hour trips per day Trip generation represents negligible impact. Public Schools SF - 0.29 K-12 Students/DU MF - 0.18 K-12 Students/DU Apartments - 0.21 K-12 Students/DU SF – 1.28 Students/acre MF -0.79 Students/acre Apartments - 0.92 Students/acre FY 11/12 average projected enrollment for all public schools located in Concurrency Service Area 16 (Wellington) is 87.7% of the schools maximum capacity. The above calculations are estimation on a per acre basis. Each proposed project will require individual analysis to accurately estimate the specific impact on public facility level of service. The estimated impact would negligibly affect Wellington’s facility.
Wellington Council Meeting April 10, 2012 Page 199 of 384 LAND USE ELEMENT LAND USE ELEMENT GOALS, OBJECTIVES AND POLICIES GOAL 1. Ensure that the future land-use pattern “preserves and protects the distinctive characteristics of the individual communities” which makes up Wellington and maintains a low-density residential character, enhances community economic opportunities, discourages urban sprawl, promotes energy efficient land use patterns, maintains an aesthetically appealing and safely built environment, respects environmental constraints, and provides services for all citizens at the levels established herein. Wellington’s Land Development Regulations at all times shall remain consistent with Wellington’s Comprehensive Plan. COMMUNITY PRESERVATION Objective 1.1 Maintain the density and intensity of the land uses in the community as reflected on Wellington’s Future Land Use Map. Wellington shall develop criteria that shall be included in the Land Development Regulations for evaluating changes to the Future Land Use Map. At a minimum Wellington shall consider the need for the revised land use based on changed circumstances or demonstration of need, environmental suitability, infrastructure capacity, compatibility with surrounding land uses and consistency with the other Goals, Objectives and Policies of this plan. Such changes may only be effected by the affirmative vote of not less than four of the members of the Wellington Council. Policy 1.1.1 Maintain the approved density and intensity of those properties in PUDs as reflected on Wellington’s Future Land Use Map by adopting zoning districts which are consistent with the Future Land Use Map. Policy 1.1.2 Maintain the approved density and intensity of those properties not in PUDs by adopting zoning districts which are consistent with the Future Land Use Plan Map designation for these parcels. This objective has been achieved by the adoption of Wellington’s Land Development Regulations. Specifically, regulations regarding the protection of environmentallysensitive lands have been adopted by Wellington. MANAGED GROWTH Objective 1.2 Direct future growth into areas served by urban services that have adequate capacity, as defined by Wellington’s adopted level of service standards, which shall be incorporated into Wellington’s Land Development Regulations and ensure that Wellington Comprehensive Plan – Land Use Element Housekeeping Update 2011 LU-1
