Facility/Service<br />

To better understand the application of the bonus, if it is applied to the highest<br />

residential density of Residential Land Use H (18.0 dwelling units – 22.0 dwelling<br />

units per acre), a maximum of 4.4 dwelling units per acre could be added to a<br />

qualifying project. This assumes a maximum density bonus of 20 percent. Based<br />

on the 2010 Census, the average household size is 2.87 persons which would<br />

equal approximately 13 additional persons per acre.<br />

The estimated incremental increase would affect Wellington facilities in the<br />

Status of Facility/Service<br />

1,209 GPD The maximum capacity of the water plant is 6.5<br />

million gallons per day (MGD). The plant is<br />

currently treating 3.5 MGD.<br />

92.3 PPD The North County Landfills have approximately<br />

31,795,462 cubic yards of landfill capacity<br />

remaining. Based on population projections, the<br />

Solid Waste Authority forecasts that capacity will<br />

be available through the year 2031.<br />

Potable Water 120 GPD/capita 1,560 GPD The maximum capacity of the water plant is 11<br />

MGD. The plant is currently running at an<br />

average daily flow of 7.1 MGD.<br />

Parks 10 acres/1,000 0.13 acres Wellington’s 2010 population of 56,508 requires<br />

5,650 acres of active/passive, recreational/open<br />

space to meet LOS standards. Currently<br />

Wellington has approximately 7,678 acres.<br />

The above calculations are estimation on a per acre basis. Each proposed<br />

project will require individual analysis to accurately estimate the specific impact<br />

on public facility level of service. The estimated impact would negligibly affect<br />

Wellington’s facility.
