up Wellington and maintains a low-density residential character, enhances<br />

community economic opportunities, discourages urban sprawl, promotes<br />

energy efficient land use patterns, maintains an aesthetically appealing<br />

and safely built environment, respects environmental constraints, and<br />

provides services for all citizens at the levels established herein.<br />

Wellington’s Land Development Regulations at all times shall remain<br />

consistent with Wellington’s Comprehensive Plan.<br />

The increased density promotes compact, energy efficient land use patterns. The<br />

bonuses consist of 10% for development in a targeted area and an additional<br />

10% if senior housing constitutes a component of development.<br />

Additionally the proposed increase is consistent with Policy 1.5.7 of the Land Use<br />

Element which addresses the fostering of redevelopment and economic<br />

development efforts:<br />

Policy 1.5.7 The redevelopment of a Wellington Center and<br />

neighborhood revitalization are being addressed as a result of the ongoing<br />

Wellington Economic Development Initiative (EDI). The EDI is a<br />

community-wide effort to develop a broad vision for Wellington and design<br />

strategies to foster economic development through a variety of initiatives.<br />

Policy 1.5.6 of the Land Use Element of the Comprehensive Plan addresses the<br />

Economic Development Initiative, a community wide effort to foster economic<br />

development through a variety of concepts. Reinvestment and redevelopment in<br />

Wellington’s communities is a goal that is continually necessary to achieve.<br />

Offering density bonuses will allow these communities to maximize their viability<br />

and ensure security of investment for Wellington’s economy.<br />

Objective 1.8 Wellington shall consider adoption of a senior housing policy<br />

that encourages a variety of housing options for existing and future senior<br />

residents of Wellington.<br />

Density bonuses provide a non-monetary incentive for private<br />

development/redevelopment of a variety of housing types throughout the<br />

community. The density increase can be applied to any residential land use<br />

category in a targeted area.<br />
