Wellington Council Meeting April 10, 2012 Page 194 of 384 EXHIBIT – DATA AND ANALYSIS PROPOSED PLAN AMENDMENT #5a: MEDICAL COMMERCIAL BUILDING COVERAGE & PERMITTED USES. Staff has requested a modification to Policy 1.3.14 of the Land Use Element removing the maximum building coverage and expanding the list of permitted uses for Medical Commercial. Proposed Comprehensive Plan Text Changes Policy 1.3.14 of the Comprehensive Plan Land Use Element provides intensity measures for Medical Commercial indicated on the Future Land Use Map. Staff is proposing to change the text to the following: Policy 1.3.1314 Medical Commercial -- Properties designated Medical Commercial are intended to service the health care needs of the community and region. Uses such as hospitals, medical clinics, medical laboratories, medical offices, nursing homes, congregate living facilities and related uses would be allowed. Permitted uses within this land use designation shall include dormitories, residential units, medical educational facilities, research and development, general offices, accessory retail and hotels, with an approved, integrated Master Plan. Maximum building coverage 25%. Maximum FAR 0.40. Staff Analysis The proposed changes are consistent with Goal 1 of the Land Use Element encouraging economic opportunity to further the Medical Arts District initiative: Goal 1 Ensure that the future land-use pattern “preserves and protects the distinctive characteristics of the individual communities” which makes up Wellington and maintains a low-density residential character, enhances community economic opportunities, discourages urban sprawl, promotes energy efficient land use patterns, maintains an aesthetically appealing and safely built environment, respects environmental constraints, and provides services for all citizens at the levels established herein. Wellington’s Land Development Regulations at all times shall remain consistent with Wellington’s Comprehensive Plan. This allows the specific zoning district to regulate the building coverage permitted for a parcel with a Medical Commercial land use. The Floor Area Ratio (FAR) is more suitable for restricting commercial uses because it establishes a limit to height of the building versus square footage. To facilitate the development of the District, permitted uses have been expanded to provide ancillary uses including accessory retail, restaurants, medical office, dormitory, etc. The additional uses also are consistent with the Constrained Roadways at Lower Levels of Service (CRALLS) Ordinance adopted by Palm Beach County Board of County Commissioners.
