PROPOSED PLAN AMENDMENT #5a: MEDICAL COMMERCIAL<br />

BUILDING COVERAGE & PERMITTED USES.<br />

Staff has requested a modification to Policy 1.3.14 of the Land Use Element<br />

removing the maximum building coverage and expanding the list of permitted<br />

uses for Medical Commercial.<br />

Proposed Comprehensive Plan Text Changes<br />

Policy 1.3.14 of the Comprehensive Plan Land Use Element provides intensity<br />

measures for Medical Commercial indicated on the Future Land Use Map. Staff<br />

is proposing to change the text to the following:<br />

Policy 1.3.1314 Medical Commercial -- Properties designated Medical<br />

Commercial are intended to service the health care needs of the<br />

community and region. Uses such as hospitals, medical clinics, medical<br />

laboratories, medical offices, nursing homes, congregate living facilities<br />

and related uses would be allowed. Permitted uses within this land use<br />

designation shall include dormitories, residential units, medical<br />

educational facilities, research and development, general offices,<br />

accessory retail and hotels, with an approved, integrated Master Plan.<br />

Maximum building coverage 25%. Maximum FAR 0.40.<br />

Staff Analysis<br />

The proposed changes are consistent with Goal 1 of the Land Use Element<br />

encouraging economic opportunity to further the Medical Arts District initiative:<br />

Goal 1 Ensure that the future land-use pattern “preserves and protects<br />

the distinctive characteristics of the individual communities” which makes<br />

up Wellington and maintains a low-density residential character, enhances<br />

community economic opportunities, discourages urban sprawl, promotes<br />

energy efficient land use patterns, maintains an aesthetically appealing<br />

and safely built environment, respects environmental constraints, and<br />

provides services for all citizens at the levels established herein.<br />

Wellington’s Land Development Regulations at all times shall remain<br />

consistent with Wellington’s Comprehensive Plan.<br />
