2. Public School Facilities Element - Relocation of concurrency service area
boundary tables currently in the Public School Facilities Element to the
Comprehensive Plan’s “Data and Analysis” (supporting document). This will
allow updates without necessitating a comprehensive plan amendment.
3. Capital Improvement Element –
a. The Palm Beach County School Board Capital Improvement
Budget tables previously contained in the Public Schools Element
have been updated and relocated to the Capital Improvement
Element.
b. Language has been included that allows for the annual update of
the Capital Improvement Element (CIE) to be adopted by
resolution.
4. Recreation and Open Space Element –
a. The Recreation and Open Space map was updated to identify the
Marjory Stoneman Douglass Preserve (Section 24), Scott’s Place
and Wellington Rotary Peace Park.
b. Wording in Policy 1.2.3 has been changed to be consistent with
Policy 1.2.1 and Table 1.2.1.1 which allude to “recommended”
levels of service vs. “established” levels of service for types of
facilities. It does not affect levels of service for provision of
recreational lands standards (ten acres per 1,000 residents).
5. Land Use Element –
a. The maximum building coverage for the Medical Commercial is
deleted. The designating zoning district will regulate the allowed
coverage. The Medical Commercial list of permitted uses was also
expanded. These changes are consistent with the Medical Arts
Zoning District (Ordinance 2010-21) as adopted by Council on April
27, 2010.
b. The Residential Renaissance Overlay District (RROZD) Ordinance
2010-21 was adopted by Council on April 27, 2010 and allows a
20% increase in underlying density for projects that facilitate low
and moderate income and senior housing units within designated
areas. Text has been included consistent with the Ordinance.
