Section 2: Policy<br />

<strong>The</strong> day after <strong>the</strong> jo<strong>in</strong>t report on <strong>the</strong> FIT from <strong>the</strong><br />

select committees was published, a letter was sent to<br />

<strong>the</strong> government from <strong>The</strong> Church <strong>of</strong> Engl<strong>and</strong> <strong>and</strong> <strong>the</strong><br />

National Trust, <strong>and</strong> co­signed by <strong>the</strong> susta<strong>in</strong>ability<br />

th<strong>in</strong>k­tank Forum for <strong>the</strong> Future <strong>and</strong> charitable<br />

<strong>The</strong> Renewable Heat Incentive (RHI)<br />

<strong>The</strong> Feed­<strong>in</strong> Tariff model was <strong>in</strong>vestigated <strong>in</strong> relation<br />

to modification for <strong>in</strong>centivis<strong>in</strong>g renewable heat<br />

production. <strong>The</strong> Renewable Heat Incentive (RHI)<br />

was launched on 28 November 2011, <strong>in</strong>itially for<br />

non­domestic generators. It is considered <strong>the</strong> first<br />

<strong>in</strong>centive <strong>of</strong> its k<strong>in</strong>d <strong>in</strong> <strong>the</strong> world, <strong>and</strong> is expected to<br />

lead to 14,000 <strong>in</strong>dustrial <strong>and</strong> 112,000 commercial<br />

<strong>and</strong> public sector <strong>in</strong>stallations by 2020. It is also<br />

open to not­for­pr<strong>of</strong>it <strong>and</strong> community generators. 55<br />

Similar to <strong>the</strong> Feed­<strong>in</strong> Tariff for electricity, <strong>the</strong><br />

scheme pays generators for 20 years based on each<br />

kWh <strong>of</strong> heat produced by any eligible technology, but<br />

it differs <strong>in</strong> a number <strong>of</strong> ways. Notably, it is paid by<br />

<strong>the</strong> government, on a quarterly basis through Ofgem,<br />

<strong>the</strong> national energy regulator (with an <strong>in</strong>itial budget<br />

<strong>of</strong> £860m). Payment will be made on <strong>the</strong> basis <strong>of</strong> <strong>the</strong><br />

metered amounts <strong>of</strong> heat generated, except for<br />

biomethane, which is paid by <strong>the</strong> metered quantity<br />

<strong>in</strong>jected <strong>in</strong>to <strong>the</strong> grid. Payments are fixed once an<br />

<strong>in</strong>stallation is registered for <strong>the</strong> RHI, but annual<br />

<strong>in</strong>flation adjustments will be made. It is not clear at<br />

present if this refers to <strong>the</strong> fixed rate, or to new<br />

<strong>in</strong>stallations. Eligible technologies <strong>in</strong>clude solid <strong>and</strong><br />

gaseous biomass, solar <strong>the</strong>rmal, ground­ <strong>and</strong> watersource<br />

heat pumps, on­site biogas, deep geo<strong>the</strong>rmal,<br />

energy from waste <strong>and</strong> <strong>in</strong>jection <strong>of</strong> biomethane <strong>in</strong>to<br />

<strong>the</strong> grid. 56<br />

<strong>The</strong> RHI is be<strong>in</strong>g rolled out <strong>in</strong> two phases. Phase 1 <strong>of</strong><br />

<strong>the</strong> scheme primarily covers non­domestic generators<br />

<strong>in</strong> <strong>the</strong> <strong>in</strong>dustrial, bus<strong>in</strong>ess <strong>and</strong> public sectors (which<br />

are responsible for 38% <strong>of</strong> <strong>the</strong> UK’s carbon<br />

consultants Carbon Leapfrog. Aga<strong>in</strong>, it called on <strong>the</strong><br />

government to reth<strong>in</strong>k plans to cut <strong>the</strong> FIT so hard<br />

<strong>and</strong> fast, <strong>and</strong> establish a target for community<br />

energy.<br />

emissions). Households not heated by ma<strong>in</strong>s gas can<br />

apply for fund<strong>in</strong>g under <strong>the</strong> Renewable Heat<br />

Premium Payment scheme, a £15m grant fund for<br />

air­source <strong>and</strong> ground­source heat pumps, biomass<br />

boilers <strong>and</strong> solar <strong>the</strong>rmal. <strong>The</strong>re are m<strong>in</strong>imum<br />

energy efficiency criteria, <strong>and</strong> householders must<br />

agree to monitor <strong>the</strong> performance <strong>of</strong> <strong>the</strong>ir heat<strong>in</strong>g<br />

system through a survey. In addition, <strong>the</strong><br />

Government will pay for a significant sample <strong>of</strong><br />

homes to receive meters to monitor <strong>the</strong>ir energy use.<br />

Phase 2 is expected to allow all domestic households<br />

to participate, <strong>and</strong> it will cover more technologies.<br />

Delays <strong>in</strong> <strong>the</strong> <strong>in</strong>troduction <strong>of</strong> Phase 1, due to issues<br />

with European state aid rules, mean that <strong>the</strong> launch<br />

<strong>of</strong> Phase 2 is not set at <strong>the</strong> time <strong>of</strong> writ<strong>in</strong>g. <strong>The</strong><br />

Renewable Heat Premium Payments are be<strong>in</strong>g used<br />

to help government assess <strong>and</strong> manage <strong>the</strong> roll­out <strong>of</strong><br />

<strong>the</strong> different technologies, partly <strong>in</strong> order to control<br />

budgets. This may be <strong>in</strong> response to <strong>the</strong> higher than<br />

expected <strong>in</strong>terest <strong>in</strong> large­scale solar parks under <strong>the</strong><br />

FIT. 57<br />

As with <strong>the</strong> FIT, <strong>in</strong>stallers <strong>and</strong> equipment (for small<br />

<strong>and</strong> medium­sized plants up to <strong>and</strong> <strong>in</strong>clud<strong>in</strong>g<br />

45 kWth) are required to be certified under <strong>the</strong><br />

Microgeneration Certification Scheme (MCS) or<br />

equivalent st<strong>and</strong>ard. Tariff levels have been set at a<br />

rate that makes <strong>the</strong> <strong>in</strong>vestment worthwhile when<br />

compared with lower cost conventional heat systems.<br />

Operators <strong>of</strong> biomass systems above 1 MWth are<br />

required to report quarterly on <strong>the</strong> susta<strong>in</strong>ability <strong>of</strong><br />

<strong>the</strong> biomass feedstock where used for combustion<br />

<strong>and</strong> biogas production. 58<br />
