3.4.2.3. Resource Disbursement <strong>and</strong> Tracking <strong>of</strong> Funds<br />

Ensuring <strong>the</strong> timely <strong>and</strong> efficient transfer <strong>and</strong> disbursement <strong>of</strong> funds to implementing partners is also a key<br />

element <strong>of</strong> <strong>the</strong> management <strong>of</strong> funds. Given <strong>the</strong> complexity <strong>of</strong> HIV <strong>and</strong> AIDS funding due to <strong>the</strong> multi<strong>sector</strong>al<br />

nature <strong>of</strong> <strong>the</strong> response, <strong>the</strong> systems for resource disbursement <strong>and</strong> fund tracking are expected to<br />

be as equally complex. However, much work is ongoing to harmonise <strong>and</strong> align international funding<br />

sources as well as to streng<strong>the</strong>n public <strong>and</strong> civil society capacities for resource management for HIV <strong>and</strong><br />

AIDS. The strategy to mainstream or integrate HIV <strong>and</strong> AIDS action into operational <strong>plan</strong>s <strong>and</strong> budgets will<br />

actively facilitate <strong>the</strong> harmonisation agenda.<br />

3.4.5. Sustainability<br />

The government <strong>of</strong> Tanzania is committed to fighting HIV <strong>and</strong> AIDS. The streng<strong>the</strong>ning <strong>of</strong> <strong>the</strong> linked<br />

components - from facility to <strong>the</strong> community is intended to ensure that <strong>the</strong> <strong>health</strong> system regains its<br />

capacity to regenerate <strong>and</strong> maintain its workforce. The government is committed to work <strong>and</strong> support <strong>the</strong><br />

private <strong>sector</strong> in its initiative <strong>of</strong> public/private/partnership to ensure <strong>the</strong> services are sustainable. The<br />

inclusion <strong>of</strong> Private <strong>sector</strong>, NGOs, CBOS <strong>and</strong> FBOs ensures consistency <strong>and</strong> joint commitment to <strong>the</strong><br />

process. Support from o<strong>the</strong>r partners will continue to be sought to complement <strong>the</strong> government efforts.<br />

The current Health <strong>sector</strong> strategy for HIV <strong>and</strong> AIDS will be operating within <strong>the</strong> existing government <strong>health</strong><br />

infrastructure. This provides administration <strong>and</strong> management <strong>of</strong> <strong>the</strong> <strong>plan</strong> in an integrated manner.<br />

3.4.5.1. Management System<br />

The coordination structure <strong>and</strong> management system put in place by <strong>the</strong> government will be used as an<br />

entry point to scale up <strong>and</strong> sustain <strong>the</strong> activities in this <strong>plan</strong>. The MOHSW has already established NACP to<br />

oversee <strong>the</strong> implementation <strong>of</strong> <strong>the</strong> Strategy.<br />

3.4.5.2. Community participation <strong>and</strong> involvement<br />

Community mobilization efforts, which will enhance <strong>the</strong> achievement <strong>of</strong> community ‘ownership’ <strong>of</strong> <strong>the</strong><br />

strategy will be supported. This includes <strong>the</strong> encouragement <strong>of</strong> as wide a participation <strong>of</strong> community<br />

members particularly traditional groups who may not have a voice such as women <strong>and</strong> children orphaned<br />

<strong>and</strong> made vulnerable by HIV/AIDS. Partnerships between different <strong>sector</strong> both public <strong>and</strong> private, <strong>and</strong> Civil<br />

Society Organizations (Faith Based Organizations <strong>and</strong> Community Based Organizations) will be<br />

streng<strong>the</strong>ned to institutionalize <strong>the</strong> use <strong>of</strong> <strong>the</strong> participatory learning <strong>and</strong> action methodology which will aim<br />

to involve community members in <strong>the</strong> implementation <strong>of</strong> <strong>the</strong> strategy. One <strong>of</strong> <strong>the</strong> strategies is to ensure<br />

community ownership <strong>of</strong> <strong>the</strong> HIV <strong>and</strong> AIDS responses that entails that <strong>the</strong> community continue to give care<br />

<strong>and</strong> support to HIV <strong>and</strong> AIDS issues even when <strong>the</strong>re is no external support.<br />

3.4.5.3. Financial Sustainability<br />

National level<br />

The government <strong>of</strong> Tanzania has committed to long-term funding to support <strong>the</strong> implementation <strong>of</strong> <strong>the</strong><br />

Health Sector strategy for HIV <strong>and</strong> AIDS 2008-2012. For instance it is <strong>plan</strong>ned that <strong>the</strong> Government’s own<br />
