In ano<strong>the</strong>r study by Tax <strong>and</strong> Phillip (2004) that specifically analysed Development Partner’s spending,<br />

about 38% was spent on multipurpose activities, 25% on care <strong>and</strong> support, 16% on cross-cutting issues,<br />

14% on preventive interventions, 5% on unclassified activities <strong>and</strong> 2% on impact mitigation. In yet ano<strong>the</strong>r<br />

study related to HIV/AIDS funding by Deloitte (2006), about 64% <strong>of</strong> <strong>the</strong> funding went for care <strong>and</strong> support,<br />

14% for prevention, 8% each for cross-cutting issues <strong>and</strong> multi-purpose interventions, 4% for policy <strong>and</strong><br />

administration <strong>and</strong> 2% for impact mitigation.<br />

The Deloitte study (2006) observes that resources are increasing being directed towards care <strong>and</strong> support<br />

interventions in recent years. The increase is due to a recent emphasis on treatment, including <strong>the</strong><br />

introduction <strong>of</strong> ARVs.<br />

The financial needs can also be analysed from <strong>the</strong> overal Ministry <strong>of</strong> Health <strong>and</strong> Social Welfare MTEF <strong>and</strong><br />

2006/07 budget which includes <strong>the</strong> budget for <strong>the</strong> HIV <strong>and</strong> AIDS component shown in number 5 in <strong>the</strong> table<br />

below:<br />

The above table shows <strong>the</strong> total budget for <strong>the</strong> MOHSW according to <strong>the</strong> MTEF for <strong>the</strong> period indicated<br />

(2005/06 <strong>and</strong> 2006/07). From <strong>the</strong> table <strong>the</strong> allocaction for <strong>the</strong> HIV <strong>and</strong> AIDS component is about 19 million<br />

USD (exchange rate 1250/= for 1USD) with a gap <strong>of</strong> about 33 million USD for <strong>the</strong> total <strong>of</strong> 52 million<br />

required in 2006/2007. The overall budget for <strong>the</strong> MOHSW in 2006/2007 has deficit <strong>of</strong> about 15% <strong>and</strong> this<br />

has a serious bearing on all <strong>the</strong> departments <strong>and</strong> programmes <strong>of</strong> <strong>the</strong> Ministry including HIV<strong>and</strong> AIDS.
