3.0. SECTION THREE<br />

IMPLEMENTATION FRAMEWORK AND ITS<br />

OPERATIONALISATION<br />

3.1. Implementation Arrangements<br />

The Strategy defines <strong>the</strong> activities to be implemented at central level by <strong>the</strong> Ministry <strong>of</strong> Health in all its<br />

structures with <strong>the</strong> oversight <strong>of</strong> <strong>the</strong> MHOSW through <strong>the</strong> NACP. It also provides guidance concerning <strong>the</strong><br />

activities which need to be implemented at district <strong>and</strong> community levels through <strong>the</strong> District <strong>and</strong> Municipal<br />

Councils. The NGOs, private <strong>sector</strong> <strong>and</strong> civil society will participate in <strong>the</strong> implementation <strong>of</strong> <strong>the</strong> activities at<br />

both national <strong>and</strong> lower levels according to <strong>the</strong>ir capacities <strong>and</strong> comparative advantages.<br />

Each department <strong>of</strong> <strong>the</strong> Ministry <strong>of</strong> Health at central level will develop annual work <strong>plan</strong>s in line with <strong>the</strong><br />

fiscal year, for implementation, based on this strategy. These annual work <strong>plan</strong>s will be funded through <strong>the</strong><br />

budget within <strong>the</strong> MTEF <strong>of</strong> <strong>the</strong> ministry <strong>of</strong> Health. The Health Sector HIV/AIDS Strategy has defined <strong>the</strong><br />

interventions to be implemented at district level. The implementation <strong>of</strong> <strong>the</strong>se will be under <strong>the</strong> District<br />

Councils. Therefore, <strong>the</strong> District <strong>and</strong> Municipal Councils will have to incorporate <strong>the</strong> HIV <strong>and</strong> AIDS<br />

interventions into <strong>the</strong>ir comprehensive district <strong>plan</strong>s based on <strong>the</strong> Strategic Plan for <strong>the</strong> <strong>health</strong> <strong>sector</strong>.<br />

The Council Health Management Teams (CHMT) will be responsible for implementation, monitoring <strong>and</strong><br />

evaluation <strong>of</strong> <strong>the</strong> district <strong>health</strong> <strong>sector</strong> based HIV/AIDS activities. In so doing, <strong>the</strong>y will involve all relevant<br />

stakeholders at <strong>the</strong> district <strong>and</strong> community levels. The activities in <strong>the</strong> district <strong>plan</strong> will be budgeted for<br />

funding under <strong>the</strong> MTEF <strong>of</strong> <strong>the</strong> President’s Office, Regional- Administration <strong>and</strong> Local Government <strong>and</strong><br />

also supported through <strong>the</strong> activities <strong>of</strong> <strong>the</strong> community based organizations.<br />

In supporting districts to operationalize <strong>the</strong> Health Sector Strategy, <strong>the</strong> Ministry <strong>of</strong> Health will sub-contract<br />

some NGOs where <strong>the</strong>y exist to help <strong>the</strong> districts incorporate <strong>the</strong> interventions suggested in <strong>the</strong> Health<br />

Sector Plan.<br />

In addition to supporting <strong>the</strong> councils in <strong>plan</strong>ning, <strong>the</strong> Ministry <strong>of</strong> Health will continue to undertake quality<br />

assurance for <strong>the</strong> response at district level as well as advocating for <strong>the</strong> <strong>health</strong> <strong>sector</strong> HIV <strong>and</strong> AIDS<br />

response to <strong>the</strong> districts. It will play this role through its Zonal Training Centers, RHMTs, <strong>and</strong> CHMTs.<br />

The following prioritization criteria is proposed to be used:<br />

In order to demonstrate <strong>the</strong> stewardship role <strong>of</strong> MOHSW with regard to this <strong>health</strong> <strong>sector</strong> response, <strong>the</strong><br />
