more representative community involvement. These processes are not<br />

amenable to the current audit regimes <strong>of</strong> targets and indicators, and<br />

progress is better measured using techniques <strong>of</strong> participatory<br />

appraisal and network analysis. It is difficult to predict, let alone<br />

control, outcomes and it is therefore likely that this model will be<br />

resisted by policy-makers and politicians who are interested in<br />

tangible and short-term gains. However, if the rhetoric <strong>of</strong> civil<br />

renewal and community-led regeneration are to be translated into<br />

real changes in people’s lives, then informal networks, supported<br />

where necessary by community workers, are crucial components <strong>of</strong><br />

the journey towards a fairer, more sustainable vision <strong>of</strong> social justice.<br />
