Inspiring community engagement<br />

On the Sunday after David Wm. Rusk<br />

died, the Telegraph Herald ran the<br />

following editorial headline:<br />

WANTED: COMMUNITY LEADER<br />

David’s death left a void in the very<br />

heart <strong>of</strong> <strong>Dubuque</strong>.<br />

He was a founding member <strong>of</strong> the<br />

<strong>Community</strong> <strong>Foundation</strong> Board <strong>of</strong><br />

Directors and was publisher <strong>of</strong> Julien’s<br />

Journal. He served on over a dozen<br />

boards and, through engagement with<br />

other volunteer leaders, impacted every<br />

facet <strong>of</strong> community life, including economic<br />

development, religion, health<br />

care, youth, education, arts and culture.<br />

While David Rusk grew up and moved<br />

away from <strong>Dubuque</strong> in his early adulthood,<br />

he returned in 1989. He inspired<br />

hundreds <strong>of</strong> citizens to become part <strong>of</strong><br />

Vision 2000, an initiative to create a<br />

vision for <strong>Dubuque</strong>’s bright future.<br />

In the days he was bravely battling<br />

advanced lung cancer, David and his<br />

wife, Jane Ann Rusk, came into the<br />

<strong>Community</strong> <strong>Foundation</strong> <strong>of</strong>fi ce. During<br />

their visit with Nancy Van Milligen,<br />

David talked about both his role in<br />

<strong>Dubuque</strong>’s community engagement<br />

and his hopes for the community after<br />

his death. They made plans for an<br />

endowment.<br />

Saying, “I want something credible to<br />

come <strong>of</strong> this fund,” David and Jane<br />

established the David Wm. and Jane<br />

Ann Rusk Endowment for <strong>Community</strong><br />

Engagement.<br />

The fund will be directed by Jane and<br />

their two sons, Bill and Ben, to inspire<br />

rich conversations and form grand<br />

plans, to seize urgent opportunities<br />

and to forever preserve the legacy <strong>of</strong><br />

their beloved husband and father.<br />

Froelich, located on Highway 18 just<br />

east <strong>of</strong> Monona, is home to John<br />

Froelich. Froelich. He invented the fi rst gasolinepowered<br />

tractor tractor in 1892 that eventually<br />

led to to the John John Deere tractor. Like many<br />

very small rural Iowa towns, Froelich<br />

all but but disappeared in in the last 50 years.<br />

By the mid-80s, the last store had<br />

closed, and Froelich “was ready for<br />

the wrecking ball,” recalls Denny.<br />

But But a a committed committed group group <strong>of</strong> volunteers volunteers<br />

decided not to let that that happen. They<br />

formed formed The Froelich <strong>Foundation</strong>, and<br />

began began to renovate renovate the old general store. store.<br />

Since then, the village has become a<br />

visitor attraction, attraction, featuring the the tractor tractor<br />

replica, a train depot, blacksmith shop,<br />

1866 one-room schoolhouse and a<br />

huge dairy barn that serves as a<br />

community center.<br />

Last year, the Froelich board created an<br />

endowment within the Clayton County<br />

<strong>Community</strong> <strong>Foundation</strong>. Denny<br />

explained, “With the endowment, we<br />

can encourage people to leave legacy or<br />

estate gifts, to benefi t Froelich and know<br />

their money will be protected in perpetuity<br />

and that it will grow over time.”<br />

Denny has shared information about<br />

legacy gifts with attorneys, donors,<br />

Froelich <strong>Foundation</strong> members and<br />

others who are passionate about the<br />

village and preserving farm tractor history.<br />

Thanks to philanthropic leaders<br />

like Denny Eilers who are learning<br />

about endowments and telling others,<br />

John Froelich’s invention will be<br />

celebrated by future generations.<br />

Inspired effort<br />

Dennis Avenarius saw a television news story about Honor Flight<br />

in 2008, and thought to himself, “Now that’s a good idea.”<br />

Dennis’ dad and his wife Dixie’s dad<br />

had both served during WWII. Retired<br />

from the <strong>Dubuque</strong> County Sheriff’s<br />

Department, Dennis had time on his<br />

hands. In fact, his wife thought he<br />

might just need something to do, so<br />

he began working part-time in the<br />

county Veteran’s Affairs <strong>of</strong>fi ce, assisting<br />

veterans with claim forms.<br />

It was there, in that <strong>of</strong>fi ce, working with<br />

veterans that Dennis became inspired<br />

to organize the fi rst <strong>Dubuque</strong> Honor<br />

Flight. A year after that news report, he<br />

said to a friend, “Let’s do it,” and he began<br />

fundraising, with $90K as the goal.<br />

There were people who fueled his<br />

inspiration along the way, including his<br />

friend, Tom Gantz, who said, “Talk to<br />

Nancy Van Milligen at the <strong>Community</strong><br />

<strong>Foundation</strong>. She’ll help.”<br />

In very short order, an operating fund,<br />

Honor Flight <strong>Dubuque</strong>, was established.<br />

The <strong>Community</strong> <strong>Foundation</strong><br />

<strong>of</strong>fi ce accepted, acknowledged and<br />

invested the gifts, and provided tax<br />

receipts to donors.<br />

With the accounting taken care <strong>of</strong> by<br />

the <strong>Community</strong> <strong>Foundation</strong>, Dennis<br />

could make phone calls and knock on<br />

doors. He learned, “There are gifts <strong>of</strong><br />

every size. You just need to touch the<br />

right person. I remember one lady. She<br />

gave me $3, but it was all she could<br />

do. Another sent $20 a month, every<br />

month, always asking ‘Have you met<br />

your goal yet?’”<br />

On May 18, 94 veterans made the<br />

fl ight to tour the WWII Memorial<br />

and other sites in our nation’s capital.<br />

The retired cop’s voice still strains when he describes<br />

the scene, “At the memorial, there were complete<br />

strangers, little kids and people <strong>of</strong> every color and<br />

age who came up to our vets. They just wanted<br />

to say thank you.”<br />

The second <strong>Dubuque</strong> Honor Flight<br />

is being planned for October 19, and<br />

Avenarius is steering the fundraising with<br />

the help <strong>of</strong> the <strong>Community</strong> <strong>Foundation</strong>.<br />

Dr. Pete and Ginger Sakas fi rst learned<br />

about Endow Iowa, the 25% State Tax<br />

Credit for gifts to <strong>Community</strong> <strong>Foundation</strong><br />

endowments, through Ginger’s<br />

role as the Development Director at<br />

the National Mississippi River Museum<br />

& Aquarium. Ginger said, “It was an<br />

educational process. It took time and<br />

thought, but we studied this concept<br />

<strong>of</strong> starting our own endowment. We<br />

looked at the steady return and the<br />

simplicity <strong>of</strong> working through the<br />

<strong>Community</strong> <strong>Foundation</strong>. We loved<br />

the beauty <strong>of</strong> making decisions about<br />

where the fund’s payouts would go<br />

every year, and also knowing this gift<br />

would continue forever.”<br />

Ginger and Pete were both nurtured to be givers,<br />

and their decision this past year to endow a<br />

charitable fund, and then distribute its proceeds,<br />

was inspired a long time ago.<br />

As a little girl sitting in church, Ginger observed her widowed<br />

grandmother. Ginger said, “She was truly the cheerful giver,<br />

who shared a generous percentage <strong>of</strong> her available income in<br />

the collection plate every week.”<br />

Pete was inspired to be generous by several important people<br />

in his life, including his father and a physician friend.<br />

Pete said, “Knowing your endowment will be giving back<br />

to the community, forever, is its own reward. But the 25%<br />

Endow Iowa tax credit is an incredible incentive as well.<br />

The <strong>Community</strong> <strong>Foundation</strong> is really stewards <strong>of</strong> our<br />

legacy to <strong>Dubuque</strong>.”<br />

Ginger and Pete will continue to grow their fund and<br />

will also consider leaving a gift through their estate.<br />

Ginger said, “It just feels right to share our blessings.”<br />

The <strong>Dubuque</strong> Racing Association established an<br />

endowment with the <strong>Community</strong> <strong>Foundation</strong><br />

and, in DRA President and CEO Jesús Avilés’<br />

words, it was set up “to create something that<br />

will outlast all <strong>of</strong> us.”<br />

Avilés continued, “Every group <strong>of</strong> leaders enjoys their own<br />

time and space and opportunities. This board <strong>of</strong> directors<br />

has created something today that will meet the most basic<br />

needs <strong>of</strong> the community forever. No matter how time<br />

changes <strong>Dubuque</strong>, the nature <strong>of</strong> gaming or the Mystique as<br />

we know it today, our endowment will continue to address<br />

the region’s important needs.”<br />

DRA Director <strong>of</strong> <strong>Community</strong> Relations, Joey Anderson,<br />

added, “Through our annual grantmaking program, we have<br />

distributed $30.3 million to charities in our community. We<br />

take such pride in supporting basic services in the communities<br />

where our employees and our guests live and work. The<br />

endowment is now in place, and it will grow over time, and<br />

it will simply add to our impact. I think, in the end, it will<br />

enable our communities to not only survive but thrive.”<br />

Inspiring hope<br />

“With our Theisen’s grant for the new<br />

shredder, we have provided an opportunity<br />

for four people with disabilities to gain<br />

skills for employment and earn a paycheck.”<br />

Corporate Giving<br />

With a mission to target their charitable dollars to meet the<br />

most urgent needs <strong>of</strong> Iowa’s children and families, Theisen’s<br />

Home Farm Auto created a competitive grant program in<br />

partnership with the <strong>Community</strong> <strong>Foundation</strong>.<br />

With a strong history <strong>of</strong> philanthropy in their store<br />

communities, the Theisens were looking for a way to focus<br />

their philanthropy. They wanted to be sure their charitable<br />

dollars were doing the most good.<br />

This past year, more than $100,000 was awarded to 66<br />

programs in 17 store communities. Nonpr<strong>of</strong>i ts which did<br />

not receive grant awards received gift cards for supplies<br />

from Theisen’s Home Farm Auto to encourage their work<br />

in their community.<br />

The <strong>Community</strong> <strong>Foundation</strong> is also proud to partner with<br />

Mediacom to administer annual Arts and Culture Grants.<br />

This past year, the <strong>Community</strong> <strong>Foundation</strong><br />

awarded <strong>Community</strong> Impact grants to projects<br />

addressing Neighborhoods <strong>of</strong> Need, including:<br />

• Programs that address community and neighborhood<br />

social and economic development.<br />

• Encourage community responsibility for solving<br />

community problems.<br />

• Develop leadership opportunities for youth, minorities<br />

and the economically disadvantaged.<br />

• Benefi t the community’s low- and moderate-income<br />

population.<br />

• Ensure equal opportunity in housing, services and<br />

economic opportunity.<br />

• Build capacity for nonpr<strong>of</strong>i ts and neighborhood<br />

Inspiring tomorrow’s leaders<br />

The YAPPERS (Youth Area Philanthropists) comprise the<br />

seniors from <strong>Dubuque</strong> are volunteers, philanthropists,<br />

community leaders and grantmakers.<br />

<strong>2010</strong> projects<br />

YIPPERS (Youth Interested in Philanthropy) — for<br />

middle-school-aged youth to help raise awareness <strong>of</strong> local<br />

hunger and poverty through indirect and direct service<br />

learning activities.<br />

D.I.G. (Do It Green) — youth utilized guerilla marketing<br />

video interviews with <strong>Dubuque</strong> citizens to fi nd out how<br />

they D.I.G. The project’s goal is is to create awareness awareness and<br />

excitement about “Doing It Green” and and inspire inspire simple<br />

green lifestyle changes that contribute contribute to a more<br />

sustainable community.<br />

Project HOPE is a catalyst to help service providers, education/training<br />

providers, employers and job seekers build<br />

bridges to establish rewarding, long-term<br />

employment opportunities. Project HOPE<br />

encourages and facilitates collaboration,<br />

communication and advocacy, and works<br />

to ensure equity in employment and<br />

economic opportunity.<br />

Project HOPE assists people in making positive changes<br />

in their lives. Through trainings and education, people are<br />

becoming better prepared for the workforce, while at the<br />

same time, <strong>of</strong>ferings like the Bridges Out <strong>of</strong> Poverty program<br />

prepare businesses to understand their employees who<br />

experience poverty.<br />

Bank On <strong>Dubuque</strong> is a program that works with fi nancial<br />

institutions in creating second-chance accounts for the<br />

unbanked and under-banked populations in <strong>Dubuque</strong>.<br />

National League <strong>of</strong> Cities Technical Assistance<br />

<strong>Dubuque</strong> was chosen as one <strong>of</strong> four cities from the National<br />

League <strong>of</strong> Cities in Reengaging Disconnected Youth.<br />

Opportunity Passport<br />

Opportunity Passport is a fi nancial literacy program designed<br />

for youth in foster care.<br />

Dare to Be King<br />

A program for African American boys in middle school which<br />

addresses risk factors for adolescent violence.<br />

Getting Ahead in a Just-Getting-By World<br />

Getting Ahead is an 18-week program which encourages<br />

participants to explore the paradigm shift from poverty<br />

to prosperity and the role <strong>of</strong> people in poverty as problemsolvers,<br />

while encouraging community connections and<br />

celebrating successes. There have been 99 graduates from<br />

this program in <strong>Dubuque</strong>.<br />

Bridges Out <strong>of</strong> Poverty<br />

Bridges Out <strong>of</strong> Poverty is a program for businesses and<br />

middle-class people to learn and understand the rules <strong>of</strong><br />

poverty. Over 1,000 people have participated.<br />

Road to Success<br />

Road to Success is an annual event where people can come<br />

and refi ne their job-seeking skills, including résumé assistance,<br />

mock interviews and an interview clothing giveaway.<br />

Disability Mentoring Day<br />

Project HOPE teamed up with Diversity in the Workplace<br />

to host <strong>Dubuque</strong>’s Disability Mentoring Day, matching 13<br />

individuals with job-shadowing experiences.<br />

Inspiring impact<br />

The Children’s Trust is a giving circle committed to aligning<br />

community leadership and community philanthropy with<br />

an urgent priority: improving early care and learning for<br />

children birth through eight years <strong>of</strong> age.<br />

The Children’s Trust leads a community-wide initiative<br />

to improve school readiness and is currently focusing<br />

on strategic planning to increase accessibility, ensure<br />

affordability, enhance training, improve safety and<br />

advocate for educational and early childhood issues.<br />

Statistics show that placing one at-risk youth on the right<br />

path can return $2 million to the community over a lifetime.<br />

By improving childcare options for all families, and particularly<br />

for at-risk children, we are truly creating impact.<br />

The Children’s Trust committees address literacy and learning<br />

readiness, quality childcare, better pay and benefi ts for<br />

providers and the important issue <strong>of</strong> empowering parents<br />

with both education and opportunities.<br />

“What is quality childcare and education? It’s<br />

for the kids, so they are ready to begin learning<br />

when they reach kindergarten. It’s the right<br />

thing to do. If you need another reason, it’s a<br />

great investment. It has been proven that every<br />

dollar spent now on prevention saves seven to<br />

10 dollars later on treatment.”<br />

Inspired by memory<br />

In the days after her husband,<br />

Dennis, died <strong>of</strong> cancer, Barbara<br />

Winters thought about all the<br />

ways her family and the community<br />

would remember him.<br />

She considered many different memorials.<br />

After learning about endowments<br />

from an ACCF board member, Barb<br />

created The Allamakee County Endowment<br />

Fund for After-School Programs.<br />

The permanent endowment is invested<br />

to provide support for after-school and<br />

summer programming for children and<br />

youth in Allamakee County, and it will<br />

grow forever. Barb said, “Denny always<br />

had a kid with him. He was teaching<br />

them skills like fi shing, carpentry,<br />

hunting, boating, mechanics and<br />

encouraging kids to ‘help’ him with<br />

whatever he was doing.”<br />

The new endowment will provide the<br />

same type <strong>of</strong> fun and mentoring that<br />

Denny provided during his life. Barb<br />

Winters added, “We believe this is just<br />

seed money. I want people to know how<br />

it is possible for the common person<br />

to start an endowment or make gifts<br />

to help one like ours grow. This is not<br />

only for the wealthy. Every year people<br />

decide to make gifts to great causes.<br />

Inspiring culture<br />

The Clayton County <strong>Foundation</strong> for the Future<br />

is growing its endowment to make grants that<br />

enrich the quality <strong>of</strong> life in places like McGregor,<br />

Marquette and Postville.<br />

A grant to the McGregor Arts Center provided supplies to<br />

build displays for local pottery, carvings and prints. The<br />

Center is an emerging nonpr<strong>of</strong>i t seeking to fi ll the arts<br />

and cultural gap in the McGregor/Marquette community.<br />

Volunteers have created a beautiful space to gather and<br />

experience the breadth and richness <strong>of</strong> creative expression<br />

<strong>of</strong> the artists from within and beyond the region. Through<br />

gallery exhibits and sales; art classes for children and adults;<br />

and performances <strong>of</strong> music, dance and fi lm, they enrich the<br />

culture for residents and visitors.<br />

NORTHEAST IOWA FUNDERS NETWORK<br />

A CCFF grant to the Northeast Iowa Funders Network<br />

encourages a six-county collaborative <strong>of</strong> funders that<br />

is currently supporting projects <strong>of</strong> the Northeast Iowa<br />

Food and Fitness Initiative. The Postville <strong>Community</strong><br />

Garden is a place where kids and adults come together<br />

to grow healthy food and then trade zucchini for<br />

Webster Fine Arts Scholarship Endowment Fund<br />

Inspired by history<br />

Board members <strong>of</strong> the <strong>Foundation</strong> for the Future <strong>of</strong> Delaware<br />

County are going on the road, learning about projects and<br />

visiting communities like Hopkinton. It is home to the former<br />

Lenox College, which operated from 1859 to 1944.<br />

Delaware County Historical Society volunteers are currently<br />

transforming nine buildings on the former campus into a<br />

historical experience for tourists.<br />

Thanks to a grant from FFDC, that vision is becoming a reality.<br />
