The Community Foundation exists to improve the quality of life in the Greater
Dubuque area by serving donors, making grants and providing community
leadership through convening and collaboration.
Working together, through gifts and grants, we truly can have inspiring outcomes
for our families in places like the Washington Neighborhood, Delhi and Postville.
With you, we can make a meaningful impact on our quality of life today and in
the future.
The Community Foundation is the place for inspired giving. We are committed
to understanding the needs of our communities and connecting to the nonprofi ts
that address those needs. It’s where giving is informed and inspired to have the
greatest impact on this beloved place, our community.

Inspiring community engagement
On the Sunday after David Wm. Rusk
died, the Telegraph Herald ran the
following editorial headline:
WANTED: COMMUNITY LEADER
David’s death left a void in the very
heart of Dubuque.
He was a founding member of the
Community Foundation Board of
Directors and was publisher of Julien’s
Journal. He served on over a dozen
boards and, through engagement with
other volunteer leaders, impacted every
facet of community life, including economic
development, religion, health
care, youth, education, arts and culture.
While David Rusk grew up and moved
away from Dubuque in his early adulthood,
he returned in 1989. He inspired
hundreds of citizens to become part of
Vision 2000, an initiative to create a
vision for Dubuque’s bright future.
In the days he was bravely battling
advanced lung cancer, David and his
wife, Jane Ann Rusk, came into the
Community Foundation offi ce. During
their visit with Nancy Van Milligen,
David talked about both his role in
Dubuque’s community engagement
and his hopes for the community after
his death. They made plans for an
endowment.
Saying, “I want something credible to
come of this fund,” David and Jane
established the David Wm. and Jane
Ann Rusk Endowment for Community
Engagement.
The fund will be directed by Jane and
their two sons, Bill and Ben, to inspire
rich conversations and form grand
plans, to seize urgent opportunities
and to forever preserve the legacy of
their beloved husband and father.

of Froelich. He grew up on a farm nearby.

Froelich, located on Highway 18 just
east of Monona, is home to John
Froelich. Froelich. He invented the fi rst gasolinepowered
tractor tractor in 1892 that eventually
led to to the John John Deere tractor. Like many
very small rural Iowa towns, Froelich
all but but disappeared in in the last 50 years.
By the mid-80s, the last store had
closed, and Froelich “was ready for
the wrecking ball,” recalls Denny.
But But a a committed committed group group of volunteers volunteers
decided not to let that that happen. They
formed formed The Froelich Foundation, and
began began to renovate renovate the old general store. store.
Since then, the village has become a
visitor attraction, attraction, featuring the the tractor tractor
replica, a train depot, blacksmith shop,
1866 one-room schoolhouse and a
huge dairy barn that serves as a
community center.
Last year, the Froelich board created an
endowment within the Clayton County
Community Foundation. Denny
explained, “With the endowment, we
can encourage people to leave legacy or
estate gifts, to benefi t Froelich and know
their money will be protected in perpetuity
and that it will grow over time.”
Denny has shared information about
legacy gifts with attorneys, donors,
Froelich Foundation members and
others who are passionate about the
village and preserving farm tractor history.
Thanks to philanthropic leaders
like Denny Eilers who are learning
about endowments and telling others,
John Froelich’s invention will be
celebrated by future generations.
Inspired effort
Dennis Avenarius saw a television news story about Honor Flight
in 2008, and thought to himself, “Now that’s a good idea.”
Dennis’ dad and his wife Dixie’s dad
had both served during WWII. Retired
from the Dubuque County Sheriff’s
Department, Dennis had time on his
hands. In fact, his wife thought he
might just need something to do, so
he began working part-time in the
county Veteran’s Affairs offi ce, assisting
veterans with claim forms.
It was there, in that offi ce, working with
veterans that Dennis became inspired
to organize the fi rst Dubuque Honor
Flight. A year after that news report, he
said to a friend, “Let’s do it,” and he began
fundraising, with $90K as the goal.
There were people who fueled his
inspiration along the way, including his
friend, Tom Gantz, who said, “Talk to
Nancy Van Milligen at the Community
Foundation. She’ll help.”
In very short order, an operating fund,
Honor Flight Dubuque, was established.
The Community Foundation
offi ce accepted, acknowledged and
invested the gifts, and provided tax
receipts to donors.
With the accounting taken care of by
the Community Foundation, Dennis
could make phone calls and knock on
doors. He learned, “There are gifts of
every size. You just need to touch the
right person. I remember one lady. She
gave me $3, but it was all she could
do. Another sent $20 a month, every
month, always asking ‘Have you met
your goal yet?’”
On May 18, 94 veterans made the
fl ight to tour the WWII Memorial
and other sites in our nation’s capital.
The retired cop’s voice still strains when he describes
the scene, “At the memorial, there were complete
strangers, little kids and people of every color and
age who came up to our vets. They just wanted
to say thank you.”
The second Dubuque Honor Flight
is being planned for October 19, and
Avenarius is steering the fundraising with
the help of the Community Foundation.

Dr. Pete and Ginger Sakas fi rst learned
about Endow Iowa, the 25% State Tax
Credit for gifts to Community Foundation
endowments, through Ginger’s
role as the Development Director at
the National Mississippi River Museum
& Aquarium. Ginger said, “It was an
educational process. It took time and
thought, but we studied this concept
of starting our own endowment. We
looked at the steady return and the
simplicity of working through the
Community Foundation. We loved
the beauty of making decisions about
where the fund’s payouts would go
every year, and also knowing this gift
would continue forever.”
Ginger and Pete were both nurtured to be givers,
and their decision this past year to endow a
charitable fund, and then distribute its proceeds,
was inspired a long time ago.
As a little girl sitting in church, Ginger observed her widowed
grandmother. Ginger said, “She was truly the cheerful giver,
who shared a generous percentage of her available income in
the collection plate every week.”
Pete was inspired to be generous by several important people
in his life, including his father and a physician friend.
Pete said, “Knowing your endowment will be giving back
to the community, forever, is its own reward. But the 25%
Endow Iowa tax credit is an incredible incentive as well.
The Community Foundation is really stewards of our
legacy to Dubuque.”
Ginger and Pete will continue to grow their fund and
will also consider leaving a gift through their estate.
Ginger said, “It just feels right to share our blessings.”

The Dubuque Racing Association established an
endowment with the Community Foundation
and, in DRA President and CEO Jesús Avilés’
words, it was set up “to create something that
will outlast all of us.”
Avilés continued, “Every group of leaders enjoys their own
time and space and opportunities. This board of directors
has created something today that will meet the most basic
needs of the community forever. No matter how time
changes Dubuque, the nature of gaming or the Mystique as
we know it today, our endowment will continue to address
the region’s important needs.”
DRA Director of Community Relations, Joey Anderson,
added, “Through our annual grantmaking program, we have
distributed $30.3 million to charities in our community. We
take such pride in supporting basic services in the communities
where our employees and our guests live and work. The
endowment is now in place, and it will grow over time, and
it will simply add to our impact. I think, in the end, it will
enable our communities to not only survive but thrive.”

Inspiring hope
“With our Theisen’s grant for the new
shredder, we have provided an opportunity
for four people with disabilities to gain
skills for employment and earn a paycheck.”

Corporate Giving
With a mission to target their charitable dollars to meet the
most urgent needs of Iowa’s children and families, Theisen’s
Home Farm Auto created a competitive grant program in
partnership with the Community Foundation.
With a strong history of philanthropy in their store
communities, the Theisens were looking for a way to focus
their philanthropy. They wanted to be sure their charitable
dollars were doing the most good.
This past year, more than $100,000 was awarded to 66
programs in 17 store communities. Nonprofi ts which did
not receive grant awards received gift cards for supplies
from Theisen’s Home Farm Auto to encourage their work
in their community.
The Community Foundation is also proud to partner with
Mediacom to administer annual Arts and Culture Grants.

This past year, the Community Foundation
awarded Community Impact grants to projects
addressing Neighborhoods of Need, including:

Inspiring tomorrow’s leaders
The YAPPERS (Youth Area Philanthropists) comprise the
youth board of the Community Foundation of Greater
Dubuque. These 20 enthusiastic high school juniors and
seniors from Dubuque are volunteers, philanthropists,
community leaders and grantmakers.
2010 projects
YIPPERS (Youth Interested in Philanthropy) — for
middle-school-aged youth to help raise awareness of local
hunger and poverty through indirect and direct service
learning activities.
D.I.G. (Do It Green) — youth utilized guerilla marketing
video interviews with Dubuque citizens to fi nd out how
they D.I.G. The project’s goal is is to create awareness awareness and
excitement about “Doing It Green” and and inspire inspire simple
green lifestyle changes that contribute contribute to a more
sustainable community.

Inspiring employment
Project HOPE is a catalyst to help service providers, education/training
providers, employers and job seekers build
bridges to establish rewarding, long-term
employment opportunities. Project HOPE
encourages and facilitates collaboration,
communication and advocacy, and works
to ensure equity in employment and
economic opportunity.
Project HOPE assists people in making positive changes
in their lives. Through trainings and education, people are
becoming better prepared for the workforce, while at the
same time, offerings like the Bridges Out of Poverty program
prepare businesses to understand their employees who
experience poverty.

Programs
Bank On Dubuque
Bank On Dubuque is a program that works with fi nancial
institutions in creating second-chance accounts for the
unbanked and under-banked populations in Dubuque.
National League of Cities Technical Assistance
Dubuque was chosen as one of four cities from the National
League of Cities in Reengaging Disconnected Youth.
Opportunity Passport
Opportunity Passport is a fi nancial literacy program designed
for youth in foster care.
Dare to Be King
A program for African American boys in middle school which
addresses risk factors for adolescent violence.
Getting Ahead in a Just-Getting-By World
Getting Ahead is an 18-week program which encourages
participants to explore the paradigm shift from poverty
to prosperity and the role of people in poverty as problemsolvers,
while encouraging community connections and
celebrating successes. There have been 99 graduates from
this program in Dubuque.
Bridges Out of Poverty
Bridges Out of Poverty is a program for businesses and
middle-class people to learn and understand the rules of
poverty. Over 1,000 people have participated.
Road to Success
Road to Success is an annual event where people can come
and refi ne their job-seeking skills, including résumé assistance,
mock interviews and an interview clothing giveaway.
Disability Mentoring Day

identifi ed and provided awareness of
children’s issues in our community.
With input from citizens, community
leaders, youth and the nonprofi t
community, the Dubuque County
Youth Master Plan was developed a
year later. The Youth Master Plan led
to the formation of task teams in 2010.
Community leaders and individual
citizens on these task teams have
established best practices and are now
creating action plans to identify and
address needs and gaps in Data
Collection & Analysis, Out-of-School
Time and Transportation.

Inspiring impact
The Children’s Trust is a giving circle committed to aligning
community leadership and community philanthropy with
an urgent priority: improving early care and learning for
children birth through eight years of age.
The Children’s Trust leads a community-wide initiative
to improve school readiness and is currently focusing
on strategic planning to increase accessibility, ensure
affordability, enhance training, improve safety and
advocate for educational and early childhood issues.
Statistics show that placing one at-risk youth on the right
path can return $2 million to the community over a lifetime.
By improving childcare options for all families, and particularly
for at-risk children, we are truly creating impact.
The Children’s Trust committees address literacy and learning
readiness, quality childcare, better pay and benefi ts for
providers and the important issue of empowering parents
with both education and opportunities.
“What is quality childcare and education? It’s
for the kids, so they are ready to begin learning
when they reach kindergarten. It’s the right
thing to do. If you need another reason, it’s a
great investment. It has been proven that every
dollar spent now on prevention saves seven to
10 dollars later on treatment.”

Inspired by memory
In the days after her husband,
Dennis, died of cancer, Barbara
Winters thought about all the
ways her family and the community
would remember him.
She considered many different memorials.
After learning about endowments
from an ACCF board member, Barb
created The Allamakee County Endowment
Fund for After-School Programs.
The permanent endowment is invested
to provide support for after-school and
summer programming for children and
youth in Allamakee County, and it will
grow forever. Barb said, “Denny always
had a kid with him. He was teaching
them skills like fi shing, carpentry,
hunting, boating, mechanics and
encouraging kids to ‘help’ him with
whatever he was doing.”
The new endowment will provide the
same type of fun and mentoring that
Denny provided during his life. Barb
Winters added, “We believe this is just
seed money. I want people to know how
it is possible for the common person
to start an endowment or make gifts
to help one like ours grow. This is not
only for the wealthy. Every year people
decide to make gifts to great causes.
What better cause than our children?”

Inspiring culture
The Clayton County Foundation for the Future
is growing its endowment to make grants that
enrich the quality of life in places like McGregor,
Marquette and Postville.
A grant to the McGregor Arts Center provided supplies to
build displays for local pottery, carvings and prints. The
Center is an emerging nonprofi t seeking to fi ll the arts
and cultural gap in the McGregor/Marquette community.
Volunteers have created a beautiful space to gather and
experience the breadth and richness of creative expression
of the artists from within and beyond the region. Through
gallery exhibits and sales; art classes for children and adults;
and performances of music, dance and fi lm, they enrich the
culture for residents and visitors.

NORTHEAST IOWA FUNDERS NETWORK
A CCFF grant to the Northeast Iowa Funders Network
encourages a six-county collaborative of funders that
is currently supporting projects of the Northeast Iowa
Food and Fitness Initiative. The Postville Community
Garden is a place where kids and adults come together
to grow healthy food and then trade zucchini for
Guatemalan squash.

visiting communities like Hopkinton. It is home to the former
Lenox College, which operated from 1859 to 1944.
Delaware County Historical Society volunteers are currently
transforming nine buildings on the former campus into a
historical experience for tourists.
