Summary<br />
Mr. Beck began his career with United Consulting in 1985 in the Environmental<br />
Services <strong>Department</strong>. He gained his environmental knowledge in the field and has<br />
taken his extensive experience from a field engineer, to a project manager, now<br />
serving as <strong>Department</strong> Manager <strong>of</strong> NPDES and Water Resources Services. He<br />
has served as inspector and project manager for NPDES projects over the Atlanta<br />
metropolitan area and all over north <strong>Georgia</strong>.<br />
Mr. Beck’s experience includes project management and field inspection in the<br />
residential, commercial, government, and industrial areas conducting stormwater<br />
inventory surveys, Phase I and Phase II Environmental Assessments, UST<br />
Closures project management, water and groundwater drainage investigations,<br />
moisture and mold inspection and remediation, Indoor Air Quality Investigations<br />
and Testing, concrete and soils testing and placement, moisture-density<br />
relationships <strong>of</strong> soils, Atterburg limits <strong>of</strong> soils, sieve analysis <strong>of</strong> aggregate,<br />
foundation footings, structural steel, post-tensioning <strong>of</strong> concrete, proctor for<br />
certification program <strong>of</strong> shotcrete skills and performance for pre-stressed concrete<br />
storage tank construction, field monitoring <strong>of</strong> single-ply and built up ro<strong>of</strong>ing systems<br />
during construction, and inspection and testing <strong>of</strong> firepro<strong>of</strong>ing materials.<br />
This experience has prepared Mr. Beck to manage projects for United Consulting<br />
over the years from small projects <strong>of</strong> $100,000.00 to large projects <strong>of</strong><br />
$5,000,000.00+ in size.<br />
DOBBINS ARB STORMSEWER INVENTORY – MARIETTA, GEORGIA. Project Manager working with Merrick and Company<br />
completed a comprehensive survey <strong>of</strong> all Stormwater facilities on the 580 acre Dobbins Airfield. This involved first<br />
order GPS as well as traditional survey method to gain all horizontal and vertical control data <strong>of</strong> each structure and<br />
pipe segment. The project included CCTV <strong>of</strong> the entire 8 mile airfield system to include even small 6 inch laterals,<br />
plus ro<strong>of</strong> and hangers downspouts, in an effort to find causes <strong>of</strong> serious ro<strong>of</strong> leaks on their larger hanger facilities.<br />
The time frame for this project was critical because <strong>of</strong> an allotted 30-day time limit to close the field for this work, and<br />
other construction work on the runway to be completed. Another key element in this project was the required<br />
continuous communication with the Airfield and <strong>To</strong>wer staff, security police, and the other four (4) contractors, and<br />
their equipment operation on the site.<br />
VDL ATLANTA – VARIOUS SUBDIVISION SITES – NORTH GEORGIA. As Project Manager, Mr. Beck performed NPDES<br />
erosion control inspections and stormwater monitoring and sampling at various subdivision sites in the metro Atlanta<br />
Area and throughout North <strong>Georgia</strong> that were partially developed for the VDL Atlanta Fund. The VDL Atlanta Fund is<br />
an organization set up to purchase and manage imperiled subdivisions. This project currently includes over 1000 lots<br />
in seventeen different subdivisions over North <strong>Georgia</strong>. Inspections and monitoring were conducted per the <strong>Georgia</strong><br />
NPDES General Construction Permit GAR 100001. Results and recommendations <strong>of</strong> the inspections were<br />
communicated to the owner in order that deficiencies or violations <strong>of</strong> the permit can be rectified to prevent sediments<br />
and other pollutants from entering waterways or the client from being fined or shut down by the local and state<br />
authorities.
