The client indicated that they were unaware <strong>of</strong> environmental liens associated with the Project<br />

Site. Our review <strong>of</strong> the provided title documents did not indicate environmental liens on the<br />

Project Site.<br />

4.3.4.3 Specialized Knowledge <strong>of</strong> the User<br />

The client indicated that they did not have specialized knowledge <strong>of</strong> environmental significance<br />

with respect to the Project Site.<br />

4.3.4.4 Commonly Known/Reasonably Ascertainable Information<br />

The client indicated that they were unaware <strong>of</strong> any commonly known information <strong>of</strong><br />

environmental significance with respect to the Project Site. United Consulting also conducted<br />

interviews with local residents during the area reconnaissance in an attempt to obtain commonly<br />

known information concerning the Project Site. Details <strong>of</strong> the interviews performed are included<br />

in Section 4.3 <strong>of</strong> this report.<br />

4.3.4.5 Reason for Performing the Phase I<br />

This Phase I Environmental Assessment was conducted with the understanding that the client<br />

wishes to obtain tax credits from the <strong>Department</strong> <strong>of</strong> <strong>Community</strong> <strong>Affairs</strong> (DCA), and that this<br />

Phase I Environmental Assessment is one <strong>of</strong> the requirements.<br />

4.3.4.6 Relationship <strong>of</strong> Purchase Price to Fair Market Value<br />

Mr. James Kincaid, representative <strong>of</strong> the current property owner Heritage Village Blackshear<br />

L.P., indicated the property is priced at fair market value.<br />

4.3.4.6.1 Purchase Price<br />

Based on User supplied information, the price <strong>of</strong> the Project Site represents fair market value.<br />

4.3.4.6.2 Differential Between Purchase Price and Market Value<br />

Not Applicable.<br />

4.3.4.6.3 Reasons For Any Differential<br />
