Rulebook <strong>2013</strong> Penn State IFC/Panhellenic Dance Marathon o Does the car have proper documentation including up-to-date inspection, registration, and insurance? o Is the driver alert and comfortable driving? o Have you checked the weather for your destination and along your route v� Vehicle Codes o Driving Without A Valid License: In all states, traffic laws make it unlawful to operate a motor vehicle when: o The vehicle operator has never been issued a driver's license from the state department of motor vehicles, o The vehicle operator currently has his or her driver's license temporarily suspended, or o The vehicle operator has had his or her driver's license permanently revoked. o Failure to Produce Proof of Insurance: In every state, drivers are required to demonstrate the ability to pay up to a certain amount to cover their liability if they are involved in a motor vehicle accident. All states do require some form of proof of financial responsibility. v� Across all states and D.C., penalties for a first-time offense for driving without insurance range from the imposition of a $100 fine, to a one-year driver's license suspension. o Driving Without Valid Vehicle Registration: In every state, traffic laws make it unlawful to operate a motor vehicle when: o The vehicle has never been registered with the state department of motor vehicles (or motor vehicles bureau) in the state where it is primarily used. o The vehicle's once-valid registration has expired (i.e. required fees and filings were not submitted to the state motor vehicle department within the registration period). o Driving With Expired Inspection: The purpose of a safety inspection is to make sure your vehicle has all of the necessary equipment to operate safely on public roadways. Some, but not all, states require a vehicle inspection before your vehicle can be legally registered. v� Items checked during a safety inspection include: o Seat Belts o Brakes o Frame and wheel fasteners o Tires o Lights o Windshield wipers and blades 64

Make sure before traveling that all of the above items and any other necessary items are fully functional. Many states will not permit a car to be fully registered until it passes inspection, so verify that the car has both a valid inspection and registration before departing. v� Seat Belt Laws: ALL STATES REQUIRE THAT SEATBELTS ARE TO BE WORN AT ALL TIMES WHILE A MOTOR VEHICLE IS BEING OPERATED. 65
