Rulebook <strong>2013</strong> Penn State IFC/Panhellenic Dance Marathon ordinance prohibit pedestrians from crossing any roadway in a business district or any designated highways except in a crosswalk. Vehicle Code 17C-10-3 – Crossing at other than crosswalks. Every pedestrian crossing a roadway at any point other than within a marked crosswalk or within an unmarked crosswalk at an intersection shall yield the right-of-way to all vehicles upon the roadway. Between adjacent intersections at which traffic-control signals are in operation, pedestrians shall not cross at any place except in a marked crosswalk. No pedestrian shall cross a roadway intersection diagonally unless authorized by official traffic-control devices; and, when authorized to cross diagonally, pedestrians shall cross only in accordance with the official traffic-control devices pertaining to such crossing movements. Vehicle Code 17C-10-7 – Penalty for pedestrians violating the provisions of this article. Any person violating the provisions of this article is guilty of a misdemeanor and, upon conviction thereof, shall be fined not more than one hundred dollars; upon a second conviction within one year thereafter, shall be fined not more than two hundred dollars; and upon a third or subsequent conviction, shall be fined not more than five hundred dollars. VIRGINIA While canning, individuals must adhere to the VA vehicle codes 46.2-924 and 46.2-926. Vehicle Code 46.2-924 – Drivers to stop for pedestrians. No pedestrian shall enter or cross an intersection in disregard of approaching traffic. Vehicle Code 46.2-926 – Pedestrians stepping into highway where they cannot be seen. No pedestrian shall step into a highway open to moving vehicular traffic at any point between intersections where his presence would be obscured from the vision of drivers of approaching vehicles by a vehicle or other obstruction at the curb or side. 62
Rulebook APPENDIX C – TRAVEL SAFETY AND GUIDELINES <strong>2013</strong> Penn State IFC/Panhellenic Dance Marathon v� While canning safely is of utmost importance, traveling safely to your canning destination and to individual canning locations is of equal importance. The following guidelines are set forth in concordance with Pennsylvania, Delaware, Maryland, New Jersey, New York, Ohio, West Virginia, and Virginia Motor Vehicle codes as well as general traveling safety procedures. v� NOTHING is more important than your safety. If you are tired, ill, or do not feel comfortable driving, do not go. There are other opportunities to raise awareness and funds and stay close to school. v� If a member of your canning trip is unable to leave until later Friday night, wait until Saturday morning to leave when the sun is up and you’ll be better able to travel safely. No number of missed canning hours is worth your wellbeing. v� While traveling, make sure that every member of your trip is seat belted, that nothing is obstructing the driver’s view, and that the driver has minimal distractions. The driver should not participate in texting while driving or any other unsafe driving behavior. Should you encounter inclement weather, do not hesitate to pull over and wait for it to subside. v� If anything were to happen to your group while traveling. Please call 1-800-392-THON (8466), and someone will answer your phone call. This number is available on all canning materials as well, so it should be readily available within your car should you ever need it. v� Additionally, if you ever feel that you’re being forced to fundraise, please contact a member of the Overall Committee or submit an anonymous tip on the canning page on THINK. At no point will your name be used, but mandatory fundraising is completely unacceptable and organizations found participating in such will be met with the appropriate consequences. v� Before traveling to your destination, check the following: o Does the car have the proper number of functioning seat belts? o Is the driver’s license up to date? 63
