C.1 Adoption of the December 20 th , 2011 Minutes

Councillor Klooster moved to accept the Regular Council meeting minutes for December
20 th , 2011 as amended.

D. Delegations / Presentations
D.1 Proposed Changes to Multiplex Fees – Derek Crichton ~ Facility Manager
� D. Crichton walked Council through proposed changes to the fee structure, with
background information:
o New fees for 2011/12
o Reflects reasonable costs in discussion with current and potential user groups
Councillor Sitter moved that Council approve the proposed fee schedule as presented,
AND FURTHER; that the facility Manager be given the flexibility to entice tournaments at
preferred rates reflected within the fee schedule.

D.2 Serena King – Community TIES Daycare Update
� S. King gave an update on the process of the daycare
� Opening day will be Feb. 1/2011
� Almost to capacity for under 1 year olds
� Partnering with Kids Kingdom preschool and offering pre-school to the preschool
aged children enrolled in the daycare.
� Council asked questions re: staffing, hours, programs, etc.
� There will be child care in Penhold from 6:30AM to 6:30 PM daily
� S. King disclosed that she had asked Councillor Jones to sit on the Community TIES
board
Councillor Klooster moved that Councillor Jones be appointed to sit on the Community
TIES Board for 2011 until the next regular Council organizational meeting in October 2011.
Carried
S. King left the Council Chambers at 7:02 pm.
D. Crichton, N. McAteer, and J. Michaluk left the Council Chambers at 7:02 pm.
E. Reports
E.1 Financial
Councillor Dodman moved to accept the general accounts for payment except cheque
20076.
Carried.
Councillor Klooster moved to accept payment for cheque 20076.
Carried with one abstention.**
* *Mayor Cooper identified that that he is the owner of Aviation Publications and abstained
from discussion and voting on payment for cheque #20076
Councillor Klooster moved to accept the November Monthly Bank Reconciliation Statement
as presented.
Carried
Councillor Sitter moved that the Town make payment to Timcon Construction Ltd. for claim
#1 representing the construction of the Penhold Fire Hall.
Carried.
Councillor Klein moved to renew the Town’s membership with Federation of Canadian
Municipalities (FCM) for 2011.

Councillor Dodman moved to accept the CAO’s report as information.

Mayor Cooper motioned to recess for a break at 7:37 pm.
Mayor Cooper called the meeting back to order at 7:48 pm.
Council proceeded to Item E.5 at this point in the meeting.
E. 4 Public Works – Nancy McAteer, Public Works Foreman
Councillor Klein moved to accept the public Works Foreman Report as information.
Carried.
Public Works Foreman presented a Request for Decision on the Child Mind Area within the
Multiplex. This area has been attempted to be leased out at extremely attractive rates but to no
avail. Administration is requesting permission to utilize the room as a meeting space for the
present time.
Councillor Sitter moved to continue the use of the current Child Mind room as a meeting
space for the 2011 calendar year.
And Further; should an interested party come forward for a Child Mind use within this
proposed area consideration will be given to move this room back to the original intended use.
In Favour: Mayor Cooper, Councillors Dodman, Hoffman, Jones, and Sitter
Opposed: Councillors Klein and Klooster

E.5 Multiplex – Derek Crichton
Councillor Sitter moved to accept the Multiplex Facility Manager’s report as information
Carried
Council moved back to Item E.4 at this point in the meeting.
E.6 Fire Department, Jim Pendergast, Fire Chief, Annual Report for 2010
Councillor Hoffman moved to accept the Fire Chief’s Departmental report as information.
Carried
F. New Business
F.1 IT Support
Councillor Jones moved that Council authorize administration to enter into a one year
contract with Graycon Group Ltd. For the purpose of providing IT support for the Town of
Penhold.
In Favour: Mayor Cooper
Opposed: Councillors Jones, Dodman, Hoffman, Klein, Klooster, Sitter
DEFEATED.
Councillor Klooster moved that administration research a Manage Service System for the
Multiplex and report back to Council.

G. Old Business
G.1 Policy #1.5 (Council Meetings) amendment
Councillor Klooster moved to accept Policy #1.5 with two amendments:
Section # 8 be added to protect personal information being publicly identified and
Section # 13 recess breaks within the meeting is to occur no less than 1 hour into the meeting.
Carried.
G.2 Election items: report on Municipal election questions and responses
Councillor Hoffman moved to accept elections report from administration
AND FURTHER: this report be forwarded to the Strategic Planning Session in February for
discussion and direction.
Carried.
Councillor Hoffman left Council Chambers at 8:42 pm.
Councillor Klooster moved to recess for a break at 8:43 pm.
Councillor Hoffman returned to Council Chambers during the break.
Mayor Cooper called the meeting back to order at 8:49 pm.

Councillor Klein moved that Mr. Stewart Ford be invited to a Council Meeting in March to
present and discuss the history and action the Town may be able do, to commemorate and host
the local artefact.
