In response to <strong>the</strong> large levels of interest expressed in RAS, and to reduce failed<br />

investment in RAS in Victoria, <strong>the</strong> Vic-RAS-Net was established. The Vic-RAS-Net<br />

provides a support network for commercial aquaculture proponents, and is seen as an<br />

important focus group for Government and industry. In addition to <strong>the</strong> well-documented<br />

advantages of networks as a whole, <strong>the</strong> Vic-RAS-Net has <strong>the</strong> advantage of increasing<br />

demand for product. There is also potential for integration with o<strong>the</strong>r industries such as<br />

hydroponics, fertiliser production and mainstream agricultural practices.<br />

Since its inception <strong>the</strong> Vic-RAS-Net has been a facilitating mechanism, working within<br />

Victoria but extending also to o<strong>the</strong>r states within Australia and internationally for<br />

information focused on RAS. In January 2000 <strong>the</strong> Vic-RAS-Net consisted of<br />

approximately 200 members. This number had grown from 100 in January 1999, with<br />

several meetings and information days occurring since <strong>the</strong> inaugural meeting in March<br />

1998. These have been well attended by upward of 100 people, consisting mostly of<br />

active RAS users, or individuals or organisations whose involvement is imminent. The<br />

support offered to members of <strong>the</strong> Vic-RAS-Net from o<strong>the</strong>r members is seen as essential,<br />

both in terms of information dissemination and for management in a responsible and<br />

sustainable manner. Vic-RAS-Net support takes various forms, including:<br />

• Direct advice from Vic-RAS-Net members straight to new proponents. This counsel<br />

includes knowledge gained from good and bad practical experiences, and knowledge<br />

gained in communication from o<strong>the</strong>r members.<br />

• The high profile of <strong>the</strong> organisation facilitates a focus point for new and existing<br />

proponents to gain basic and advanced knowledge of all aspects of RAS. The Vic-<br />

RAS-Net is now recognised as an incubator of ideas as well as providing an<br />

expanding knowledge base.<br />

• Both <strong>the</strong> farmer and <strong>the</strong> broader community may obtain realistic economic<br />

information associated with RAS. Product market prices and RAS component prices<br />

and efficiencies are readily available from Vic-RAS-Net members and <strong>the</strong><br />

organisation itself, as it exists as a facilitating organisation.<br />

• Suppliers of components of RAS and turnkey RAS use <strong>the</strong> network as a tool for<br />

gaining valuable feedback on components, systems and system design.<br />

A critical appraisal of two approaches to establishing and running RAS systems in<br />

Australia is presented in Figure 2 and Figure 3. Unfortunately <strong>the</strong>re are still examples of<br />

unsuccessful entries in to <strong>the</strong> RAS sector. The causes of this are many and varied, and<br />

usually involve ignorance by both <strong>the</strong> purchaser and suppliers of services, information,<br />

components or systems. The principal causes include poor advice from inexperienced<br />

consultants, misconceptions of <strong>the</strong> capabilities/requirements of RAS, and undercapitalisation.<br />

The route depicted in Figure 3 is time consuming and unnecessarily<br />

expensive. There have been examples of aquaculture proponents meeting hurdles and<br />

communicating between departments (usually those listed by numbers 3-7, Figure 3) for<br />

several years before establishment of <strong>the</strong> venture. The paths of <strong>the</strong> proponent depicted<br />

under <strong>the</strong> information flow column of Figure 3 are no exaggeration, and on occasion may<br />

be even more convoluted and include more regulatory bodies than those depicted.<br />
