New c<strong>on</strong>tract<strong>in</strong>g<br />

<strong>in</strong>to orbit<br />

VSL is tak<strong>in</strong>g a key role <strong>in</strong> Australia’s largest urban<br />

<strong>in</strong>frastructure project under c<strong>on</strong>structi<strong>on</strong>, the<br />

Western Sydney Orbital toll-road or Westl<strong>in</strong>k M7<br />

motorway. VSL and its client are experienc<strong>in</strong>g a new<br />

way of c<strong>on</strong>tract<strong>in</strong>g.<br />

The Western Sydney Orbital toll-road<br />

or Westl<strong>in</strong>k M7 motorway will divert<br />

Australia’s heavy eastern seaboard<br />

highway traffic west around Sydney.<br />

The AUD 1.5-billi<strong>on</strong> project <strong>in</strong>volves<br />

the design, c<strong>on</strong>structi<strong>on</strong>, operati<strong>on</strong><br />

and eventual transfer of 40km of<br />

“seamless” electr<strong>on</strong>ic tollway,<br />

<strong>in</strong>clud<strong>in</strong>g 7.6km of elevated<br />

structures with 146 bridges and over<br />

25,000m 2 of reta<strong>in</strong>ed earth walls.<br />

In additi<strong>on</strong> to VSL’s award of subc<strong>on</strong>tracts<br />

for the design, supply and<br />

supervisi<strong>on</strong> of reta<strong>in</strong>ed earth walls,<br />

supply of equipment and pers<strong>on</strong>nel for<br />

post-tensi<strong>on</strong><strong>in</strong>g operati<strong>on</strong>s, VSL has<br />

formed a “sub-alliance” partnership<br />

for the design, supply and operati<strong>on</strong><br />

of the specialist plant for plac<strong>in</strong>g the<br />

pre-cast elevated secti<strong>on</strong>s.<br />

Enhanced decisi<strong>on</strong><br />

processes<br />

This “alliance partner<strong>in</strong>g” assists <strong>in</strong><br />

obta<strong>in</strong><strong>in</strong>g a “best for project” result:<br />

A typical applicati<strong>on</strong> of VSL’s will to develop<br />

alternative c<strong>on</strong>tractual relati<strong>on</strong>ships.<br />

erecti<strong>on</strong> knowledge and experience.<br />

In exchange, the alliance enables<br />

VSL to be active <strong>in</strong> the decisi<strong>on</strong><br />

mak<strong>in</strong>g processes that <strong>in</strong>fluence its<br />

own work scope. In its “sub-alliance”<br />

arrangement with the c<strong>on</strong>tract<strong>in</strong>g<br />

c<strong>on</strong>sortium of Abigroup & Leight<strong>on</strong><br />

C<strong>on</strong>tractors Jo<strong>in</strong>t Venture, VSL<br />

provides the skilled eng<strong>in</strong>eer<strong>in</strong>g,<br />

equipment, materials and key<br />

supervisi<strong>on</strong>ary roles <strong>on</strong> a sec<strong>on</strong>dment<br />

like basis with a management fee.<br />

Design work for VSL started <strong>in</strong> mid<br />

2003. The project is expected to be<br />

completed <strong>in</strong> September 2005 and<br />

open for traffic by the end of 2006.<br />

VSL’s scope of works <strong>in</strong>cludes:<br />

• the provisi<strong>on</strong> of skilled pers<strong>on</strong>nel for<br />

c<strong>on</strong>structi<strong>on</strong> design, management<br />

and supervisi<strong>on</strong> of superstructure<br />

erecti<strong>on</strong> and stress<strong>in</strong>g operati<strong>on</strong>s<br />

for 32 segmental bridges <strong>in</strong>volv<strong>in</strong>g<br />

6 bridges /82 spans by underslung<br />

gantry, 16 bridges /69 spans by<br />

falsework systems and 12 bridges<br />

/76 spans by balanced cantilevers.<br />

•the supply of stress<strong>in</strong>g equipment,<br />

comp<strong>on</strong>ents and pers<strong>on</strong>nel for<br />

2,300t of <strong>in</strong>ternal & external PT <strong>in</strong><br />

both situ works and for transfer<br />

stress<strong>in</strong>g <strong>in</strong> the pre-cast yard.<br />

• materials, plant and pers<strong>on</strong>nel for<br />

the grout<strong>in</strong>g of 2,300t of PT.<br />

• the design and supply of 20,000m 2<br />

of 5 degrees <strong>in</strong>cl<strong>in</strong>ed, textured<br />

panels, un-re<strong>in</strong>forced reta<strong>in</strong>ed<br />

earth walls & comp<strong>on</strong>ents.<br />

either <strong>on</strong> to temporary falsework<br />

deck<strong>in</strong>g, or <strong>on</strong> to underslung selflaunch<strong>in</strong>g<br />

gantries, and <strong>on</strong> balanced<br />

cantilever c<strong>on</strong>structi<strong>on</strong>. Grout<strong>in</strong>g<br />

utilises the VSL optimised grout<strong>in</strong>g<br />

procedures for both systems.<br />

20,000m 2 of VSoL ®<br />

VSL’s orig<strong>in</strong>al 5,000m 2 c<strong>on</strong>tract<br />

quickly expanded to up to 20,000m 2<br />

of the 25,000m 2 of reta<strong>in</strong>ed earth<br />

walls <strong>on</strong> the project. VSL designed,<br />

supervised erecti<strong>on</strong> and supplied<br />

the architecturally f<strong>in</strong>ished panels<br />

with galvanised re<strong>in</strong>forc<strong>in</strong>g mesh<br />

and comp<strong>on</strong>ents. The walls cater<br />

for a comb<strong>in</strong>ati<strong>on</strong> of c<strong>on</strong>diti<strong>on</strong>s<br />

<strong>in</strong>clud<strong>in</strong>g crash barriers with<br />

various heights, re<strong>in</strong>forc<strong>in</strong>g lengths<br />

all with a 5 degree <strong>in</strong>cl<strong>in</strong>ati<strong>on</strong>.<br />

This c<strong>on</strong>tract is a typical applicati<strong>on</strong><br />

of VSL’s will to develop alternative<br />

c<strong>on</strong>tractual relati<strong>on</strong>ships. Such new<br />

c<strong>on</strong>tracts can be alliances, lump<br />

sum, cost plus, <strong>in</strong>ternal jo<strong>in</strong>t venture<br />

with ma<strong>in</strong> c<strong>on</strong>tractor for specialist<br />

work with partner<strong>in</strong>g approach,<br />

bipartite or tripartite agreements…<br />

The overal trend is to move avay<br />

from traditi<strong>on</strong>al subc<strong>on</strong>tract. In all<br />

cases, such approaches can <strong>on</strong>ly<br />

work if designed for the benefit or<br />

both the Client and VSL. ■
