in 1976, Barking College lecturer
The talking newspaper is recorded
from extracts read by teams of volunteer
readers during two-hour sessions.
Volunteers then copy the master
cassette onto others and post them
out to residents using special talking
newspaper wallets – Velcro-sealed for
easy opening and with easily interchangeable
labels for returning the
cassettes after use.
The postage is free for people who
are registered blind.
a recording session held on a
recent Tuesday afternoon was typical.
iris, who has been volunteering with
talking newspaper for 22 years, set up
the studio as the readers sat around
three of the four microphones there.
iris then put on her headphones to
monitor the recording’s sound quality
as her fellow volunteers took it in
turns to read items of local interest – in
this case from thenews.
The stories covered everything
from the confiscation of sound systems
HUnDreDS of people will be
putting their best foot forward as they
tackle Barking and Dagenham’s fivemile
run next month.
The annual event, organised by
the borough council, takes place
in eastbrookend Country Park,
Dagenham, on Sunday 5 June.
The five-mile run starts at 10.30am
and is open to people aged 16 and up.
Children and adults can also take
part in a 3km fun run which starts at
11.45am.
LOOk whO’s TaLking nOw: Talking Newspaper volunteers Iris Jameson, left, Kathleen Ruane, centre,
and Pat Costin, right. The service has been operating in the borough for 35 years.
from a noisy neighbour to the Mayor
of Barking and Dagenham’s fundraising
projects for Help for Heroes.
Two of the readers, Pat Costin and
kathleen ruane, have been volunteers
for several years. Like others, they give
their time freely because they feel the
service is valued by local people. The
many notes of appreciation returned
with the cassettes confirm that.
as iris explains, though, it is
now time to think about whether
the system can be modernised using
computers.
The volunteers are considering
the use of USB sticks that, like the
cassettes, could be mailed out and
returned for new recordings.
Ideas
The idea will likely be discussed
ahead of the next Barking and
Dagenham Talking newspaper agM
in the autumn. Other ideas from members
of the public are welcome.
in the meantime, local residents
can talk to the volunteers when the
talking newspaper runs its usual stand
at the Dagenham Town Show on
Saturday 16 July and Sunday 17 July.
Young musicians’
chance to star in
twlight concert
YOUng musicians will have a chance to shine at a
classical concert under the stars.
Students from the borough’s Community Music
Service have been picked to play at this month’s
Twilight Classical Concert in Barking.
every year, the free musical event features the
aminta Concert Orchestra performing popular
pieces, with the abbey ruins and St Margaret’s
Church as the backdrop.
Promising
But the 2011 concert this Saturday, 28 May, is set to
be even more special, with some of the borough’s
most promising musical talent playing alongside the
aminta professionals.
Flautists elias Tomarkin, 14, and eujanie
Wilson, 18, will be joining the 50-strong orchestra
for the concert, as will 18-year-olds Bobbie ann
Morgan, on oboe, and Laura Crawford on violin.
Trombonist Jamie Pimenta, also 18 – who also
plays the drums in local award-winning band empty
Headz – will be playing a solo during the concert.
Car parks next to council buildings are changing to
pay-and-display.
These car parks are free for staff to use at present,
and some also offer free parking for the public.
From late summer, though, all cars and other
vehicles will need a pay-and-display ticket or paidfor
staff permit to use them between 8am and 5pm
during the week.
The following car parks will be affected:
all the young musicians are now practising hard
in the build-up to the big event, which is expected to
attract hundreds of people.
Julie Spencer, head of the Community Music
Service, said: “The students are nervous but also
excited about playing in such a high profile event.
“The fifth local musician, Jamie Pimenta, will
get invaluable experience from his solo with the
aminta Orchestra as he works towards his goal of
joining the music profession.”
The concert starts at 7.45pm – gates open at
6pm – and there will be a spectacular firework finale
sponsored by Charfleets.
piVOTaL: Action from the big match between Barking Rugby Club and London
Scottish – which, Jason Beazley writes, did not appear in our previous issue
Enforce existing
parking rules –
don’t start CPZs
THe council says its sole
intention with introducing more
CPZs (controlled parking zones)
is to help with parking congestion
(“CPZs not all they’ve cracked up
to be”, Letters, 14 May).
So why doesn’t it use the
powers it already has – enforcing
rules in areas of concern with
extra parking attendants on patrol
or by installing cameras?
CPZs are a way of making
the council money by means of
asking residents to buy permits
and visitors’ scratch-cards to park
in the road they live. The sole aim
is to increase the revenue from
parking charge notice income!
at a time when most residents
are feeling the pinch from the
worst economic crisis this country
has faced for years, it is a disgrace
that council officers should
be wasting their time on the idea
of another burden on residents.
This council has seen the
income from such schemes in
other London boroughs and is
looking to cash in.
By the way, council officers
and elected councillors in other
boroughs receive free permits
– no doubt the same applies in
Barking and Dagenham.
John Penton
Dagenham
the CoUnCIL SAYS: CPZs will
be introduced only in the areas
where the majority of residents
want them. If an area tells us they
don’t want a CPZ, it won’t be
introduced.
the zones are designed to
enable residents and their visitors
to park near their homes, not to
raise revenue for the council.
Councillors and council
officers do not receive free residential
permits in Barking and
Dagenham. As part of our parking
strategy, council staff will
also soon have to buy a permit to
park outside council buildings.
Is CCTV properly
used in issuing
parking fines?
i aM writing about CCTV in
Barking and Dagenham.
CCTV cameras are installed
QuesTiOn: Over CCTV use
parking COnVersaTiOn:
The council’s comment on
CPZs in our previous issue
in most boroughs across the Uk
for crime prevention and the like.
However, Barking and Dagenham
is using them for issuing parking
penalty notices.
Twice now i have been done,
on the first occasion outside
Lloyds TSB in Oxlow Lane,
Dagenham. a little camera
mounted by the mini-roundabout
there is permanently pointed at
the spot between the Total petrol
garage and the bank.
On this occasion, a traffic
warden allowed me five minutes’
parking time, but a £50 fixed penalty
was issued by CCTV.
The second time was on
Dagenham Heathway at 2.51am –
yes, in the morning.
i stopped at the bus stop, with
no buses running at that time of
night, so i wouldn’t cause an
obstruction to other motorists
coming over the Heathway.
another £50 parking charge
notice (PCn) by CCTV! i was
told to pay it before the due date
and then contest it, which i did, to
date with no acknowledgement.
Feels like i’m getting mugged by
the borough.
The fact a warden allowed me
five minutes on the first occasion
meant i contested that PCn, too,
but no joy there, even though i
only stopped for one minute 40
seconds. and in the second, i
wouldn’t have stopped if public
transport were running at that
time of night, yet the PCn was
issued instantly.
is a parking charge notice
issued by CCTV legal? i will be
writing to the local MP to ask.
Perhaps Barking and
Dagenham Council should put up
signs, or rather change the ones
that are already installed reading:
“area monitored by CCTV,” to
add: “PCn will be issued by these
cameras”.
nAMe AnD ADDReSS
SUPPLIeD
the CoUnCIL SAYS: By agreement,
the borough’s Parking
Services team can use a number
of council CCtV cameras for
parking enforcement. there is a
legal requirement for signs to be
displayed explaining this.
Such signs are up and visible
to traffic in both directions wherever
in Barking and Dagenham
static cameras are used for parking
and traffic enforcement. that
includes the locations in oxlow
Lane and heathway.
the main purpose of the borough’s
CCtV system, though, is
preventing and solving crime.
this is always the priority, so if
a crime happened in front of a
camera that was being used for
parking enforcement, monitoring
of parking violations would stop
to focus on the crime.
No mention of
the weekend’s
big games
aS much as i love reading
thenews to keep up to date on
what is happening in the borough,
i was extremely disappointed
in reading the sports pages of
thenews dated 14 May.
They talked about Dagenham
& redbridge FC and Barking
rugby Club as if all was to play
for, although the fixtures mentions
occurred the weekend prior
to the paper’s distribution.
i appreciate thenews is a fortnightly
publication, but maybe it
would be better to not mention
‘pre events’ that are now ‘post
events’.
apart from this, keep up the
good work.
JASon BeAZLeY
Dagenham
the eDItoR WRIteS: thenews
went to print on Friday 6 May so
both clubs’ fixtures on Saturday 7
May could not be covered.
After the local sides both won
matches the previous weekend, it
would have been wrong not to tell
readers that at the time of going to
press, both teams still had games
left and nothing was decided.
the sports pages highlighted
the position both clubs were in at
that stage and referred to further
coverage in the next issue.
thank you for your positive
comments elsewhere in your letter
and thenews will indeed keep up
the good work!
What about
our community
hospital?
iT’S all very well for Barking
and Dagenham Council to chase
the nHS regarding the site at
Dagenham east (“Call on health
bosses to tell us their plans”,
thenews, 14 May).
But what is happening at the
Upney Lane site? Brand new
buildings are sitting unused and
empty.
The sign that did read
“Barking Community Hospital
opening summer 2010” has now
been removed.
Estate gets spruced up
a HeaP of bed bases and doors were just
part of a haul collected during a recent
operation by council workers.
The team were helping to clear rubbish
during a Day of action on the gascoigne
estate in Barking.
Lorries took away piles of junk including
two mattresses, a wardrobe, four wooden
doors, eight bed bases, a toilet bowl, three
carpets, piles of wood and a wooden cabinet.
When there’s evidence of who dumped
rubbish illegally, the council always looks to
prosecute.
Cllr gerald Vincent, Barking and
Dagenham cabinet member for environment,
said: “This is a large area, so it was a
big job to spot every bit of rubbish.
“after a day of hard work, there was a
noticeable improvement in the appearance
of the area.”
SCHOOLS AND YOUNG PEOPLE
Outstanding result for
Furze Children’s Centre
FUrZE Children’s Centre has
been judged “outstanding” by
Ofsted – the third centre in the
borough to get the education
watchdog’s top mark this year.
inspectors from Ofsted visited
Furze, in Farrance road,
Chadwell Heath, last month.
in particular, they praised the
centre for its “warm and
reassuring welcome to all”,
explaining: “Visitors [are]
frequently first met and
welcomed by volunteer parents.”
Furze has been open for 30
months and is already proving
popular with local mums and
dads.
The inspectors wrote:
“Parents and carers are deeply
supportive of the children’s
centre. They are involved in
evaluations, have a parent forum
and are well represented among
the governors.”
Many mums and dads have
Many parents told inspectors
they had become involved in
volunteering or adult learning
programmes after going to
Furze.
The opportunities they took
up have seen some gain
qualifications and get jobs.
Cllr rocky gill, Barking and
Dagenham cabinet member for
education and children, said:
“i’m delighted for the staff and
parents at Furze.
“This is a fantastic
achievement and we’ll continue
to strive to achieve the highest
ranking from Ofsted for all of our
centres.”
Barking abbey School staff and
students are jumping for joy after
becoming the first school in the Uk
to be named a regional institute of
Basketball.
The school was presented with a
plaque from British Basketball at the
official launch in Sandringham road,
Barking.
The school has been developing its
basketball academy over the past six
years.
in that time more than 50 students
have gone on to play at international
level.
The show is being held at Brick
Lane’s Old Truman Brewery under
the banner of Free range – a project
designed to support new graduate artists
and designers as they launch their
future careers.
it’s been a much-awaited opportunity
for 22-year-old Lisa, who has
studied fashion for the last six years.
Her final collection of womenswear
is based on the theme ‘all Work, no
Play’, and is made from a variety of
materials including sheepskin, leather,
in 2010, a quarter of basketball
students played for england under 16s
and 18s and great Britain under 20s.
Mark Clark, director of the basketball
academy at the school, said:
“Becoming the Uk’s first regional
institute of Basketball recognises
the effort and commitment that the
staff and school has put in over the
years.
“This will give us the opportunity
to increase the programme we provide
and create further opportunities for
students at the academy.
“We are hoping that a number of
and re-shaped them to created create
new, exciting silhouettes that generate
a feeling of fun and freedom — anything
but the restrictive uniforms that
i started out with.”
With work experience at leatherwear
designer Bella entes under her
belt, Lisa said: “i would like to work
for an established womenswear or
leatherwear company as a designer or
pattern cutter, before starting my own
internet based fashion company.
“i am very nervous about the
show. i have been studying fashion
for six years, the last three which have
been for my degree.
“i can’t quite believe that i’m
almost done.”
Lisa will be showcasing her talents
alongside four other fashion degree
graduates from Havering College of
Further and Higher education.
our students will be playing at the
2016 Olympics for great Britain.”
Competition for places at the academy
is fierce, with around 30 sixthform
students picked each year from
more than 200 applications.
Students combine academic study
with basketball training and come
from all over essex and beyond.
The next generation of basketball
stars will be supported by
British Basketball with coaching and
resources to promote Barking abbey
Susan: How long have you been
and Dagenham police?
Ellen: Since 2009 – before then, i’d
worked in the banking industry since
i left school.
Susan: What different areas of the
Met have you worked in during your
career so far?
Ellen: i first worked on one of the borough’s
response teams, moving to the
SnT at the beginning of last year.
Susan: Do you enjoy your role now?
What does it involve?
Ellen: a lot of my working day is
spent patrolling the ward, and chatting
with people, young or old!
i’ve also been going into primary
schools on the ward and answering
questions about my job from the
children – the most popular question
being, “Can i see your gun?”
a plus side of working on an SnT.
Unfortunately, the paperwork is still
haven’t yet been able to make a decision
on the direction i’d like my career
to go.
But due to my banking background,
i’d be interested in investigating
you weren’t in the police?
Ellen: i’d like to think that i’d be
living the life of a celebrity, having
won the X Factor – or probably i
would just still be sitting behind a
HERITAGE AND NOSTALGIA
28 May 2011
The dream of Wembley
Long before Dagenham & Redbridge FC reached the Football League, our
local team was gracing the national stadium, as the thenews finds out
FOrTY years ago, a London football
team played its second Wembley final
in 12 months.
if it had been West Ham United
or Tottenham Hotspur, it would have
been a big enough achievement –
but almost miraculously, it was the
amateurs of Dagenham.
Barely 20 years earlier, Dagenham
did not even have a team to support.
The old Dagenham Town club folded
before the Second World War, and
Dagenham FC formed in 1949.
Competitions
Originally based in Old Dagenham
Park, the club played in various
regional competitions before joining
the athenian League in 1963.
By then the side had also moved
to an enclosed ground at Victoria
road – the same venue Dagenham &
redbridge uses today.
as the club ‘came of age’ in 1970,
manager Ted Hardy had a fine squad,
including a certain ex-Orient and
Barking defender called John Still.
That autumn, the team set out on
the Wembley trail in the Fa amateur
Cup.
The Big daY: The programme
from the big match against
Skelmersdale United in 1971
Those were The days
Books opened up a new world for me
EVErY time i read a piece in thenews
about Valence House, i’m taken back to
another world, because that building
and park once played such a big part in
my life.
in Valence Park, i spent hours
swimming in the open-air pool or, with
the ‘Mild Bunch’, played kick-about
football matches with kids like Terry
Venables.
Fish
We would fish – unsuccessfully – with
bent pins in the lake behind Valence
House or scrump apples from the few
trees that remained from its days as a
big manor.
Best of all, we could explore whole
new worlds through the eyes and ears
of great writers, filling our minds with
the romance and drama they conjured
up with personal experiences or their
imaginations.
The Daggers entered at the first
round stage, winning four games
without conceding a goal to get to the
semi-final.
The side brushed aside Leyton
5-0 at home, followed by single
goal wins at Bishops Stortford and
Leytonstone.
The last eight brought Whitley Bay
to Victoria road, where striker Tony
Bass settled things in front of more
than 3,000 people.
The Football association’s policy
was to stage the semi-finals on neutral
turf, usually a Football League ground
near one or both teams.
When the Daggers drew Slough
Town, Charlton athletic’s Valley was
chosen to host the game. The decision
to play a game that had an attendance
of 5,442 at a 66,000-capacity stadium
seems bizarre, but the players overcame
the lack of atmosphere to share
six goals.
in the replay, at Fulham, Dagenham
won 2-1 with goals by Peter Leakey
and Derek Baker.
For Ted Hardy’s men, a pressure
semi-final was nothing new. They
had been in the same situation a year
earlier.
That time, they took on St albans
at Millwall, drawing 1-1 – John Still
scored, just as he did 12 months later
against Slough. Daggers then won the
replay 1-0 at Luton.
Memorable
But arguably the most memorable
games of the cup run were in the
second round.
a mouth-watering home derby
against Barking ended 1-1 with 2,000
watching.
Back at Barking’s old Vicarage
Field ground, 2,500 turned up as the
Daggers won 3-1 with two goals from
Bass and another from Leakey.
Sadly for Dagenham, neither of
their finals went to plan.
in 1970, against an enfield team
who had won the cup three years earlier,
Daggers couldn’t cope with their
opponents’ greater experience of the
big occasion.
Through the books filling the shelves
of the Valence House library, we could
fill the gaps that Hollywood left open –
or just ignored in Tinseltown’s own
interpretations of the great literary
works.
i was able to trudge across the
southern ice with Scott, explore the nile
and elsewhere in africa with Livingstone
and Stanley, and even fly into battle with
Biggles.
With Jack London, i could travel in
optimism to the gold fields of the
klondike, sail round the world with
Drake and stand defiant on a
quarterdeck with nelson.
Adventures
We’d had our own adventures during
the war, but by then they were all behind
us and it was time to rejoin the world
through books, for there was no
television.
in BLaCk and whiTe: The Daggers team photo, with John Still on the back row, third from left
The news of the World Football
annual said enfield went out “to
contain the shock tactics of Dagenham
and then swing into attacking formation
when the gaps appeared in their
opponents’ defence”.
it worked – Dagenham crashed
to a 5-1 defeat, george Brooks’ goal
coming too late to influence the
outcome.
Ted Hardy promised the club
would be back the next year, and was
as good as his word.
For the 1971 final, things were
looking up. Dagenham won the
athenian League, and had Bass – who
missed the enfield game after breaking
his leg in the semi final – back in
the side.
But they had to beat one of
the best amateur clubs of the era,
Skelmersdale United, who were
playing their last game before turning
semi-professional.
Skelmersdale had already hit the
national headlines when Liverpool
manager Bill Shankly signed their
promising young winger Steve
Heighway, who went on to be part of
the all-conquering anfield team of the
1970s.
Score
in the event, Bass did score for
Dagenham, but the day belonged to
Skem’s centre forward Ted Dickin,
who followed Stan Mortensen and
geoff Hurst with a hat-trick on the
hallowed turf. it finished 4-1 – there
was no third time lucky in 1972.
Ultimately there was a happy
ending for both John Still and the
Daggers. John finally got his winner’s
medal with Bishops Stortford in 1974,
We could stretch out on the floor in
front of the fire, sometimes with a slice
of bread and jam, losing ourselves in
the imaginations of great authors.
Every week, i would come back
from Valence Library with three books in
hand.
Inquisitive
Dennis Wheatley, Dickens, Dumas,
Leslie Charteris – who wrote The Saint
– and perhaps a biography or two, to
educate and entertain my young and
inquisitive mind.
i never dreamed that one day i’d be a
novelist and biographer myself.
Occasionally, i would meet another
young library-lover, though one with
different interests. We would head home
together, for he lived just round the
corner from me.
His name was Dudley Moore.
Oh yes, those were the days.
and six years later Dagenham returned
to Wembley, beating Mossley 2-1 to
win the Fa Challenge Trophy.
Ted Hardy’s collection of footballing
post office workers, building contractors,
scaffolders and draughtsmen
are still fondly recalled by fans old
enough to remember them firsthand,
while their history is part of the spirit
that continues to inspire Dagenham
& redbridge players and supporters
alike.
The Fa amateur Cup may be no
more, but the opportunity for today’s
Daggers to perform at the national stadium
is still very much alive.
West & Coe Funeral Directors have been serving the borough for more than 100 years, but
their services and care go a lot further than just arranging funerals, as TESSA YOUENS reports
Seeing the light at
the end of the tunnel
“WHen i lost my husband i was all
over the place. i didn’t know what
to do. For so many years i had been
dependent on allan, and all of a
sudden he was gone.”
Like many people when they lose
a loved one, Pat Featherstone from
Dagenham struggled to come to terms
with the death of her husband in april
2009.
For several months she put on a
brave face as she tried to hide the grief
she was feeling.
But things changed for Pat, 78,
after hearing about West & Coe’s
support group HOPe – Helping
Overcome People’s emotions in grief
– designed to support bereaved people
and show there is hope for the future.
Reluctant
Pat said: “i wasn’t coping very well at
all. But then i heard about the Hope
programme. i told my daughter about
it and she urged me to go along. i was
reluctant at first, but looking back i’m
so glad i did.”
Hope was founded in 2005 by
West & Coe, and is run by the rev
Steve Poole and anne Brooks, who
designed the free six-week course to
help explain the way grief changes
over time.
Different from a counselling session,
together the group explores the
grieving process. Members can work
through the many emotions they experience
and talk about how to cope with
adjustments to life in the future.
Steve said: “it’s an educational
programme and we go through the
different phases of the grief journey.
“We felt that if bereaved people
knew what to expect, then it would
help them to cope better. it helps them
prepare for what’s to come.
“grief is a natural experience and
the price we pay for loving someone.”
anne added: “everyone listens to
each other’s experiences. We encourage
people not to come with friends
or relatives, so that they can be totally
open and honest about their feelings.
“The very first session can be very
daunting. But as they work through
the programme, you do see a difference
in their faces. They’re a lot
brighter in the eyes.”
The Hope programme, based
in rainham road South, supports
bereaved people living in Barking and
Dagenham and the surrounding area.
To reach more people, Steve and
anne have introduced the programme
to St Francis Hospice, age Uk and
churches across the borough.
The pair hold a drop-in session at
Old Dagenham Methodist Church on
Thursday.
Pat goes along every week.
She said: “Hope helps you see the
light at the end of the tunnel and you
come home thinking that you’re not
alone.
“My allan did everything for me
and i miss him. i still call his mobile
every night to wish him good morning
and to say goodnight.
“You have good days and you have
bad days. i have made lots of friends
through Hope and we meet every
week.
‘
a black cloud hanging over them and
they’ve lost the usual twinkle in their
eye. But we’re all there to support one
another.”
Steve and anne always have an
open door to those who have been on
the programme. anne said: “We’re
very privileged and proud to be doing
what we’re doing. We’re just so thankful
to West & Coe for enabling us to
help people in need of support.”
HELPING THE BEREAVED

12
BUSINESS
a Large helping of skill, a cup of
courage and a pinch of passion are the
recipe for success, according to local
businessman randy Hiles.
People might recognise him as the
smiling face behind Barking catering
company randy’s Delight.
But things haven’t always been so
happy for randy, 41.
He has faced many hurdles
throughout his life.
a few years ago the Barking man
had to give up his job as a professional
chef after doctors told him he had a
serious heart condition.
Frustrating
randy said: “it was tough. i felt very
down and it was a very frustrating
time in my life.”
Determined to turn things around,
randy decided to set up his own
catering company. and with the help
of Barking and Dagenham Small
Business Centre (BDSBC), he made
his idea a reality.
randy started out baking cakes
before getting a catering contract with
The Broadway theatre in Barking.
now the chef is cooking up a
storm with a varied seasonal menu of
healthy Caribbean-inspired dishes.
His tasty creations, such as lamb
stew and dumplings and lamb curry
and rice, are made with fresh, locally
sourced ingredients.
in the past few months, randy
has also won contracts with several
children’s centres and nurseries in the
area, preparing breakfasts and lunches
for around 200 youngsters.
randy’s working day starts at
5.30am and he’s always the last one to
leave the kitchen, too.
But the day is made a little easier
thanks to the help of four employees.
randy said: “it’s been taxing.
There were times when i thought
about chucking the towel in.
“But i seriously love food. i’m
working long, hard days, but i get a
kick out of it.
“When some people leave, they
tap on the kitchen door and say, ‘Oh,
that was good.’ That makes all the
hard work worthwhile.
“i’d like to find a bigger kitchen,
though, as i am quickly outgrowing
mine.”
randy’s next big project will be
to cater for around 250 guests at the
Barking and Dagenham Business
awards in July.
He also hopes to expand his
business by selling jars of his branded
spicy tomato, jerk and barbecue
sauces.
But his biggest ambition is to
secure some Olympic catering
contracts.
BDSBC enterprise manager Mark
kass said: “When randy came to us
for help, we could see he was special.
He has so much passion and
determination.
“He’s been shortlisted for some
Barking and Dagenham has
received almost £350,000 to spend on
local cycling improvements.
The Biking Borough grant from
Transport for London will, over the
next three years, go towards better
cycle routes, making bike-riding safer
and encouraging more residents to
saddle up.
improvement work will go on
across Barking and Dagenham, but the
borough council is focusing on three
key areas – Dagenham Heathway,
Barking town centre and Chadwell
Heath.
One of the early projects in the
scheme is transforming Barking town
centre into a ‘cycle hub’, with better
accessibility and secure parking for
bikes.
There’ll be encouragement for
local businesses and their staff to use
cycling as a form of healthy, ecofriendly
travel, with the help of cycle
training and safety events in the area.
Principal transport officer nick
Davies said: “The £343,000 funding
will help us to show local people
that cycling is a viable, cost-effective,
healthy and fun form of transport.
“We hope to create cycle hubs in
Borough to host
BMX race series
DagenHaM is firmly on the BMX
bike map with hundreds of riders
coming to the borough for national
racing competitions.
For the first time in its history,
local club BadBMX was picked to
host the British Cycling national
BMX racing Series, which was due
to take place on Saturday 21 May and
Sunday 22 May.
areas with a high density of potential
cyclists.
“We also hope to break down the
barriers to cycling for people living
in blocks of flats and other residential
areas by providing a safe and secure
place for them to park their bicycles.
“That way, people may choose to
cycle to the local shop rather than take
the car.”
There are also hopes of cycling’s
profile getting a boost from a series of
events including the Mayor of London
Sky ride.
Barking and Dagenham
Council is staging a Cycle to
Work event in Barking Town
Square this Thursday.
The roadshow runs from 12
noon until 6pm on 26 May, with
the aim of promoting the
borough’s cycle to work
More than 600 riders, along with
friends and family, were expected to
turn out for rounds three and four of
the competition, at the club’s track in
Old Dagenham Park.
Competition
Sharon Oaten, who chairs BadBMX,
said: “it’s taken a lot of hard work to
get the competition to Dagenham.
Thousands of cyclists of all ages
and cycling abilities are expected to
take part in the Sky ride, on Sunday
21 august.
Parts of the borough will be closed
off to motorists, allowing cyclists to
pedal along without the worry of other
traffic.
Cllr Mick McCarthy, borough cabinet
member for regeneration, said:
“We’re very pleased to have received
BOROUGH GOES MAD ABOUT BIKES

16
THere is a very obvious way to
protect yourself against cancer and
that is to live a healthier lifestyle –
give up smoking, drink alcohol only
in moderation, maintain a healthy
weight, wear sunscreen and get some
exercise every day.
Smoking is the biggest single
cause of cancer deaths and causes one
in four Uk deaths from cancer.
This is real problem in Barking
and Dagenham where an estimated
third of the population smokes.
But what about other ways to protect
yourself?
Well, another obvious way is to
take part in the national cancer screening
programmes.
These aim to find any signs
or symptoms of three of the most
common cancers early enough so that
any treatment will be more likely to
clear the disease completely.
There are three cancer screening
programmes run nationally in the
Uk. These are for breast, cervical and
bowel cancer.
See the table below for details
of Uk national cancer screening
programmes.
What do the tests
consist of?
There is a different test for each type
of cancer, but please remember that
each test is only to see if you might
have cancer.
if a test is positive you will need
more tests. Sometimes this will
just involve a repeat of the initial
test, and sometimes more detailed
investigations.
if you have not been invited for a
test and you think you should be, then
contact your gP.
n Breast cancer screening is done by
performing a mammogram, which is
a special type of X-ray of the breast.
it’s not painful but it can be
uncomfortable.
n Cervical screening doesn’t test for
cancer but for abnormal cells which
could lead to cancer if they are not
treated.
The sample is collected by a doctor
or nurse using a speculum to open the
vagina so they can collect cells from
the neck of the womb.
‘
n Bowel cancer screening can be done
in your own home. People who are eligible
receive a testing kit in the post,
with full instructions, but briefly, samples
of your stool or faeces are needed
these are then posted off to test for any
minute traces of blood.
I thought there was
a test for prostate
cancer?
at the moment there is no national
screening programme for prostate
cancer in men in the Uk.
This is because the test used elsewhere
is not reliable.
in england, men are encouraged to
be aware of any signs and symptoms
such as urgency, frequency, pain or
difficulty passing urine, and to contact
their gP if they are concerned.
Finally
Go to your local walk-in centre,
GP or pharmacy to get professional
advice straight away.
You and your gP should both receive
copies of the letter telling you of your
results.
You will receive a letter even if
your test is negative, which will let
you know how long it is before you
need to be screened again.
Very, very occasionally the screening
tests don’t find something that is
there, so if you are at all worried about
your health always talk to your gP or
Practice nurse about what it is that is
worrying you.
Benefits Doctor
LEE HEALEY answers your benefit problems and brings
you up-to-date information on benefits and tax credits
meeT The eXperT
Hello and welcome to another
Benefits Doctor column, which
is designed to help you better
understand the benefits and tax
credits system.
Spring is traditionally the time
when changes to the benefits
and tax credit system are made.
Most benefits are ‘uprated’ during
this time, while other legislative
changes also come into effect.
BeneFiT Changes speCiaL
Tax credit renewals
My husband and I claim Child
and Working Tax Credit. We’ve
received the forms to renew our
tax credits claim, but
re-claiming always worries us,
especially as we’ve heard stories
about overpayments and having
to pay money back to Revenue
and Customs (HMRC). Please can
you clarify how best to avoid tax
credits overpayments occurring?
BENEFITS DOCTOR SAYS: Tax credits
are an unusual benefit because they’re
calculated on a yearly basis, in line with
the financial year from April to March.
At the end of the tax year claimants
receive a renewal pack containing
important forms that need to be
checked and, in most cases, completed
and returned to HMRC.
This is to help HMRC work out
whether you’ve been paid the right
money and to make sure tax credits
continue to be paid correctly.
A renewal pack often includes two
forms — an annual review notice and an
annual declaration notice.
In some circumstances, your pack
might include just an annual review
notice, in which case your tax credits
should be renewed automatically.
In this situation, you should still
check the award notice carefully,
making sure you tell HMRC about any
change of circumstances.
Most tax credit claimants still need
to ‘renew’ with the annual declaration
form. I cannot stress enough how
important it is to complete this form
accurately and send it back on time,
in order to avoid overpayments and
underpayments.
In this month’s column, we bring
Benefits Doctor’s guide to the recent benefit changes
Tax Credits
n If you earn more than the thresholds
the Government sets for tax credits,
you’ll now lose 41p rather than 39p in
every pound you earn over the limit — in
other words, £20 less for every £1,000 of
extra income before tax
n The second income threshold used
to calculate and award the £545-a-year
family element of Child Tax Credit went
down from £50,000 to £40,000 a year
n The £545-a-year baby element of
Child Tax Credit has been stopped
n The difference between your past
year’s income and what you earn this
year that HMRC ignores when calculating
your tax credit (called the earnings
disregard) has dropped from £25,000 to
£10,000, and will drop to £5,000 in 2013
n No more than 70 per cent of the cost
of childcare can be covered by your
Working Tax Credit childcare element
(down from 80 per cent). The maximum
costs remain the same — £175 a week
for a single child, or £300 for more.
Child Benefit
n Child Benefit payments are frozen at
their current level for three years.
Pensioners
n People aged over 60 might now
qualify for Working Tax Credit if they
work for at least 16 hours a week.
entitlement locally, contact
Mums-to-be
n The £190 Health in Pregnancy Grant
has been scrapped.
n The £500 Sure Start Maternity Grant
can now be claimed only for your first
child (or children where the first is a
multiple birth).
Housing
n The change to local Housing
Allowance (lHA), setting it at the 30th
percentile of local rents, was originally
to start from october 2011, but has
been in effect since last month.
If you’re already claiming lHA
Housing Benefit, the change won’t come
into force for you until the anniversary
of when you started claiming. Some
people will also receive up to nine
months’ protection to prepare them for
the change.
The £15 weekly lHA excess payment
has been dropped and lHA rates are
now capped for new Housing Benefit
claimants, although existing claimants
will have until January 2012 to negotiate
a lower rent or move.
The cap amounts will be:
n £250 a week for a one-bedroom
property
n £290 a week for two bedrooms
n £340 a week for three bedrooms
n £400 a week for homes with four or
more bedrooms.
impairment.
The play is full of new
WHAT’S ON
FOCUS ON AIKIDO
a LOCaL martial arts teacher
is hoping to share his love of
aikido with the rest of the
borough.
Dave Hill has practised the
Japanese martial art for
nearly quarter of a century.
Two years ago, the
51-year-old decided to put his
experience to good use by
setting up his own club to
teach local people traditional
Ueshiba aikido, named after
the art’s founder, Morihei
Ueshiba.
Dave, who is a third-dan
black belt, runs his aikido
Shin Tokoro club at
goresbrook Leisure Centre in
Dagenham.
The club meets twice a
week and Dave is always on
the lookout for new students.
Immobilisations
He said: “although
there’s no fighting in
aikido, it’s full contact.
Students work together
in pairs or groups,
practising the throws and
immobilisations that
form the core of
the art.
”Movement
and timing
are
important
aspects of
aikido. The
training
teaches
students
how to
deal
with
opponents who may be larger
and more physically strong,
by redirecting the energy in
any attack.
“i wish the whole borough,
and even the whole world,
would get involved in aikido.
it’s a unique message and i
hope to spread it through
these classes.”
n aikido Shin Tokoro meets
every Tuesday and Thursday
from 7pm to 9pm.
Classes are £7 for new
members and are open to
people aged 18 and over.
regulars who pay the
annual £27 joining fee pay £6
Thinking of moving home?
Mark Harris from local Estate Agents Ramsey
Moore answers your questions on moving home.
local independent estate agent Mark
Harris, from Ramsey Moore, answers
questions from local homeowners
considering selling their properties.
With more than 20 years’ experience
Where do I start?
I am thinking of selling my property –
where do I start?
Starting at the beginning, the first
thing to do is contact a number of
local estate agents and arrange
for the ones that give a good first
impression to visit you to provide a
free valuation.
At this stage there is no obligation or
cost involved.
Use the valuation to explore more
about your agent. Should your agent
not offer up information we would
recommend asking questions such as:
Where do they advertise? This is
extremely important as there are
always new internet sites offering
property for sale, make sure your
agent has the ability to offer wide
coverage for your property both online
and in the more traditional local paper
advertising.
How do they intend to market your
property? Sometimes not given enough
attention is the presentation of your
property. Look at how they take their
photographs and consider whether
their descriptions of property will
portray your property in its best light.
What other properties have they have
sold in your area? Does you agent
have a proven track record of selling
properties such as yours in your local
area?
How long is the agency agreement?
Signing up too long with one agent
may not give you the opportunity
to change if you are not happy with
them. We would recommend about
10 weeks to give your agent the
opportunity to impress you and earn
your commitment after the agreement
is over.
Your agents knowledge of the local
area will give you confidence that your
agent can offer potential purchasers
a good insight into the area and add
value to the buyers experience of
purchasing your property.
Their fee is always important but we
would seriously recommend not only
choosing your agent on how much they
charge, a good agent can in effect pay
for their own fee by negotiating hard
to achieve the best possible price.
Always invite in at least three agents,
which will give you ample opportunity
to see what is on offer. A mixture of
local independent agents and corporate
style (chain) agents should enable you
to see that you get a good cross section
of opinion. Never feel pressurised
to choose your agent on the day of
valuation as you should take time to
consider each valuation and the answers
they gave to the questions above.
If you would like to have your property
valued, or require general free advice
on any aspect of buying or selling, feel
free to contact Ramsey Moore (under
no obligation) on 020 8536 6600 where
any of our team will be delighted to
be of assistance.
of selling homes in and around the
local area, he is well placed to
offer constructive and solid advice
covering all aspects of the sales
process.
The Barking Football
Club central defender
writes for thenews
SO another long season at
Mayesbrook Park has come to an
end, one that can only be described
as eventful.
There have been the highs
of winning away at the eventual
league winners enfield, and Chas
Liddiard scoring three hat-tricks in
three games, and the low of seeing
the horrific injury to Matt West.
The final run of games has
given us huge confidence in what
we can achieve next season.
The run-in saw us pick up a
fantastic 23 points from a possible
30, which is championship winning
form.
Entertaining
We picked up seven victories and
two draws, and played some very
entertaining and attack minded
football.
This final run of games gave us
the opportunity to finish in sixth
position, our best for some years,
which represented a successful
season after a couple of years of
rebuilding.
The 2011-12 season is going to
bring a lot of change to Barking.
There have been changes right
through the club, and in particular
at board level.
With the news in recent weeks
that rob O’Brien is now going
to be running the club, i want to
take this opportunity to thank gill
and John Faherty for all their hard
work and dedication in keeping
Barking FC alive.
Plans
The new regime should see the
club strive forward over the next
few years, with plans in place to
take Barking back to where it
belongs and make it a successful
club once again.
These are exciting times, and
that is echoed through the squad
with players willing to train
through the summer – ready for
a real push next season and hopefully
the first bit of silverware in
several years.
Overall, 2010-11 was one that
where we can be pleased with our
overall performance.
Promise
There wasn’t any silverware won,
nor was there a real title challenge,
but the rebuilt squad shows promise
for the season ahead.
On a personal level the off
season is a nice chance to rest the
aching muscles and bones, but
i can’t wait to get back out there
next season and be a part of a successful
Barking team.
50,100, 200 and 400 metres freestyle,
200 and 400 metres individual
medley, and 100 metres butterfly.
Paralympic hopeful Craig also
set a new personal best time in both
medley events, and seasonal bests in
the others.
Craig is a member of the great
Britain Learning Disability swimming
team and swims for redbridge
Craig’s dad, Doug Moate, said:
“it’s fantastic that Craig has done so
well. He has severe learning disabilities
and is autistic, but i feel that with
everything he has done in swimming,
he can achieve anything.”
Craig is the current world champion
for 1500 metres freestyle, and
a world record holder at 200 metres
butterfly.
He has won dozens of titles and
medals in his sport, which has taken
him all over the world.
in 2009, Craig was named YMCa
Essex bowled out their hosts
for 137 – Tim Phillips taking 5-28
– and then knocked off the runs
with almost six overs to spare.
YOUng footballers in the borough
have gone one better than their
famous predecessors to win a league
title for their age group.
Barking and Dagenham’s Under
11 football squad, chosen from the
borough’s 37 primary schools, won
the essex League.
They also triumphed in the english
Schools Football association trophy,
held in Jersey.
it’s the second year in a row that
a team from Barking and Dagenham
have won the event.
The 10 and 11 year olds won 19
of 27 their games during the season,
and took part in various competitions
in essex and beyond.
Team manager graeme Farquhar
teaches at Hunters Hall Primary in
Dagenham.
History
He has helped to run the team, on a
voluntary basis, alongside fellow
teacher Dave Moore, for five years.
graeme said: “The boys have
Mark Pettini top scored in
Essex’s innings with 48, while
alistair Cook hit seven fours in a
quickfire 38 and ravi Bopara
chipped in with 29 not out.
The win took Essex to seven
points from the first four games,
the only disappointment coming
away to glamorgan on 6 May.
The Welsh side scored 222-7 in
their 40 overs, but the weather
created history this season and
impressed everyone with their skill
and never-say-die attitude.
“Winning the essex League is a
great achievement.
“even the 1992 Barking and
Dagenham Under 11 team, with future
professionals John Terry and Paul
konchesky, could not manage that.”
Fundraising
Parents and players pay for the side
through regular fundraising evenings,
while local businesses sponsor
the kit.
graeme and Dave are taking a
break for the summer, but will be back
with a new squad in September.
Dave said: “a number of boys in
this season’s squad are signed at professional
clubs.
“as long as they carry on showing
the same attitude, maybe in the future
we will be talking about one of them
as an england player.”
“i would like to think that they will
all make it, but only time will tell.”
intervened and Essex’s innings
was abandoned without a ball
being bowled.
Essex’s next four-day game is
away to gloucestershire, starting
on Sunday. The Twenty20
campaign begins away to
Sussex, on 2 June while the first
home match is the next day
against gloucestershire
(Chelmsford, 7pm).
DagenHaM & redbridge FC may
have been relegated from League
as the local club prepares for life
He said: “When we got promoted
“We were favourites to be relegated
“But for a small club we’re doing
The team, and their loyal fans,
were crushed after a 5-0 defeat at
Peterborough confirmed relegation –
in 21st place, just one point behind
Walsall and two behind notts County.
But Steve had faith that his team
could stay up right to the bitter end.
He said: “at no point did i think
we could go down. it never even
crossed my mind.
“We had a couple of chances at
Peterborough, and if we had scored
then it would have spurred us on.
“The team and the manager
