Foreword<br />

This is the third research review from the Fachhochschule <strong>für</strong> <strong>Wirtschaft</strong> <strong>Berlin</strong> (<strong>Berlin</strong> School<br />

of Economics) – the FHW <strong>Berlin</strong>, presenting the university’s research achievements in 2003 and<br />

2004.<br />

The report includes facts and information about publications, lectures and research projects<br />

by teaching staff at the <strong>Berlin</strong> School of Economics. In addition, an overview will be provided<br />

into international research and development co-operation as well as how research findings are<br />

disseminated.<br />

This will give an impression of the wide range of subjects and areas of debate which FHW <strong>Berlin</strong><br />

academics have addressed in 2003 and 2004. The aim of the report is firstly to give an account<br />

of what has been achieved, and secondly, the documenting of research projects allows the FHW<br />

<strong>Berlin</strong> to promote the exchange and transfer of knowledge within the academic field. A final goal<br />

is for the university’s research activities to become more transparent for the general public.<br />

This report reflects research carried out during a period of f<strong>und</strong>amental change for the FHW <strong>Berlin</strong>,<br />

with the integration of the ‘Berufsakademie’ (BA) – University of Co-operative Education, in<br />

October 2003. One consequence of this is that the FHW <strong>Berlin</strong> has been divided into two faculties,<br />

<strong>Wirtschaft</strong>swissenschaften (Faculty of Business and Economics) and Berufsakademie (Faculty of<br />

Company-Linked Programmes), reflecting their original institutions.<br />

Research at the FHW <strong>Berlin</strong> has profited from the the integration of the Berufsakademie, especially<br />

in the field of application-oriented research. The Berufsakademie’s ‘dual education’ principle and<br />

its close ties with existing partners in the business sector has given the FHW’s empirical research<br />

a new impetus.<br />

The remit of the Fachhochschulen (Universities of Applied Sciences) to concentrate on applied<br />

research and development has been laid down in law in the majority of German states, obliging its<br />

professors to carry out research as part of their job description. Nevertheless, the Fachhochschulen<br />

still have to fight for their own tradition of, and recognition of their achievements in research.<br />

Research in the Fachhochschulen is hampered by the professors’ high teaching loads, a lack of<br />

academic staff in supporting positions and budget constraints. At the same time, pressure has<br />

been increasing on the Fachhochschulen in recent years to develop independent research.<br />

Despite the structural deficits listed above, the value of research and development at the Fachhochschulen<br />

has actually risen sharply, as shown by ‘Forschungslandkarte Fachhochschulen’<br />

(Mapping Research at the Universities of Applied Sciences) a study made by the Fraunhofer Institut<br />

Foreword<br />

<strong>für</strong> Systemtechnik (Fraunhofer Institute for Systems and Innovation Research ISI). The results of<br />

this study, commissioned by the B<strong>und</strong>esministerium <strong>für</strong> Bildung <strong>und</strong> Forschung (BMBF) – Federal<br />

Ministry for Education and Research, reveal that the proportion of FHW <strong>Berlin</strong> professors active<br />

in research is above average. In a national comparison of some 100 Fachhochschulen, the FHW<br />

<strong>Berlin</strong> takes seventh place.<br />

The school is actively involved in the process of further developing and structurally improving<br />

applied research in the Fachhochschulen. The Fachhochschulen section of the Hochschulrektorenkonferenz<br />

(German Rectors’ Conference) agreed in March 2005 to set up a working party on<br />

‘Strategic Issues on Research at Fachhochschulen’. The President of the FHW <strong>Berlin</strong>, as a member<br />

of this working party, is preparing a report on grants and legal formalities relating to research<br />

scholarships in the federal states of <strong>Berlin</strong> and Brandenburg.<br />

The most important tasks of the working party are to advise Fachhochschulen in questions<br />

of strategic positioning in research and representing the interests of the Fachhochschulen in<br />

research-related matters when dealing with the BMBF. In doing this, an entirely new basis has<br />

to be fo<strong>und</strong> for promoting applied research at Fachhochschulen. A further goal of the working<br />

party is to encourage the use of exceptional academics to be called as expert authorities within<br />

the global academic community. Finally, the working party seeks to contribute towards increased<br />

management skills and administrative competence in the Fachhochschulen.<br />

The impressive levels of research at the <strong>Berlin</strong> School of Economics in 2003 and 2004 is primarily<br />

due to the enthusiasm and creativity of its academic staff. We would like to thank them<br />

especially.<br />

The <strong>Berlin</strong> School of Economics has seen a significant phase of development since the last research<br />

report. New projects and initiatives relating to research and development will result from this in<br />

the future. Improving and extending the conditions for research at the FHW <strong>Berlin</strong> will remain an<br />

important task in the coming years.<br />

The FHW <strong>Berlin</strong>:<br />

multi-disciplinary, business-oriented, international<br />

The FHW <strong>Berlin</strong> was fo<strong>und</strong>ed in 1971 as the successor to the <strong>Wirtschaft</strong>sakademie (Academy<br />

of Economics). A key component is a study concept that guarantees all students strong links to<br />

business life and professional reality. This ‘hand-on’ approach was further strengthened when the<br />

Berufsakademie was integrated into the FHW <strong>Berlin</strong> in October 2003.<br />

Committed to providing this comprehensive education are aro<strong>und</strong> 120 professors with a backgro<strong>und</strong><br />

in a wide range of disciplines, which not only take in the fields of business administration<br />

and economics, but also sociology, law, computer sciences, mathematics, and statistics. Over<br />

4,800 students from 60 countries are currently registered.<br />

The university is divided into two faculties, one of which devotes itself solely to a combined<br />

programme of classroom study and on-the-job-training. The 2004 Summer Semester saw all<br />

postgraduate programmes of further study brought together in the ‘Institute of Management <strong>Berlin</strong>’<br />

(IMB).<br />

Faculty I: Business and Economics<br />

The Faculty of Business and Economics offers general and multi-disciplinary courses, qualifying<br />

and enabling graduates to fulfil the complex demands of management in a whole range of roles.<br />

All study courses incorporate a European orientation set within the framework of international<br />

<strong>und</strong>erstanding.<br />

Of particular note in the faculty are the emphasis on ‘Gender Studies’ and ‘Environment and<br />

Sustainability Studies’.<br />

The diploma programme ‘Business Administration’ has been offered both as a daytime and an<br />

evening course (for those in full-time work) for over 30 years. Based on its success, many innovative<br />

study programmes have been developed in recent times, especially the international dual-award<br />

programmes in co-operation with British, French and Dutch partner universities.<br />

Internationalisation is one of the key ideas behind the recently-introduced Bachelor’s and Master’s<br />

courses. This is reflected in the international direction of the curriculum, as well as a focus on<br />

lectures in German and English.There are seven Bachelor’s programmes on offer (eg, Business<br />

Administration, Economics and Business Engineering) and two Master’s programmes (International<br />

Management and International Economics). After successfully completing the course, graduates<br />

receive the internationally recognized qualifications ‘Bachelor of Arts’ and ‘Master of Arts’.<br />

Faculty II: Company-Linked Programmes<br />

The integration of the BA, which has 1,500 students in 13 work/study integrated courses, has<br />

ensured that the FHW <strong>Berlin</strong> has significantly expanded and differentiated its profile in businessrelated<br />

areas: approximately 480 medium-sized companies in <strong>Berlin</strong> and Brandenburg offer places<br />

to interested young people on training schemes which fulfil the requirements for the integrated<br />

courses at the Berufsakademie faculty. Successful graduates of the faculty are awarded a Bachelor’s<br />

degree as their first qualification for the job market.<br />

Faculty II, the Berufsakademie, comprises two fields:<br />

The Department of Business Administration offers ten courses, corresponding to the sectors of<br />

the participating companies: Banking, Wholesale and Retail Merchandising, Real Estate, Industry,<br />

International Business Administration, Transportation and Logistics, Taxation and Auditing,<br />

Tourism, Insurance and Business Informatics. The Department of Engineering and Computer<br />

Science offers Civil Engineering, Mechanical Engineering and Informatics.<br />

Combined work/study courses utilise the motivating and methodic advantages of integrating onthe-job<br />

training with classroom study. This means that students move from company to Academy<br />

every three months.<br />

Institute of Management <strong>Berlin</strong><br />

The research achievements of the FHW <strong>Berlin</strong> can be clearly seen in the development and implementation<br />

of the Master’s programmes. Indeed, without a proven record of competence in research,<br />

a Master’s course cannot be accredited.<br />

The FHW <strong>Berlin</strong> has more than 12 years’ experience in the postgraduate sector through its MBA<br />

programmes. The ‘General Management MBA’ and ‘European Management MBA’ are run as dualaward<br />

programmes in co-operation with British partners. The ‘European-Asian MBA’ is taught<br />

entirely in English. Specific management groups are targeted in the ‘Entrepreneurial Management<br />

MBA’ and the ‘Health Care Management MBA’. All five MBA programmes have been accredited.<br />

The Master’s course ‘Labour Policies and Globalisation’ is run in co-operation with the University<br />

of Kassel. The IMB is also responsible for two courses offering certificates in ‘Environmental and<br />

Quality Management’ and ‘Macroeconomic Policy Studies’.<br />

Applied research and development at the Fachhochschulen (Universities of Applied Sciences)<br />

suffers from structural disadvantages, examples being a high teaching load for the professors,<br />

a lack of academic staff in supporting positions and constraints in the research budget. This is<br />

of particular importance given that Fachhochschulen generally do not have a long tradition of<br />

research, and still have to struggle for their achievements in research to be recognised.<br />

Despite these unfavourable conditions, the FHW <strong>Berlin</strong> has been highly successful in its research,<br />

thanks largely to the enormous commitment of its academic staff.<br />

A study was commissioned by the BMBF called ‘Forschungslandkarte Fachhochschulen – Potenzialstudie’<br />

(Mapping Research Potential at Universities of Applied Sciences). It took the number of<br />

professors in a university who were active in research, and evaluated this as an important indicator<br />

of the scope and organisation of research at that institution.<br />

The FHW <strong>Berlin</strong> scored highly in this appraisal: calculated on the basis on the percentage of<br />

professors active in research, it reached seventh place. Almost two thirds of the academic staff at<br />

the university were involved in research projects in 2002.<br />

In answer to the question ‘What proportion of all professors are actively involved in research?’,<br />

39 out of 61 professors responded positively, giving a percentage of 64%.<br />

4 External F<strong>und</strong>ing: A Summary of Projects and<br />

Achievements<br />

Privately raised f<strong>und</strong>ing has also become a criterion for successful research at Fachhochschulen.<br />

These f<strong>und</strong>s have generally come from the private sector, charitable fo<strong>und</strong>ations and state<br />

institutions.<br />

Government programmes designed to promote research have been important in the creation of<br />

independent research at the Fachhochschulen. The FHW <strong>Berlin</strong> participates regularly in applications<br />

for f<strong>und</strong>s from the BMBF.<br />

The University applied four times in 2003 for f<strong>und</strong>s from the 2004 Federal Ministry programme<br />

Förderung angewandter Forschung an Fachhochschulen im Verb<strong>und</strong> mit der <strong>Wirtschaft</strong> – FH3<br />

(‘Promotion of Applied Research at Fachhochschulen in Co-operation with Industry- FH3).<br />

The research project ‘German Airport Performance (GAP). An Efficency Measurement of German<br />

Airports in Comparison to Europe, Australia and North America’ was f<strong>und</strong>ed by the Federal Ministry.<br />

The project was carried out in co-operation with the <strong>Hochschule</strong> Bremen (Bremen University of<br />

Applied Sciences) and the Internationale Fachhochschule Bad Honnef (International University<br />

of Applied Sciences Bad Honnef)<br />

Significant externally-f<strong>und</strong>ed projects were carried out in 2003 and 2004 financed by renowned<br />

donors. One example is a research project f<strong>und</strong>ed by the Deutsche Forschungsgemeinschaft, DFG<br />

(German Research Fo<strong>und</strong>ation) linking the fields of gender and economic research. Carried out<br />

at the Harriet Taylor Mill Institute at the FHW <strong>Berlin</strong>, it is entitled Ökonominnen <strong>und</strong> Ökonomen<br />

– Zum sozialen Wandel wirtschaftsbezogener wissenschaftlicher Disziplinen <strong>und</strong> Berufsfelder in<br />

Deutschland 1949-2000 (Female and Male Economists: on Social Changes in Economic Academic<br />

Disciplines and Professions in Germany 1949-2000).<br />

Another project, f<strong>und</strong>ed by the Hans Böckler Stiftung (Hans Böckler Fo<strong>und</strong>ation), looked at the<br />

working conditions of women in the cleaning industry, and was jointly carried out by the FHW<br />

<strong>Berlin</strong> and the Johann Wolfgang Goethe University, Frankfurt-on-Main.<br />

This project, Arbeitsbedingungen in der Gebäudereinigung in öffentlichen Gebäuden. Vergaberichtlinien<br />

als wirksames Instrument zur Sicherung arbeits- <strong>und</strong> tarifrechtlicher Standards? (Changing<br />

working and market conditions in the German Commercial Cleaning Industry), is an excellent<br />

example of the many projects carried out jointly by universities and Fachhochschulen.<br />

A further project f<strong>und</strong>ed by the Hans Böckler Stiftung contributes towards applied econometric<br />

research. Entitled <strong>Wirtschaft</strong>spolitische Regime westlicher Industrienationen (Macroeconomic<br />

Policy Regimes of Western Industrial Nations) it is conducted in co-operation with the Technical<br />

University <strong>Berlin</strong> and the Deutschen Institut <strong>für</strong> <strong>Wirtschaft</strong>sforschung (German Institute for Economic<br />

Research).<br />

All three of these projects, together with the IRIS Institut, are situated in the Research Department of<br />

the FHW <strong>Berlin</strong>, which was officially opened in May 2003.<br />

Two FHW projects utilise external f<strong>und</strong>ing from the European Commission. The first is the research<br />

network ‘ATHENA’, whereby the FHW <strong>Berlin</strong>, with five European partners, investigates successful<br />

ways of stimulating innovative company start-ups. In evaluating 22 economic regions in Europe,<br />

the project’s goal is to make policy recommendations to the European Commission in Brussels.<br />

The second project develops modules for an internationally recognised Master’s course within<br />

a European-Asian network, consisting of the FHW <strong>Berlin</strong> as well as four further partners from<br />

the Netherlands, Austria and China. An ASIA-LINK project f<strong>und</strong>ed by the European Commission<br />

and co-ordinated by the FHW <strong>Berlin</strong>, ‘Curriculum and Module Development in Asian-European<br />

Economics and Business Studies’ aims to develop international educational standards. The project<br />

builds on the existing research contacts and traditions the FHW <strong>Berlin</strong> has established with China,<br />

and is consistent with the university’s goal of establishing a gateway to Asia<br />

The <strong>Berlin</strong> School of Economics, together with the University of Kassel, has developed a new<br />

M.A. course ‘Global Labour Policies’ within the recently created ‘Global Labour University’ (GLU).<br />

This is within the scope of the worldwide further education project of the International Labour<br />

Organisation (ILO). The project demonstrates how a university and Fachhochschule can co-operate<br />

successfully, and <strong>und</strong>erlines the FHW’s competence in relation to internationally oriented training<br />

programmes. The joint project between the University of Kassel and the FHW <strong>Berlin</strong> forms the<br />

European branch of the ‘Global Labour University’. Following the programme’s successful introduction,<br />

partner universities in South Africa, Asia, Latin America and North America will also be<br />

offered the chance to participate.<br />

5 Promoting Research<br />

The growth of competition between universities has resulted notably in increasing pressure in<br />

research activities, a challenge that the Fachhochschulen also have to meet.<br />

The FHW <strong>Berlin</strong> had developed its own internal system of encouraging successful research. The<br />

application process, designed especially for the purpose of supporting professors engaged in<br />

research, uses internal means such as granting sabbaticals or reducing the teaching load.<br />

The President of the University has appointed two co-ordinators for the areas of Research and<br />

Gender Research. Professor Dr. Birgit Mahnkopf has taken responsibility for Research while<br />

Professor Dr. Dorothea Schmidt is the representative for Gender Research and Studies.<br />

The Commissions for Research and Promotion of Academic Talent – FNK are largely responsible<br />

for control of the promotion of research at the FHW <strong>Berlin</strong>. As a consequence of the integration<br />

of the Berufsakademie, a cross-university Commission for Research and Promotion of Academic<br />

Talent was set up by the Academic Senate, with members from both faculties of the University.<br />

Any strategic or procedural questions, or matters relating to both faculties, can be discussed in<br />

this commission.<br />

The FNK in the Faculty for Business and Economics (Faculty I) consists of three professors, two<br />

lecturers, two students and a further employee. The Commission has two tasks: to recommend areas<br />

of research to focus on, and secondly, to develop the profile of the University by contributing to the<br />

promotion of research projects. With this goal in mind, a multi-disciplinary working party was created<br />

and co-ordinated last year by the Commission to focus on ‘Corporate Social Responsibility’.<br />

The FNK checks the applications for Research Support and presents the Faculty Board with those<br />

suitable for a reduction in teaching load and work or research sabbaticals. The Commission aims<br />

to be transparent in allocating the University’s own research f<strong>und</strong>ing and ensures a high quality<br />

of research.<br />

In order to keep pace with the expansion of the research remit in the Faculty for Company-Linked<br />

Programmes (Faculty II), a separate commission was created there for Research and Promotion<br />

of Academic Talent. It fulfils similar functions to those of the Commmission in Faculty I, with one<br />

addition: supporting the establishment of research activities which, before the integration of the<br />

Berufsakademie, were not primarily carried out by professors.<br />

A part-time position in Research Management, financed by f<strong>und</strong>ing from the Hochschulwissenschaftsprogramm<br />

(HWP) was created in 2001. Research Management supports the FNK in its<br />

work, and is additionally responsible for co-ordinating research at the University.<br />

Research Overview 2003-2004<br />

The <strong>Berlin</strong> School of Economics <strong>Berlin</strong> conducts a yearly survey into research carried out by its<br />

professors. It looks at the focus of research, international co-operation and development projects<br />

as well as membership of scientific societies or associations and involvement in publishing scientific<br />

periodicals. The survey also catalogues the results of the research in terms of how much<br />

was published. In addition, the professors are asked about the extent to which they hold external<br />

lectures, and any consultancy activities which can be used for academic or scientific purposes.<br />

Given the backgro<strong>und</strong> of applied research and development, a consciously broad definition of<br />

the word ‘research’ was used.<br />

This was the first time since the integration of the Berufsakademie that the BA academics were also<br />

included in the survey. Up to its incorporation into the FHW <strong>Berlin</strong>, the BA saw teaching rather than<br />

research as its only legaly permissible task; nevertheless, Faculty II, ‘Company-Linked Programmes’<br />

can boast its own tradition of research, one example being the Steinbeis Transferzentrum<br />

Professors at the FHW <strong>Berlin</strong> were involved in 79 research and co-operative projects in 2003 (Winter<br />

Semester 2002/3 and Summer Semester 2003). Of these, 22 projects were sponsored internally<br />

through a reduction in teaching load and a further 5 through research sabbaticals. Spending on<br />

externally f<strong>und</strong>ed projects doubled in 2003, rising to Euro 385,592.<br />

Furthermore, FHW <strong>Berlin</strong> professors carried out 28 international research and development<br />

projects abroad. Many years of co-operating with partners in Asia, Great Britain and France has<br />

resulted in a focus on these areas. In addition, individual academics have developed professional<br />

relationships and personal contacts in Brazil, Cuba and Russia.<br />

The number of publications stood at 103, showing an increase on previous years. This consists of<br />

18 monographies or edited volumes, 59 articles in periodicals or anthologies and 26 publications<br />

in collections of essays.<br />

FHW Professors held 180 lectures in 2003, a significant rise in comparison to the years before. Of<br />

those, 49 were held abroad, once more representing a large gain. The FHW academics are taking<br />

part more and more at international conferences and meetings, demonstrating their commitment<br />

and, by extension, improving the image of the FHW <strong>Berlin</strong>.<br />

Professors at the university carried out 88 research and co-operation projects in 2004 (Winter<br />

Semester 2003/2004 and Summer Semester 2004). 23 of these received assistance from the<br />

university, 17 through a reduction in teaching load and 6 through being granted sabbatical semesters.<br />

Spending on externally f<strong>und</strong>ed projects remained, at Euro 376,006, at a similar level to<br />

that of 2003.<br />

However, international research and development projects rose to 32 in 2004, and existing partnerships<br />

in China were further developed. In addition, important new co-operative ventures were<br />

established to improve links with developing countries.<br />

Professors published a total of 100 works, remaining at the same impressive level as the previous<br />

year. Of these, 19 were monographies or editorships, 61 were articles in periodicals or anthologies<br />

and 20 were contributions to collections of essays or internet publications.<br />

173 lectures were given in 2004, approximately the same as 2003. More lectures, however, were<br />

given at conferences abroad: a total of 58 were recorded.<br />

of Economics<br />

Research at the FHW <strong>Berlin</strong> is by no means limited to individual projects. Indeed, research institutes<br />

have been initiated by academics to collate and exchange information on research interests.<br />

The focus on a number of teaching and research specialisations has led to the fo<strong>und</strong>ation of five<br />

institutes, which enable staff to follow their specific research interests.<br />

The Harriet Taylor Mill Institute for Economics and Gender Studies<br />

was fo<strong>und</strong>ed in February 2001 as an institute of the Fachhochschule<br />

<strong>für</strong> <strong>Wirtschaft</strong> <strong>Berlin</strong>. The FHW <strong>Berlin</strong> is the only University of<br />

Business and Economics in Germany which can boast a research<br />

institute of this kind.<br />

The relationship between the economy and gender has been a<br />

focus for teaching and research at the FHW <strong>Berlin</strong> for many years.<br />

The university can boast a significant number of female academics<br />

active in this area. It is also the only university of applied sciences<br />

to successfully offer teaching courses on Economy and Gender<br />

(offered as an elective in the main study stage since 1997), as well<br />

as a series of corresponding publications. Setting up an institute for<br />

Women’s and Gender Studies within the domain of Business Studies<br />

and associated disciplines is therefore the logical continuation of<br />

preceding activities.<br />

The Institute for Resource Conservation, Innovation and Sustainability<br />

(IRIS) offers consultancy, training and research services, with<br />

economists, engineers and scientists working together to develop<br />

innovative solutions for environmental protection, and consequently<br />

making a contribution to sustainable development.<br />

The members of the institute all share an interest in sustainability,<br />

while having many years of experience in their respective specialities<br />

as experts from different fields. The interdisciplinary approach<br />

has proved particularly successful, and is a guarantee of the high<br />

quality of work at the institute. IRIS, through its connection to the<br />

FHW <strong>Berlin</strong>, with its multi-disciplinary and environmentally oriented<br />

courses, can rely on a huge potential of knowledge, which will be<br />

extended by co-operating with other institutes and/or consultancy<br />

services.<br />

IRIS uses various methods to investigate and develop practice-oriented<br />

concepts, which take the model of sustainable development<br />

in its different facets and make this realizable.<br />

Achieving sustainable development while giving equal consideration<br />

to ecological, economic and social goals demands new ways of<br />

thinking, new values and new consultancy services, These should<br />

both set the necessary changes in motion and then accompany<br />

them through the process.<br />

IRIS has set itself the goal of supporting those necessary changes<br />

which will lead to sustainable development in politics, society and<br />

business, tailored to the needs of the target group.<br />

IRIS offers a wide-ranging spectrum of competence in specialities<br />

and methodology, whether in the development or implementation<br />

of environmental protection projects.<br />

The IZW is an ‘affiliated Institute’ in accordance with paragraph<br />

85 of the <strong>Berlin</strong>er Hochschulgesetz (<strong>Berlin</strong> Higher Education<br />

Act). It organises selected training and transfer programmes and<br />

plays a developmental role in research and teaching. The IZW’s<br />

achievements span the range of higher education, and use special<br />

working groups and institutes. The facilities and capabilities of the<br />

university are utilised for projects with practical relevance, which<br />

in turn enables the university to firmly anchor its training to real<br />

business practice.<br />

The IFD <strong>Berlin</strong> is an ‘affiliated Institute’ in accordance with paragraph<br />

85 of the <strong>Berlin</strong>er Hochschulgesetz (<strong>Berlin</strong> Higher Education Act).<br />

The organisation, fo<strong>und</strong>ed in 1987 by professors at the FHW <strong>Berlin</strong>,<br />

operates in the field of an academic analysis of consumer protection<br />

in financial services.<br />

The Steinbeis Transfer Centre at the Berufsakademie focuses on<br />

sustainability in civil engineering. This involves examining engineering<br />

sequences, processes and materials for their environmental<br />

impact.<br />

This process of testing and developing, firmly related to engineering<br />

practice, ensures that the appropriate decisions are made regarding<br />

the environmental impact on future generations at every step of the<br />

construction process from first draft to demolition.<br />

The basic principles for the Centre’s work were laid down in a cooperative<br />

agreement between the Transfer Network of the Steinbeis<br />

Fo<strong>und</strong>ation and the Berufsakademie <strong>Berlin</strong> in 2000<br />

From the Past to the Future<br />

The <strong>Berlin</strong> School of Economics can look back on 2003 and 2004 as years where significant<br />

developments were made. The integration of the Berufsakademie has resulted in almost twice<br />

as many staff and students. The FHW <strong>Berlin</strong> has also expanded the range of subjects offered. 3<br />

engineering courses were introduced in 2003, followed by an economics BA/MA and a French-<br />

German programme.<br />

In the face of stiff competition for external f<strong>und</strong>ing, 2005 has also been a successful year for the<br />

university. The transfer project Asia-Link, which started in 2003, will continue to be f<strong>und</strong>ed by the<br />

European Commission until 2006. The research project ATHENA, offering support to innovative<br />

start-ups within the framework of the European Commission’s PAXIS Initiative, has been based<br />

at the FHW <strong>Berlin</strong> since 2005.<br />

One planned research project, ‘German Airport Performance (GAP). An Efficiency Measurement of<br />

German Airports in Comparison to Europe, Australia and North America’, carried out as part of the<br />

programme for ‘Supporting Applied Research at Fachhochschulen in co-operation with Industry<br />

– FH3’. was f<strong>und</strong>ed by the BMBF for Education and Research. This project is being carried out<br />

from 2005 onwards as a joint project with Bremen University and the International University of<br />

Applied Sciences Bad Honnef.<br />

Number 1 in <strong>Berlin</strong>!<br />

The <strong>Berlin</strong> School of Economics is well-equipped for the increasing competition among educational<br />

and research institutions in Germany. The Center for Higher Education Development (Centrum<br />

<strong>für</strong> <strong>Hochschule</strong>ntwicklung, CHE) and the weekly newspaper ‘Die Zeit’ published a league table in<br />

May 2005 of all universities of applied sciences and universities in Germany.<br />

210,000 students and 21,000 professors were surveyed, resulting in the most comprehensive and<br />

renowned ranking system of German higher education. Among those Fachhochschulen and universities<br />

offering Business Studies, the FHW <strong>Berlin</strong> outperformed all other institutions in <strong>Berlin</strong>.<br />

When looking at various criteria (such as reputation, publications, facilties, supervision etc) the<br />

FHW <strong>Berlin</strong> performed well, being placed among the leading institutions or achieving a respectable<br />

position in the middle of the table.<br />
