Foreword from the <strong>Commonwealth</strong> Secretary-General<br />

The <strong>Commonwealth</strong> <strong>Scholars</strong>hip <strong>and</strong> <strong>Fellows</strong>hip Plan has been reviewed by Education Ministers at regular<br />

intervals since its inception in 1959. Ministers have frequently commented on both the extent <strong>of</strong> support, <strong>and</strong><br />

its impact in their own countries. Over time, the Plan has become established as a model <strong>of</strong> <strong>Commonwealth</strong><br />

collaboration.<br />

Much <strong>of</strong> the analysis has been quantitative. As a result, it is easy to forget that the real beneficiaries <strong>of</strong> the<br />

Plan are individuals <strong>–</strong> real people who have gone on to make a real impact in their chosen careers. This<br />

<strong>Directory</strong> provides a welcome, <strong>and</strong> <strong>of</strong>ten inspiring, reminder <strong>of</strong> that fact.<br />

The 1,800 or so pr<strong>of</strong>iles that appear on the following pages are a remarkable testament to what can be<br />

achieved, in practice, by collaboration between member states. Moreover, as the preface that follows reminds<br />

us, they represent the tip <strong>of</strong> the iceberg. I very much hope that, as more <strong>and</strong> more <strong>of</strong> the 22,000 individuals<br />

who have benefited under the Plan are traced, we will be able to build a unique instrument <strong>of</strong> <strong>Commonwealth</strong><br />

collaboration at individual level.<br />

In the meantime, congratulations are due to the governments <strong>of</strong> Canada <strong>and</strong> the United Kingdom for their<br />

foresight in supporting this publication, <strong>and</strong> to the staff who have brought it to fruition. I hope that, at the<br />

2003 Education Ministers Conference <strong>and</strong> afterwards, the <strong>Directory</strong> will receive the attention that their efforts<br />

deserve.<br />
