Secretary of the Ministry of MSME visits <strong>MGIRI</strong><br />

r Udaykumar Varma IAS, Secretary of MSME made an extensive visit to all the units of <strong>MGIRI</strong> on 16-3-<strong>2011</strong>. He critically<br />

Mexamined all the technologies developed by <strong>MGIRI</strong>, and showed keen interest in their delivery to the village industries<br />

sector. <strong>MGIRI</strong> had the unique privilege of having the ‘Advanced Engineering Work Station’, ‘Innovation Work Station’ and ‘Audio<br />

Visual Studio’ inaugurated by him. Mr Sesh Kumar Pulipaka, Jt Secy, MSME, Prof P L Dhar, Expert Member of KVIC and Mr<br />

EDITORIAL: Technology delivery to SHGs<br />

omen’s Self Help Groups (SHG) appeared as an<br />

Winnovation in the eighties but soon became<br />

recognised as a fundamental concept of development. An<br />

SHG is a social unit with potential to trans<strong>for</strong>m the<br />

economics and polity of the country.<br />

With the contribution of Dr Mohammad Yunus in linking<br />

SHG to credit delivery and similar works by SEWA in<br />

Ahmedabad the concept became globally recognized.<br />

Women through their SHGs numbering tens of lakhs have<br />

proved that it is a tool <strong>for</strong> their saving and money<br />

management; but through the exploitative policies of<br />

micro-financing institutions (MFIs) this significant gain has<br />

been annulled.<br />

Our aim here is to indicate the potential of SHGs in filling<br />

major gaps in rural industrialization through:<br />

- acting as the first link in the value chain of agri-based<br />

industrial activities (AGRINDUS)<br />

- reducing the cost of productions / distribution by carrying<br />

out various processes of value addition using the<br />

infrastructure at household level and village level so that<br />

with an appropriately designed ‘Advanced Facility Centre’<br />

(AFC) at the cluster head quarter production / services of<br />

global quality could be achieved. The cost advantage of<br />

cheaper raw materials and labour will also help.<br />

The challenge is ‘technology transfer’ to the SHGs: firstly<br />

due to the sheer magnitude. According to NABARD the<br />

number of SHGs seeking linkage with bank credit are 2.2<br />

million involving 33 million members while the other<br />

segment is of equal size or more. The fact that even the<br />

best Indian model namely Kudumbashree of Kerala (with<br />

its 1.87 lakh SHGs catering to 36 lakh families) has<br />

2,55,270 farm based credits while only 376 are related to<br />

enterprises. This is in spite of the good links with<br />

technology through dedicated grass-roots movement like<br />

KSSP (Kerala Sashtra Sahitya Parishad) and specialised<br />

Rural Technology Resource Centres like the one at<br />

Mundur - Palghat.<br />

Tamilnadu’s SHG movement has many breakthroughs in<br />

terms of organizational innovations (like companies<br />

constituted by SHGs: example - Gram Mooligai Company<br />

Ltd (GMCL)), product ranges and NGO backed supporting<br />

structures <strong>for</strong> technology, quality guidance and market<br />

support.<br />

But when one sees the really mighty and vibrant network<br />

of SHGs of Andhra Pardesh (organised into federations,<br />

samakhyas etc at Panchayat, block, district levels) one<br />

feels that the women have been left to be content with their<br />

small farms, sheeps and pigs and not enabled<br />

technologically to aggressively penetrate into value<br />

addition directions or other enterprises including services.<br />

There appears to be no national structure <strong>for</strong> technology<br />

delivery in favour of the SHG network.<br />

Now, how to conceive of this complex process of<br />

technology transfer involving a large number of<br />

technology sources on one hand and millions of SHGs<br />

along with their higher level structures on the other.<br />

We take a clue from the national level skill development<br />

mission started in 2008 with the task of bringing out 500<br />

million persons trained in global skills. It is sought to be<br />

achieved through NSDC (a partnership between Union<br />

Government and Industry Associations). New possibilities<br />

have arisen: A few new specialised skilling companies like<br />

IIJT, Indiaskills, Everonn will fulfill a target of 150 million<br />

leaving 100 million to Labour Ministry and 250 million to<br />

other institutions under National Skill Development Board.<br />

over by its Chairman Mr Udayakumar Varma, IAS. Important<br />

decisions related to <strong>MGIRI</strong>’s infrastructural aspects like guest<br />

house, vehicles and administrative staff were taken besides<br />

budget, delegation of authorities, etc. Emphasizing tha t the<br />

essential aim of <strong>MGIRI</strong> should be to transfer innovations to<br />

the field with a view to benefit rural industries sector and<br />

entrepreneurs. The Secretary indicated: “While how many<br />

technologies are developed is important, it is equally, if not<br />

more, important as to how many have been actually<br />

trans<strong>for</strong>med into fruitful adoption by entrepreneurs in the<br />

sector”. The Chairman also instructed that special interministerial<br />

meetings should be conducted at Delhi to evolve a<br />

strategy <strong>for</strong> taking <strong>for</strong>ward important <strong>MGIRI</strong> technologies like<br />

solar charkha.<br />

he Central Certification Committee had its meeting at <strong>MGIRI</strong>, Wardha in the <strong>for</strong>enoon of 27-3-<strong>2011</strong>. Later in<br />

Tthe day the members of the Committee visited all the laboratories of <strong>MGIRI</strong> and familiarized themselves with<br />

all the new innovations brought out by <strong>MGIRI</strong>. The Chairperson of KVIC Ms Kumudben Joshi attempted to elicit<br />

the opinion of the experts of the CCC to identify those innovations in each division of <strong>MGIRI</strong> that are ready <strong>for</strong><br />

commercial exploitation under various schemes in KVIC. Her ‘roving brainstorming session’ enabled the<br />

scientists of <strong>MGIRI</strong> to conceive of future projects that could be jointly taken up with KVIC.<br />

Hand-driven looms to give way to solar ones<br />

Village artisans and small entrepreneurs, including women, will now say goodbye to handdriven<br />

looms. They will now use eco-friendly solar-driven looms to produce their high-end<br />

products and sell these in shopping plazas in cities and metros and showcase them online.<br />

Kumud Joshi, chairperson, Khadi and Gramodyog Commission, who along with <strong>for</strong>mer Mandi<br />

MP Pratibha Singh, today inaugurated the sale-cum-exhibition put up by 72 exhibitors from the<br />

country at Paddal Maidan here on the occasion of the week-long Shivaratri fair.<br />

The exhibition is organised by the Khadi Board, the Coir Board, the National Small-Scale<br />

Enterprises Corporation under the Ministry of Micro, Small and Medium Enterprises (MSME)<br />

headed by Mandi MP Virbhadra Singh.Joshi says that the Khadi Board and the MSME has<br />

planned to link each village entrepreneurs to national markets through value additions. The<br />

board has planned a pilot project of “women empowerment” that will give them training to use<br />

their products and link them to banks and give them access to big markets in the country.<br />

She says the commission in tandem with the MSME has planned to set up over 1,000 units.<br />

“We will provide employment to village artisans. They can use solar charkhas and looms to<br />

weave shawls and other products using technology to make them compete globally”. She<br />

says they can showcase their products online though the website, www.ruralhaat.com.<br />

CEO Khadi and Village Commission JS Mishra says that the MSME has planned to launch<br />

1000 units in Himachal. He says the MSME has generated output worth Rs 21,000 crore last<br />

year and employed 2 lakh persons out of which 10,000 were in khadi units. Pratibha Singh says<br />

the exhibition will benefit visitors and they will work with the state government to take advantage<br />

of MSME under Virbhadra Singh. Mandi Sadar MLA Anil Sharma, OSD to the MSME Amitpal<br />

Singh, member, khadi board (north) Ramdas Sharma and others were also present on the<br />

occasion.<br />
