EDITORIAL: Technology delivery to SHGs
omen’s Self Help Groups (SHG) appeared as an
Winnovation in the eighties but soon became
recognised as a fundamental concept of development. An
SHG is a social unit with potential to transform the
economics and polity of the country.
With the contribution of Dr Mohammad Yunus in linking
SHG to credit delivery and similar works by SEWA in
Ahmedabad the concept became globally recognized.
Women through their SHGs numbering tens of lakhs have
proved that it is a tool for their saving and money
management; but through the exploitative policies of
micro-financing institutions (MFIs) this significant gain has
been annulled.
Our aim here is to indicate the potential of SHGs in filling
major gaps in rural industrialization through:
- acting as the first link in the value chain of agri-based
industrial activities (AGRINDUS)
- reducing the cost of productions / distribution by carrying
out various processes of value addition using the
infrastructure at household level and village level so that
with an appropriately designed ‘Advanced Facility Centre’
(AFC) at the cluster head quarter production / services of
global quality could be achieved. The cost advantage of
cheaper raw materials and labour will also help.
The challenge is ‘technology transfer’ to the SHGs: firstly
due to the sheer magnitude. According to NABARD the
number of SHGs seeking linkage with bank credit are 2.2
million involving 33 million members while the other
segment is of equal size or more. The fact that even the
best Indian model namely Kudumbashree of Kerala (with
its 1.87 lakh SHGs catering to 36 lakh families) has
2,55,270 farm based credits while only 376 are related to
enterprises. This is in spite of the good links with
technology through dedicated grass-roots movement like
KSSP (Kerala Sashtra Sahitya Parishad) and specialised
Rural Technology Resource Centres like the one at
Mundur - Palghat.
Tamilnadu’s SHG movement has many breakthroughs in
terms of organizational innovations (like companies
constituted by SHGs: example - Gram Mooligai Company
Ltd (GMCL)), product ranges and NGO backed supporting
structures for technology, quality guidance and market
support.
But when one sees the really mighty and vibrant network
of SHGs of Andhra Pardesh (organised into federations,
samakhyas etc at Panchayat, block, district levels) one
feels that the women have been left to be content with their
small farms, sheeps and pigs and not enabled
technologically to aggressively penetrate into value
addition directions or other enterprises including services.
There appears to be no national structure for technology
delivery in favour of the SHG network.
Now, how to conceive of this complex process of
technology transfer involving a large number of
technology sources on one hand and millions of SHGs
along with their higher level structures on the other.
We take a clue from the national level skill development
mission started in 2008 with the task of bringing out 500
million persons trained in global skills. It is sought to be
achieved through NSDC (a partnership between Union
Government and Industry Associations). New possibilities
have arisen: A few new specialised skilling companies like
IIJT, Indiaskills, Everonn will fulfill a target of 150 million
leaving 100 million to Labour Ministry and 250 million to
other institutions under National Skill Development Board.

decisions related to MGIRI’s infrastructural aspects like guest
house, vehicles and administrative staff were taken besides
budget, delegation of authorities, etc. Emphasizing tha t the
essential aim of MGIRI should be to transfer innovations to
the field with a view to benefit rural industries sector and
entrepreneurs. The Secretary indicated: “While how many
technologies are developed is important, it is equally, if not
more, important as to how many have been actually
transformed into fruitful adoption by entrepreneurs in the
sector”. The Chairman also instructed that special interministerial
meetings should be conducted at Delhi to evolve a
strategy for taking forward important MGIRI technologies like
solar charkha.

Central Certification Committee of KVIC vists MGIRI’s labs
he Central Certification Committee had its meeting at MGIRI, Wardha in the forenoon of 27-3-2011. Later in
Tthe day the members of the Committee visited all the laboratories of MGIRI and familiarized themselves with
all the new innovations brought out by MGIRI. The Chairperson of KVIC Ms Kumudben Joshi attempted to elicit
the opinion of the experts of the CCC to identify those innovations in each division of MGIRI that are ready for
commercial exploitation under various schemes in KVIC. Her ‘roving brainstorming session’ enabled the
scientists of MGIRI to conceive of future projects that could be jointly taken up with KVIC.

Hand-driven looms to give way to solar ones

Village artisans and small entrepreneurs, including women, will now say goodbye to handdriven
looms. They will now use eco-friendly solar-driven looms to produce their high-end
products and sell these in shopping plazas in cities and metros and showcase them online.
Kumud Joshi, chairperson, Khadi and Gramodyog Commission, who along with former Mandi
MP Pratibha Singh, today inaugurated the sale-cum-exhibition put up by 72 exhibitors from the
country at Paddal Maidan here on the occasion of the week-long Shivaratri fair.
The exhibition is organised by the Khadi Board, the Coir Board, the National Small-Scale
Enterprises Corporation under the Ministry of Micro, Small and Medium Enterprises (MSME)
headed by Mandi MP Virbhadra Singh.Joshi says that the Khadi Board and the MSME has
planned to link each village entrepreneurs to national markets through value additions. The
board has planned a pilot project of “women empowerment” that will give them training to use
their products and link them to banks and give them access to big markets in the country.
She says the commission in tandem with the MSME has planned to set up over 1,000 units.
“We will provide employment to village artisans. They can use solar charkhas and looms to
weave shawls and other products using technology to make them compete globally”. She
says they can showcase their products online though the website, www.ruralhaat.com.
CEO Khadi and Village Commission JS Mishra says that the MSME has planned to launch
1000 units in Himachal. He says the MSME has generated output worth Rs 21,000 crore last
year and employed 2 lakh persons out of which 10,000 were in khadi units. Pratibha Singh says
the exhibition will benefit visitors and they will work with the state government to take advantage
of MSME under Virbhadra Singh. Mandi Sadar MLA Anil Sharma, OSD to the MSME Amitpal
Singh, member, khadi board (north) Ramdas Sharma and others were also present on the
occasion.
