A Message from
Pam Determan
I believe that every person has been placed
upon this earth to fulfill a God ordained
purpose. Former president Jimmy Carter stated
it so eloquently: “My faith demands that I do
whatever I can, wherever I am, whenever I can,
for as long as I can with whatever I have to try
to make a difference.” I feel so fortunate to be
part of an organization that provides so many
opportunities for so many of us to live our faith
by serving others.
Although VINE has grown tremendously
these past twelve and a half years, we have
remained true to the “specific and primary
purposes” laid out in our organizational
bylaws. We refer to them often to keep us on
course, in the same way that a conscientious
traveler follows a road map. This annual report
is organized around the purposes for which
VINE was established, with the addition of
the Summit Center’s original mission as a new
“specific and primary purpose” that will guide
our work at the Summit Center. Please see
pages 4–13.
As the roots of VINE continue to extend
outward, I marvel at the new opportunities that
come our way to make a positive impact in our
community. Besides coordinating programs at
the Summit Center, we’ve undertaken several
other important ventures this year that are
helping us to fulfill our core mission of “assisting
people with long-term health needs and difficult
life circumstances.” I hope that you will enjoy
reading our annual report, which is published
with deep gratitude for each person who has
served others or allowed us to be of service to
them.

BOARD PRESIDENT’S LETTER
A Message from Elaine Lilly
When I became president of VINE’s Board of
Directors, I had no idea what the year would
bring. I certainly didn’t expect that we would
add 10 part-time staff, 9,000 square feet of space
at a new location (in addition to exercise, senior
health clinics, and other programs at various
senior apartment buildings, community centers,
and church sites in Blue Earth and Nicollet
counties), a 28% increase in operating expenses,
and a formidable increase in ALL of our
volunteer services. I didn’t expect that by the
end of our fiscal year we’d be planning to merge
with Mankato Area Senior Citizens Center Inc.
and revise our bylaws to include the mission of
the Summit Center. I didn’t expect that I’d be
pinch-hitting as a receptionist during VINE’s
first days at the Summit Center in November,
nor that helping with set-up for the Summit
Center dance at the end of that month would
be the very last thing I would be able to do for
my father before he suffered a fatal cerebral
hemorrhage. I didn’t expect the exciting new
Home Safe and Sound program, an extension of
the Chores program … but then again, knowing
VINE I should have expected a continuous
extension of services because where there is a
need that is true to our purpose VINE tends to
step—or leap—out in faith.
On the other hand, my pre-existing
expectations were met…and exceeded. I could
not have asked for a more committed and
competent executive committee to depend
on. All of my fellow Board members carefully
considered and monitored the organization’s
financial health and the implementation of
VINE’s mission and purpose in each new
initiative. VINE’s amazing staff continued to
perform small miracles every day, stretching
resources (and themselves) to the max and
extending their hearts as well as their significant
skills in all that they do for VINE care receivers
and caregivers, whether volunteers or family

members. Our director tirelessly completed
dozens of grant applications, grant reports,
fundraising outreach, and daily administrative
and supervisory tasks—and provided caregiving
as well. She represented VINE in a wide range
of forums, from Mankato’s Envision 2020
community planning process to state conferences
on senior programs and national conferences
on volunteer transportation, where VINE is
frequently invited as an exemplary program.
Our volunteers and staff are simply superb, and
I thank each of them for all they do so faithfully,
day after day, year after year, in “the VINEyard.”
As I sign off, I especially want to thank every
single individual, agency, and business that has
provided financial support for VINE in this
fiscal year. We may work hard to be true to our
purpose, but unless we can keep the lights on
and meet payroll we cannot succeed. I love to
read this report this year, love the photos, the
summary data…but the pages and pages
of contributors always leave me speechless.
I thank you, and look forward to seeing
community support increase to meet the
need throughout VINE’s service area in
Blue Earth and Nicollet counties.

True to Our Purpose
Undoubtedly, volunteers are the “hearts and
hands” of VINE. Without the selfless and
significant amount of service provided by our
unpaid co-workers, we would be unable to
accomplish the important work of volunteer
caregiving. Independent Sector, an organization
that each year quantifies the value of volunteers’
contributions, states that in 2006 an hour of a
volunteer’s time was worth $18.77. At this rate,
the VINE volunteers who reported their hours
contributed $688,671 to the independence
and well-being of our friends and neighbors.
We know that this number is underreported,
since many of the volunteer matches we’ve
facilitated over the years have evolved into
life-changing friendships. Once this happens,
many volunteers no longer feel that it is
important to tell us about the hours they spend
in a relationship that has become mutually
beneficial. And some volunteers simply hesitate
to count the time they give away so generously.

Provide non-professional and/or paraprofessional practical volunteer assistance
to/for older adults, people with disabilities, families, and others whose life
circumstances have caused them to face physical, social, or spiritual needs which
cannot be met through their own, or other available, resources.
Chore Program
VINE Chore Program
VINE’s popular chore program provided nearly
5,000 hours of assistance throughout Blue Earth
and Nicollet counties this year. Volunteers assisted
with inside and outside home chores, completing a
total of 2,221 individual tasks, from changing light
bulbs to cleaning gutters to building wheelchair
ramps. The largest funding source, the Minnesota
Department of Human Services (DHS), earmarks
its funds for people age 65 and older, and VINE’s
chore program served 949 people in that age group.
The DHS grant pays for part of the salary of VINE’s
chore coordinator, helps to cover the maintenance
on our chore van and equipment, and supports
some of the other “behind the scenes” costs of
managing this important program. Homeowners
are asked to pay the costs of materials if possible,
and are always encouraged to make a contribution
to help sustain the program. Additional funds from
private foundations and many local contributions
of funds and skilled labor made it possible for us
to respond to the needs
of 184 people under
age 65 who do not have
the necessary financial
and/or family resources
available to take care of
basic home maintenance
chores.
VINE Home
Safe and Sound
Program
Thanks to grants from
the Medica Foundation
and State Farm Insurance
we’ve developed the

Home Safe and Sound Program, a new service that
advises senior homeowners regarding the repair
and maintenance needs of their homes. A VINE
staff member is available to conduct a free home
inspection and when appropriate, coordinates
volunteers (and/or professionals) to do the work
needed to assure that the homeowner can continue
to live there safely and independently.
VINE Transportation Program
VINE’s transportation program experienced a
54% increase in number of rides provided this past
year. Volunteer drivers using their own cars and
several paid drivers using VINE’s bus and minivans
cheerfully helped people get to where they
needed to go, whether on an errand or to a local
or out-of-town medical appointment. Our drivers
also helped older adults with rides to out-of-town
weddings, to the beauty shop, or to the cemetery
to decorate the grave of a loved one. Along
with contributions from passengers and their
families, Blue Earth County Human Services and
Immanuel-St. Joseph’s/Mayo Health System were
major funders of VINE’s transportation service.
Much of the growth in our program this year
can be attributed to the rides we provided to PALS
Exercise Class participants and to the People to
Jobs Program funded by the United Way. By
directing our transportation management skills
and resources to these programs we are helping
older adults maintain and improve their health and
assisting younger workers as they escape the cycle
of poverty and become self-sufficient.
We are so grateful to 215 volunteers who
contributed their time and the use of their
vehicles as VINE drivers this past year. With the
rising cost of gas, we again extend special thanks
to the drivers who contributed not only their
time, but also their mileage reimbursement to
the program.

Facilitate appropriate care arrangements for those in need by working cooperatively
with them, their families, their community, and their faith congregation (if any).
When talking about VINE, most people
would describe us as a volunteer
organization. This is certainly true, as evidenced
by the number and scope of volunteer services
recorded each year. However, over the years,
VINE has become so much more than that.
Our professional staff spends a great deal of
their time working with the people we help,
their loved ones and, when appropriate, other
agencies and organizations to assure that we
provide help in the safest and most effective
way possible. While respecting peoples’ rights
to make their own choices, we are guided
by professional ethics and principles and a
sound knowledge of human services. Key staff
members hold graduate degrees and licensure in
nursing, education, social work and gerontology.
The entire landscape of senior services in our
area has changed dramatically in the past decade.
When VINE was developed in 1995 there
were very few living options for older adults
besides remaining at home or moving into a
nursing facility. As new housing alternatives
have been created, VINE’s Board of Directors
has reaffirmed the organization’s commitment
to helping seniors remain living in their own
homes for as long as possible. Although VINE’s
volunteer services are no longer available once
a person moves into a catered or assisted living
facility, our Caregiver Coach can help people
explore their options and ask good questions,
and can also provide support to their caregivers.
We are very committed to helping people
return home after a hospitalization or a short
stay in a local care facility. This past year our
staff and volunteers helped 117 people get back
on their feet after surgery or a serious illness.
VINE’s assistance included transportation,
home modification and chore assistance, help with
errands, short-term housekeeping and the loan of
durable medical equipment. We are pleased that
91% of the people we assisted did not require a
further admission for the same health reason.

Provide education, support, and recognition to persons
who serve as volunteer caregivers.
Since February of 1995, nearly 1,000 people
have completed training to become VINE
volunteers. Some of these good people have
passed on; others have retired, moved away or
selected other venues in which to share their
volunteerism. A solid core of 550 adults and
an equal number of youth volunteers assisted
VINE’s care receivers in this fiscal year.
This past year, 79 adults attended an
orientation session for new volunteers.
Once the required background checks were
completed, these volunteers were promptly put
to work sharing their talents and serving in the
ways they told us they’d enjoy. We’ve heard
from many volunteers over the years that they
appreciate the fact that VINE’s staff respects
the word “no” and never pressures people to do
more than they are willing to do.
In addition, 23 older volunteers chose to
participate in 42 hours of specialized training
to become peer mentors. Local professionals
volunteered their time helping these fine VINE
volunteers further develop their listening skills
to better assist care receivers facing a trying time
in their life.
Throughout the year, we hosted classes and
in-services that helped increase the knowledge
and skills of our volunteers. On every possible
occasion, VINE’s staff extended heartfelt thanks
to the fine men and women who serve alongside
us in VINE’s important work of volunteer
caregiving.

Support the traditional commitment of faith congregations to the welfare of people
in need by providing a strong basis for their collaboration in organizing and
delivering volunteer care services. VINE has no affiliation with any specific religious
denomination or organization. No employee or volunteer is permitted to use their
affiliation with VINE for purposes of proselytizing or promoting their personal
religious beliefs.
VINE provides an opportunity for people to
live their faith by serving others. One thing
that every religious tradition agrees on is the
importance of assisting neighbors in need. VINE
provides a vehicle for congregations to safely and
effectively organize their resources to help meet
the needs of people in the community, including
their own members. Many VINE staff members
and volunteers are actively involved in local faith
communities; when serving at VINE everyone
agrees to model VINE’s policy of sharing personal
faith through actions that speak louder than words.
People with or without a formal religious affiliation
are equally welcome to volunteer their time and/or
receive assistance from trained volunteers, with the
assurance that they will be treated with honor and
respect.
Prayer Shawl Ministry
VINE’s Services in St. Peter and
rural Nicollet County
In 2003, VINE was awarded a start-up grant from
the Robert Wood Johnson Foundation to assist
the congregations of St. Peter and rural Nicollet
County to develop a Faith in Action program.
With significant support from Trinity Lutheran
Church in St. Peter and the guidance, fundraising,
and service of a hard-working and committed
advisory group, all of VINE’s professional and
volunteer services are available to older adults
living throughout Nicollet County. In these
first four years, 70 trained volunteers assisted 165
people, and many young people helped with chore
projects such as Rake the Town. We are pleased
with the partnership that has developed and for
the opportunity to spread VINE’s mission of
assisting people with long-term health needs or
difficult life situations.
Prayer Shawl Ministry
This past year we invited people to knit and
crochet prayer shawls to help us bring comfort to
older friends and neighbors who are facing serious
illnesses and personal losses of many kinds. The
outpouring of support and prayers for this project
has been tremendous. More than 100 shawls,
each as unique as the person who lovingly and
prayerfully created it, have been contributed and
passed on to someone in need of reassurance of
God’s every present love.
Before delivery, VINE’s staff gathers together
and prays for the recipient. Prayer shawls are
given to people recovering in the hospital and
nursing home, to those suffering from the loss
of a loved one, and to people facing surgery or
terminal illness. This unexpected gift helps the

ecipient feel a touch from God and reassures
them that they are not alone.
VINE’s prayer shawl ministry is always in
need of contributions, including knitters, cash
and skeins of soft yarn. A staff member can
provide you with the simple instructions and tell
you more about other ways you can get involved.

committed to empowering members of our
congregations to become partners in this
caring ministry, a ministry that is extended
to people of all faiths or no faith at all.
These tasks often seem daunting. So it is
that we are most grateful for the resources
and organization provided by VINE. Also
very much appreciated are the compassion
and spirit of cooperation extended by the
VINE staff. Indeed, the entire VINE team
lightens burdens for those serving as well
as those who are being served. And, they
exhibit their beliefs by the way in which
they live.”

Assist individuals in need and caregivers by connecting them to existing formal and
informal support networks. To develop or assist in the development of new support
networks when existing support networks are lacking or inadequate to serve needs.
Studies have clearly shown that utilizing
community support networks helps family
caregivers extend their loved one’s independent
years and maintain their own health as well.
For the past decade, VINE has been faithfully
coordinating volunteers who provide an
opportunity for family caregivers to take some
time away from their caregiving responsibilities.
Besides coordinating respite care, we taught
classes, led support groups and facilitated
outings for family caregivers. One special
highlight of this year was a Caregiver Day of
Renewal organized by VINE staff in St. Peter
and Mankato and jointly hosted with Gustavus
Adolphus College.

the creation and management of several needed
support networks this year.

People to Jobs Program
VINE’s People to Jobs Program was developed
two years ago at the request of the Greater
Mankato Area United Way to address the lack
of access to safe and affordable transportation, a
major barrier for people to successfully remain
in the work force and improve their lives.
Through the combined efforts of volunteer
drivers using their own vehicles and paid
drivers using the VINE bus and mini-vans, we
coordinated employment-related transportation
for single parents, immigrants and other lowincome
workers. Transporting the young
children of low-income workers to daycare when
their parents go to work is also an important
part of the service provided.
People to Jobs Program
Hot Meals on Wheels Program
The Hot Meals on Wheels Program engages
volunteers to deliver low-cost meals to people in
our community who benefit not only from a hot
noon meal but also from a short personal visit
from a caring volunteer. The program’s board
asked for VINE’s support this past year to help
them continue the fine work they began over 30
years ago. It is our privilege to invest our staff,
volunteer and in-kind resources to help meet
this important need.

Engage older adults in activities and services to improve
the quality of life for themselves and the community.
VINE has a consistent history of stepping
up to address community needs. When
the Mankato Area Senior Citizens Center
Inc. (MASCCI) board of directors decided
to cease operation of the Summit Center,
VINE’s board took a leap of faith and offered
to manage the Center for the remainder of
the lease. On November 1, 2006, we began
offering programming that encourages people
to embrace wellness as they age. Health is more
than a physical state; it involves being healthy
in all areas of life. The National Wellness
Institute has identified six important areas that
we all must continue to develop if we are to
age successfully: social, intellectual, physical,
spiritual, occupational and emotional.
We’ve had a lot of fun this year, making
new friends and helping them to revitalize
the Summit Center. Many of the old favorite
activities (cards, dances, the Summit Singers,
etc.) were retained and each month a few
new ones have been introduced. The City of
Mankato provided computers for seniors to
use, VINE volunteers and contractors donated
goods and services, MVAC provided senior
employment support for the reception desk, and
the Center is “hummin’ along.” We are pleased
with the positive atmosphere and the growing
number of people who are now regularly
enjoying this great community resource.
VINE’s board continued to meet with
MASCCI’s board throughout the year and
in April the groups voted to merge the two
organizations, retain the Summit Center name,
and transfer ownership interest in the building
and the furnishings to VINE. We are pleased
to report that the future of the Summit Center
appears to be very bright.

IRA Owners
An IRA owner who is age
70 1/2 or over can directly
transfer, tax-free, up to
$100,000 per year to an eligible
charitable organization. This
option is available in tax years
2006 and 2007. Eligible IRA
owners can take advantage
of this provision regardless
of whether they itemize their
deductions. Distributions from
employer-sponsored retirement
plans, including SIMPLE
IRAs and simplified employee
pension (SEP) plans are not
eligible.
To qualify, the funds must
be contributed directly by the
IRA trustee to the eligible
charity. Amounts transferred
are not taxable and no
deduction is available for the
amount given to the charity.
Transferred amounts
are counted in determining
whether the owner has met
the IRA’s required minimum
distribution rules. Where
individuals have made
nondeductible contributions
to their traditional IRAs, a
special rule treats transferred
amounts as coming first from
taxable funds, instead of
proportionately from taxable
and nontaxable funds, as
would be the case with regular
distributions.

VOLUNTEER OPPORTUNITIES AT VINE
b a neighbor’s independence depends on you B
Sharing time and talents as a VINE volunteer
is fun and rewarding for individuals, families,
and groups.VINE provides job descriptions,
orientation sessions, and pertinent insurance
(personal injury, personal liability, and excess auto
liability) for all volunteers. Volunteers are asked to
do the following:
• Complete an application form
• Provide personal references
• Agree to other necessary background checks
TALENTS THAT SUPPORT
CARE RECEIVERS
Friendly Visitor
Volunteers are matched with a compatible care
receiver and schedule their visits and/or phone
calls at a mutually convenient time. Just an hour’s
visit every other week and an occasional phone
call can make a world of difference in the life of a
person without many social contacts.
Peer Mentor
This program serves people 55+ who are facing
issues of multiple loss, chemical dependency,
chronic or seasonal depression, post traumatic
stress disorder, caregiver issues, or other situations
that present emotional challenges. Adult
volunteers, age 55+, who have the “gift of listening
and compassion” undergo 42 hours of training and
are then matched with one care receiver to provide
peer support. Each pair will typically meet for an
hour each week for several months to a year.
Respite Volunteer
Family caregivers need and appreciate time away
from their responsibilities. Volunteers make
regular two-hour visits to provide non-medical
respite care and companionship for the care
receiver, allowing caregivers to plan appointments,
lunch with friends, or just free time.

Transition Home Support Team
Care receivers look forward to returning home
from surgery, hospitalization, or a short stay in
a care center. Teams of volunteers may prepare
meals, do light housework, help with minor home
modifications, and make telephone reassurance
calls to help the transition go smoothly.
Handy Person
Skilled and semi-skilled volunteers help
with minor home repairs, wheelchair ramp
construction, and a wide range of indoor and
outdoor chores for older homeowners, working
individually or in the camaraderie of VINE’s
Chore Team. Time commitment varies and can be
arranged to accommodate busy schedules.
Volunteer Driver
Both local and out-of-town driving opportunities
are available, providing transportation for medical
and personal appointments. Volunteers choose
how often and how far they wish to drive. Mileage
reimbursement at the federal rate is offered to
volunteer drivers.
Yard Care/Snow Removal Helpers
Regular yard maintenance is a challenge for many
older homeowners. While mowing or shoveling,
volunteers can enjoy the opportunity for exercise,
lasting friendships, and even a shared family time
that teaches about the rewards of helping others.
One-time opportunities for yard work are also
available.
Office Helpers
Help with general VINE office duties and bulk
mailings. Time commitment varies and can be
arranged to accommodate busy schedules.
Hospitality
VINE hosts meetings, classes, and health clinics.
Volunteers bake treats or set up meeting rooms
and supplies to help us welcome our guests.

• Event planning, from organizing to making
it happen and celebrating the outcome
• Fund drives, from annual gifts to capital
campaigns, major gift solicitation, and
planned giving
• Securing in-kind contributions of goods
and services
Technical Skills
Computer hardware, software, networking, file
management, database design, data management
and reporting, document templates, and other ways
of streamlining VINE’s administrative tasks.
Other Professional Skills
Legal, accounting, real estate, statistical analysis and
reporting, graphic design, writing, editing … share
your talents to help VINE’s administrative staff
help neighbors live independently despite longterm
health needs or difficult life circumstances.

Although VINE has grown tremendously these past twelve and a half years,
we have remained true to the “specific and primary purposes” laid out in our
organizational bylaws. We refer to them often to keep us on course, in the
same way that a conscientious traveler follows a road map. This annual report
is organized around the purposes for which VINE was established, with the
addition of the Summit Center’s original mission as a new “specific and primary
purpose” that will guide our work at the Summit Center.
