Speaker Biographies<br />
Jim Abbott is an archeologist with <strong>TxDOT</strong>’s ENV. He has a PhD from UT/Austin.<br />
Chris<strong>to</strong>pher Amy is <strong>the</strong> <strong>Environmental</strong> Coordina<strong>to</strong>r in <strong>TxDOT</strong>’s Corpus Christi District. He has a MS in<br />
<strong>Environmental</strong> Science from UTSA and eight years of experience as a NEPA practitioner.<br />
Jonathan Bean, P.E., is <strong>the</strong> Advance Transportation Planning Direc<strong>to</strong>r in <strong>TxDOT</strong>’s San An<strong>to</strong>nio District.<br />
Thomas Beck, P.E., graduated with a BS in Geophysics from <strong>Texas</strong> A&M and an MS in <strong>Environmental</strong><br />
Engineering from University of Hous<strong>to</strong>n. He’s been with <strong>TxDOT</strong> off and on for almost ten years and is<br />
currently handling <strong>the</strong> Hous<strong>to</strong>n District’s three MS4 permits.<br />
Tom Bruechert has served as <strong>the</strong> FHWA <strong>Environmental</strong> Team Leader in <strong>Texas</strong> for <strong>the</strong> last 5 years of his<br />
10 years with FHWA. Before FHWA, Tom worked at <strong>TxDOT</strong> ENV for 10 years and NYSDOT for 3 years.<br />
Tom has a BS in Landscape Architecture from Cornell University.<br />
Karie Brown is a Program Specialist with ENV. Previously she worked in <strong>TxDOT</strong>’s Corpus Christi,<br />
Austin, and Waco Districts and served as <strong>the</strong> North Region’s <strong>Environmental</strong> Coordina<strong>to</strong>r.<br />
Doug Booher presently serves as ENV’s Strategic Projects Manager. He has 20 years of experience in<br />
environmental resource management and transportation project development.<br />
Thomas D. Burr is a Senior Compliance Manager in Shaw's <strong>Environmental</strong> and Infrastructure<br />
Engineering Department. He also is an ANSI RAB trained ISO 14001 lead audi<strong>to</strong>r.<br />
John P. Campbell, P.E., is <strong>the</strong> Direc<strong>to</strong>r of <strong>TxDOT</strong>’s Right of Way Division. He holds a BS in Civil<br />
Engineering from <strong>Texas</strong> A&M and an MS in Business Administration from UT/Dallas.<br />
Jose Campos is a planner with FHWA, and he focuses on <strong>the</strong> Austin and Hous<strong>to</strong>n Districts. He is also<br />
<strong>the</strong> intermodal team leader.<br />
Summer Chandler, an Architectural His<strong>to</strong>rian, manages contracts for ENV’s His<strong>to</strong>rical Studies Branch.<br />
Rodney Concienne, P.G., is <strong>the</strong> manager of ENV’s Pollution Prevention and Abatement Branch.<br />
Previously he was a project manager in TCEQ’s Remediation Division.<br />
Commissioner Will Conley is <strong>the</strong> Hays County Commissioner for precinct three. As chairman of <strong>the</strong><br />
Capi<strong>to</strong>l Area Regional Transportation Planning Organization, he focuses on long-term solutions <strong>to</strong> Central<br />
<strong>Texas</strong>’ growing transportation needs.<br />
Jim Crisp graduated with a BS in Urban <strong>Environmental</strong> Management and a MS in <strong>Environmental</strong> Studies<br />
from <strong>the</strong> California State University at Dominguez Hills. He joined <strong>TxDOT</strong> in 2001 as an <strong>Environmental</strong><br />
Specialist in <strong>the</strong> Dallas District Operations Department.<br />
Terry Dempsey, P. G., is a Team Leader with ENV’s Pollution Prevention and Abatement Branch. He<br />
has a BS in Geology and a MS in Natural Sciences from Stephen F. Austin State University.<br />
Bryan Ellis is a lead worker in ENV’s Rural Districts Section. He is involved in training, men<strong>to</strong>ring, and<br />
resource sharing for <strong>TxDOT</strong>’s rural districts.<br />
Lain Ellis is an <strong>Environmental</strong> Policy Analyst with ENV. He has been instrumental in developing <strong>TxDOT</strong>’s<br />
procedures for local government projects. Previously he was <strong>the</strong> principal developer of <strong>TxDOT</strong>'s Scientific<br />
Services Contract Program.<br />
Mark Fisher is ENV’s ERM Branch Manager. Previously he worked at TCEQ with various water<br />
programs, including 401 certifications.<br />

Scott Ford, AICP, is a Project Delivery Manager with ENV. He holds an MS in Community and Regional<br />
Planning from UT/Austin.<br />
Amy Foster is <strong>the</strong> Water Quality Team Leader in ENV’s Ecological Resources Management Branch. She<br />
has an MS in <strong>Environmental</strong> Science and a BS in Biology from TCU.<br />
Jefferson Grimes is <strong>the</strong> Direc<strong>to</strong>r of <strong>TxDOT</strong>’s Office of Public Involvement. The Office of Public<br />
Involvement provides support <strong>to</strong> districts and divisions for efforts surrounding public engagement, and<br />
Jefferson has been tasked with starting-up that office. He previously held <strong>the</strong> position of Deputy Direc<strong>to</strong>r<br />
of <strong>the</strong> Government and Public Affairs Division.<br />
Daniel Harris is in ENV’s Programs Management Section. He has an MS in His<strong>to</strong>ric Preservation<br />
Planning from Eastern Michigan University.<br />
Lisa Hart is ENV’s Programs Management Section Direc<strong>to</strong>r. She has a BA in Anthropology and a MA in<br />
Architecture from UT/Austin.<br />
Brandy Hus<strong>to</strong>n is in ENV’s Programs Management Section. She works on a variety of policy issues and<br />
serves as <strong>the</strong> division’s legislative coordina<strong>to</strong>r.<br />
Lynn Isaak, P.E., is <strong>the</strong> Direc<strong>to</strong>r of <strong>TxDOT</strong>’s Project Management Office. She oversees <strong>the</strong> planning,<br />
development, and coordination of project management <strong>to</strong>ols for <strong>the</strong> delivery of all <strong>TxDOT</strong> projects.<br />
John Jameson is a Transportation Specialist with <strong>TxDOT</strong>’s Construction Division. He provides guidance<br />
<strong>to</strong> <strong>TxDOT</strong> districts on contract administration and specifications.<br />
Bruce Jensen manages ENV’s His<strong>to</strong>rical Studies Branch, which oversees Section 106 compliance. He<br />
previously worked in <strong>the</strong> private sec<strong>to</strong>r and for <strong>the</strong> <strong>Texas</strong> His<strong>to</strong>rical Commission and <strong>the</strong> His<strong>to</strong>ric Bridge<br />
Foundation.<br />
Ashby Johnson is <strong>the</strong> Deputy Direc<strong>to</strong>r of Transportation at <strong>the</strong> Hous<strong>to</strong>n-Galves<strong>to</strong>n Area Council.<br />
Previously he was a planner at both <strong>TxDOT</strong> and FHWA.<br />
Sai Kolla is a Project Manager/Analyst for <strong>Texas</strong> ECOS. He is a Sybase and Oracle certified<br />
professional, who works in business analysis and software application development.<br />
Nicolle Kord is an <strong>Environmental</strong> Specialist with ENV, specializing in community impacts and<br />
environmental justice. Previously she served as a NEPA specialist at <strong>the</strong> Colorado Department of<br />
Transportation.<br />
Sonja Land is based in <strong>TxDOT</strong>’s Dallas-Fort Worth Special Projects Office. She is <strong>the</strong> Dallas Fort Worth<br />
comprehensive development agreement environmental coordina<strong>to</strong>r and compliance manager.<br />
Mike Leary is <strong>the</strong> Direc<strong>to</strong>r of Planning and Program Development for FHWA's <strong>Texas</strong> Division in charge of<br />
planning, environmental, and ROW activities.<br />
Darren LeBlanc is <strong>the</strong> US Fish and Wildlife Service’s Transportation Liaison. He has a MS in Wildlife<br />
Biology from Clemson University.<br />
Douglass Mack, PMP, is in ENV’s Pollution Prevention and Abatement Branch. Previously he worked in<br />
ENV’s Programs Management Section.<br />
David Madden is a Regula<strong>to</strong>ry Technical Specialist for <strong>the</strong> USACE Fort Worth District where he works<br />
with <strong>the</strong> Nationwide Permits, permit applications, National Wetland Plant List, Regional Supplements, and<br />
TXRAM, which is <strong>the</strong> Fort Worth Districts functional condition <strong>to</strong>ol.<br />

Ed Rashin is an <strong>Environmental</strong> Scientist at Hicks & Company. Ed recently worked collaboratively with<br />
ENV <strong>to</strong> revise <strong>the</strong> <strong>TxDOT</strong> Air Quality Guidelines and develop a comprehensive training program for air<br />
quality analyses.<br />
Jeffrey Riley is a member of <strong>the</strong> Multimedia Planning and Permitting Division at USEPA.<br />
Supalak Rogers, P.G., oversees <strong>TxDOT</strong>'s MS4 Program. Previously she worked for TCEQ as a permit<br />
writer, enforcement coordina<strong>to</strong>r, and remediation specialist.<br />
Larry Schooler serves as Community Engagement Consultant for <strong>the</strong> City of Austin and o<strong>the</strong>r private<br />
and public clients. He is President-elect for <strong>the</strong> International Association for Public Participation in <strong>the</strong><br />
United States (IAP2USA), teaches public policy dispute resolution at Sou<strong>the</strong>rn Methodist University, and<br />
is a Fellow in <strong>the</strong> Center for Public Policy Dispute Resolution at <strong>the</strong> University of <strong>Texas</strong>.<br />
Carlos Swonke’s career began with <strong>TxDOT</strong> in 1987. In 1998, he left <strong>TxDOT</strong> <strong>to</strong> work as a consultant,<br />
managing a variety of environmental planning and permitting projects for state, federal, and local<br />
government clients. He returned <strong>to</strong> <strong>TxDOT</strong> in January 2012 when offered his current position as Direc<strong>to</strong>r<br />
of ENV.<br />
Robert F. (Bob) Tally, Jr. is <strong>the</strong> Division Administra<strong>to</strong>r for <strong>the</strong> FHWA <strong>Texas</strong> Division. He leads a<br />
multidisciplinary team that works with state, local, and private sec<strong>to</strong>rs <strong>to</strong> ensure federal funds are used<br />
effectively.<br />
Sena<strong>to</strong>r Kirk Watson, formerly mayor of Austin, was elected <strong>to</strong> <strong>the</strong> <strong>Texas</strong> Senate in 2006. In 2009, <strong>the</strong><br />
<strong>Texas</strong> Monthly Magazine recognized him as one of <strong>the</strong> state's 10 Best Legisla<strong>to</strong>rs. He was a member of<br />
<strong>the</strong> Executive Committee of <strong>the</strong> State Bar of <strong>Texas</strong> and served as chair of <strong>the</strong> Greater Austin Chamber of<br />
Commerce, <strong>Texas</strong> Advisory Board of <strong>Environmental</strong> Defense, and Capital Area Metropolitan Planning<br />
Organization, <strong>the</strong> primary transportation planning agency for Central <strong>Texas</strong>.<br />
Marc D. Williams, P.E., is a member of <strong>the</strong> <strong>TxDOT</strong> Administration, serving as <strong>the</strong> Direc<strong>to</strong>r of Planning.<br />
Phil Wilson is <strong>the</strong> Executive Direc<strong>to</strong>r of <strong>the</strong> <strong>Texas</strong> Department of Transportation. Under <strong>the</strong> direction of<br />
<strong>the</strong> <strong>Texas</strong> Transportation Commission, he manages, directs, and implements <strong>TxDOT</strong> policies, programs,<br />
and operating strategies. He also represents <strong>TxDOT</strong> before <strong>the</strong> <strong>Texas</strong> Legislature and o<strong>the</strong>r entities.<br />
Tim Wood is ENV’s Air Quality Coordina<strong>to</strong>r. He has a BS in <strong>Environmental</strong> Science from <strong>the</strong> University of<br />
<strong>the</strong> Incarnate Word.<br />
