Scoping: Streamlining
Step 1
Scoping provides focus,
structure, and discipline for
the environmental process. It
establishes the depth of
analyses needed; the
geographical and temporal
boundaries for analyses; and
the tasks, roles, and
responsibilities required to
complete the process.
Appropriate scoping is
environmental streamlining; it
results in doing less work
while doing that work better.
The panel will explain the
scoping process as required
under TxDOT’s new
environmental rules.
Speakers
• Karie Brown: Programs
Management, TxDOT ENV
Programmatic Approaches to
Support MAP-21
MAP-21 includes numerous
provisions intended to
accelerate project delivery.
Our panel will outline the
MAP-21 provision
encouraging the use of
programmatic approaches to
expedite the environmental
process from planning
through mitigation.
Implementing this provision
requires DOTs to adopt tools
that group multiple projects
under a single environmental
effort, so we’ll show you how
to:
• Predict the level of effort
needed for individual
projects and the four-year
project development plan
as a whole;
• Contract to mass produce
risk analyses to provide
information forecasting the
likelihood of encountering
issues affecting cost and
time;
• Produce scopes of work
that do not over- or underprescribe
tasks; and
• Develop programmatic
mitigation programs to
replace project-by-project
mitigation efforts.
Speakers
• Lain Ellis: Programs
Management, TxDOT ENV
• Douglass Mack: Pollution
Prevention and
Abatement, TxDOT ENV
Special Specification 1122 and
the EMS Verification Audit
TxDOT’s new Statewide
Special Specification 1122 and
the associated Special
Provision (1122-001 Temporary
Erosion, Sedimentation, and
Environmental Controls) will be
used for all construction
projects beginning with the
October 2012 letting. Learn how
the new specification and
special provision affect storm
water management during the
construction process. This
session provides vital
information for district
environmental quality
coordinators, local
governments, contractors, and
projects. The implementation of
the new specification and
special provision are part of
TxDOT’s statewide
implementation of its
Environmental Management
System (EMS). This session
includes an overview of the
Analysis
What are the recent changes
in the data available to us
from the US Census Bureau,
and how can TxDOT deal
with them? The 2010 census
did not collect the long form,
which has been our source
for detailed income and
language data. Now, this
data is available through the
American Community
Survey, but it is based on
estimates. We’ll talk about
the differences in the data,
how and when to use it, and
how and when to use
