4 The development of <strong>DVI</strong> <strong>System</strong> <strong>International</strong><br />

The present quality of the <strong>DVI</strong> <strong>System</strong> is a result of Interpol’s standard systems with its relevant standard<br />

forms which combined with the dental page of our IT program for dental clinics make up the<br />

software program which was introduced to Interpol’s member states for the first time in 1995.<br />

In 1987, we introduced a specialised IT program for dentists. The odontology program is an important<br />

element of the <strong>DVI</strong> <strong>System</strong>. Shortly afterwards a contact was established with the Danish Police Force<br />

who saw a great potential in using the odontology program as an important asset to Interpol’s general<br />

identification procedures, including the general identification forms which are used for identification of<br />

dead victims.<br />

In 1995, a new collaboration was initiated involving representatives of the Norwegian and Danish<br />

Police Forces in co-operation with <strong>Plass</strong> <strong>Data</strong> <strong>Software</strong> A/S. The goal was to develop an IT system for<br />

the identification of victims of major accidents. The program is based on Interpol’s <strong>DVI</strong> <strong>System</strong>,<br />

(Disaster Victim Identification Forms), which has been developed and is currently revised by the<br />

Missing and Wanted Persons Search Squad of the Danish Police Force in close collaboration with<br />

Interpol’s Standing Committee on Disaster Victim Identification and <strong>Plass</strong> <strong>Data</strong> <strong>Software</strong> A/S.<br />

The <strong>DVI</strong> <strong>System</strong> has proved its indisputable quality many times in many countries. In 1996 the <strong>DVI</strong><br />

<strong>System</strong> was used to identify victims from two plane crashes in the Faeroe Islands and Spits bergen.<br />

In the 1996 Report of the Danish Police Force, the two plane crashes and the use of the <strong>DVI</strong> <strong>System</strong><br />

is described in details.<br />

In 2005 the program was used in the centre for the Tsunami Victim Identification in Thailand. During<br />

this task the system underwent considerable development and improvement in collaboration with <strong>DVI</strong><br />

teams from around the world.<br />

The program is being developed in close collaboration between the different <strong>DVI</strong> Groups within<br />

Interpol. The development and future alterations of the program is in agreement with <strong>DVI</strong> Teams in<br />

several European countries, which subsequently co-operates with <strong>Plass</strong> <strong>Data</strong> <strong>Software</strong> A/S who implements<br />

the alterations.


Short description of <strong>DVI</strong> <strong>System</strong> <strong>International</strong> 5<br />

•• The program has now reached the 3 rd<br />

generation and we call our latest version <strong>DVI</strong> <strong>System</strong><br />

<strong>International</strong>. In Thailand also known as the <strong>Plass</strong> <strong>Data</strong> <strong>System</strong>.<br />

•• The system operates under Windows 2000, Windows XP Professional or higher, applying the general<br />

Windows functions.<br />

•• The updating screen displays are true copies of the Interpol <strong>DVI</strong> forms.<br />

•• The user may select different languages for the user interface.<br />

•• The system is able to print the complete <strong>DVI</strong> form set in English, French, Spanish, Norwegian,<br />

Dutch, Swedish, German, Icelandic and Danish. If the <strong>DVI</strong> forms are subsequently translated into<br />

other national languages, they will be available for other <strong>DVI</strong> user countries as well. As Interpol<br />

revises the <strong>DVI</strong> forms, they will be updated in the <strong>DVI</strong> <strong>System</strong> to make sure that the latest version<br />

of the <strong>DVI</strong> form may always be printed.<br />

•• The program can be deployed as a national register of missing and unidentified dead persons.<br />

Announcements to other countries of searches and of persons found can be made electronically to<br />

the recipient countries using the <strong>DVI</strong> <strong>System</strong>. If the <strong>System</strong> is installed at Interpol, Lyon, distribution<br />

can be made electronically via Interpol.<br />

•• The <strong>System</strong> has a built-in entry control system and a log system.<br />

•• The system comprises a wide selection of management reports covering areas such as nationality<br />

distribution, progress reporting and so on.<br />

•• It is possible to do a number of advanced searches on all entered data, including dental records<br />

and DNA. Automatic batch matching on all dental and DNA data can also be used.<br />

•• You are able to design your own user-defined reports, which makes you able to design and print<br />

e.g. statistical reports just as you want them.<br />

•• The program has been developed in Delphi and data are stored in a Microsoft SQL database. As to<br />

the number of simultaneous users in a multi user system, network and server are the only limiting<br />

factors.

<strong>Plass</strong> <strong>Data</strong> <strong>Software</strong> A/S owns the program rights and the individual countries purchase the licence to<br />

use the program according to specific agreements. No Police Force has any financial interest in the<br />

program and has expressed the wish that the system will be applied as widely as possible in order to<br />

make international co-operation more effective in the event of major accidents and disasters.<br />

We expect that the reasonable price at which the program is offered will also contribute to a widespread<br />

use. The system is now used in many countries in the world.<br />

The source code of the program is deposited with the National Police Force in Denmark.<br />

In the following part, we will give a brief introduction to how the system is designed seen from the<br />

users point of view and show how specific areas in the handling of a disaster is done in the system.

Online Case Manager<br />

When you start up the <strong>DVI</strong> <strong>System</strong> <strong>International</strong>, the “Online Case Manager” is the first shown window.<br />

From this window you can do almost all the management around a case:<br />

1. Create a new AM or PM case<br />

2. Search for and open existing cases<br />

3. Renumber a case or add reference numbers – like AFIS or DNA barcodes.<br />

4. Print out case data or lists based on a search.<br />

5. Import and export is also done from this window.<br />

6. Case management information can be entered.<br />

Existing cases can be searched among using up to ten search criteria. Furthermore, it is possible to<br />

sort each single column.<br />

As one single case consists of up to 16 pages, it is necessary to activate/open the case before a page<br />

can be opened.<br />

It is possible to activate several cases simultaneously - that means several pages can be opened on<br />

several cases simultaneously.

E4 - DNA<br />

DNA-profiles for the missing person together<br />

with three family members can be registered.<br />

This will make it possible to search an AM case<br />

against a PM case based on official genetic<br />

instructions.<br />

For now it is possible to do full and half band<br />

matching - direct line. By experience this will<br />

fit the needs in most cases.<br />

Automatic batch matching on DNA data can also<br />

be initialised.<br />

D4 – Body sketch<br />

On this page it is possible to illustrate<br />

”Scars/Piercing”, ”Skin marks”, ”Tattoo marks” etc.<br />

By the use of symbols, it is also possible to write<br />

text with cross-reference to section ”53 Specific<br />

details”.<br />

Furthermore, with single user licences, it is possible<br />

to make free-hand drawings.

F2 – Dental information<br />

The system is designed to make it possible to<br />

display a detailed and complex dental record, for<br />

example, in single cases it is possible to transfer<br />

a dental description with the purpose of identifying<br />

a dead person in another region or country.<br />

In an accident with many victims, it is possible to<br />

make a fast registration of the very specific<br />

details, making it possible for the system to point<br />

out single plausible matches, which are subsequently<br />

manually examined in detail before final<br />

identification.<br />

Automatic batch matching on all dental data can<br />

also be initialised. The result of this can easily be<br />

iterated and validated by viewing the graphical<br />

dental comparison. Fully integrated with the<br />

reconciliation status.

Searching and <strong>Data</strong> Mining<br />

A search can be established in several ways.<br />

In general you would create a ”Search Case” which is an analogue to the AM/PM forms. These Search<br />

Cases are filled in with the criteria of your interest and then scored in the search result list against the<br />

AM/PM cases.<br />

Search Cases can also be automatically filled out using a AM/PM case and scored against the most<br />

likely candidates.<br />

Another strong tool now implemented in the system is the ”Full text search” which searches all texts<br />

in the forms.<br />

The search results are presented with the most likely match first, and specifying the number of<br />

matches on each page.

Programming language<br />

<strong>DVI</strong> <strong>System</strong> <strong>International</strong> is developed in the Delphi 6.0 programming language.<br />

The <strong>System</strong> uses a Microsoft SQL Server 2000 Desktop Engine or Microsoft SQL Server 2000 Standard.<br />

Purchase<br />

Our customers are countries and institutions who work with identification. <strong>DVI</strong> <strong>System</strong> <strong>International</strong> is<br />

licensed to an institution of the country and the customer is given the rights to deploy and use the<br />
