Disaster Victim Identification
2 Introduction to Plass Data Software A/S
Plass Data Software A/S has always been known for its niche production of complete IT solutions for
the professional community. Ever since the company was established, it has been our objective to be
the market leading Software Company within the individual product segments of the industry.
Our technological know-how and flexibility in a rapidly changing market enables us to develop advanced
IT software characterised by high performance, data security and user-friendliness, always
applying the latest tools and methods.
Plass Data Software A/S is a traditional and highly specialised organisation, yet our product development
is managed in small groups which unite the individual departments. When choosing our technological
platform, we always strive to find the best solution in relation to both price and quality.
Plass Data Software A/S is an important mediator between our customers and a large network of
other suppliers. Our partners are, of course, market leaders respected for their reliability and high
quality products. Service and customer training are primarily managed via our hotline telephone service
and a major training programme developed to the needs of the individual company or profession.
Since the company was founded in 1978, we have learned that an IT investment cannot be delivered
with a guarantee that it shall never have to be updated. A software investment must constantly be
developed and adjusted as technology progresses.
Above all, our years in business have underlined the fact that the key words in our trade are quality,
reliability and extensive service. Furthermore, it is important that the systems are continuously developed
in order to keep up with technological innovation and legislative change. Only then may we provide
the optimal solution to our customers. This is the very core of our business, because we are well
aware that no chain is stronger than its weakest link.
Introduction to Plass Data Software A/S S3
Today, many things are indicating a more flexible business environment where the computer will
enable us to work from the privacy of our homes or during business trips.
Plass Data Software A/S also develops strategic and administrative solutions for private companies
and public institutions.
Plass Data Software A/S is a central business partner for this group of customers because the development
of a specific IT solution requires a profound insight into the daily routines of the user.
Plass Data Software A/S is Microsoft Certified Partner and IBM Business Partner.
4 The development of DVI System International
The present quality of the DVI System is a result of Interpol’s standard systems with its relevant standard
forms which combined with the dental page of our IT program for dental clinics make up the
software program which was introduced to Interpol’s member states for the first time in 1995.
In 1987, we introduced a specialised IT program for dentists. The odontology program is an important
element of the DVI System. Shortly afterwards a contact was established with the Danish Police Force
who saw a great potential in using the odontology program as an important asset to Interpol’s general
identification procedures, including the general identification forms which are used for identification of
dead victims.
In 1995, a new collaboration was initiated involving representatives of the Norwegian and Danish
Police Forces in co-operation with Plass Data Software A/S. The goal was to develop an IT system for
the identification of victims of major accidents. The program is based on Interpol’s DVI System,
(Disaster Victim Identification Forms), which has been developed and is currently revised by the
Missing and Wanted Persons Search Squad of the Danish Police Force in close collaboration with
Interpol’s Standing Committee on Disaster Victim Identification and Plass Data Software A/S.
The DVI System has proved its indisputable quality many times in many countries. In 1996 the DVI
System was used to identify victims from two plane crashes in the Faeroe Islands and Spits bergen.
In the 1996 Report of the Danish Police Force, the two plane crashes and the use of the DVI System
is described in details.
In 2005 the program was used in the centre for the Tsunami Victim Identification in Thailand. During
this task the system underwent considerable development and improvement in collaboration with DVI
teams from around the world.
The program is being developed in close collaboration between the different DVI Groups within
Interpol. The development and future alterations of the program is in agreement with DVI Teams in
several European countries, which subsequently co-operates with Plass Data Software A/S who implements
the alterations.
Short description of DVI System International 5
•• The program has now reached the 3 rd
generation and we call our latest version DVI System
International. In Thailand also known as the Plass Data System.
•• The system operates under Windows 2000, Windows XP Professional or higher, applying the general
Windows functions.
•• The updating screen displays are true copies of the Interpol DVI forms.
•• The user may select different languages for the user interface.
•• The system is able to print the complete DVI form set in English, French, Spanish, Norwegian,
Dutch, Swedish, German, Icelandic and Danish. If the DVI forms are subsequently translated into
other national languages, they will be available for other DVI user countries as well. As Interpol
revises the DVI forms, they will be updated in the DVI System to make sure that the latest version
of the DVI form may always be printed.
•• The program can be deployed as a national register of missing and unidentified dead persons.
Announcements to other countries of searches and of persons found can be made electronically to
the recipient countries using the DVI System. If the System is installed at Interpol, Lyon, distribution
can be made electronically via Interpol.
•• The System has a built-in entry control system and a log system.
•• The system comprises a wide selection of management reports covering areas such as nationality
distribution, progress reporting and so on.
•• It is possible to do a number of advanced searches on all entered data, including dental records
and DNA. Automatic batch matching on all dental and DNA data can also be used.
•• You are able to design your own user-defined reports, which makes you able to design and print
e.g. statistical reports just as you want them.
•• The program has been developed in Delphi and data are stored in a Microsoft SQL database. As to
the number of simultaneous users in a multi user system, network and server are the only limiting
factors.
6 Presentation of DVI System International
Plass Data Software A/S owns the program rights and the individual countries purchase the licence to
use the program according to specific agreements. No Police Force has any financial interest in the
program and has expressed the wish that the system will be applied as widely as possible in order to
make international co-operation more effective in the event of major accidents and disasters.
We expect that the reasonable price at which the program is offered will also contribute to a widespread
use. The system is now used in many countries in the world.
The source code of the program is deposited with the National Police Force in Denmark.
In the following part, we will give a brief introduction to how the system is designed seen from the
users point of view and show how specific areas in the handling of a disaster is done in the system.

Online Case Manager
When you start up the DVI System International, the “Online Case Manager” is the first shown window.
From this window you can do almost all the management around a case:
1. Create a new AM or PM case
2. Search for and open existing cases
3. Renumber a case or add reference numbers – like AFIS or DNA barcodes.
4. Print out case data or lists based on a search.
5. Import and export is also done from this window.
6. Case management information can be entered.
Existing cases can be searched among using up to ten search criteria. Furthermore, it is possible to
sort each single column.
As one single case consists of up to 16 pages, it is necessary to activate/open the case before a page
can be opened.
It is possible to activate several cases simultaneously - that means several pages can be opened on
several cases simultaneously.

E4 - DNA
DNA-profiles for the missing person together
with three family members can be registered.
This will make it possible to search an AM case
against a PM case based on official genetic
instructions.
For now it is possible to do full and half band
matching - direct line. By experience this will
fit the needs in most cases.
Automatic batch matching on DNA data can also
be initialised.
D4 – Body sketch
On this page it is possible to illustrate
”Scars/Piercing”, ”Skin marks”, ”Tattoo marks” etc.
By the use of symbols, it is also possible to write
text with cross-reference to section ”53 Specific
details”.
Furthermore, with single user licences, it is possible
to make free-hand drawings.

F2 – Dental information
The system is designed to make it possible to
display a detailed and complex dental record, for
example, in single cases it is possible to transfer
a dental description with the purpose of identifying
a dead person in another region or country.
In an accident with many victims, it is possible to
make a fast registration of the very specific
details, making it possible for the system to point
out single plausible matches, which are subsequently
manually examined in detail before final
identification.
Automatic batch matching on all dental data can
also be initialised. The result of this can easily be
iterated and validated by viewing the graphical
dental comparison. Fully integrated with the
reconciliation status.

Searching and Data Mining
A search can be established in several ways.
In general you would create a ”Search Case” which is an analogue to the AM/PM forms. These Search
Cases are filled in with the criteria of your interest and then scored in the search result list against the
AM/PM cases.
Search Cases can also be automatically filled out using a AM/PM case and scored against the most
likely candidates.
Another strong tool now implemented in the system is the ”Full text search” which searches all texts
in the forms.
The search results are presented with the most likely match first, and specifying the number of
matches on each page.
