A <strong>Guide</strong> <strong>to</strong> <strong>the</strong> <strong>Use</strong> <strong>Classes</strong> <strong>Order</strong> <strong>and</strong> <strong>Permitted</strong> <strong>Changes</strong> <strong>of</strong> <strong>Use</strong><br />

Most uses <strong>of</strong> l<strong>and</strong> <strong>and</strong> buildings fall within a ‘use class’ or category for <strong>the</strong> purpose <strong>of</strong> <strong>to</strong>wn<br />

planning legislation. The Town <strong>and</strong> Country Planning (<strong>Use</strong> <strong>Classes</strong>) <strong>Order</strong> 1987 (as amended)<br />

puts uses <strong>of</strong> l<strong>and</strong> <strong>and</strong> buildings in<strong>to</strong> various categories defining <strong>the</strong> types <strong>of</strong> use within each<br />

class.<br />

Planning permission is not needed for changes in use <strong>of</strong> buildings within each class <strong>and</strong> certain<br />

changes <strong>of</strong> use between some <strong>of</strong> <strong>the</strong> classes can be carried out as ‘permitted development’.<br />

This means that you will not need <strong>to</strong> submit a planning application in certain cases. For<br />

example, a greengrocer’s shop could be changed <strong>to</strong> a shoe shop without permission as <strong>the</strong>se<br />

uses fall within <strong>the</strong> same ‘class’, <strong>and</strong> a restaurant could be changed <strong>to</strong> a shop or a estate agency<br />

as <strong>the</strong> <strong>Use</strong> Class <strong>Order</strong> allows this type <strong>of</strong> change <strong>to</strong> occur without requiring planning<br />

permission.<br />

However, many changes <strong>of</strong> use do require planning permission. The regulations are complex<br />

<strong>and</strong> you should seek advice before carrying out any works. Most external building work<br />

associated with a change <strong>of</strong> use is likely <strong>to</strong> require planning permission.<br />

The following table has been complied <strong>to</strong> help you <strong>to</strong> decide whe<strong>the</strong>r you need planning<br />

permission. Please note that <strong>the</strong> table is a summary <strong>of</strong> all <strong>the</strong> use classes <strong>and</strong> you should seek<br />

specific advice before carrying out any works.<br />

The following classes <strong>of</strong> use are set out in <strong>the</strong> Town <strong>and</strong> Country Planning (<strong>Use</strong> <strong>Classes</strong>) <strong>Order</strong><br />

1987 <strong>and</strong> its subsequent amendments.<br />
