PREFACE
Dear Members of the German Chamber of
Commerce in Shanghai,
With so much excitement building around
2010, it is easy to glance over the significance
of the freshly retired 2009. The
financial crisis reminded us that there are
always challenges which must be faced;
but they can be overcome. A new government
in Germany looks poised to do just
this, while preparations for the Shanghai
World EXPO 2010 continue to move ahead
at full speed.
Still, no matter how you choose to view
the past year, for the Chamber it has to be
seen as a successful one overall. Our thanks
go out to the Chamber’s board members,
workshop moderators and dedicated staff
members, and everyone who joined us in
making this past year so memorable.
The term “financial crisis” is already ingrained
into our daily conversation, but the
Chamber remains resilient. The number of
Chamber members has once again grown,
now totalling 1,137. Also, due to the
Chamber’s dedication to excellence, meetings
and events continued to hold high attendance.
None of this though would have
been possible without the goodwill, knowledge
and charisma of our many speakers.
We thank them for sharing their time and
expertise with us.
With so much support and input received,
the Chamber feels a strong obligation to
give back its share to the community we
live in. As in previous years, the focus on
education was continued through developing
skilled workers at the AHK-supported
Vocational Training Centre in Taicang. The
successful institution continues to progress
and give local talents a basis for successful
living while contributing German companies
in the area with qualified skilled workers.
We look forward to partaking in further
sustainable endeavours such as this
one in the future. A signing ceremony in
December for the AHK’s second vocational
training centre in the Yangtze Delta is set
to bring German educational standards also
to Wuxi.
A project of more immediate aid was the
rebuilding of a primary school in Qingchuan,
one of the hardest hit areas of the
devastating Sichuan earthquake. The German
Chamber of Commerce • Shanghai
acted as lead sponsor with a donation of
RMB 650,000 for the ‘Friends for Friends’
project, which was initiated by the Taicang
Roundtable with the support of German
companies and private donors. Just over a
year after the earthquakes, the cornerstone
for the new ‘Hope School’ was laid in June
2009.
Catering to the community back at its
home base, a refreshed team at the Chamber
put on another fantastic German Ball in
November - still the undisputed highlight
of the social calendar in Shanghai. The
classics tend repeat themselves, but there
are always new ideas unfolding. Make sure
to keep an eye on what we have in store
for the start of a new year!
As the year on our calendar changes, we
are reminded that the world around us is
constantly revolving. This will only become
more evident as the Expo draws closer. As
these changes come to pass, we must be
sure to embrace them using them to our
advantage, instead of fighting them to our
detriment. With so much to look forward
to, we hope to share as much joy as possible
with our members in the next decade.
May the next year bring you good fortune,
health and happiness.
Yours truly,
Arved von zur Mühlen
ABOUT US
120 locations in 80 countries
The members of the German Chamber Network, the AHKs, are present in all countries of particular interest for the
German Industry and Commerce (GIC). AHKs provide support services to both German and host country companies in
the development of their business.
Under the DEinternational brand, the AHKs offer their commercial services at market prices in line with performance.
Basic services like market entry support, market information, legal assistance and address research are provided by
the AHKs all over the world. Depending on the size and location of an AHK, additional specialized services may be
provided.
In China
According to Chinese legislation bilateral chambers are not yet allowed in the People’s Republic. Therefore the AHK
in China is a delegation office at pre-stage for the foundation of a full fledged AHK. There are three offices of the
Delegation of German Industry and Commerce in Mainland China (Beijing, Guangzhou and Shanghai) as well as
Delegation offices in Hong Kong and Taipei. These offices all operate under the umbrella of AHK as the official representation
of the German industry.
The office of the Delegation of German Industry and Commerce • Shanghai operates since 1994 and has developed a
strong cooperation with all German institutions in China.
To also offer the benefits of a membership and networking platform and support services to German companies in
China, the German Chamber of Commerce and the GIC – German Industry and Commerce have been founded.
The German Chamber of Commerce has its official registration in Beijing and consists of three equal regional chambers
in Beijing, Guangzhou and Shanghai. Each chamber has its own localized setup to fulfill the requests of its
members. The chambers are financed exclusively through membership fees and corporate sponsorship and receive no
financial support from Germany.
The GIC bundles the service functions of the AHK in China. It has been founded in 2001 and since then has helped
coordinate the market entries of more than 400 companies. Over 20,000 inquiries from 5,000 customers per year
give evidence of the experience of the nine GIC Greater China offices in Beijing, Guangzhou, Hangzhou, Hong Kong,
Ningbo, Qingdao, Shanghai, Taicang and Taipei.
Sino-german economic relationships – recent developments, perspectives
and new initiatives
January 15 th , 2009
Consul General Dr. von der Heyden
Dr. Albrecht von der Heyden, the German consul general, opened his speech with a short review
of the last year and than gave speculations about the future development of China. In
this case, the speaker underlines the growing importance of bilateral relationships. The aim
is to overrun 100 million Euros in the bilateral trade between China and Germany till 2010.
The speaker commended the strong Sino-German relationships which include economical issues,
culture, science, and education. The speaker stresses the importance of the growing bilateral
cross linking especially in the case of job trainings. In this regard, Dr. von der Heyden
commends the training center in Taicang, which educates Chinese students according to the
German dual system.
Balancing Work and Life in a Fast-Paced Environment
February 26 th , 2009
Ms. Doris Rathgeber, OMD, General Manager and Founder of Body & Soul – Medical Clinics
Chairman of GCC • Shanghai, Mr. Arved von zur Mühlen, welcomed the audience full of senior
executives who have to deal with the hustle of China’s economic capital. Speaker for the
evening, Ms. Doris Rathgeber, shared her experiences and thoughts on keeping a balance
in a fast-paced, hectic city such as Shanghai. The aim of Work-Life Balance is to keep one’s
input and output of energies on an equalized level. Harmful lifestyle habits are the easiest
preventable factors and include three main groups, dietary habits, self-medication and
physical exercise. Ms. Rathgeber recommended the audience to develop more consciousness
concerning their lifestyles to pay attention to one’s nutrition, to exercise and to consult a
doctor in case of health conditions.
Germany and China: A Programme and a Corporate Success Story
March 26 th , 2009
Mr. Michael König, Geschäftsführer Bayer (China) Ltd.,
Botschafter Dr. Wolfgang Röhr, Leiter des Arbeitsstabes Deutschland-China im Auswärtigen Amt
After Ambassador Röhr’s status report on the event series “Germany and China – Moving
Ahead Together”, Ambassador Dr. Wolfgang Röhr, introduced the project “Deutschland und
China – Gemeinsam in Bewegung”, a joint initiative of the two countries. The three year programme
will culminate in the Shanghai World Expo in 2010. Next Mr. Michael König, General
Manager of Bayer China and Bayer MaterialScience China, reviewed the German chemical giant’s
successful China history. Speaking of the predicted outcome and affects of the economic
crisis on his company, Mr. König noted that the shrinking consumer markets and the struggling
automotive industry have also affected Bayer’s sales figures for the last quarter of 2008. Nevertheless,
Bayer remains confident about the future and the great potential that China holds.
MEETINGS
China’s Road to 2050: A Precise Analysis
April 23 rd , 2009
Mr. Jörg Wuttke, President, European Union Chamber of Commerce in China; Chief Representative,
BASF (China) Company Ltd.
Chairman of the evening, Mr. Elmar Weitzel, welcomed the audience and speaker, Mr. Jörg
Wuttke, the President of the European Union Chamber of Commerce. Mr. Wuttke provided a
very topical and outspoken account of the current status and outlook for China until 2050.
The speaker stressed China’s weak and slowing private consumption as a particular area of
concern. Stronger focus should go into the stimulation of private consumption through increased
spending in education, healthcare and smart technologies. These measures would help
prepare China well for its undisputed future role as the single largest contributor to the global
economy. Developing China into a service-focused, rather than a processing-driven economy
will therefore become even more crucial to secure enough employment for its growing cities.
Ms. Jing Ying, Deputy District Manager of Putuo District in Shanghai
Mr. Jens Kump, Office Manager, HPP International Planungsgesellschaft mbH Shanghai
Mr. Christian Sommer, CEO and Chairman, German Centre for Industry & Trade Shanghai
The panel presentation on Germany at next year’s Shanghai Expo was kicked off by Pascal Berger
of PLAYZE Architects, the local architect of Germany’s ‘balancity’ pavilion. Götz Lehmann of TRI-
AD introduced ‘Urban Planet’. Jointly presented by Ms. Ying and Mr. Morneweg was the ‘Zhong|De’
project. Mr. Kump and his company HPP won the bid for the so-called ‘Expo Village’ on which
they gave a briefing. Then, closing the round of panellists, Mr. Sommer from the German Centre
introduced his project called ‘Living & Working in Balancity – Experience the Quality of Life’.
Good News at Last: 85% Growth in Times of “Crisis”
June 25 th , 2009
Mr. Ulrich Walker, Board Member, GCC • Beijing & Executive Vice President, Daimler AG;
Chairman & CEO, Daimler Northeast Asia Ltd.
Starting his presentation, Mr. Ulrich Walker pointed out that even an economic growth of
“only” 6-7% is still an excellent condition for an expansion in the market. China still has a
huge demand for cars and luxury goods. With a focus on “Green Luxury”, heavy investments
in R&D of innovative power train technologies and the introduction of car leasing in China,
the company plans to maintain and further develop its stronghold in the biggest automotive
market of the near future.
The June Chamber Meeting was not only the last one before the summer break, but also Mr.
Weitzel’s last event as Vice Chairman of the German Chamber of Commerce • Shanghai.
Farewell with a Plea
August 27 th , 2009
Prof. Norbert Walter, Chief Economist of Deutsche Bank Group
A record number of 293 guests, among them Consul General Dr. Albrecht von der Heyden,
had come to attend the first Chamber Meeting after the summer break. Dr. Jari Grosse-Ruyken,
Vice-Director of the Chinese-German University Preparatory College (CDHK) at Tongji
University, introduced his institute that is closely collaboration with industry to train the future
talents needed by German companies in China. Chairman of the evening, Mr. Arved von
zur Mühlen, opened the floor for the keynote speaker, Professor Walter. He quickly captured
the audience with his free speech and welcomed a number of questions. The speaker also
called on Europe and Asia to become more assertive and seize the new openness of America
under Obama to treat them as equal partners.
Expats vs. Flexpats
September 24 th , 2009
Dr. Martin Posth, Former Board Member, VW AG
Mr. Rolf Köhler, HR Director, Freudenberg Group Asia
Mr. Frank Quosdorf, Chairman and Co-Founder, Totuba
The host for the evening, Mr. von zur Mühlen, began by giving two striking statistics: According
to the 2009 Global Association Research Survey the country with the most expats in
the world is China (19% of total expats), but failure quota is also highest in the world, with
20% of China expats returning or moving on before the end of their initial term. He then
handed the podium over to the panel. Dr. Posth shared that he considers it a “time of opportunity”
for expats. Mr. Köhler discussed how he sees expats in China as “luxury-expats.” Mr.
Quosdorf coined the new term “flexpat” for himself and his contemporaries, sharing what
the means. Finally, a Q&A session was held to discuss all the topics covered.
A Level Playing Field
October 29 th , 2009
Mr. Jörg Wuttke, President, European Union Chamber of Commerce in China & Chief Representative,
BASF (China) Company Limited
Keynote speaker Mr. Jörg Wuttke led with a few impressive statistics of the 9th Position
Paper of the European Union Chamber of Commerce, the body headed by Mr. Wuttke as its
President. In spite of a still growing market and slowly but steadily recovering growth rates,
China also seems to offer more headaches to foreign investors than ever before. The number
of specific EU recommendations for China gathered in the report this year has grown twofold
from 250 last year to over 500. Still, two thirds of the 300+ survey respondents expressed
optimism about the Chinese economy. Closing his powerful presentation, Mr. Wuttke
called for an understanding of a level playing field between China and Europe.
MEETINGS
Annual review 2009 and outlook 2010
December 10 th , 2009
Consul General Dr. von der Heyden
Consul General Dr. Albrecht von der Heyden’s speech regarding the last year focused on the
topics “world financial crisis”, “the impacts of the Lisbon contract for the European Union”
as well as the “Expo-preparations”.
Germany as well as China had to struggle with the world financial crisis in 2009, but both
managed to overcome it really well. The biggest German event series in a foreign country
so far under the slogan "Germany and China - Moving Ahead Together“ finds its end in the
Expo 2010. Till the start of the expo, there is still a lot of work to do, but Dr. von der Heyden
is confident to present Germany in a proper way. He thanks all participants and helpers.
GREATER CHINA
CHANCES IN THE CRISIS DAY
12 th March 2009
China experts and senior executives
gathered at this year’s edition of the
IHK’s annual flagship event on China to
discuss the future potential for German
companies for “Greater China Day”. Delegates
followed the joint call from the organisers,
this year led by the GCC • Shanghai.
Together with the Chambers and Delegates
from Beijing, Guangzhou and, for the first
time also Hong Kong and Taiwan, the official
representatives of German industry across
Greater China made a joint effort to inform
businesses back home about the current issues
and outlook of doing business in China.
China experienced a significant downturn
since last year’s autumn, but the discussants
agreed that China’s problems are a luxury
compared to the ones that other economies
are facing. This was reiterated by German
Ambassador in Beijing, Dr. Michael Schäfer
in his greeting address. He also painted the
political background picture in present day
China. On the verge of leaping to the global
top spot, the country is still far from settled
in this new role. However, China reaching
third place after the US and Japan in terms
of released scientific publications, shows
that it is nevertheless developing into a
country of innovations. As a growing player
in innovative fields, China is increasingly
accepting the topic of IP protection as
an area of domestic concern. Corporate
leaders were even more upbeat about
the economic prospects. Dr. Rüdiger
Grube, board member of Daimler AG,
reconfirmed the prediction that China
would become the world’s largest car
manufacturer
The “new dynamism in Sino-German
relations”, that Ambassador Dr. Schäfer
witnessed, was also the call of Gerhard
Schröder in his keynote. The former
Chancellor promoted a more proactive
economic and political approach towards
China. Building up of trust and mutual
understanding without open accusations
is a better way to lead to more openness
and change from within. Closer integration
of Germany and China should not be
confined to the political sphere however.
Mr. Schröder pleaded for a closer commercial
interlocking of the two counties
by means of intensified reciprocal asset
participations and “no foreclosing
against Chinese capital” by German legislators
and businesses.
Especially flown in for the night, international
As every year at midnight, a lucky draw
was announced with some fabulous prizes
including two business class roundtrip tickets
to Europe and a weekend getaway in a
Porsche to Hangzhou. A midnight buffet,
dancing and more dancing allowed guests to
continue enjoying themselves well into the
night. At 6.49am the last ones left, happy
and slightly tipsy, already puzzling about
what next year’s theme would bring.
Voices from Shanghai
It is kind of a surprise that an event sponsored by lawyers and even
more reputable people could be so smashing. Absolutely fabulous!
GCC • Shanghai Supports Project of
the Taicang Roundtable from Friends for Friends
After the tragic earthquake in Sichuan in May 2008 the Taicang Roundtable (TRT) initiated a
private project titled ‘Friends for Friends’ to build up a primary school in Qingchuan, a small
city located in one of the hardest hit areas of the devastating earthquake.
The region around Qingchuan is located at the furcation of the Sichuan, Shanxi and Gansuhas
provinces with an area of about 3,269km2 and 250,000 habitants. Qingchuan is one of
the most seriously damaged cities. Until the end of 2008, this region has suffered more than
20,000 aftershocks. Nearly all public buildings have been destroyed and only one school is
left.
In order to support the Friends for Friends project, the GCC • Shanghai became the lead
sponsor with a donation of RMB 650,000. The project was first introduced to the members
at a Chamber Meeting in June 2008. GCC • Shanghai’s board confirmed the donation at the
Taicang Roundtable – a generous act, which will go a long way towards the construction of
the school.
Just over a year after the earthquakes, the cornerstone for the new ‘Hope School’ was laid
in June 2009. Representatives of the GCC had the honour to attend the ceremony. Until the
school can move into its completed new building, temporary container class rooms have
been set up to allow the children to attend classes. After the building will receive its final
approval from the quality bureau in Qingchuan in Febuary, we are looking forward to the official
opening ceremony in March 2010.
As children are our future, we all have an obligation to support such sustainable projects.
Helping pupils to increase their opportunities in life through better education will give them
the chance to independently enhance their living situation in the future.
Outlook 2010
Moving forward, the German Chamber of Commerce • Shanghai will
continue to provide its members with the top notch service they have
come to expect.
