PREFACE<br />

Dear Members of the German Chamber of<br />

Commerce in Shanghai,<br />

With so much excitement building around<br />

2010, it is easy to glance over the significance<br />

of the freshly retired 2009. The<br />

financial crisis reminded us that there are<br />

always challenges which must be faced;<br />

but they can be overcome. A new government<br />

in Germany looks poised to do just<br />

this, while preparations for the Shanghai<br />

World EXPO 2010 continue to move ahead<br />

at full speed.<br />

Still, no matter how you choose to view<br />

the past year, for the Chamber it has to be<br />

seen as a successful one overall. Our thanks<br />

go out to the Chamber’s board members,<br />

workshop moderators and dedicated staff<br />

members, and everyone who joined us in<br />

making this past year so memorable.<br />

The term “financial crisis” is already ingrained<br />

into our daily conversation, but the<br />

Chamber remains resilient. The number of<br />

Chamber members has once again grown,<br />

now totalling 1,137. Also, due to the<br />

Chamber’s dedication to excellence, meetings<br />

and events continued to hold high attendance.<br />

None of this though would have<br />

been possible without the goodwill, knowledge<br />

and charisma of our many speakers.<br />

We thank them for sharing their time and<br />

expertise with us.<br />

With so much support and input received,<br />

the Chamber feels a strong obligation to<br />

give back its share to the community we<br />

live in. As in previous years, the focus on<br />

education was continued through developing<br />

skilled workers at the <strong>AHK</strong>-supported<br />

Vocational Training Centre in Taicang. The<br />

successful institution continues to progress<br />

and give local talents a basis for successful<br />

living while contributing German companies<br />

in the area with qualified skilled workers.<br />

We look forward to partaking in further<br />

sustainable endeavours such as this<br />

one in the future. A signing ceremony in<br />

December for the <strong>AHK</strong>’s second vocational<br />

training centre in the Yangtze Delta is set<br />

to bring German educational standards also<br />

to Wuxi.<br />

A project of more immediate aid was the<br />

rebuilding of a primary school in Qingchuan,<br />

one of the hardest hit areas of the<br />

devastating Sichuan earthquake. The German<br />

Chamber of Commerce • Shanghai<br />

acted as lead sponsor with a donation of<br />

RMB 650,000 for the ‘Friends for Friends’<br />

project, which was initiated by the Taicang<br />

Roundtable with the support of German<br />

companies and private donors. Just over a<br />

year after the earthquakes, the cornerstone<br />

for the new ‘Hope School’ was laid in June<br />

2009.<br />

Catering to the community back at its<br />

home base, a refreshed team at the Chamber<br />

put on another fantastic German Ball in<br />

November - still the undisputed highlight<br />

of the social calendar in Shanghai. The<br />

classics tend repeat themselves, but there<br />

are always new ideas unfolding. Make sure<br />

to keep an eye on what we have in store<br />

for the start of a new year!<br />

As the year on our calendar changes, we<br />

are reminded that the world around us is<br />

constantly revolving. This will only become<br />

more evident as the Expo draws closer. As<br />

these changes come to pass, we must be<br />

sure to embrace them using them to our<br />

advantage, instead of fighting them to our<br />

detriment. With so much to look forward<br />

to, we hope to share as much joy as possible<br />

with our members in the next decade.<br />

May the next year bring you good fortune,<br />

ABOUT US<br />

120 locations in 80 countries<br />

The members of the German Chamber Network, the <strong>AHK</strong>s, are present in all countries of particular interest for the<br />

German Industry and Commerce (GIC). <strong>AHK</strong>s provide support services to both German and host country companies in<br />

the development of their business.<br />

Under the DEinternational brand, the <strong>AHK</strong>s offer their commercial services at market prices in line with performance.<br />

Basic services like market entry support, market information, legal assistance and address research are provided by<br />

the <strong>AHK</strong>s all over the world. Depending on the size and location of an <strong>AHK</strong>, additional specialized services may be<br />

provided.<br />

In China<br />

According to Chinese legislation bilateral chambers are not yet allowed in the People’s Republic. Therefore the <strong>AHK</strong><br />

in China is a delegation office at pre-stage for the foundation of a full fledged <strong>AHK</strong>. There are three offices of the<br />

Delegation of German Industry and Commerce in Mainland China (Beijing, Guangzhou and Shanghai) as well as<br />

Delegation offices in Hong Kong and Taipei. These offices all operate under the umbrella of <strong>AHK</strong> as the official representation<br />

of the German industry.<br />

The office of the Delegation of German Industry and Commerce • Shanghai operates since 1994 and has developed a<br />

strong cooperation with all German institutions in China.<br />

To also offer the benefits of a membership and networking platform and support services to German companies in<br />

China, the German Chamber of Commerce and the GIC – German Industry and Commerce have been founded.<br />

The German Chamber of Commerce has its official registration in Beijing and consists of three equal regional chambers<br />

in Beijing, Guangzhou and Shanghai. Each chamber has its own localized setup to fulfill the requests of its<br />

members. The chambers are financed exclusively through membership fees and corporate sponsorship and receive no<br />

financial support from Germany.<br />

The GIC bundles the service functions of the <strong>AHK</strong> in China. It has been founded in 2001 and since then has helped<br />

coordinate the market entries of more than 400 companies. Over 20,000 inquiries from 5,000 customers per year<br />

give evidence of the experience of the nine GIC Greater China offices in Beijing, Guangzhou, Hangzhou, Hong Kong,<br />

Ningbo, Qingdao, Shanghai, Taicang and Taipei.<br />

EVENT PARTICIPANTS SURVEY 2009<br />

Every year the German Chamber of Shanghai is evaluating all the questionnaires that have been handed out to event<br />

participants in order to improve our customer service. In 2008 we received 552 completed surveys from a total of<br />

961 workshop participants (57.44%). In 2009 we already received 762 filled-in surveys from our 1329 workshop<br />

participants during 39 events, a response rate of 58.48%.<br />

Sino-german economic relationships – recent developments, perspectives<br />

and new initiatives<br />

January 15 th , 2009<br />

Consul General Dr. von der Heyden<br />

Dr. Albrecht von der Heyden, the German consul general, opened his speech with a short review<br />

of the last year and than gave speculations about the future development of China. In<br />

this case, the speaker underlines the growing importance of bilateral relationships. The aim<br />

is to overrun 100 million Euros in the bilateral trade between China and Germany till 2010.<br />

The speaker commended the strong Sino-German relationships which include economical issues,<br />

culture, science, and education. The speaker stresses the importance of the growing bilateral<br />

cross linking especially in the case of job trainings. In this regard, Dr. von der Heyden<br />

commends the training center in Taicang, which educates Chinese students according to the<br />

German dual system.<br />

Balancing Work and Life in a Fast-Paced Environment<br />

February 26 th , 2009<br />

Ms. Doris Rathgeber, OMD, General Manager and Founder of Body & Soul – Medical Clinics<br />

Chairman of GCC • Shanghai, Mr. Arved von zur Mühlen, welcomed the audience full of senior<br />

executives who have to deal with the hustle of China’s economic capital. Speaker for the<br />

evening, Ms. Doris Rathgeber, shared her experiences and thoughts on keeping a balance<br />

in a fast-paced, hectic city such as Shanghai. The aim of Work-Life Balance is to keep one’s<br />

input and output of energies on an equalized level. Harmful lifestyle habits are the easiest<br />

preventable factors and include three main groups, dietary habits, self-medication and<br />

physical exercise. Ms. Rathgeber recommended the audience to develop more consciousness<br />

concerning their lifestyles to pay attention to one’s nutrition, to exercise and to consult a<br />

doctor in case of health conditions.<br />

Germany and China: A Programme and a Corporate Success Story<br />

March 26 th , 2009<br />

Botschafter Dr. Wolfgang Röhr, Leiter des Arbeitsstabes Deutschland-China im Auswärtigen Amt<br />

After Ambassador Röhr’s status report on the event series “Germany and China – Moving<br />

Ahead Together”, Ambassador Dr. Wolfgang Röhr, introduced the project “Deutschland und<br />

China – Gemeinsam in Bewegung”, a joint initiative of the two countries. The three year programme<br />

will culminate in the Shanghai World Expo in 2010. Next Mr. Michael König, General<br />

Manager of Bayer China and Bayer MaterialScience China, reviewed the German chemical giant’s<br />

successful China history. Speaking of the predicted outcome and affects of the economic<br />

crisis on his company, Mr. König noted that the shrinking consumer markets and the struggling<br />

automotive industry have also affected Bayer’s sales figures for the last quarter of 2008. Nevertheless,<br />

Bayer remains confident about the future and the great potential that China holds.<br />

MEETINGS<br />

China’s Road to 2050: A Precise Analysis<br />

April 23 rd , 2009<br />

Mr. Jörg Wuttke, President, European Union Chamber of Commerce in China; Chief Representative,<br />

BASF (China) Company Ltd.<br />

Chairman of the evening, Mr. Elmar Weitzel, welcomed the audience and speaker, Mr. Jörg<br />

Wuttke, the President of the European Union Chamber of Commerce. Mr. Wuttke provided a<br />

very topical and outspoken account of the current status and outlook for China until 2050.<br />

The speaker stressed China’s weak and slowing private consumption as a particular area of<br />

concern. Stronger focus should go into the stimulation of private consumption through increased<br />

spending in education, healthcare and smart technologies. These measures would help<br />

prepare China well for its undisputed future role as the single largest contributor to the global<br />

economy. Developing China into a service-focused, rather than a processing-driven economy<br />

will therefore become even more crucial to secure enough employment for its growing cities.<br />

Sustainability at the Shanghai Expo 2010<br />

The panel presentation on Germany at next year’s Shanghai Expo was kicked off by Pascal Berger<br />

of PLAYZE Architects, the local architect of Germany’s ‘balancity’ pavilion. Götz Lehmann of TRI-<br />

AD introduced ‘Urban Planet’. Jointly presented by Ms. Ying and Mr. Morneweg was the ‘Zhong|De’<br />

project. Mr. Kump and his company HPP won the bid for the so-called ‘Expo Village’ on which<br />

they gave a briefing. Then, closing the round of panellists, Mr. Sommer from the German Centre<br />

introduced his project called ‘Living & Working in Balancity – Experience the Quality of Life’.<br />

Good News at Last: 85% Growth in Times of “Crisis”<br />

June 25 th , 2009<br />

Mr. Ulrich Walker, Board Member, GCC • Beijing & Executive Vice President, Daimler AG;<br />

Chairman & CEO, Daimler Northeast Asia Ltd.<br />

Starting his presentation, Mr. Ulrich Walker pointed out that even an economic growth of<br />

“only” 6-7% is still an excellent condition for an expansion in the market. China still has a<br />

huge demand for cars and luxury goods. With a focus on “Green Luxury”, heavy investments<br />

in R&D of innovative power train technologies and the introduction of car leasing in China,<br />

the company plans to maintain and further develop its stronghold in the biggest automotive<br />

market of the near future.<br />

The June Chamber Meeting was not only the last one before the summer break, but also Mr.<br />

Weitzel’s last event as Vice Chairman of the German Chamber of Commerce • Shanghai.<br />

Farewell with a Plea<br />

August 27 th , 2009<br />

Prof. Norbert Walter, Chief Economist of Deutsche Bank Group<br />

A record number of 293 guests, among them Consul General Dr. Albrecht von der Heyden,<br />

had come to attend the first Chamber Meeting after the summer break. Dr. Jari Grosse-Ruyken,<br />

Vice-Director of the Chinese-German University Preparatory College (CDHK) at Tongji<br />

University, introduced his institute that is closely collaboration with industry to train the future<br />

talents needed by German companies in China. Chairman of the evening, Mr. Arved von<br />

zur Mühlen, opened the floor for the keynote speaker, Professor Walter. He quickly captured<br />

the audience with his free speech and welcomed a number of questions. The speaker also<br />

called on Europe and Asia to become more assertive and seize the new openness of America<br />

under Obama to treat them as equal partners.<br />

Expats vs. Flexpats<br />

September 24 th , 2009<br />

Mr. Frank Quosdorf, Chairman and Co-Founder, Totuba<br />

The host for the evening, Mr. von zur Mühlen, began by giving two striking statistics: According<br />

to the 2009 Global Association Research Survey the country with the most expats in<br />

the world is China (19% of total expats), but failure quota is also highest in the world, with<br />

20% of China expats returning or moving on before the end of their initial term. He then<br />

handed the podium over to the panel. Dr. Posth shared that he considers it a “time of opportunity”<br />

for expats. Mr. Köhler discussed how he sees expats in China as “luxury-expats.” Mr.<br />

Quosdorf coined the new term “flexpat” for himself and his contemporaries, sharing what<br />

the means. Finally, a Q&A session was held to discuss all the topics covered.<br />

A Level Playing Field<br />

October 29 th , 2009<br />

Mr. Jörg Wuttke, President, European Union Chamber of Commerce in China & Chief Representative,<br />

BASF (China) Company Limited<br />

Keynote speaker Mr. Jörg Wuttke led with a few impressive statistics of the 9th Position<br />

Paper of the European Union Chamber of Commerce, the body headed by Mr. Wuttke as its<br />

President. In spite of a still growing market and slowly but steadily recovering growth rates,<br />

China also seems to offer more headaches to foreign investors than ever before. The number<br />

of specific EU recommendations for China gathered in the report this year has grown twofold<br />

from 250 last year to over 500. Still, two thirds of the 300+ survey respondents expressed<br />

optimism about the Chinese economy. Closing his powerful presentation, Mr. Wuttke<br />

called for an understanding of a level playing field between China and Europe.<br />

Consul General Dr. Albrecht von der Heyden’s speech regarding the last year focused on the<br />

topics “world financial crisis”, “the impacts of the Lisbon contract for the European Union”<br />

Germany as well as China had to struggle with the world financial crisis in 2009, but both<br />

managed to overcome it really well. The biggest German event series in a foreign country<br />

so far under the slogan "Germany and China - Moving Ahead Together“ finds its end in the<br />

Expo 2010. Till the start of the expo, there is still a lot of work to do, but Dr. von der Heyden<br />

is confident to present Germany in a proper way. He thanks all participants and helpers.<br />

GCC members and non-members had the opportunity to gain<br />

insight to the work of a German butcher in China and to learn<br />

how to hand-make sausages, enjoying them afterwards at the<br />

Our Members enjoyed the RMB 170 all-you-can-eat and free flow draft beer and soft drinks<br />

event. Over 200 members stopped by for a delicious dinner buffet, music and cocktails. With<br />

different themes last year we started the season well off in a traditional Bavarian Beergarden<br />

environment, while in October it was time for a fancy 80s Party. Dancing and socializing<br />

until well after 2.30am, members took advantage of the relaxed atmosphere to get to know<br />

one another and celebrate German culture with their colleagues.<br />

Guests enjoyed a classical 4-course Asparagus Dinner at the Renaissance Yuyuan Hotel. Well<br />

served with German white wine and beer, the Chef Juan’s delicious organic asparagus creations<br />

After the summer holidays, the German Chamber of Commerce in China • Shanghai welcomed<br />

back families and friends with a day of outdoor fun-filled activities, hosted at the<br />

German School, Euro Campus. Typical summer sun activities such as barbeque, a cake & coffee<br />

hour, kid games, bouncy castle and live music kept the mood uplifting throughout the<br />

afternoon and early evening for more than 900 participants.<br />

The Hofbraeuhaus Pudong hosted this late-night live screening of the game between Werder<br />

Bremen against Schalke 04 (0:1). An all-you-can-eat-and-drink buffet as well as live music<br />

In cooperation with the German Chamber, an initiative of European IT companies, with offices<br />

in Shanghai organized the Shanghai IT Day. These whole-day events offered a variety<br />

of speeches, discussions of case studies and an exhibition part for their attendants to share<br />

helpful information of the latest IT topics.<br />

CHANCES IN THE CRISIS DAY<br />

12 th March 2009<br />

China experts and senior executives<br />

gathered at this year’s edition of the<br />

IHK’s annual flagship event on China to<br />

discuss the future potential for German<br />

companies for “Greater China Day”. Delegates<br />

followed the joint call from the organisers,<br />

this year led by the GCC • Shanghai.<br />

Together with the Chambers and Delegates<br />

from Beijing, Guangzhou and, for the first<br />

time also Hong Kong and Taiwan, the official<br />

representatives of German industry across<br />

Greater China made a joint effort to inform<br />

businesses back home about the current issues<br />

and outlook of doing business in China.<br />

China experienced a significant downturn<br />

since last year’s autumn, but the discussants<br />

agreed that China’s problems are a luxury<br />

compared to the ones that other economies<br />

are facing. This was reiterated by German<br />

Ambassador in Beijing, Dr. Michael Schäfer<br />

in his greeting address. He also painted the<br />

political background picture in present day<br />

China. On the verge of leaping to the global<br />

top spot, the country is still far from settled<br />

in this new role. However, China reaching<br />

third place after the US and Japan in terms<br />

of released scientific publications, shows<br />

that it is nevertheless developing into a<br />

country of innovations. As a growing player<br />

in innovative fields, China is increasingly<br />

accepting the topic of IP protection as<br />

an area of domestic concern. Corporate<br />

leaders were even more upbeat about<br />

the economic prospects. Dr. Rüdiger<br />

Grube, board member of Daimler AG,<br />

reconfirmed the prediction that China<br />

would become the world’s largest car<br />

manufacturer<br />

The “new dynamism in Sino-German<br />

relations”, that Ambassador Dr. Schäfer<br />

witnessed, was also the call of Gerhard<br />

Schröder in his keynote. The former<br />

Chancellor promoted a more proactive<br />

economic and political approach towards<br />

China. Building up of trust and mutual<br />

understanding without open accusations<br />

is a better way to lead to more openness<br />

and change from within. Closer integration<br />

of Germany and China should not be<br />

confined to the political sphere however.<br />

Mr. Schröder pleaded for a closer commercial<br />

interlocking of the two counties<br />

by means of intensified reciprocal asset<br />

participations and “no foreclosing<br />

against Chinese capital” by German legislators<br />

and businesses.<br />

Germany’s chief unionist Mr. Michael Sommer provided a summary of his intensive China<br />

visit focused on examining the situation of Chinese migrant worker. The Chinese government<br />

seems to be aware of the social dynamite that the situation of migrant workers holds.<br />

Efforts to secure minimum standards for the group and the emergence of migrant workers<br />

being represented in the ACFTU should be seen as positive signals<br />

Pudong Day – Meet the Leaders<br />

19 th November 2009<br />

Members of the German Chamber had the opportunity to meet with Mr. Zhu Jiajun, Deputy<br />

Governor, and Mr. He Yiqun, Director of the Commercial Committee of Shanghai Pudong<br />

New Area. After the merger with neighbouring Nanhui District, ‘new Pudong’ will spread<br />

over 1,210.41km² and house 2.686mn registered residents.<br />

The 9 th and 10 th German Chamber Trade Fair gave companies the opportunity to present<br />

their products and services to the members and attendees of the Chamber Meeting.<br />

Aside from using the chance to network at the trade fair, the exhibitors used the opportunity<br />

to socialize at the Chamber Meeting. Around 200 participants showed up at each<br />

Trade Fair.<br />

3rd Sino-German Job Fair<br />

March 26 th & 27 th , 2009<br />

2009’s Sino-German Job Fair was jointly organized by DEinternational, the German<br />

Chamber, Watson Wyatt and the German Centre Shanghai and three of Shanghai’s leading<br />

Sino-German University Co-operations: CDHAW, USSST & ECUST.<br />

34 companies used this chance to present themselves as outstanding German employers<br />

Joint Chamber Trade Fair<br />

The Joint Chamber Trade Fair was a joint effort of the Chambers of Commerce from Canada,<br />

As every year at midnight, a lucky draw<br />

was announced with some fabulous prizes<br />

including two business class roundtrip tickets<br />

to Europe and a weekend getaway in a<br />

Porsche to Hangzhou. A midnight buffet,<br />

dancing and more dancing allowed guests to<br />

continue enjoying themselves well into the<br />

night. At 6.49am the last ones left, happy<br />

and slightly tipsy, already puzzling about<br />

what next year’s theme would bring.<br />

GCC • Shanghai Supports Project of<br />

the Taicang Roundtable from Friends for Friends<br />

After the tragic earthquake in Sichuan in May 2008 the Taicang Roundtable (TRT) initiated a<br />

private project titled ‘Friends for Friends’ to build up a primary school in Qingchuan, a small<br />

city located in one of the hardest hit areas of the devastating earthquake.<br />

The region around Qingchuan is located at the furcation of the Sichuan, Shanxi and Gansuhas<br />

provinces with an area of about 3,269km2 and 250,000 habitants. Qingchuan is one of<br />

the most seriously damaged cities. Until the end of 2008, this region has suffered more than<br />

20,000 aftershocks. Nearly all public buildings have been destroyed and only one school is<br />

left.<br />

In order to support the Friends for Friends project, the GCC • Shanghai became the lead<br />

sponsor with a donation of RMB 650,000. The project was first introduced to the members<br />

at a Chamber Meeting in June 2008. GCC • Shanghai’s board confirmed the donation at the<br />

Taicang Roundtable – a generous act, which will go a long way towards the construction of<br />

the school.<br />

Just over a year after the earthquakes, the cornerstone for the new ‘Hope School’ was laid<br />

in June 2009. Representatives of the GCC had the honour to attend the ceremony. Until the<br />

school can move into its completed new building, temporary container class rooms have<br />

been set up to allow the children to attend classes. After the building will receive its final<br />

approval from the quality bureau in Qingchuan in Febuary, we are looking forward to the official<br />

opening ceremony in March 2010.<br />

As children are our future, we all have an obligation to support such sustainable projects.<br />

Helping pupils to increase their opportunities in life through better education will give them<br />

the chance to independently enhance their living situation in the future.<br />

Outlook 2010<br />

Moving forward, the German Chamber of Commerce • Shanghai will<br />

continue to provide its members with the top notch service they have<br />

come to expect.<br />

GC-Ticker, the free bi-monthly newsletter of the German Chamber of Commerce in China,<br />

information for Sino-German businesses. As the attractiveness of China’s market continued<br />

to increase in 2009 for German and foreign companies, the readership of GC-Ticker has risen<br />

steadily to over 10,000.<br />

n BusinessForum China<br />

"BusinessForum China" is a bi-monthly, English language business magazine which is free<br />

of charge for chamber members. On 80+ pages, it provides in-depth information on China’s<br />

major industries and trends, its economy and business environment. All articles are written<br />

by international experts of various industry sectors as well as academics. The regular price of<br />

"BusinessForum China" is RMB 60 per copy.<br />

n GIC Services<br />

As in 2009, members of the German Chamber of Commerce get a discount of 10% to some<br />

services of the German Industry and Commerce Co. Ltd. in 2010. This offer gives companies,<br />

who want to enter the Chinese market, the possibility to make use of the individual support<br />

of the GIC as legal advice, market entry support, translation services and so forth to preferential<br />

prices.<br />

n German Company Directory (GCD)<br />

Chamber members have free entry to the only official database of German companies in<br />

China all year. Visitors can search German companies in China within a pool of over 3700<br />

entries by several categories as city or industry. This extensive resource is well arranged and<br />

easy to use. The regular price for the entry to the database is RMB 2200 per year.<br />

The Membership Directory is a great resource for anybody interested in Sino-German business<br />

relations. It includes the detailed profile of all members of the German Chamber of<br />
