in sight. <strong>The</strong> next day, the plan was to retaliate against North Viet-<br />

nam, even though the destroyers never suffered an enemy attack.<br />

This was told by the fighter pilot Jim Stockdale, who was present at<br />

the time.<br />

As early as 7 August 1964, President Lyndon Johnson got the<br />

authority from Congress to use American troops against the commu-<br />

nist attack. In March 1965, American troops landed in South Viet-<br />

nam. In the autumn <strong>of</strong> 1965, the United States involved other<br />

countries in the conflict.<br />

In spite <strong>of</strong> an ever-increasing American presence, the communists<br />

kept pressing further south. At the end <strong>of</strong> 1968, 543 000 American<br />

soldiers were fighting in Vietnam. According to the Soviet-Estonian<br />

encyclopaedia, Soviet support to the communists in the north<br />

covered 70 % <strong>of</strong> the cost <strong>of</strong> war. In 1973, Moscow announced that<br />

this was not due for repayment.<br />

<strong>The</strong> United States merely intended to extend the conflict, and US<br />

played a foul game. Robert McNamara (CFR), Kennedy's secretary <strong>of</strong><br />

defense at the beginning <strong>of</strong> the Vietnam War and later head <strong>of</strong> the<br />

World Bank, openly admitted that the United States never really<br />

tried to win the war. It was a disaster for millions <strong>of</strong> people.<br />

When the communists seized Saigon, the Secretary General <strong>of</strong> the<br />

Vietnamese Communist Party, Le Duan, said that the standard <strong>of</strong><br />

living in South Vietnam must be lowered. He stressed that the people<br />

in the south had "achieved a standard <strong>of</strong> living too high for the<br />

country's economy". This would mean the opposite <strong>of</strong> a happy and<br />

civilized life. In January 1977, there were already 200 000 political<br />

prisoners in Vietnam (Paul Johnson, "Modern Times", New York,<br />

1983).<br />

On 18 March 1969, pressurized by President Richard Nixon's<br />

Security Adviser Henry Kissinger, the United States launched an<br />

attack on Cambodia with B-52 bombers from high altitude in order to<br />

"demolish the NLF bases" there. Each <strong>of</strong> the planes dropped some<br />

thirty tons <strong>of</strong> bombs. <strong>The</strong> intensive bombing went on for fourteen<br />

months. More sporadic attacks continued until 15 August 1973, when<br />
