German hegemony over the other member nations would be completely relinquished. The original national socialist programme was to be adhered to. On 15 February 1945, Propaganda Minister Joseph Goebbels issued a directive strictly prohibiting discrimination of other European peoples, in particular those of Slavic origin - a conversion in the shadow of the gallows. 441
