walls, roads, the new marketplace, a church and a college. <strong>The</strong>se<br />

50 000 pounds more than doubled the money supply, but there was<br />

no inflation.<br />

In 1914, while the British restricted their own money supply,<br />

Guernsey issued more - another 140 000 pounds over the next four<br />

years. By 1958, over 500 000 pounds <strong>of</strong> interest free money was in<br />

circulation on Guernsey and still there was no inflation.<br />

By 1990, there was a total <strong>of</strong> 6.5 million pounds in circulation<br />

issued interest free. <strong>The</strong>re was no public debt as in the rest <strong>of</strong><br />

Britain, which was still paying for its war debts. And yet on Guern-<br />

sey, prosperity was very much evident everywhere (Dr Jacques S.<br />

Jaikaran, "<strong>The</strong> Debt Virus: A Compelling Solution to the World's Debt<br />

Problems", 1992).<br />

This was nothing new. In 1793, Liverpool suffered from extreme<br />

cash flow problems, and solved this by creating by an act <strong>of</strong><br />

Parliament some 300 000 pounds <strong>of</strong> non-repayable money, which was<br />

used for public works with great benefit to the city and its people.<br />

This issue <strong>of</strong> money by the Liverpool Corporation alleviated the<br />

immediate debt crisis.<br />

<strong>The</strong> Island <strong>of</strong> Guernsey issued its own interest free banknotes to<br />

rebuild the economy.<br />
