The Institute <strong>of</strong> Internal Auditors <strong>in</strong> Bosnia and Herzegov<strong>in</strong>a is <strong>in</strong>vites you to<br />

attend Seventh International Conference for Central and Southeast Europe.<br />

This event will help <strong><strong>in</strong>ternal</strong> <strong>auditors</strong> and all other <strong>in</strong>terested participants to<br />

Alma Delic is chairwoman <strong>of</strong> Institute <strong>of</strong> Internal Auditors <strong>in</strong> Bosnia and Herzegov<strong>in</strong>a (IIA B&H), recognized<br />

by Global Institute <strong>of</strong> Internal Auditors (IIA Global). Experience as head <strong>of</strong> economic plann<strong>in</strong>g<br />

and analysis department <strong>of</strong> RMK Zenica, company-successor <strong>of</strong> the former adm<strong>in</strong>istrative and scientific<br />

leadership <strong>of</strong> M<strong>in</strong><strong>in</strong>g and Metallurgical Comb<strong>in</strong>e Zenica, manager <strong>in</strong> account<strong>in</strong>g agency and Court<br />

<strong>in</strong>terpreter <strong>in</strong> Court <strong>of</strong> Law <strong>in</strong> Federation <strong>of</strong> Bosnia and Herzegov<strong>in</strong>a was a stepp<strong>in</strong>g stone for owner<br />

position <strong>in</strong> one <strong>of</strong> the leader domestic companies for audit and bus<strong>in</strong>ess consult<strong>in</strong>g Revsar, Sarajevo<br />

that she holds s<strong>in</strong>ce 2000. Besides pr<strong>of</strong>essional publications, Ms. Delic has been a guest lecturer <strong>in</strong><br />

organization <strong>of</strong> Faculty <strong>of</strong> Crim<strong>in</strong>al Science <strong>in</strong> Sarajevo and Association <strong>of</strong> Attorneys <strong>in</strong> B&H, and regular<br />

lecturer <strong>in</strong> IIA B&H and <strong>in</strong> organization <strong>of</strong> Croatian Association <strong>of</strong> Accountants and F<strong>in</strong>ancial Pr<strong>of</strong>essionals<br />

and IIA Croatia.<br />

Mr. sc. Ankica Kolobaric, president <strong>of</strong> Board <strong>of</strong> Directors IIA B&H, Vice Governor <strong>of</strong> Central bank<br />

B&H<br />

Ankica Kolobaric is the President <strong>of</strong> Management board <strong>of</strong> Institute <strong>of</strong> Internal Auditors Bosnia and<br />

Herzegov<strong>in</strong>a. She has extensive bank<strong>in</strong>g experience especially <strong>in</strong> the field <strong>of</strong> bank management and<br />

<strong><strong>in</strong>ternal</strong> audit proven by the master thesis on Impact <strong>of</strong> <strong><strong>in</strong>ternal</strong> audit on reduc<strong>in</strong>g risk <strong>in</strong> bank<br />

bus<strong>in</strong>ess <strong>in</strong> Federation <strong>of</strong> B&H. She has specialized <strong>in</strong> bankruptcy and liquidation manager, authorized<br />

external auditor—specialist for banks and f<strong>in</strong>ancial <strong>in</strong>stitutions. She is one <strong>of</strong> the c<strong>of</strong>ounders, active<br />

member and regular lecturer <strong>in</strong> the Institute <strong>of</strong> Internal Auditors <strong>in</strong> B&H. As <strong>of</strong> July 1, 2004 she has<br />

assumed the duty <strong>of</strong> Chief <strong><strong>in</strong>ternal</strong> auditor and as <strong>of</strong> June 1, 2008 she is Vice governor <strong>of</strong> Central Bank<br />

<strong>of</strong> Bosnia and Herzegov<strong>in</strong>a.<br />

Doc. dr. sc. Ibrahim Okanovic, General Auditor for Audit <strong>of</strong> Institutions <strong>of</strong> B&H<br />

Ibrahim Okanovic holds a Doctor <strong>of</strong> Science degree and is a recognised f<strong>in</strong>ancial expert with years <strong>of</strong><br />

work<strong>in</strong>g experience <strong>in</strong> various public adm<strong>in</strong>istration and health bodies, where he held a number <strong>of</strong><br />

senior posts as a f<strong>in</strong>ancial expert. He also worked on draft<strong>in</strong>g, adopt<strong>in</strong>g and implement<strong>in</strong>g a number <strong>of</strong><br />

legislative acts dur<strong>in</strong>g the blockade <strong>of</strong> the Una-Sana Canton. In addition, he successfully served two<br />

terms <strong>of</strong> <strong>of</strong>fice as the Una-Sana Canton M<strong>in</strong>ister <strong>of</strong> F<strong>in</strong>ance and was <strong>in</strong>volved <strong>in</strong> budget preparation<br />

and execution, as well as <strong>in</strong> propos<strong>in</strong>g legislation <strong>in</strong> the field <strong>of</strong> public f<strong>in</strong>ance.<br />

Hav<strong>in</strong>g <strong>in</strong>vested his extensive expertise and experience, Ibrahim Okanovicorganised the F<strong>BiH</strong> Office for<br />

Budget Audit.<br />

Pr<strong>of</strong>. dr. sc. Lajoš Žager, pr<strong>of</strong>essor at the Faculty <strong>of</strong> Economics, Zagreb<br />

Lajos Zager is the full-time pr<strong>of</strong>essor at the Faculty <strong>of</strong> Economics <strong>in</strong> Zagreb, Account<strong>in</strong>g department. He<br />

holds additional positios <strong>of</strong> Vice-dean for scientific research and adm<strong>in</strong>istration (2010 -), president <strong>of</strong><br />

the Council <strong>of</strong> humanities <strong>of</strong> the University <strong>of</strong> Zagreb (2010 - ). Also, he is a memeber <strong>of</strong> many<br />

pr<strong>of</strong>essional organizations <strong>in</strong>clud<strong>in</strong>g European Account<strong>in</strong>g Association, ECIIA, IIA Croatia, Croatian<br />

Chamber <strong>of</strong> Auditors, Croatian Association <strong>of</strong> Accountants and F<strong>in</strong>ancial Pr<strong>of</strong>essionals. In addition<br />

to activities related to the faculty, Pr<strong>of</strong>essor Zager performs the follow<strong>in</strong>g functions: President <strong>of</strong> the<br />

board <strong>of</strong> exam<strong>in</strong>ers for the title <strong>of</strong> Certified Internal Auditor, Member <strong>of</strong> the F<strong>in</strong>ancial Report<strong>in</strong>g<br />

Standards Council, Chairman <strong>of</strong> the Committee for Public Oversight <strong>of</strong> Audit, Member <strong>of</strong> Expert<br />

Pr<strong>of</strong>. dr. sc. Gordana Vukelić, full pr<strong>of</strong>essor <strong>of</strong> Belgrade Bank<strong>in</strong>g Academy<br />

Gordana Vukelić is a full pr<strong>of</strong>essor at the Belgrade Bank<strong>in</strong>g Academy - Faculty for Bank<strong>in</strong>g, Insurance<br />

and F<strong>in</strong>ance. She spent six months <strong>in</strong> the USA <strong>in</strong> 2003, with<strong>in</strong> Faculty Exchange Program (USDA) and<br />

took part <strong>in</strong> work with students at the University <strong>of</strong> M<strong>in</strong>nesota. She also participated <strong>in</strong> the Farm<br />

Management Tra<strong>in</strong><strong>in</strong>g Programme organised <strong>in</strong> Serbia <strong>in</strong> 2004 and 2005 by Penn State University<br />

and <strong>in</strong>itiated by the M<strong>in</strong>istry <strong>of</strong> Agriculture, Forestry and Water Management <strong>of</strong> the Republic <strong>of</strong><br />

Serbia and the US Federal M<strong>in</strong>istry <strong>of</strong> Agriculture. She takes part <strong>in</strong> various bodies and committees <strong>of</strong><br />

the Faculty be<strong>in</strong>g active <strong>in</strong> both teach<strong>in</strong>g and expert and scientific discipl<strong>in</strong>es (undergraduate papers,<br />

Master and PhD theses) and research projects.<br />

Stanko Tokic, President <strong>of</strong> IIA Croatia and Head <strong>of</strong> Internal Audit and Risk Management<br />

Department <strong>of</strong> Croatian Electricity Company (HEP d.d.)<br />

Mr. Stanko Tokic is the President <strong>of</strong> IIA Croatia and the Head <strong>of</strong> Internal Audit and Risk<br />

Management Department. He graduated from the Faculty <strong>of</strong> Economics <strong>in</strong> Zagreb and has a<br />

master’s degree <strong>in</strong> audit<strong>in</strong>g. He has more than 35 years <strong>of</strong> experience <strong>in</strong> f<strong>in</strong>ance, plann<strong>in</strong>g,<br />

account<strong>in</strong>g and audit<strong>in</strong>g, especially <strong><strong>in</strong>ternal</strong> audit<strong>in</strong>g. He is certified as an <strong><strong>in</strong>ternal</strong> and commercial<br />

auditor <strong>in</strong> Croatia. From 1998 he has been <strong>in</strong> charge <strong>of</strong> the Internal Audit Department <strong>in</strong> HEP and<br />

has been <strong>in</strong> <strong><strong>in</strong>ternal</strong> audit<strong>in</strong>g for the last 15 years. He is a President <strong>of</strong> IIA Crotia and member <strong>of</strong> the<br />

Executive Committee <strong>of</strong> the National Association <strong>of</strong> Internal Auditors and Controllers (HZRFD) and a<br />

member <strong>of</strong> the team for <strong><strong>in</strong>ternal</strong> controls <strong>in</strong> the public sector. He has published articles cover<strong>in</strong>g<br />

<strong><strong>in</strong>ternal</strong> audit<strong>in</strong>g, system <strong>of</strong> <strong><strong>in</strong>ternal</strong> control, <strong><strong>in</strong>ternal</strong> market<strong>in</strong>g and bus<strong>in</strong>ess skills <strong>in</strong> different<br />

journals <strong>in</strong> Croatia and other countries <strong>in</strong> the region. He has also written many papers, manuals,<br />

leaflets and presentations on <strong><strong>in</strong>ternal</strong> audit<strong>in</strong>g. He has an advisory position <strong>in</strong> a number <strong>of</strong><br />

companies on the topic <strong>of</strong> <strong><strong>in</strong>ternal</strong> audit<strong>in</strong>g, procedures to establish <strong><strong>in</strong>ternal</strong> audit<strong>in</strong>g function,<br />

work<strong>in</strong>g papers, manuals, education, communication skills etc. Mr. Tokic attends and participates as<br />

a presenter at congresses, sem<strong>in</strong>ars, tra<strong>in</strong><strong>in</strong>gs, workshops both <strong>in</strong> Croatia and neighbor<strong>in</strong>g<br />

countries.<br />

Mirjana Bogicevic, CIA, Chairwoman <strong>of</strong> IIA Serbia<br />

Mirjana Bogicevic is manag<strong>in</strong>g director <strong>of</strong> Energoprojekt Garant Insurance P.L.C. Belgrade. Previous<br />

relevant engagement was as CAE <strong>in</strong> „Energoprojekt Garant Insurance“ and „Energoprojekt Hold<strong>in</strong>g“<br />

P.L.C., Belgrade. Mrs. Bogicevic is President and one <strong>of</strong> the founders <strong>of</strong> The Association <strong>of</strong> Internal<br />

Auditors <strong>of</strong> Serbia and also a Certified Internal Auditor, designation awarded by Serbian Chamber <strong>of</strong><br />

Authorized Auditors. She is also Certified Internal Auditor (CIA) awarded by The Institute <strong>of</strong> Internal<br />

Auditors. Owns a MBA degree, Faculty <strong>of</strong> Economics, Belgrade.<br />

Özlem Aykaç, Chairwoman <strong>of</strong> IIA Turkey<br />

Özlem Aykaç holds a BA <strong>in</strong> Bus<strong>in</strong>ess Adm<strong>in</strong>istration from Middle East Technical University. Ms.<br />

Aykaç jo<strong>in</strong>ed The Coca-Cola System <strong>in</strong> 1999 as an Internal Audit Manager. She has 23 years <strong>of</strong> ex-<br />

perience <strong>in</strong> Internal Audit and F<strong>in</strong>ance <strong>in</strong> the bank<strong>in</strong>g and textile sectors. Ms. Aykaç is the Presi-<br />

dent <strong>of</strong> the Institute <strong>of</strong> Internal Audit<strong>in</strong>g-Turkey. In addition, she served as a Member <strong>of</strong> the Board<br />

and Audit Committee for the Global Institute <strong>of</strong> Internal Auditors (IIA). She holds both Certified<br />

Internal Auditor (CIA) and Certification <strong>in</strong> Control Self Assessment (CCSA).<br />

Dr. Dragan Kul<strong>in</strong>a, Chief <strong><strong>in</strong>ternal</strong> auditor <strong>of</strong> Central bank <strong>of</strong> Bosnia and Herzegov<strong>in</strong>a<br />

Born on December 7, 1963 <strong>in</strong> Sarajevo, where he f<strong>in</strong>ished elementary and high school and faculty <strong>of</strong><br />

Economics. The scientific degree <strong>of</strong> doctor <strong>of</strong> economics acquired at the Faculty <strong>of</strong> Economy,<br />

University <strong>of</strong> Novi Sad, where he defended his doctoral disertation titeled “Modern concepts <strong>of</strong><br />

regularity audit and audit <strong>of</strong> public sector sucsess”. He has 25 years <strong>of</strong> experience acquired <strong>in</strong> the<br />

economy and public sector as a manager, pr<strong>of</strong>essional assistant, adm<strong>in</strong>istrator, director <strong>of</strong> sector <strong>of</strong><br />

f<strong>in</strong>ance and account<strong>in</strong>g. For eight years, 2000—2008 he was a deputy general auditor <strong>in</strong> the Office for<br />

audit <strong>of</strong> <strong>in</strong>stitutions <strong>of</strong> B&H, and <strong>in</strong> 2009 he was appo<strong>in</strong>ted Chief <strong><strong>in</strong>ternal</strong> auditor <strong>of</strong> Central Bank <strong>of</strong><br />

Bosnia and Herzegov<strong>in</strong>a. He was a memeber, vice president and president <strong>of</strong> several management<br />

and supervisory boards, companies and public <strong>in</strong>stitutions. As a member and leader <strong>of</strong> several expert<br />

and work<strong>in</strong>g groups he participated <strong>in</strong> various national and <strong>in</strong>ternational projects. 2000—2009 he<br />

represented B&H <strong>in</strong> several <strong>in</strong>ternational conferences as a member or leader <strong>of</strong> the delegation and<br />

liason <strong>of</strong>ficer. He is Certified auditor and Internal auditor. He is the assistent pr<strong>of</strong>essor at the Faculty<br />

<strong>of</strong> Economic <strong>in</strong> East Sarajevo on Account<strong>in</strong>g and audit. Expert knowledge <strong>in</strong> the field <strong>of</strong> public<br />

sector management, strategic plann<strong>in</strong>g and management review process acquired <strong>in</strong><br />

country and abroad. He is author and coauthor <strong>of</strong> several booksand and scientific and research<br />

papers <strong>in</strong> the field <strong>of</strong> account<strong>in</strong>g, audit<strong>in</strong>g, public f<strong>in</strong>ance and f<strong>in</strong>ancial management.<br />

Dj<strong>in</strong>ita Foco, dipl.iur., Director <strong>of</strong> Agency for Public Procurement <strong>of</strong> Bosnia and Herzegov<strong>in</strong>a<br />

Dj<strong>in</strong>ita Foco was born on May 4, 1963. By pr<strong>of</strong>ession, she is an attorney with diploma ga<strong>in</strong>ed at the<br />

Faculty <strong>of</strong> Law, Sarajevo. She began her career at the Municipal Court <strong>in</strong> Sarajevo, where <strong>in</strong> perio<br />

1988—1990 she worked as legal assistant—volunteer. 1991—1992 she is employed <strong>in</strong> Department <strong>of</strong><br />

Statistics RB&H as legal expert for population registry and 1994—1995 <strong>in</strong> M<strong>in</strong>istry <strong>of</strong> Internal Affairs as<br />

legal expert for adm<strong>in</strong>istration. Prior to her appo<strong>in</strong>tment as Director <strong>of</strong> Agency for Public<br />

Procurement <strong>of</strong> Bosnia and Herzegov<strong>in</strong>a <strong>in</strong> 2005 she spent 3 years <strong>in</strong> M<strong>in</strong>istry <strong>of</strong> F<strong>in</strong>ance and Treasury<br />

<strong>of</strong> B&H as legal adviser for cooperation with World Bank and IMF and coord<strong>in</strong>ator for projects <strong>of</strong><br />

European Commision—public procurement. In 2003—2006 she was a coord<strong>in</strong>ator for Project Reform<br />

<strong>of</strong> public procurements <strong>in</strong> Bosnia and Herzegov<strong>in</strong>a—CARDS project, phase I and II and <strong>in</strong> 2006 a<br />

member <strong>of</strong> negotiation teams <strong>of</strong> B&H for CEFTA Agreement and SAA Agreement. She speaks English<br />

language.<br />

“Audit<strong>in</strong>g general controls <strong>of</strong> <strong>in</strong>formation system”<br />

"The role and importance <strong>of</strong> Supreme Audit Institutions <strong>of</strong> the public sector <strong>in</strong> <strong>BiH</strong> <strong>in</strong> controll<strong>in</strong>g the<br />

spend<strong>in</strong>g <strong>of</strong> public funds"<br />

Danijela Stepić, Head <strong>of</strong> the Central Harmonisation Unit <strong>in</strong> the M<strong>in</strong>istry <strong>of</strong> F<strong>in</strong>ance <strong>in</strong> Croatia<br />

„ Challenges <strong>of</strong> the <strong><strong>in</strong>ternal</strong> audit development <strong>in</strong> public sector“<br />

The presentation will give overview <strong>of</strong> the most significant challenges that <strong><strong>in</strong>ternal</strong> audit <strong>in</strong> the<br />

public sector is fac<strong>in</strong>g. The special emphasis will be given on the acceptance <strong>of</strong> <strong><strong>in</strong>ternal</strong> audit by<br />

management structure and models <strong>of</strong> rational establishment <strong>of</strong> <strong><strong>in</strong>ternal</strong> audit <strong>in</strong> the public<br />

sector. These challenges are especially important <strong>in</strong> the candidate countries and potential<br />

candidate countries for jo<strong>in</strong><strong>in</strong>g EU, s<strong>in</strong>ce development <strong>of</strong> the <strong><strong>in</strong>ternal</strong> audit is a part <strong>of</strong> the<br />

negotiation process <strong>in</strong> Chapter 32 – F<strong>in</strong>ancial control.<br />

Pr<strong>of</strong>. Dr Fikret Hadzic and MSc Melisa Prolaz, Faculty <strong>of</strong> Economy <strong>in</strong> Sarajevo<br />

“The role <strong>of</strong> regulatory authorities <strong>in</strong> the global f<strong>in</strong>ancial crisis – new regulatory challenges and rec-<br />

ommendations”<br />

Price bubbles are the ma<strong>in</strong> reason for several f<strong>in</strong>ancial crises. The counter-cyclical regulation should<br />

limit the price bubble growth. The counter-cyclicality requires the <strong>in</strong>crement <strong>of</strong> the required and<br />

actual capital <strong>in</strong> good years when loan losses are below long run averages, creat<strong>in</strong>g capital buffers<br />

which would be used <strong>in</strong> recession years for loss absorption. Other important research aspects are the<br />

quantity and quality <strong>of</strong> the required capital, leverage ratio, liquidity regulation and maturity transfor-<br />

mation and deposit <strong>in</strong>surance. In addition, the paper will try to give an answer to the regulation<br />

boundaries and provide adequate recommendations.<br />

Information system audit deal with review the quality <strong>of</strong> account<strong>in</strong>g and other non-account<strong>in</strong>g<br />

<strong>in</strong>formation systems <strong>of</strong> some entity. In order to gather audit evidence <strong>of</strong> certa<strong>in</strong> <strong>in</strong>formation<br />

system, <strong>auditors</strong> test general (management) and application controls. General IT controls are<br />

those controls that concern the general conditions <strong>of</strong> <strong>in</strong>formation system operation and the<br />

environment <strong>of</strong> that system. The paper shows the ma<strong>in</strong> aspects <strong>of</strong> audit<strong>in</strong>g general IT controls.<br />

Angela Witzany, Chairwoman <strong>of</strong> IIA Austria<br />

Angela Witzany, CIA master`s degree <strong>in</strong> commercial science at the WU Vienna; accountant and she earned<br />

the CIA exam <strong>in</strong> the year 2000. S<strong>in</strong>ce 1997 she has experience <strong>in</strong> <strong><strong>in</strong>ternal</strong> audit<strong>in</strong>g especially <strong>in</strong> the<br />

<strong>in</strong>surance sector and s<strong>in</strong>ce 2001 she is Head <strong>of</strong> Internal Audit for the Austrian Insurance Company<br />

Sparkassen Versicherung AG, Vienna Insurance Group; responsible for Austria and Bank Insurance<br />

Companies <strong>in</strong> the CEE area relat<strong>in</strong>g to the IA function by strengthen<strong>in</strong>g and promot<strong>in</strong>g the IA pr<strong>of</strong>ession.<br />

She currently serves as the President <strong>of</strong> IIA Austria, Vice President <strong>of</strong> the Committee <strong>of</strong> Internal Audit and<br />

Control with<strong>in</strong> the Insurance Association <strong>in</strong> Austria and she is as well lead<strong>in</strong>g the permanent work<strong>in</strong>g group<br />

<strong>of</strong> Privat Insurance Companies for IIA Austria. Angela is also a member <strong>of</strong> the IIA`s Pr<strong>of</strong>essional Certification<br />

Onisiforos Onisiforou is a founder member <strong>of</strong> IIA Cyprus, and s<strong>in</strong>ce 1998 he has played an active role <strong>in</strong><br />

the advancement <strong>of</strong> the pr<strong>of</strong>ession <strong>of</strong> <strong><strong>in</strong>ternal</strong> audit <strong>in</strong> Cyprus. In the past, he held the position <strong>of</strong> the<br />

Vice-Chairman <strong>of</strong> the Board and the position <strong>of</strong> the Chairman <strong>of</strong> the Education Committee <strong>of</strong> IIA Cyprus.<br />

Onisiforos participated <strong>in</strong> a large number <strong>of</strong> tra<strong>in</strong><strong>in</strong>g sem<strong>in</strong>ars and conferences <strong>in</strong> Cyprus and abroad,<br />

<strong>in</strong>clud<strong>in</strong>g at world lead<strong>in</strong>g management schools and universities. Mr. Onisiforos has 20 years <strong>of</strong> work<strong>in</strong>g<br />

few years <strong>in</strong> the M<strong>in</strong>istry on F<strong>in</strong>ance <strong>of</strong> the Republic <strong>of</strong> Cyprus. He also worked for a short time for the<br />

European Commission <strong>in</strong> Brussels. S<strong>in</strong>ce 2000 he has been the Chief Audit Executive <strong>of</strong> a large Corporation<br />

<strong>in</strong> Cyprus.<br />

Norbert Wagner, IIA Austria<br />

Norbert Wagner graduated from the University <strong>of</strong> Economics, Vienna, Austria. He jo<strong>in</strong>ed the Austrian<br />

Federal Railways <strong>in</strong> 1975 and served there for 10 years <strong>in</strong> the F<strong>in</strong>ance Department, then for 6 years as<br />

Deputy Head <strong>of</strong> the Controll<strong>in</strong>g Department. He jo<strong>in</strong>ed the Internal Audit Department <strong>in</strong> 1991 and became<br />

Head <strong>of</strong> Internal Audit <strong>in</strong> January 1995. He served as CAE for 10 years. He became a member <strong>of</strong><br />

the Management Board <strong>of</strong> IIA Austria <strong>in</strong> January 1998 and has been President <strong>of</strong> IIA Austria from March<br />

2000 till June 2009. He is a Member <strong>of</strong> the Global CSO (Chief Staff Officer) Group with<strong>in</strong> the IIA and<br />

Chairman <strong>of</strong> the European CSO Group.<br />

When it comes to tax matters <strong>in</strong> Bosnia and Herzegov<strong>in</strong>a, its competence is divided between the State<br />

and the Entities (Federation <strong>of</strong> Bosnia and Herzegov<strong>in</strong>a, Republic <strong>of</strong> Srpska and the Brčko District, each<br />

as a separate adm<strong>in</strong>istrative unit). Tax Adm<strong>in</strong>istrations on the Entity level exercise direct taxes, contri-<br />

butions and other public revenues. S<strong>in</strong>ce 2008, tax reforms have gathered momentum with a view to<br />

harmoniz<strong>in</strong>g tax systems between the entities, but also <strong>in</strong> relation to the tax systems <strong>in</strong> the EU coun-<br />

tries and countries <strong>in</strong> the region. In this context, the presentation will exam<strong>in</strong>e some <strong>of</strong> the different<br />

tax system models with<strong>in</strong> the European Union and the region as a goal to compare these regions and<br />

their regulations.<br />

“Risk Management <strong>of</strong> Investments <strong>of</strong> Insurance Companies Reservs <strong>in</strong> Bosnia and Herzegov<strong>in</strong>a”<br />

F<strong>in</strong>ancial-accumulat<strong>in</strong>g function is one <strong>of</strong> the three core functions <strong>of</strong> <strong>in</strong>surance. The reserves, which<br />

they accumulate, <strong>in</strong>surers can use for different types <strong>of</strong> <strong>in</strong>vestments. In this way they not only<br />

generate additional earn<strong>in</strong>gs, but also they stimulate economic development. However, dur<strong>in</strong>g the<br />

placement <strong>of</strong> reserves <strong>in</strong>surers are exposed to many risks depend<strong>in</strong>g on the types <strong>of</strong> reserves and<br />

the forms <strong>in</strong> which they are directed. Therefore, special attention must be paid to the management<br />

<strong>of</strong> these reserves accord<strong>in</strong>g to regulatory limitations. This issue is very under researched on the<br />

<strong>in</strong>surance market <strong>in</strong> Bosnia and Herzegov<strong>in</strong>a, which has specific regulatory limitations.<br />

“Does the gender-mix <strong>in</strong> the workplace have a potential <strong>in</strong>fluence on corruption?”<br />

In Oktober 2010 IIA-Austria started a research project based on a europe-wide onl<strong>in</strong>e-survey. We<br />

asked the community <strong>of</strong> the european Internal Auditors about their experiences regard<strong>in</strong>g corruption<br />

and the observed <strong>in</strong>volvement <strong>of</strong> women and men <strong>in</strong> those cases. We also asked for pr<strong>of</strong>essional<br />

estimation if the percentage <strong>of</strong> women <strong>in</strong> a specific workgroup or organisation would have an<br />

<strong>in</strong>fluential effect on the probability, that corruption schemes will evolve. Based on the results <strong>of</strong> the<br />

study there could be developed <strong>in</strong>terest<strong>in</strong>g new <strong>in</strong>sights and supris<strong>in</strong>g preventive methodes aga<strong>in</strong>st<br />

corruption.<br />

level, and what next steps need to be taken to reach the next level.The presentation starts with an<br />

<strong>in</strong>troduction <strong>of</strong> the model, <strong>in</strong>clud<strong>in</strong>g an explanation <strong>of</strong> all the different levels. Based on this model/<br />

Regulations on basic capital regularly provide capital preservation obligation. For this purpose<br />

<strong>in</strong> a situation where a company has its own shares or stock <strong>in</strong> the f<strong>in</strong>ancial statements. In addition,<br />

the paper deals with the runn<strong>in</strong>g value <strong>of</strong> the equity <strong>in</strong> the f<strong>in</strong>ancial statements and the ability<br />

to get an accurate picture <strong>of</strong> its value. The later is particularly <strong>in</strong>terest<strong>in</strong>g for small companies.<br />

Given that f<strong>in</strong>ance capital requirement for develop<strong>in</strong>g economies, it is a f<strong>in</strong>ancial crime most<br />

perfidious form <strong>of</strong> appropriat<strong>in</strong>g other people's property. With this money is the easiest form <strong>of</strong><br />

appropriation and cover<strong>in</strong>g their tracks, and banks and f<strong>in</strong>ancial <strong>in</strong>stitutions are the locations where<br />

they are located notes and documentation for the perpetrators <strong>of</strong> f<strong>in</strong>ancial crime.<br />

Successful and effective struggle aga<strong>in</strong>st the forms <strong>of</strong> economic crime is achieved not only repressive<br />

but also primarily through preventive measures.<br />

prevent the exercise <strong>of</strong> crim<strong>in</strong>al acts and other violations <strong>of</strong> law and to cooperate with the authorities<br />

An effective Internal Audit function has to f<strong>in</strong>d the balance between risk, cost and value. Not<br />

hav<strong>in</strong>g that balance results <strong>in</strong> sub-optimization creates a value gap. Issues could lie <strong>in</strong> the areas<br />

<strong>of</strong> enablement or competency, or both. From an enablement perspective, Internal Audit may<br />

not be aligned with the bus<strong>in</strong>ess risks, may be us<strong>in</strong>g out-<strong>of</strong>-date technology or may not know<br />

how to prioritize effectively. In terms <strong>of</strong> capabilities, the Internal Audit function may not have<br />

the <strong>in</strong>dustry <strong>in</strong>sight and functional <strong>in</strong>sight it needs. It may have <strong>in</strong>flexible staff<strong>in</strong>g models. Or it<br />

may lack skills <strong>in</strong> specific areas, such as tax or IT. Both types <strong>of</strong> gaps can limit Internal Audit’s<br />

ability to operate at higher levels. Identify<strong>in</strong>g these challenges — and establish<strong>in</strong>g solutions to<br />

Studies on issues <strong>of</strong> public f<strong>in</strong>ances’ controls on <strong>in</strong>ternational level, and especially <strong>in</strong> Serbia, are<br />

covered <strong>in</strong> this paper. By analyz<strong>in</strong>g world trends <strong>in</strong> the sphere <strong>of</strong> public assets’ control, it can be<br />

concluded that currently there is almost no county without some k<strong>in</strong>d <strong>of</strong> state control over<br />

public f<strong>in</strong>ances. In most <strong>of</strong> the countries, supervision over public assets is under direct or<br />

<strong>in</strong>direct supervision <strong>of</strong> the Parliament. Parliament, as the highest Regulatory body approv<strong>in</strong>g the<br />

level <strong>of</strong> public assets (<strong>in</strong>comes and expenses) is controll<strong>in</strong>g annual f<strong>in</strong>ancial reports as well as<br />

the efficiency <strong>of</strong> national asset consumption. Studies <strong>of</strong> this subject on <strong>in</strong>ternational level are<br />

show<strong>in</strong>g that each country with<strong>in</strong> their own scope <strong>of</strong> controls is giv<strong>in</strong>g special contribution on<br />

establishment <strong>of</strong> <strong><strong>in</strong>ternal</strong> control system. In western developed countries, this <strong><strong>in</strong>ternal</strong><br />

pr<strong>of</strong>essional control mechanism over the public asset is done by the <strong><strong>in</strong>ternal</strong> control. In order to<br />

put <strong>in</strong> place this control, most <strong>of</strong> the parliaments abroad have brought laws on public assets’<br />

audit, which is therefore becom<strong>in</strong>g pr<strong>of</strong>essional control function.<br />

expressed through the "4E" have been durable, it is necessary to redef<strong>in</strong>e the approach to<br />

<strong><strong>in</strong>ternal</strong> audit. Redef<strong>in</strong>ed approach primarily determ<strong>in</strong>es the flexible implementation <strong>of</strong> ethical<br />

and pr<strong>of</strong>essional standards while perform<strong>in</strong>g the audit process, with appropriate risk assessment<br />

<strong>in</strong> the ITT environment.<br />
