In spite <strong>of</strong> numerous promises to improve electric power supply, the Government <strong>of</strong><br />

Kosova has not succeeded neither at the end <strong>of</strong> the second 100 day period to present<br />

a plan based on which power cuts during winter season would be avoided. In the past,<br />

Kosova has imported electricity based on the so-called emergency contracts which resulted<br />

in high energy prices. Only during the first quarter <strong>of</strong> this year, the government<br />

has spent about 200 million Euros in energy purchase.<br />

A proper plan <strong>of</strong> the government could have established non-discriminatory position<br />

for Kosovo in the electric energy market.<br />

Airport: a Soap Bubble<br />

Prishtina International Airport has been one <strong>of</strong> the most talked about public enterprises<br />

by the Prime Minister Thaçi since he took <strong>of</strong>fice. <strong>The</strong> pressure to fight corruption in<br />

this enterprise has fallen apart when the former director, Afrim Haziri, had been arrested<br />

then released, and when Board <strong>of</strong> the Airport appointed Agron Mustafa to act as<br />

Managing Director, a person with close ties to PDK. Regardless <strong>of</strong> the fact that alarms<br />

were set <strong>of</strong>f to point to numerous evidence <strong>of</strong> corruption committed by previous management<br />

structures, to this day, the Kosovo justice has not processed a single case.<br />

What has happened since the shifts in Airport management is new employments’ campaign,<br />

which qualify employees <strong>of</strong> this companies as acting managing directors.<br />

conclusion<br />

Even in the second 100 day period, Thaçi government has continued exercising practice<br />

<strong>of</strong> violations, abuse, and conflict <strong>of</strong> interest. <strong>The</strong> government has failed to establish<br />

accountability practice to the members <strong>of</strong> Parliament, as the highest state institution.<br />

In cases when government spoke to the MPs, it showed total ignorance <strong>of</strong> topics with<br />

crucial importance for public integrity, rule <strong>of</strong> law, economic development, and good<br />

governance. Frequently, it ministers and the Prime Minister have failed to show themselves<br />

to the Parliament and respond to the MP’s questions. It is the crucial moment<br />

for the Parliament <strong>of</strong> Kosova to finally act its mandate, while media and civil society<br />

should demonstrate boldness in taking initiatives to monitor and criticize the government.
