<strong>The</strong> following party members have been appointed to the PTK Board:<br />
- Rexhë Gjonbalaj, PDK member <strong>of</strong> former Peja Municipal Assembly<br />
- Elmaze Pireva, former deputy-director <strong>of</strong> Kosova Tax Administration,<br />
appointed by the President <strong>of</strong> Kosova<br />
- Abdyl Imeri, senior advisor in Municipal Assembly <strong>of</strong> Skenderaj<br />

PTK competing with Hands Tied<br />
Private sector influences on the only public company that provides mobile telephony<br />
and internet, PTK have spread extensively. <strong>The</strong> influence has been caused by corrupted<br />
political parties and ignoring <strong>of</strong> conflict <strong>of</strong> interest in the boards <strong>of</strong> public enterprises<br />
and Kosovo Trust Agency. <strong>The</strong> same board constellation, which in the case<br />
<strong>of</strong> Telecommunications Regulatory Agency had caused the failure <strong>of</strong> tender for the<br />
second mobile operator due to corruption, continues to approve important decisions<br />
for this market although the TRA board had not assembled completely and that politics<br />
feels totally powerless to bring this agency within the rule <strong>of</strong> law. No wonder this<br />
is a clear indicator <strong>of</strong> corruption <strong>of</strong> most important political actors.<br />
During licensing <strong>of</strong> the second mobile telephony operator, the value <strong>of</strong> the public<br />
operator Vala 900 had been estimated between 800 million and 1 billion Euros. <strong>The</strong><br />
value <strong>of</strong> its assets have declined progressively since then. <strong>The</strong> Government <strong>of</strong> Kosova,<br />
particularly, the Ministry <strong>of</strong> Transport, Post, and Telecommunications, Fatmit Limaj,<br />
has continuously promoted the idea for Vala’s privatization. Appointing Dino Asanaj,<br />
shareholder <strong>of</strong> IPKO, second mobile telephony provider, to chair the board <strong>of</strong> PTK<br />
and charge him with developing the policies <strong>of</strong> public operator Vala, the government<br />
caused an obvious conflict <strong>of</strong> interest.<br />
Ignorance About to Destroy KEK<br />
Kosovo Energy Corporation (KEK) has continued to consume millions <strong>of</strong> Euros from<br />
Kosovo budget and still failing to provide steady supply with electric power. So far,<br />
59.5 million Euros have been spent on KEK, excluding the foreseen loan <strong>of</strong> 94 million<br />
Euros.<br />
